1st ever 2-day long “Innovation festival” was organised by Arunachal Pradeshgovt at Itanagar, Arunachal
Pradesh
On January 25, 2020 Arunachal Pradesh state council for science & Technology (APSCS&T) in partnership with
National Innovation Foundation organised the 1st ever Innovation festival at science centre IG Park, Itanagar
Arunachal Pradesh. The two days festival aims to encourage the cultural innovation among the people and students of
Arunachal Pradesh.

i.During the festival more than 50 innovations are displayed by the innovators of Arunachal Pradesh , Assam and
other states and as a part of the festival Inspire Awards – Manak state level event has also been organised.

Arunachal pradesh becomes the 1st state in India to initiate IUCN’s red-listing of orchids
On January 17, 2020, Arunachal Pradesh (AR) has became the 1st State in India to initiate the International Union
for Conservation of Nature (IUCN)’s ‘red listing’ of orchids at the state level after it has inked a memorandum of
understanding (MoU) with the International Union for Conservation of Nature (IUCN) in Itanagar, AR.
Features of the agreement:
i.According to the MoU, the state government of Arunachal Pradesh will cooperate with IUCN and conduct a red-list
evaluation of orchids in the state.
Within 12 months, this project will spread across the state & various workshops on Red List Evaluation will be
conducted by IUCN experts.
ii.The MoU was signed between the Principal Chief Conservator of Forest (PCCF) and Head of Forest Forces (HoFF),
Manmohan Singh Negi and Country Representative, IUCN India, Dr Vivek Saxena.

Arunachal Pradesh adopts new logo for the state


On January 9, 2020 Arunachal Pradesh Legislative Assembly (ARLA) adopted a new logo which will reflect the
distinct identity and culture of the state.

The new logo consists of the National Emblem to signify the federal system of the Indian Constitution and the flower

Three new frog species discovered in Arunachal Pradesh


On January 15,2020 The scientists of Zoological Survey of India (ZSI) had discovered three new species of tiny frogs
in Talley Valley Wildlife Sanctuary, Lower Subansiri district of Arunachal Pradesh (AR). The three new species of
tiny frogs had been named as ‘Liurana himalayana’, ’Liurana indica’ and ‘Liurana minuta’.
Key Points:
i.The frogs are so small in size that one can sit on a coin.
ii.Bhaskar Saika and Bikramjit Sinha are the ZSI Scientists, who discovered these frog species.
iii.A study,co-authored by the scientist Saika and Sinha has been published in a science journal, the Records of the
Zoological Survey of India.
iv.Earlier, Saika and Sinha also found a rare frog species, ‘Megophrys pachyproctus’, from Talley Valley Wildlife
Sanctuary, AR.

President gives nod for delimitation exercise in NE States of Assam, Arunachal Pradesh, Manipur
andNagaland
On February 28, 2020, President Ram Nath Kovind gave his nod for resuming delimitation exercise in the
northeastern States of Arunachal Pradesh, Assam, Manipur, and Nagaland by rescinding/cancelling the February 8,
2008 order. The decision has been taken following the improvement in the security situation in these states and a
reduction in insurgency incidents.
Background:
A Delimitation Commission was set up under the Delimitation Act, 2002 to readjust the division of each state and
union territory into territorial constituencies for the purpose of Lok Sabha and state assembly elections on the
basis of census figures of 2001. The Delimitation Commission completed the delimitation exercise on November 26,
2008 in respect of all the states, except in these four northeastern states due to threat to the peace and public order.
What is Delimitation?
According to the Election Commission website, it means the act or process of fixing limits or boundaries of territorial
constituencies in a country or a province having a legislative body.
-Delimitation Commissions in India have been constituted four times in the past in 1952 under the Delimitation
Commission Act, 1952, in 1963 under Delimitation Commission Act, 1962, in 1973 under Delimitation Act, 1972 and
in 2002 under Delimitation Act, 2002.

-This process is assigned to a high power body namely Delimitation Commission or a Boundary Commission, whose
orders have the force of law and cannot be called in question before any court.

Centre constitutes Delimitation commission for J&K, Assam, Manipur, Arunachal, chaired by former SC judge
Ranjana Prakash Desai
On March 06, 2020, In exercise of the powers conferred by section 3 of the Delimitation Act, 2002, the Central
government has set up a Delimitation Commission , headed by former Supreme Court judge Ranjana Prakash
Desai, for the delimitation of Assembly and Parliamentary constituencies of the Union Territory of Jammu and
Kashmir (J&K) and the northeastern states of Assam, Arunachal Pradesh(AP), Manipur and Nagaland.
Key Points:
i.The Commission will also comprise of members,viz an Election Commissioner (presently Mr. Sushil Chandra) and
the State Election Commissioners of the respective States and UT,who will be made ex-officio members of the
commission. Ranjana Prakash has been appointed for a period of one year.
ii.The Commission is mandated to delimit the Lok Sabha and Assembly Constituencies in J&K under the provisions of
the Jammu and Kashmir Reorganization Act,2019 while the provisions of the Delimitation Act 2002 will delimit
Assam, Arunachal Pradesh, Manipur and Nagaland. Delimitation was done based on the 2001 census.
The Section 60 of the J&K Reorganisation Act,2019 stipulates that the number of seats in its Legislative Assembly will
be increased to 114, from the present 107. Of these, 24 seats have been reserved for Pakistan Occupied Kashmir.
iii.Such Delimitation Commissions have been formed 4 times in India – in 1952 under the Delimitation Commission
Act, 1952, in 1963 under Delimitation Commission Act, 1962, in 1973 under Delimitation Act, 1972 and in 2002
under Delimitation Act, 2002.
Delimitation Commission:
It is appointed by the President of India (presently Ram Nath Kovind) and works in collaboration with the Election
Commission of India.
What is Delimitation?
It refers to the act or process of fixing limits or boundaries of territorial constituencies in a country to represent
changes in population.
Why it is needed?
The primary aim of delimitation is to provide equal representation to similar segments of the population. It also aims
at proper division of geographical areas so that one political party does not get an inappropriate advantage over
others in elections.
It also aimed to follow the principle of One vote One value.
Issues with Delimitation:
The States that take less interest in population control could end up with a greater number of seats in Parliament.

CM Pema Khandu inaugurated revamped Hangpan Dada Bridge in Arunachal Pradesh through video
conferencing
The Chief Minister (CM) of Arunachal Pradesh (AR), Pema Khandu, inaugurated the revamped Hangpan Dada Bridge
over River Subansiri at Daporijo in Upper Subansiri district, AR through video conferencing. The reconstruction
work of this 430 feet multi span bridge was done by Border Roads Task Force (BRTF) of Border Road Organization
(BRO) within a month’s time (started 17th Mar, 2020), Government of India under Project ARUNANK.

This bridge has replaced an older bridge in Daporijo, which was constructed in 1992 and had severely deteriorated.
The design of the new bridge, which is different from the standard drills, was prepared in discussion with
professionals at the College of Military Engineering, Pune of Maharashtra.
It should be noted that this bridge is the only line of communication to Daporijo and around 451 villages which
include locations along Line of Actual Control (LAC) where Indian security forces are deployed.
Reason behind reconstruction:
The bridge has been revamped due to its deteriorating condition and movement of vehicles over it was restricted
owing to the huge risk of it collapsing anytime.
In this regard the state government discussed with the Govt of India to take up revamping of bridge. This is why it is
reconstructed by BRO.
Point to be noted:
The bridge has been named after martyr Hangpan Dada, who laid down his life fighting terrorists in Jammu &
Kashmir and was posthumously awarded the Ashok Chakra.

New pit viper discovered in Arunachal Pradesh named after Harry Potter Character
The new species of green pit viper discovered in Arunachal Pradesh by a team of researchers was named Salazar’s pit
viper after Salazar Slytherin, a fictional character in J.K Rowling’s book series “Harry Potter”.
Key Points:
i.Venomous snakes which have heat sensing pit organs between the eyes and the nostril.
ii.Trimeresurus Salazar– a fifth variety of reptile to be discovered in Arunachal Pradesh
iii.They belong to genus Trimeresurus Lacépède “charismatic venomous serpents with morphologically as well as
ecologically diverse species”.
iv.The discovery is published by Zeeshan A. AyazMirza of Bengaluru’s National Centre for Biological Science, Harshal
S. Bhosale of Bombay Natural History Society and four others in the April issue of Zoosystematics and Evolution.
v.Two other species of Arunachal pit vipers, India’s fifth brown pit viper with reddish tinge and a natricid burrowing
snake.

Freedom fighter Padma Shri Gandhian Hema Bharali passed away at 101
On 29th April 2020, Freedom fighter and Padma Shri Gandhian Hema Bharali well known as Freedom Activist, social
worker, Sarvodaya leader passed away due to prolonged illness at her home in Guwahati at the age of 101 and a
spinster. She was born in Assam on 19th February 1919.
Key Points:
i.Hema Bharali participated in the relief operations during the earthquake in North Lakhimpur in 1950 and helped
the people in the Assam- Arunachal Pradesh border in the Chinese aggression in 1962.
ii.Hema Bharali was a front ranking Leader of Vinoba Bhave’s Bhoodan Movement and she engaged herself in rural
development, strengthening of national integration, spread of basic education and removal of social discrimination.
iii.She contributed to women empowerment and made efforts to uplift the socially and financially challenged section
of the society.
iv.Awards: In 2005 She received the Padma Shri, the fourth-highest civilian award in the Republic of India from of
Dr.A.P.J Abdul Kalam.

New fish species ‘Schizothorax sikusirumensis’ discovered in Arunachal Pradesh
On June 15, 2020 A new species of fish, ‘Schizothorax sikusirumensis’ discovered in Arunachal Pradesh by Dr.
Keshav Kumar Jha, Associate Professor & Head, Department of Zoology, Jawaharlal Nehru College, Pasighat. The fish
species is from genus Schizothorax.
Reason behind the name:
The fish was discovered from the junction of River Siku and Sirum near Gakang area under Mebo circle of East Siang
District. This Fish lives in a submerged area.
Fish species discovered in the state in 2019
The fisheries and aquatic ecology research team led by Prof D N Das from Rajiv Gandhi University (RGU) discovered 5
species of fish from the State.
Mystus prabini (discovered in Sinkin and the Dibang rivers in Lower Dibang Valley district); the Exostoma kottelati
(discovered in the Ranga river in Lower Subansiri district); the Creteuchiloglanis tawangensis (discovered in the
Tawangchu river in Tawang district); the Garra ranganensis (discovered in the Ranga river); and the Physoschistura
harkishorei (discovered in the Dibang and the Lohit rivers in Lower Dibang Valley district).

Capitals of NE states to be connected through rail network by 2023
On July 17, 2020, during a virtual interaction with the media, Railway Board Chairman Vinod Kumar Yadav has
announced the connectivity of all capitals of North-Eastern (NE) states through rail network by 2023. Railways is
already implementing a project in this regard.
• The capitals of Assam, Tripura and Arunachal Pradesh are already connected. The work to connect capitals of
Manipur, Mizoram, Nagaland, and Meghalaya is in progress.
• In Manipur, Mizoram, Nagaland and Meghalaya, the capital connectivity work is in progress. Manipur will be
connected in March 2022, Mizoram in March 2023, Nagaland in March 2023, Meghalaya in March 2022 and
Sikkim in December 2022.
Apart from above, attempts to connect every part of Jammu and Kashmir (J&K) to the railway are also underway, and
the 111 km Katra-Banihal rail link project is likely to be completed by December 2022.

Kezang D Thongdok of Arunachal Pradesh wins 2020 Dada Saheb Phalke Award for ‘Chi Lupo’ –
documentary on Honey Hunting
An independent filmmaker, Kezang D Thongdok won the 10th edition Dada Saheb Phalke Award for the year 2020 for
his documentary “Chi Lupo” – showcasing the practice of collection of honey from the perched rocky hilltops.
Note:
He is currently working on a documentary Khiksaba about an unexplored festival of Shertukpen tribe.
Chi Lupo:
i.The documentary Chi Lupo portrays the customs and practices of the Shertukpen community.
ii.The Chi in the title of the documentary refers to honey and Lupo refers to hunter.
iii.The 26 minute long documentary directed by Kezang won the best documentary at the 10th Dada Saheb Phalke
Film Festival Awards.
iv.The documentary is aimed to create awareness about the negative effects of modernisation on the practice of
honey hunting and to educate the future generation about honey hunting.
Shertukpen community:
i.Honey hunting is the tradition practice of Shertukpen community.
ii.The men in this community set out for the honey hunting expedition in the winter (October and November).
iii.The honey hunters use an indigenous bee suit, which protects them from bees.
iv.The native hunters are from Thongri and Jigaon village and only 4 – 5 honey hunters are left in the community.
v.The community inhabits the 12 villages in the Kameng district of Western Arunachal Pradesh.

Arunachal Pradesh CM Pema Khandu Released the Book Tangams: An Ethnolinguistic Study Of The
Critically Endangered Group of Arunachal Pradesh
The book titled The Tangams: An Ethnolinguistic Study of the Critically Endangered Group of Arunachal Pradesh was
released by Prema Khandu, the Chief Minister of Arunachal Pradesh. The book is published by Centre for Endangered
Languages(CFEL), Rajiv Gandhi University and Himalayan Publishers, New Delhi.
As per the UNESCO World Atlas of Endangered Languages (2009), Tangam – an oral language that belongs to the Tani
group, under the greater Tibeto-Burman language family is marked ‘critically endangered’.
About Tangams:
• The Tangams community lives in the Kugging Village, Upper Siang district of Arunachal Pradesh.
• They are ethnolinguistic groups within the Adi tribe of Arunachal Pradesh.
• CFEL of Rajiv Gandhi University, Arunachal Pradesh released a report stating: The total population of the
community is 253 and they reside only in that village.
Highlights:
• The CEFL has been functioning since 2016 with a research team comprising scholars from linguistics,
anthropology, folklore, tribal studies and mass communication.
• The book will help future generations of Tangam community, Linguists along with Anthropologists, educators
and policymakers.
• The co-authors of the book are Kaling Dabi, Kombong Darang, Rejhoney Borang, Chera Devi, Rumi Deuri and
jointly edited by Lisa Lomdak and Rejhoney Borang.
• The executive editor of the book is Prof S Simon John, Coordinator of the CFEL.

eVIN to Strengthen Immunisation Supply Chain, reached 32 States & UTs
The Electronic Vaccine Intelligence Network (eVIN), which is used for efficient vaccine logistics management has
reached 32 States and Union Territories (UTs) and will soon be rolled-out in the remaining State of Sikkim and Union
Territories (UTs) of Andaman & Nicobar Islands, Chandigarh and Ladakh. Currently, 23,507 cold chain points across
585 districts of 22 States and 2 UTs routinely use the eVIN technology.
• eVIN provides real-time information on vaccine stocks and flows, and storage temperatures across all cold
chain points in the country amid COVID-19.
About eVIN:
Aimed at strengthening immunization supply chain systems in India, eVIN is being implemented under National
Health Mission (NHM) by Ministry of Health and Family Welfare (MoHFW). It ensures continuation of the essential
immunization services to protect children and pregnant mothers against vaccine preventable diseases.
• Since April 2020, 8 States (Tripura, Nagaland, Manipur, Meghalaya, Arunachal Pradesh, Haryana, Punjab and
Maharashtra) are using the eVIN application with 100% adherence rate to track State specific COVID-19
material supplies, ensure availability and raise alerts in case of shortage of 81 essential drugs and equipment.
• Notably, with eVIN Vaccine availability at all times has increased to 99% in most health centers. Also there is
an activity rate of more than 99%, instances of stock-outs have reduced by 80%, and the time taken to
replenish stocks has also decreased by more than half, on an average.
• Over 41,420 vaccine cold chain handlers provided training on eVIN and nearly 23,900 electronic temperature
loggers have been installed on vaccine cold chain equipment for accurate temperature review of vaccines in
storage.

National Commission on Population: Projects India’s Population to be More Feminine by 2036


The National Commission on Population under the Ministry of Health and Family Welfare (MoHFW) submitted the
Report of the Technical group on population projections July 2020, titled “Population projections for India and
States 2011- 2036”. The report projected that the India’s sex ratio of the total population (females per 1000 males)
is expected to be more feminine in 2036 compared to the population as of 2011.
Population projections for India and States 2011- 2036:
Sex ratio:
i.The report estimates the sex ratio to increase from 943 in 2011 to 957 in 2036.
ii.Compared to 2011, the sex ratio in 18 states except Kerala, Karnataka, Maharashtra and Gujarat are expected to
increase by 2036.
iii.In 2036, the lowest sex ratio of 899 is expected to be in NCT of Delhi, followed by 900 in Gujarat and 908 in
Haryana.
Infant Mortality Rate:
i.India’s Infant Mortality Rate(IMR) is reported to be 46 in 2010 which is expected to reduce to 30 by the end of
2031-2035.
ii.The report projects the IMR to reduce in all the state of India in 2011 to 2035.
Madhya Pradesh has the highest IMR at 58 followed by Uttar Pradesh with 57 in 2011-2015 which is expected to
come down to 37 and 38 in MP and UP respectively in 2031-35.
iii.During 2031-35, the IMR is expected to be in between 30-40 in Rajasthan, Assam, Odisha, Chhattisgarh, MP and UP.

iv.Kerala is expected to have the lowest IMR at 9 in 2031-35 followed by Tamil Nadu from 22 in 2011-15 to 16 during
2031-35.
Fertility Rate:
i.Total Fertility Rate (TFR) is expected to decline from 2.34 during 2011-2015 to 1.73 during 2031- 35.
ii.The declining fertility rate will change the age demographics of India’s population and increase the medium age
from 24.9 in 2011 to 34.5 in 2036.

Population of India:
i.The report projects India’s population to increase by 25.7% in 25 years at a rate of 1% annually i.e., from 121.1
crore to 151.8 crore during 2011-36.
ii.The population density will increase from 368 to 463 persons per square kilometer.
iii.As per the 2011 Census India’s population was 1.21 billion which is estimated to grow by 311 million by 2036.
Youth Population:
i.Youth population (15-24 years) is expected to increase from 23.3 crores in 2011 to 25.2 crores in 2021 and then
continue to decrease to 22.7 crores in 2036.
ii.The youth population proportion to the total population is expected to become 14.9%in 2036.
Decline in rate of population growth:
The population growth rate will decline by 8.4% during 2021-2031.
Note:
The report projects that India will overtake China and become the most populated county around 2031.
Urban Population:
i.The urban population of India was 31.8% in 2011 which is projected to increase to 38.2% by 2036 which
contributes 73% of the total population growth by 2036.
ii.Delhi with 98% urban population in 2011 is expected to become 100% urban by 2036.
iii.Tamil Nadu, Kerala, Maharashtra, Telangana and Gujarat are expected to have more than 50% urban population by
2036.
Life Expectancy:
i.For men the life expectancy is expected to increase from 66 to 69 and for women it is expected to increase from 71
to 74.
ii.Kerala could become the only Indian state to have life expectancy above 80 for women and 74 for men by 2036.
iii.The Northeastern states are estimated to have a life expectancy of 77 for women and 73 for men by 2036.

Andhra Pradesh Retains Top Spot in EODB 2019 During BRAP 2018-19 Ranking
On September 5, 2020, Union Minister of Finance and Corporate Affairs Nirmala Sitharaman has virtually
announced the 4th edition of State Business Reform Action Plan (BRAP) Ranking for 2018-19 which was released by
Department of Industrial Promotion and Internal Trade (DPIIT), Ministry of commerce and industry. In accordance
with that, Andhra Pradesh (AP) topped the Ease of Doing Business (EODB) ranking 2019, followed by Uttar Pradesh
(UP) and Telangana at 2nd & 3rd place respectively. Among Union Territories (UTs), Delhi bagged the top spot.
• The state of UP improved to reach the 2nd spot from 12th spot in the 2018 ranking while Telangana slipped
from 2nd to 3rd position.
• It should be noted that EODB is a joint initiative by the DPIIT and the World Bank (WB) to improve the overall
business environment in the States.
• Parameters: The BRAP 2018-19 included 180 reform points covering 12 business regulatory areas such as
Access to Information, Single Window System, Labour regulation, Environment, land availability, construction
permit.
• Reason: The reason behind this ranking is to create an element of healthy competition in states in order to
achieve a larger objective of attracting investments and increasing EODB in each State.

Rajnath Singh Virtually Inaugurates 44 bridges Built by BRO & LaysFoundation Stone for Nechiphu Tunnel in
Arunachal Pradesh
On October 12, 2020 Rajnath Singh, Union Defence Minister virtually inaugurated 44 bridges, built by Border
Roads Organisation (BRO) across 7 States/UTs(Union Territories) in border areas. Most of these bridges are in
strategically important areas and will help armed forces to ensure quick movement of troops and weapons. He also
laid the Foundation Stone for 450 meters long, ‘Nechiphu Tunnel’, a bi-lane tunnel, on the road to Tawang in
Arunachal Pradesh.
• It is to be noted that this is the 1st time such a large number of bridges on different borders of the country
were inaugurated.
He also announced that the government has sanctioned high altitude clothing to BRO engineers and workers.

i.BRO, apart from expediting road construction, has completed 28 major bridges in 2019, while 102 major bridges are
being completed in 2020. Of these 54 bridges have already been completed.

Added 544 species to India’s Diversity in 2019: Animal Discoveries 2019 & Plant Discoveries 2019 of ZSI &
BSI Launched by Babul Supriyo
The Scientists have discovered around 544 new species from India during 2019, the list of these new discoveries
were released as two books, Animal Discoveries 2019 and Plant Discoveries 2019 by the Zoological Survey of
India (ZSI) and the Botanical Survey of India (BSI). The ZSI and BSI have been releasing these books since 2007 and
the 2019 list marks the 13th edition of this collection.
On 9th October 2020, Babul Supriyo, Union Minister of State(MoS) for Environment, Forest and Climate Change,
launched these two books at an event organised at the Acharya Jagadish Chandra Bose Indian Botanic Backyard in
Howrah, West Bengal.
Animal Discovery 2019:
i.The Animal discovery 2019 has listed 364 species as new to science and 116 species as first data from India.
ii.Among the discovered species, 294 species are classified as invertebrates and 74 as vertebrates and four species
are fossil species.
iii.The list also includes the species of reptiles, fish and amphibians among the others.
iv.With the addition of these new discoveries, the total species of animals in India is 102161, which accounts around
6.52% of the total species on the earth.
Plant Discoveries 2019:
i.Plant Discoveries 2019 has listed 180 new plant species which includes seed-bearing plants, ferns, fungi, algae and
various species of microbes and 73 new data are found from India

flora species on the earth.

Gajendra Singh Shekhawat Inaugurated India’s first solar-based Integrated Multi-Village Water Supply
Project in Arunachal Pradesh
On November 6, 2020 Gajendra Singh Shekhawat, Union Minister of Jal Shakti inaugurated India’s first solar-
based Integrated Multi-Village Water Supply Project (IMVWSP) in Lower Dibang Valley district in
northeastern Arunachal Pradesh at a cost of Rs 28.50 crore.
• This project will provide drinking water needs for 39 villages(approximately 17,480 people) in the district.
• The launch was made in the presence of Chief Minister of the state Pema Khandu.
Aim of the project:
• To provide drinking water to the people.
• To promote tourism in the area, which will improve the living standard of the people and thus help to boost
the rural economy.
Highlights of the Project:
i.The project is first of kind in the state to use green energy-solar grid, SCADA(Supervisory Control and Data
Acquisition)automation system, pre-fabricated zinc alum storage tank and HDPE(High-density polyethylene) conduit
for mains, sub-mains and distribution networking system, and also amusement park that include swimming pool,
amphi-theatre, fountains, and sit outs.
ii.It is an integrated project with an element of drinking water, green energy and tourism component in it.
Key Info:
i.The Local community’s initiatives helped to make the project sustainable, whereby the Village Water and Sanitation
Committee (VWSC) through gram sabha decided to raise the minimum water tariff.
ii.The local villagers have agreed to share the responsibility in management of the assets in the park, to ensure the
sustainability of the water project park

Hardeep Singh Puri Launched Safaimitra Suraksha Challenge; Conferral of Swachhata Awards 2020 held on
World Toilet Day
The occasion of World Toilet Day i.e. on November 19, 2020, was observed by the Ministry of Housing and Urban
Affairs (MoHUA) and Ministry of Jal Shakti with a launch of Safaimitra Suraksha Challenge and conferring of
Swachhata Awards 2020 on the 20 best performing districts, respectively. Both events are detailed as below:
Hardeep Singh Puri launches Safaimitra Suraksha Challenge across 243 Cities
Minister of State (MoS), Independent Charge (I/C) Hardeep Singh Puri, Ministry of Housing and Urban Affairs
(MoHUA) launched a Safaimitra Suraksha Challenge at a webinar in New Delhi where pledge has been taken by senior
officials representing 243 cities to mechanize all sewer and septic tank cleaning operations by 30th April 2021. They
also gave their commitment to work towards preventing any deaths from hazardous entry.
• Aim of Challenge: To prevent hazardous cleaning of sewers and septic tanks and promote their mechanized
cleaning.
• It was launched on the lines of Swachh Bharat Mission-Urban (SBM-U) which has made significant progress
in the area of both sanitation and solid waste management since its launch in 2014.
Reason behind this launch:
The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act (2013) and various
judgements of Supreme Court (SC) prohibit hazardous cleaning, i.e. manual entry into a septic tank or sewer without
protective gear and observing operating procedures Despite this, recurring episodes of human fatalities continue.
Therefore, to counter this situation, this decision has been taken.
About Safaimitra Suraksha Challenge:
The Challenge will raise awareness among citizens on the above mentioned issue along with infrastructure creation
for mechanized cleaning and capacity building of the workforce. Also, a dedicated helpline number has been set up to
register complaints and provide real-time solutions on desludging or sewer overflow.
• In May 2021, an assessment of participating cities will be conducted by an independent agency and results of
the same will be declared on August, 15 2021.
• Cities will be awarded in three sub-categories – with a population of more than 10 lakhs, 3-10 lakhs and upto 3
lakhs, with a total prize money of Rs 52 crores.
Other Releases:
The event saw the launch of a series of advisories prepared by Central Public Health and Environmental
Engineering Organisation (CPHEEO), MoHUA. These included the follows:
• Training Module for ‘Sanitary Workers on Cleaning of Sewer and Septic Tanks’
• A document on ‘Equipment & Workforce Norms for Managing Waterborne Sanitation in India’
• Consultative Document on ‘Land Application of Faecal Sludge’.
• A series of posters were also released as part of a citizen centric behavior change communication campaign on
the subject of hazardous cleaning of sewers and septic tanks.
Open Forum Event:
An Open Forum in the format of a panel discussion was also held on the subject of ‘Manhole to Machine Hole
Transformation’ where several States and cities such as Uttar Pradesh (UP), Maharashtra, Surat, Hyderabad and
Ludhiana shared their experiences and best practices.
Other Participants: The Webinar was also attended by Secretaries of Ministry of Social Justice, Department of
Drinking Water and Sanitation, and Department for Promotion of Industry and Internal Trade, who spoke about how
their Ministries were contributing to the cause of mechanizing such cleaning practices.

• It is being implemented from 2020-21 to 2024-25 in a mission mode with a total outlay of Rs. 1,40,881 crores.

Govt Provide 50% Subsidy for Air Transportation of Fruits, Vegetables from NE, Himalayan states
As a part of “Operation Green Scheme TOP to TOTAL”, the Ministry of Food Processing Industries (MoFPI) has
announced a 50% air transportation subsidy for 41 notified fruits and vegetables from North East and Himalayan
states to any place in the country.
• In this regard, Airlines will provide the transport subsidy directly to the supplier/ consignor/ consignee/
agent by charging only 50% of the freight charges and will claim the balance 50% from MoFPI as subsidy.
• Apart from above relaxation, all consignment of notified fruits and vegetables irrespective of quantity and
price would be eligible for 50% freight subsidy for air transportation from eligible airports.

Fruits: Mango, Banana, Guava, Kiwi, Litchi, Mousambi, Orange, Kinnow, Lime, Lemon, Papaya, Pineapple,

Airports under air transportation subsidy:
The air transportation of above mentioned commodities is allowed from all the airports in Arunachal Pradesh, Assam,
Manipur, Meghalaya, Mizoram, Nagaland, Sikkim (Bagdogra), and Tripura from North-East, and Himachal Pradesh,
Uttarakhand, and Union Territories of Jammu and Kashmir and Ladakh among the hilly states.
Earlier, the transportation subsidy was extended under Operation Greens Scheme for Kisan Rail Scheme with effect

Ministry of Food Processing Industries (MoFPI) has recently extended the Operation Greens Scheme from Tomato,
Onion and Potato (TOP) to all fruits & vegetables (TOTAL) for a period of six months on pilot basis as part of
Aatmanirbhar Bharat Abhiyan.
Operation Green- Operation Greens was announced in the budget 2018-19 on the line of “Operation Flood”. It has an
outlay of Rs.500 crore and it aims to promote Farmer Producers Organizations (FPOs), agri-logistics, processing
facilities and professional management.

Arunachal Pradesh Records Best Sex Ratio in India: Annual Report from Office of Registrar General & Census
Commissioner
According to Annual Report on ‘Vital Statistics on India based on Civil Registration System 2018’, Arunachal
Pradesh recorded the Highest Sex Ratio at Birth (SRB) in the country with 1,084 females born per thousand males. It
was followed by Nagaland (965) & Mizoram (964), Kerala (963), and Karnataka (957).
The report was released by the Office of the Registrar General & Census Commissioner of India, Ministry of Home
Affairs, Government of India.

Key Points:
i.Manipur (757), Lakshadweep (839), Daman & Diu (877) recorded the Lowest SRB in the country.
ii.The level of registration of births has increased to 89.3% in 2018 from 81.3% in 2009

iii.13 states/Union Territory (UTs) namely Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland,
Telangana, Tripura, Uttarakhand, West Bengal, Chandigarh, Delhi and Puducherry recorded 100 % registration of
births in 2018.
iv.Out of the total registered births, the share of male and female are 52.0% and 47.9% respectively.
v.13 States/UTs namely which have recorded cent percent registration of births in 2018.
India & Sex Ratio:
i. According to 2011 Census conducted by Government of India the sex ratio of India was 940, which is on the lower
side. Biologically normal sex ratio at birth is 1, 050 males to 1, 000 females or 950 females to 1,000 males.
ii.According to the Sample Registration System (SRS) Report 2018, India recorded a decline in SRB from 906 in 2011
to 899 in 2018.
Risks of Low SRB:
i.Low SRBs may lead to more violence against both men and women.
ii.It will also lead to an increase in human-trafficking.
Government Initiatives to increase Sex Ratio:
i.Government of India has introduced schemes like Beti Bachao, Beti Padhao to address the issues of declining Child
Sex Ratio image (CSR). It is an initiative run by the Ministry of Women and Child Development, Ministry of Health and
Family Welfare and Ministry of Education.Beti Bachao, Beti Padhao launched in 2015.
iii.In 1994, Pre-conception & Pre-natal Diagnostic Techniques (PC & PNDT) Act, 1994 was enacted to bring a balance
in sex ratio.

India’s Top 10 Police Stations List 2020 released during 55th DGPs &IGPs Conference; Manipur’s Nongpok

On December 3, 2020, the Ministry of Home Affairs (MHA) released the annual list of India’s Top 10 Police Stations
for 2020 during the virtual 55th annual DGPs (Director Generals of Police) and IGPs (Inspector Generals of Police)
conference 2020 which was attended by the Prime Minister (PM) Narendra Modi, Union Minister Amit Anilchandra
Shah, MHA among others.
• The list was topped by Manipur’s Nongpok Sekmai police station in Thoubal district as the best performing
police station in India. It was followed by AWPS-Suramangalam in Tamil Nadu’s Salem city and Kharsang in
Arunachal Pradesh’s Changlang district.
• The top 10 police stations were ranked out of 16,671 Police Stations in the country through data analysis,
direct observation and public feedback.
About Annual ranking of Police Stations:
The idea of this ranking was mooted by PM Narendra Modi in 2015 during the DGPs conference in Kutch, Gujarat in
order to assess the performance of police stations annually by grading them on certain parameters. It is done by MHA.
• The focus behind this is to bring healthy competition among police stations and their more effective
functioning.
• It also provides feedback on many aspects of policing for future guidance like the state of physical
infrastructure, resources and deficiencies by acting as a constant guide for improvements.
• The first ranking was released in 2017.

Shortlisting Process:
The shortlisting of the best performing Police Stations, in each State was done on the basis of addressing of the
following: –
• Property offence
• Crime against women
• Crime against weaker sections
• Missing persons, unidentified found person and unidentified dead bodies (Introduced in 2019)
75 Police Stations were selected for next stage. In the final stage, 19 parameters were identified to evaluate the
standards including service delivery, techniques of improvement in policing, infrastructure, approachability of
personnel and feedback of 4,056 citizens, covering approximately 60 people at each shortlisted location.
This part constituted 80 percent of weightage in overall scoring. The balance 20 percent was based on infrastructure
of the police station and approachability of personnel and feedback of citizens.

i.The MHA has redefined guidelines on how non-governmental organisations (NGOs) can accept, transfer and utilise
foreign donations and contributions by amending the provisions of the Foreign Contribution Regulation Act, 2010
(FCRA) with Foreign Contribution (Regulation) Amendment Act, 2020 which has come into force w.e.f. September 29,
2020.
ii.On October 17, 2020, the Ministry of Home Affairs (MHA) has amended the Jammu and Kashmir Panchayati Raj Act,
1989 under the J&K Reorganisation Act, 2019 by removing a provision in Section 10 that requires payment of
honorarium to panches and sarpanches (village head) in the Union Territory (UT) of Jammu & Kashmir (J&K).

Researchers Discovered 2 New Species: Hedychium mechukanum & Amomum Arunachalense in Arunachal
Pradesh
Researchers have discovered 2 new species: Hedychium mechukanum and Amomum arunachalense from
Arunachal Pradesh, North East India. The Hedychium mechukanum belongs to the Hedychium genus and Amomum
arunachalense belongs to the Amomum genus.
Hedychium mechukanum:
i.M. Sabu and V.S. Hareesh researchers from Malabar Botanical Garden and Institute of Plant Sciences, Kozhikode
discovered the Hedychium mechukanum, from a location at Quing and Tato near Mechuka valley, Shi Yomi,
Arunachal Pradesh. It is named after Mechuka, a small town on the Indo-China border.
ii.The Hedychium mechukanum found in north east India and China.
iii.This species is closely related to the Hedychium coronarium.

• Under the IUCN guidelines, this is assessed as a Data Deficient.
Features:
i.They have large white flowers with pleasant fragrance.
ii.The glowing season is from June to September and the fruiting season is from September to November.
iii.They grow in open areas of evergreen forests.
Amomum arunachalense:
i.M. Sabu and V.S. Hareesh researchers from Malabar Botanical Garden and Institute of Plant Sciences, Kozhikode
and Dipankar Borah from the Rajiv Gandhi University, Itanagar discovered Amomum arunachalense from Nirjuli in
Papum Pare, Arunachal Pradesh.
ii.With the white rhizome with a pale brown centre the new species is distinguished from the other of the Amomum
genus.
iii.Deforestation and extraction of shoots for medicinal purposes are the major threat to this species.
Note:
The discovery is reported in the December 8 issue of Annales Botanici Fennici, a research journal published from
Helsinki.

NHPC to commission 2, 000 MW Hydropower project on Subansiri River by March 2022


Public Sector Undertaking NHPC stated that the 2, 000 MegaWatt (MW) Hydropower Project on Subansiri
River would be commissioned by March 2022. The project is located near North Lakhimpur on the border of
Arunachal Pradesh and Assam. The project was delayed due protests by Many groups in Assam.
