Position: Assistant Manager - Human Resources


Salary Scale: MUR 39,150 x 1 150 – 43 750 x 1 550 – 53,050 QB 55,150 X 2100 -65,650 X 2600-
73,450
Grade: 4
Report to: Managing Director

Qualifications:

a. A Cambridge Higher School Certificate

b. Bachelor’s Degree in Human Resources Management or Management with specialization in Human


Resources

c. A degree in a social science subject with Human Resources as a major component or Management
with specialisation in Human Resources. Equivalent or alternative qualifications may be also
considered by the Board.

d. At least 3 years’ proven relevant professional experience in HR Management in a


commercial/business/shipping environment.

e. Action and results-oriented with good communication skills, strong personality, leadership and
interpersonal skills, accountability and ownership attributes.

f. Knowledge of crewing and manning in the shipping sector will be an advantage.

g. Candidates should be computer literate.

Duties:
1) To provide an employee-oriented, high performance culture that emphasizes empowerment,
quality, productivity and standards, goal attainment, and the recruitment and ongoing development
of a superior workforce.

2) To coordinate implementation of services, policies, and programs through Human Resources staff and
report to the Managing Director.

3) To administer compensation, benefits and performance management systems, and safety and
recreation programs.

4) To assist in/carry out recruitment and selection exercise and to ensure optimum use of human
resources.

5) To initiate disciplinary proceedings against staff.

6) To advise the Managers in the interpretation and application Human Resource policies, rules,
regulations and procedures to ensure fairness and equity.

7) To advise on compensation and benefits policies in compliance with legal requirements.

8) To plan and conduct new employee orientation to foster positive attitude toward organizational
objectives.

9) To serve as a link between Management and employees on Human Resources issues.

10) To implement human resources-related provisions of collective bargaining agreements.

11) To attend meetings and Court cases in connection with Human Resources matters.

12) To participate in labour negotiations and/or recommend preliminary proposals including cost
projections.

13) To drive and implement Performance Management System in the organisation.

14) To mount and conduct training sessions, workshops, conferences and seminars in specific areas.

15) To identify staff development and training needs.

16) To carry out human resource planning in accordance with organisational needs.

17) To supervise the works at the Terminal and ACS units.

18) To use ICT in the performance of his duties.

Management of Crew Personnel

1) To manage and carry out audits of sea manning agents.

2) To plan crew budget/cost estimates and monitor monthly expenses thereof.

3) To keep a database of crew members.

4) To screen and select suitable seagoing personnel based on experience and record of employment on
board.

5) To head the Crewing Department and be responsible for all crewing matters.

6) To prepare quarterly marine personnel budgets and follow-up, and report any changes.

7) To verify that the insurance cover as required for the crew members is according to the individual
contract and is in line with the vessel's Protection & Indemnity coverage.

8) To liaise with charterers in matters involving crew members.

9) To visit vessels and investigate crew problems.

10) To collate Crew P&I claim documents.

11) To be responsible for training and upgrading of marine crew.

12) To advise the Managing Director on training needs and budget.

13) To visit manning agents and conduct internal audits.

14) To monitor and appoint medical institutions to perform pre or post medical examination.

15) To negotiate crew agency fees.

16) To advise on Cadet Trainee programme.

17) To monitor appraisals and performance of crew members.

18) To perform other related duties, as may be assigned.

Note: The Assistant Manager-Human Resources may, subject to service exigencies, be required to
work outside normal office hours, including week-ends and public holidays. He/She may
also be required to work on a shift basis and/or to travel to Rodrigues and overseas.
