The Local Government Code of 1991 grants municipalities some autonomy from

the National Government of the Republic of the Philippines. They have been granted

corporate personality, allowing them to enact, implement, and regulate local policies and

regulations. They have the authority to enter into contracts and other transactions through

their elected and appointed officers, as well as to tax. They are in charge of upholding all

laws, both local and national. The National Government aids and supervises the local

government to ensure that national legislation is followed. Local governments have their

own executive and legislative branches, and the checks and balances, as well as their

separation, are more prominent than in the national government. The Republic of the

Philippines' Judicial Branch also serves the needs of local government bodies.

Municipalities, for example, do not have their own judicial department; their judiciary is

the same as that of the national government.

In the line with the above purpose and importance of the municipalities in the

government, that’s why this law is implemented for all municipalities in the Philippines.

This law is important because of the recognition of the benefits of having communication

technology to the rural and urban countries, the state should establish the interconnection

of all municipalities in the country through installation of establishment of a nationwide

public network calling stations. It states that the reason why this act being propose is for

the community to have a better communication through telephone calling machine and to
have a better livelihood community in all municipalities. Also in indicates on this acts the

different function that to be provide by the department of transportation and

communication that is need to create a municipal telephone project office , this help

develop a plans and program for creating a public calling station in every municipalities

capable of voice and data transmission together with other agencies concerned, also in

is if possible in barangay should have communication through municipalities without any

existing telephone exchange and to formulate or to cause to formulate a strategy through

engineering studies that why it is important for us engineering specially the electronics

expertise in broadcast and telecommunications process with this act. If we are the one to

assign and the one who in charge in building or creating calling stations and we have to

consider this law and regulations for our scope and limitations.

Furthermore, this law is important for me as engineering students which is have

apply and affect my profession because as a word telecommunication it is my line of

profession for that matter and it is important to consider this law as a mandatory guidelines

in building calling stations, like the frequency required and the different sector for private

and public telecommunications.
