The Health Insurance Portability and Accountability Act of 1996 (HIPAA) is a federal

law that mandated the development of national standards to guard against the disclosure

of sensitive patient health information without the patient's knowledge or consent. The

HIPAA Privacy Rule was published by the US Department of Health and Human Services

(HHS) to put HIPAA's regulations into practice. Information covered by the Privacy Rule is

protected in part by the HIPAA Security Rule.

According to (1999), the act's goals were to stop healthcare fraud and abuse, set

standards for health information, maintain the confidentiality and privacy of health

information, and ensure that employed people may move their health insurance with them.

Institutions and people that disregard this act's obligations will face repercussions. In this

book, we focus on the HIPAA requirements for health information security and privacy,

which are described as follows:

to control access.
