Mechanical Completion is defined as that point in the project when work to install,
erect and fit out the facilities has been completed, and that fitting out work has
been tested. In addition, mechanical completion for each component of the
facility is defined by completion and signs off of the corresponding Mechanical
Completion “A” check sheet.
Detailed inspection check sheets (defined as “A” check sheet) are employed to
confirm that particular type and activity, if applicable, has been addressed
specific to a particular discipline summarized below; all discrepancies, damages,
malfunctions or missing documents results from the check and tests being
performed are incorporated in the “punch list”.
Contractor shall develop Handover certificate for all equipment and System within
its scope of work as defined by Company. The aim is to standardize documentary
evidence throughout the project endorsed by Company representatives, for
verification of compliances to Company contractual requirements, including
inspection and testing during fabrication and Mechanical Completion. The
Handover shall be endorsed /approved by Contractor and Company
representative.
3 Safety requirements
It is the policy of the Contractor to provide a safe and healthy workplace for all its
employees.
For the execution of the Commissioning activities, all necessary safety and
environmental precautions shall be taken to avoid any risk for personnel injury
and equipment’s damage. All instructions regarding safety aspects indicated on
Vendors documentation shall also be taken into account.

A Power extinguisher is usable inside a closed space (without people inside), this
kind of extinguisher can be used outside.
Risk assessment and PTW shall be followed during activity, and must be
available on site for the entire duration of the tests.
Caution notices shall be posted adjacent to, and at all access way to the test area.

5 Preliminary Checks
The following activities must be close:
All identified “TYPE B” of punch items can’t involve any functionality aspect
of each device, equipment or switchgear;
All test report of each device, equipment must be available and reviewed by
Company;

All Approved drawing in red mark (If any) should be available on field.
All the insulating joints shall be individually checked for intended electrical
isolation.
Grounding and polarization cells shall be less than 1 ohm checked for their
expected performance.
Bonding between individual pipes in common ROW/ pipe trench shall be ensured.
For each CP system, one of the T/R units at one CP station end shall be
energized to an output regulated manually so as to achieve a -1500 mv maximum
structure-to-electrolyte potential of with respect to Cu/CuSo4.
Install the current interrupter in the DC output circuit and set 4:1 interrupter cycle.
Measure and record the On and Off readings at all test station facilities with
respect to permanent or reference cell.
Potential at both sides of the insulating joint shall be checked to 0 mv to observe
any potential charge in the unprotected side.
Perform interference testing on all pipelines which are not bonded and in close
proximity to the new pipelines (10m circumference of the new line) and vice versa.
Where all or any part of a foreign structure is found to undergo a positive potential
charge greater than 20 mv and the potential is more positive than – 850 mv when
the CP system is switch on, further action to mitigate stray current effects shall be
under taken. Interference testing shall also be carried at the foreign pipeline
crossing /parallelism locations.

Thereafter the existing T/R unit at the other CP station end shall be energized
after switching off the CP station which was tested. The same procedure as shall
be adopted and Pipe to Soil Potential values recorded. This T/R station shall then
be switched off. After ensuring that both T/R units are in order, both shall be
switched on simultaneously and Pipe to Soil Potectial values shall be recorded
along the entire pipelines at each test station.
As result of these tests, if any deficiencies are found in the system, the same shall
be rectified by the vendor to the satisfaction of Project Engineer. Such
deficiencies shall include mitigation of interaction problems that may be found
existing in the course of testing and commissioning. This shall also include a set
of observations taken during the peak of first dry season in the area after
commissioning the system into regular operation.
Protection of each line under this system shall be taken for structure to
electrotype potential at each of the installed test station till a value of (–) 1.12 volts
with respect to CU/CuSo4 is reached. Also the pipe line current values across the
cross section of the pipeline shall be determined at all the intended test stations
influenced by this station. Operating parameters of the T/R unit shall also be
recorded.
CP system shall provide all buried surfaces of pipe a polarized protective potential
ranging between -0.85 V ad -1.12 V vs. CSE (instant “off” measurement
condition).
Where the structures shall be installed in anaerobic soils (clay) the polarized
protective potential shall be more negative than -0.95 V vs. CSE (instant “off”
measurement condition).
-0.75 V vs. CSE for soil resistivity ranging between 100 and 1000 m
and -0.65 V vs. CSE for soil resistivity over 1000 m.

The upper limit of pre-set reference SEP value at transformer rectifier unit
at which it should operate at permanent half-cell failure should then be
adjusted according to rectified maximum protective potential value.
