CHAPTER – I

INTRODUCTION

1.1 COMPANY PROFILE


1.1.1 Hindalco Industries Limited is the metals flagship company of the
Aditya Birla Group. A US$26 billion metals powerhouse, Hindalco is an
industry leader in aluminium and copper.

1.1.2 Hindalco’s acquisition of Aleris Corporation in April 2020, through its


subsidiary Novelis Inc., has cemented the company's position as the
world’s largest flat-rolled products player and recycler of aluminium.

1.1.3 In India, the company’s aluminium units across the country


encompass the gamut of operations from bauxite mining, alumina
refining, coal mining, captive power plants and aluminium smelting
to downstream rolling, extrusions and foils. Today, Hindalco ranks
among the global aluminium majors as an integrated producer and
a footprint in 9 countries outside India.

1.1.4 Hindalco has been accorded Star Trading House status in India. Its
aluminium is accepted for delivery under the High-Grade Aluminium
Contract on the London Metal Exchange (LME), while its copper
quality is also registered on the LME with Grade A accreditation.

1.2 PROJECT BACKGROUND


1.2.1 Mahan Aluminium, a unit of Hindalco Industries Ltd. located in
Bargawan, Singrauli district in the state of Madhya Pradesh, is an
integrated aluminium smelting complex, which comprises 359 KTPA
of aluminium smelter supported by a 900MW power plant.

1.2.2 The Mahan plant is located at a distance of about 28 Kms from


Singrauli Railway station.

1.2.3 To cater for the traffic needs of Mahan unit, M/s HIL has constructed
a private Railway siding, taking off from Bargawan Railway station,
situated on Katni-Singrauli main line section. The station is under
jurisdiction of Jabalpur Division of West Central Railway (WCR).

1.2.4 The in-plant yard of existing siding is having a tippler yard for handling
of inward bulk commodities to serve the power plant and a smelter
yard for handling of inward alumina & coke required for smelter units.

1.2.5 The existing yard to serve TPP of Mahan unit is having 2 nos. wagon
tippler. Each wagon tippler is facilitated with 3 nos. full length lines for
load reception, empty dispatch for engine escape line at pre-
tippling end as well as full length post-tippling line.

1.2.6 The lead line for Smelter yard takes-off at the entry of pre-tippling
lines and is provided after the post-tippling lines.

1.2.7 As per existing arrangement at In-plant yard, cross-overs for having


suitable inter-connectivity between pre-tippling lines of each wagon
tippler as well as between post-tippling lines & smelter yard lines are
not available. In view of this, reversal of loco from one handling line
to another involves loco travel for longer length and thus, involves
detention in loading / unloading of inward / outward rakes.
Considering this in view, M/s HIL has proposed to carry our certain
modifications in existing in-plant yard by providing additional cross-
overs between the handling lines.

1.2.8 In addition, M/s HIL wish to construct suitable rail infrastructure at in-
plant yard for dispatch of outward fly ash from their TPP by rail, as
dispatch of entire ash generated from the plant by road through
bulkers is difficult. Accordingly, M/s HIL has proposed to construct
dedicated ash loading line at in-plant yard near ash pond area, for
loading of bagged / bulk fly ash by Rail in open rakes, after
unloading of inward coal rakes.

1.3 BASIS OF REPORT


1.3.1 M/s. HIL have engaged M/s RCC (Infrastructure) Consultants Pvt. Ltd.
(RICPL), Nagpur, empanelled consultants of WCR as Railway
consultant for proposed augmentation of their In-plant yard. Letter
issued by M/s HIL for appointment of RICPL, Nagpur as Railway
consultant for the project is enclosed as Annexure-1.

1.3.2 After appointment, RICPL have carried out engineering survey at


existing In-plant yard of Railway siding & have prepared proposal for
augmentation of existing in-plant yard by providing additional cross-
overs as well as related rail infrastructure for carrying out manual
loading of outward fly ash traffic in open wagons.

1.3.3 Based on the plan finalized by M/s HIL for proposed augmentation in-
plant yard, this Feasibility Report has been prepared which discusses
about the techno-commercial parameters in connection with
proposed augmentation of in-plant yard of existing railway siding at
Mahan unit of M/s HIL.

CHAPTER 2
TRAFFIC PROJECTION

2.1 The existing siding and in plant yard of M/s HIL is designed to cater the
present traffic of incoming & outgoing rakes.

2.2 The inward rail traffic for the existing smelter and power plant at
Mahan aluminium are coal, coke and alumina whereas outward
traffic from the siding is aluminium ingots.

2.3 Coal to the tune of 5.5 MTPA is required for M/s HIL plant. Thus, about 4
rakes per day of coal on average are required for the plant. Out of
total requirement of the coal, 70% is fulfilled from Indigenous coal and
balance 30% by import. The indigenous coal for the project has been
sourced from coal mines in Jharkhand state & partly from SECL mines
situated in Chhattisgarh state.

2.4 Alumina, the major raw material for the smelting operation, is sourced
from Hindalco’s Utkal and Muri alumina refineries in Jharkhand state
whereas Pit coke for the project is received from Raigada in Orissa.

2.5 The finished products from plant are loaded from the cast house area
and are transported to various parts of the country through the Indian
railways network.

2.6 The following tables give the details of the present rail traffic from the
Private Siding of M/s HIL:

2.7 The augmentation of railway siding has been proposed to facilitate


dispatch of fly ash, loaded in Railway’s open wagons from existing
siding. On completion of proposed expansion work, fly ash will also be
dispatched from the existing siding. Thus, inward material received
within the plant will be coal, coke, alumina & fuel oil whereas the
outgoing material transported from MAHAN plant will be Ash.

2.8 The present quantum of inward traffic of alumina, coal, CP coke and
outward finished products shall be continued. After completion of
proposed Phase-2 work, the dispatch of fly ash will be increased to
about 150 rakes per years.

CHAPTER 3

EXISTING RAIL FACILITIES

3.1 SERVING STATION


3.1.1 As mentioned above, M/s HIL is having a private Railway siding
having take-off from Bargawan Railway station, to serve their
Mahan Aluminium unit.

3.1.2 Bargawan station is situated at Railway Km.1322.277,


reckoned from Howrah (HWH), on Katni-Singrauli section of
Jabalpur Division, West Central Railway.

3.1.3 The adjoining stations to Bargawan are Deoragram and


Gondawali at Katni and Singrauli end situated at inter-distance
of Kms. 16.33 and Kms.6.273 respectively.

3.1.4 The station yard is having 5 nos. running lines including UP MN


and DN MN lines as under:

3.1.5 The line No.1 & 5 is facilitated with a rail level passenger
platform of size 600M x 12.74m.

3.1.6 The existing siding of M/s HIL takes-off from Line No.1 of station
yard at Singrauli end through a 1 in 8 ½ turnout at Ch:186.950M.
The Railway siding further proceeds towards Mahan Aluminium
plant as single line alignment and enters within the plant
premises at Ch:.2825.0M F/CSB of BRGW station.

3.1.7 The in-plant yard of existing siding is having a tippler yard for
handling of inward coal to serve the power plant and a smelter
yard for handling of inward alumina & coke required for smelter
units as well as for outward finished products.

3.1.8 The in-plant yard of M/s HIL starts from Ch:2523.68M, from where
3 nos. feeder lines runs parallelly towards the in-plant yard. Out
of this, 2 feeder lines proceeds to serve TPP yard having wagon
tipplers whereas 3rd feeder line proceeds towards Smelter yard.

3.1.9 Wagon Tippler Yard


3.1.9.1 The existing yard to serve TPP of Mahan unit is having 2 nos.
wagon tippler. Each wagon tippler is having connectivity with
separate feeder line, which takes-off through existing 1 in 8½
turnout at Ch:2574.07M.

3.1.9.2 Each wagon tippler is facilitated with independent full length


pre-tippling line (reception line), engine escape line along with
full length post-tippling line. Each wagon tippler is also having a
dispatch line of full-length capacity, adjoining to reception line.

3.1.9.3 A by-pass line has been provided for each wagon tippler, duly
connected with post-tippling line and dispatch line. This
arrangement facilitates dispatch of empty rakes, after tippling,
through dispatch line by-passing wagon tippler and reception
line.

3.1.9.4 Both the post-tippling lines are inter-connected at plant end to


facilitate movement of plant loco, required for pulling of
emptied formation after tippling to clear facing point of by-pass
line and post-tippling lines for onward placement of empty
formation on dispatch line.

3.1.9.5 The reception line and engine escape line are kept as fully
wired to facilitate reception of inward loaded rakes on
reception i.e. pre-tippling line with Railway loco and further
escape of railway loco through engine escape line. The post-
tippling line from wagon tippler is kept as unwired. In addition,
dispatch line is also kept as top wired. However, dispatch line for
Wagon tippler-1 is kept as fully wired to facilitate reversal
operations through dispatch line, in case of bunching at tippler
yard.

3.1.9.6 The line details of Tippler yard is as under:

3.1.9.7 In addition, 2 nos. short sidings is provided at post-tippling end.


These sidings takes-off from existing shunting neck, available
after merging of post-tippling lines, through a 1 in 8 ½ turnout at
Ch:5544.70M and proceeds in reverse direction towards wagon
tippler side. The short sidings having CSR of 100M serve as TXR
line and Sick siding.

3.1.9.8 The TPP yard is also having 2 nos. short loops, namely brake van
loop and reversal loop, each with CSR of 50M. A shunting neck
of 60M is also provided after merging of these short loops to
facilitate reversal of loco along with brake van.The entire yard
having short siding and loops is kept as unwired.

3.1.9.9 The TPP yard terminates with dead end at Ch:5634.70M.


3.1.10 Smelter Yard
3.1.10.1 The feeder line for Smelter yard namely Smelter load line takes-
off through existing 1 in 8 ½ turnout at Ch:2523.68M and
proceeds towards smelter yard running parallel to tippler yard at
suitable inter-distance. The feeder line enters within the smelter
yard at Ch:5338.0M.

3.1.10.2 A cross-over is provided between Post-tippling lines & feeder line


prior to entry to Smelter yard from Ch:5179.68M to
Ch:4966.114M, to facilitate connectivity of plant loco line &
brake van loop with smelter yard.

3.1.10.3 The Smelter yard is having 6 nos. full length lines for handling of
inward Pet coke, Alumina and outward finished products. In
addition, 2 nos. short sidings namely line no. 9 & 10 are also
provided adjoining to handling lines, for stabling, fueling and
maintenance of plant locomotives. The line no.10 is equipped
with a loco shed of size 50M x 8M. Both the loco lines are inter-
connected at plant end are having a shunting neck of 40M at
plant end.

3.1.10.4 The line details of smelter yard are as under

3.1.10.5 Line No.1, 2 & 3 are having suitable unloading infrastructure


adjoining to carry out unloading of inward alumina rakes
through pneumatic means.

3.1.10.6 In addition, the line no.1 is also utilized for loading of outward
finished products and is having 275m long platform at BRGW
end, to carry out loading of container.

3.1.10.7 The Line no.5 is having a platform of size 700M x 15.64M with
covered shed adjoining to it, for carrying out unloading of
inward pet coke.

3.1.10.8 Line no. 6 is provided as for handling of inward fuel oil.


However, fuel oil is not received through rail at present and this
line is utilized as R&D line.

3.1.10.9 A shunting neck of 41M length is provided at in-plant yard end


after merging of all handling lines of smelter yard.

3.1.10.10 The feeder line is having wiring upto Ch:4275.0 from take-off
point at Ch:2523.68M. Further, the entire smelter yard is kept as
unwired.

3.1.11 The entire in-plant yard is kept as non-interlocked and all points
within the yard are hand operated points.

CHAPTER 4

PROPOSED RAIL FACILITIES


4.1 GENERAL
4.1.1 As mentioned earlier, it is planned to augment existing in-plant
yard infrastructure by providing additional cross-overs to
improve operational flexibility as well as by constructing
additional lines facilitate with suitable facilities to carry our
outward loading of Ash in Railway’s open wagons.

4.1.2 Considering existing yard arrangement and availability of land,


provision of proposed rail infrastructures is planned and are
discussed in next paragraphs.

4.2 PROPOSED INFRASTRCUTRE FOR IMPROVING YARD OPERATIONS


4.2.1 As mentioned earlier, the in-plant yard is having 2 wagon
tipplers for unloading of inward coal received for power plant.
Each wagon tippler is facilitated with 3 nos. full length lines for
load reception, empty dispatch & engine escape at pre-
tippling end as well as a full length post-tippling line. Separate
feeder lines are provided at in-plant yard entry through SRJ at
Ch:2574.07M for receiving or dispatching rakes to & from each
wagon tippler. Due to this arrangement, plant captive locos
whenever required to move from lines serving wagon tippler-1
to the lines serving wagon tippler-2 has to travel extra for a
length of about 610M from Ch:3184.248M to Ch:2574.07M. This
leads to detention to handling of rakes and causes rake
bunching.
It is thus planned to provide a new cross-over at the entry of
pre-tippling lines from Ch:3173.708M to Ch:2974.689M. This
arrangement reduces travel of captive loco by about 400M,
whenever plant loco needs to travel from WT-1 lines to WT-2
lines.

4.2.2 The lead line for Smelter yard is having CSR of 2389M and OHE
has been provided over the line for a length of about 1800M
from take-off point of smelter yard feeder line. However, the
feeder line doesn’t have connectivity with existing adjoining
lines. In view of completed electrification work, all rakes for
smelter yard are first received into existing dispatch lines of
Wagon tippler-2 and then after loco reversal, rakes are placed
into feeder line of smelter yard by pushing after carrying our
necessary shunting operations. This leads to involvement of nos.
of shunting operations for placement of rakes into smelter yard.
As such, it is planned to provide a new cross-over from
Ch:4055.49M to Ch:4209.586M between dispatch line of WT-2
and lead line of smelter yard. This cross-over shall be provided
with OHE. As the dispatch line is fully wired and feeder line of
smelter yard line is also having electrification upto Ch:4370M,
provision of this cross-over will facilitate reception of rake into
feeder line directly with electric loco and further reversal of loco
through dispatch line of WT-2.

4.2.3 The Existing yard is having a cross-over between Ch:4966.114M


to Ch:5179.68M, to facilitate movement of captive loco from
post-tippling lines to smelter yard. Reversal of loco for moving
from post-tippling lines to smelter yard through this cross-over will
not only involve travel of loco for a length of about 600M, but
also obstruct movement of rake reception and dispatch to &
from smelter yard.
It is, therefore, planned to provide a new cross-over from
proposed SRJ at Ch:5312.487M on shunting neck at post-tippling
end to proposed SRJ at Ch:5448.850M on line no.1 of smelter
yard. Thus, loco from post-tippling end can be moved directly
to smelter yard through this cross-over by travelling only 150M
and will not interfere with rake reception/dispatch operations
through smelter yard.

4.2.4 Provision of above said cross-overs is essentially required for


improving the ongoing system of working and thus, planned to
be commissioned immediately. As such, provision of above said
cross-overs is planned to be commissioned as Phase-1 at the
earliest, except proposed OHE of cross-over between
Ch:4055.49M to Ch:4209.586M which will be executed as Phase-
2 work along with ash loading lines mentioned in next paras.

4.3 PROPOSED RAIL FACILITY FOR ASH LOADING


4.3.1 The rail facilities for handling of outward ash are proposed to be
developed near Ash Pond area, situated after existing in-plant
yard.

4.3.2 It is therefore proposed that existing dead end of shunting neck


at Ch:6545.083M of smelter yard will be dismantled and will be
extended towards ash pond area. Considering land availability,
the extended siding track will take a left hand curve from
Ch:5816.157M to Ch:6437.166M followed by straight alignment
upto proposed dead end at Ch:6754.618M .

4.3.3 It is planned by M/s HIL to provide a full length spur facilitated


with a rail level goods platform of size 680M x 20M adjoining to it
between Ch:6059.62M & Ch:6739.62M, for carrying our loading
of outward ash near ash pond area.

4.3.4 It is also proposed to construct a full-length capacity line


adjoining to existing fuel oil decanting line, which is already
approved by Railways for construction at in-plant yard as Line
No.7 as per approved DPR-ESP of HIL siding. This line will be now
used dedicatedly for reception and dispatch of rakes, meant
for ash loading. The proposed line shall take-off through a new 1
in 8½ turnout at Ch:5499.60M from line no.6 and shall be
merging through a new 1 in 8 ½ turnout at Ch:6543.733M with

4.3.5 All above said rail facilities to carry out loading of fly ash shall be
developed as Phase-2 work

CHAPTER 5

PROJECT ENGINEERING

5.1 CIVIL ENGINEERING


5.1.1 The railway system will be designed as per the latest IRS standards &
as per the Railway Board’s norms for private sidings.

5.1.2 Engineering Parameters adopted for this siding project are


discussed below:
5.1.2.1 GAUGE:
The gauge adopted is 1676mm (5’-6”) Broad gauge to suit the
existing gauge of lines.

5.1.2.2 CHAINAGE (Longitudinal Measurements)


All the chainages for the existing facilities are reckoned by
considering the Centre line of Bargawan station building as “Zero
Chainage” reference point.

5.1.3 FIXED STRUCTURES


Fixed structures have to be designed to suit the moving dimensions
as specified in B.G. Schedule of Dimensions of Indian Railway.

5.1.4 CURVES
Limiting degree of curvature has been kept at 7.0 degrees. Check
Rails shall be provided for curves of above 5 degrees, as per the
Railway’s practice.

5.1.5 GRADIENT
The new track will be provided with minimum stabling grade of 1 in
400. However, proposed track wherever running adjoining to existing
track shall be having similar grade with adjoining existing yard lines.

5.1.6 BRIDGES
No new bridges will be constructed in the proposed project. As the
new lines to be provided at in-plant yard for carrying our ash loading
will involve formation in cutting, suitable drainage arrangement shall
be provided to avoid water logging.

5.1.7 TRACK STRUCTURE


Rails: –
60 Kg. Industrial Use (IU) quality rails will be provided within the siding
as per latest railway guidelines where maximum speed limit is
50KMPH.
Sleepers: -
The Rails shall be laid on 60 kg. Pre-stressed Concrete Monoblock
Sleepers with density 1540 Nos per Km with track fittings like Elastic rail
clips, combination metal liners & GFN liners, Grooved rubber pads,
etc., on 300 mm ballast cushion.
Sleeper spacing at and near joints shall be as stipulated in the P Way
Manual. On curved track, where check rails are to be provided,
suitable special pre-stressed concrete sleepers shall be used.
Ballast cushion: -
Stone ballast, machine crushed 50-65 mm. will be provided with
minimum clean cushion of 300 mm below the bottom of the sleeper.
Points and crossings: -
All points at in-plant yard will be of 1 in 8 ½ except proposed point at
Ch:2974.689M proposed to be provided from inside of curve. The
new 1 in 12 and 1 in 8 ½ points and crossing will be of 60 Kg. rail
sections with curved switches on 60 Kg. PSC sleepers fan shaped as
per the railways track standard.

5.2 SIGNAL & TELECOMMUNICATION ENGINEERING


5.2.1 The take-off point and further isolation point of existing siding of M/s
HIL is interlocked with Bargawan station. Further portion of HIL siding,

beyond take-off point, is non-interlocked and all points within the in-
plant yard are hand operated points.

5.2.2 No modification in existing Signaling arrangement is planned with the


project. All new points at in-plant yard shall also be kept as hand
operated points.

5.2.3 Suitable telecommunication facilities are provided between


Bargawan station and HIL siding. Walkie-Talkie sets are provided for
use in the system for effective and reliable communication.

5.3 ELECTRICAL ENGINEERING


5.3.1 The Railway siding is having overhead electric traction to have similar
traction with main line.

5.3.2 All new lines and cross-overs proposed at in-plant yard shall be kept
as unwired, except proposed cross-over between smelter yard
feeder line and WT-2 dispatch line from Ch:4055.49M and
Ch;4209.586M.

5.3.3 Suitable illumination facilities are provided within the In-plant yard
area and approach roads. The general electrical work such as
search lights and other streetlight etc. for illumination purpose will be
provided for proposed ash loading yard.

5.4 MAINTENANCE OF INFRASTRUCTURE


M/s HIL maintains siding infrastructure in the private land as per
Private siding terms. The new line shall also be maintained by M/s HIL
through their agency, as per extent practice.

CHAPTER 6

SYSTEM OF OPERATION

6.1 GENERAL
6.1.1 Bargawan station (BRGW) is the serving railhead for reception and
dispatch of trains to & from the Private siding for Mahan Aluminium
unit of M/s HIL.

6.1.2 The movement of trains to & from the siding is controlled from the
central panel at BRGW station. The take-off points along with isolation
point & relevant signals for entry & exit is integrated with existing
signaling system.

6.1.3 The placement and drawn out of inward and outward rakes in the
siding are undertaken by Railway locomotive. Further, necessary
shunting operations for placement of empties/loads over respective
handling line except wagon tippler yard, formation of empty/loaded
formation over dispatch lines, attachment/detachment of brake van
is carried out with the help of plant locomotives.

6.1.4 All the points inside plant yard are kept as hand operated. The safety
measures as required for the staff to attend the operational activities
in the siding installations are provided by M/s HIL

6.1.5 The communication system by dedicated telephone line is provided


between BRGW station and HIL Railway siding.One siding supervisor
remains available round the clock in yard master room for line clear
transaction. Movement inside the siding is controlled by siding
supervisor.

6.1.6 The responsible person performing Shunting operations inside the In-
Plant Yard shall ensure the correct setting of points, clamping and
padlocking in the set route.

6.2 SYSTEM OF LOADING/UNLOADING


6.2.1 Unloading of inward coal is done through wagon tippler.

6.2.2 Unloading of inward Pet coke is done through over coke unloading
platform manually.

6.2.3 Unloading of inward Alumina is done pneumatically and stored in


adjoining silos.

6.2.4 Outward finished products is dispatched in containers and is loaded


through reach stackers& front loaders.

6.2.5 Proposed handling of Fly ash will be done manually. Bagged fly ash
will be loaded through cranes/hydra whereas bulk/loose fly ash will
be loaded through pay loader machines.

6.3 PRESENT SYSTEM OF OPERATION AT IN-PLANT YARD


6.3.1 INWARD COAL HANDLED THROUGH WAGON TIPPLER
a) Coal loaded rake with railway’s engine coming from BRGW station is
first received on reception line of nominated wagon.
b) After receipt of the loaded rakes on nominated reception line,
Railway loco reverses through adjoining engine reversal line &
attached to the BRGW end of rake.
c) The load is then pushed by the railway loco towards the wagon
tippler, to enable the side arm charger to pick up the loaded wagons
for tippling operation.
d) After placement of loaded wagons on wagon tippler, Railway loco is
detached and moved to its designated place.
e) Now the wagon is tippled by Wagon tippler & the coal is unloaded.
By the time the tippler completes its tipping cycle, the side arm
charger will be back to its initial position, coupled with remaining
wagons of rake & ready for next cycle. Thus, all wagons in the rake
will be unloaded by wagon Tippler & empty wagons will be pushed
on post tippling side.

f) On completion of tippling, the plant loco is attached to empty


formation at post-tippling end. The rake is then pulled to clear facing
point of WT by-pass line and post-tippling line. The empty formation is
then pushed towards dispatch line to place the empty formation
within the reach of wired portion.
g) Further necessary operations are taken up for attachment of Brake
van at rear end and railway loco on leading.
h) The empty rake is then proceeds to BRGW yard for further dispatch to
its destinations.

6.3.2 UNLOADING OF CP COKE RAKES


i) Placement/drawn out of Coke rakes by Railway engine are done
to/from Smelter lead line only. After that, Railway loco detached and
moved to its designated place. Further, plant captive loco is
attached with loaded formation and rake is pulled into line no.5.
j) After placement of rakes adjoining to coke unloading platform, plant
loco detached and reversed through adjoining engine reversal line.
The unloading of Pet coke bags is then done over coke unloading
platform with the help of machines and manpower.
k) After completion of unloading, necessary operations are done to
attach the brake van at the rear of rake with the help of plant loco.
l) After that, empty formation is brought to Smelter lead line to place it
within wired portion for attachment of Railway loco.
m) After attachment of Railway loco and further clearance from in-plant
yard in charge, it is dispatched directly towards BRGW.

6.3.3 Unloading of inward Alumina:


a) Placement/drawn out of rakes of inward Alumina traffic are also
done to/from Smelter lead line only. After that, Railway loco
detached and moved to its designated place. Further, plant captive
loco is attached with loaded formation and rake is pulled into line
no.2/3.

b) After proper placement of wagons, unloading of alumina are being


done with the pneumatic unloading arrangement provided.
c) To facilitate faster completion of unloading of inward rakes, part
wagons are shunted to other adjoining alumina handling line.
d) After completion of unloading and formation of complete empty
formation, it is brought to Smelter lead line to place it within wired
portion for attachment of Railway loco
e) The rake is further dispatched directly towards BRGW on receipt of
clearance from in-plant yard in-charge.

6.3.4 FINISHED PRODUCTS LOADING


a) The inward container rake received for loading of finished products is
received on line no.3.
b) After reception of rake, it is splitted into 3parts. The first half is then
pulled towards line no.1 and place adjoining to loading shed.
c) After proper placement of wagons, loading of the loaded containers
is carried out through loading platform using Reach Stacker, Front
Loaders, etc.
d) After loading of first part, loaded wagons are shifted to line no.2 by
carrying out suitable shunting operations.
e) The similar operations are followed for balance 2 parts for placement
into line no.1 and further shifting to line no.2 after loading.
f) On completion of loading of all parts and placement of completed
loaded formation duly attached with brake van at rear, it is brought
to Smelter lead line to place it within wired portion for attachment of
Railway loco. The weighment of loaded wagons is done through
existing in-motion weighbridge provided on line no.2 during rake
dispatch from smelter yard.
g) The rake is further dispatched directly towards BRGW on receipt of
clearance from in-plant yard in-charge.

6.4 PROPOSED SYSTEM OF OPERATION

6.4.1 There will be no change in present system of working being adopted


for loading/unloading of inward/outward commodities through
existing rail infrastructures.
6.4.2 In view of outward fly ash dispatch from the siding through proposed
rail facilities to be provided under Phase-2 work of in-plant
augmentation work, loading of outward Ash will be done following
below mentioned operations.

6.4.3 It is proposed that emptied formation after coal unloading will be


back loaded for taking up fly ash loading.

6.4.4 Rake for ash loading will be first received into proposed Ash handling
R&D line,

6.4.5 After rake reception of rake into R&D line, plant loco will be reversed
through engine escape line and attach to empty formation at BRGW
end.

6.4.6 The rake will be then pushed towards ash loading area and placed
into ash loading line adjoining to loading platform.

6.4.7 After proper placement of empty rake on ash loading line, loading of
fly ash will be taken up. Bagged fly ash will be loaded through
cranes/hydra whereas bulk/loose fly ash will be loaded through pay
loader machines.

6.4.8 M/s HIL shall ensure hydrating of loose fly ash and covering the
wagons with Tarpaulins after loading at their own cost.

6.4.9 After completion of fly ash loading, rake will be pulled on proposed
R&D line and then placed into Smelter lead line to place it within
wired portion for attachment of Railway loco. The loaded rake will be
further dispatched directly towards BRGW on receipt of clearance
from in-plant yard in-charge.

CHAPTER 7

COST ESTIMATE

7.1 The total capital cost for construction of proposed rail facilities has
been computed taking into account the present cost of earthwork, P-
way, etc. The cost of the proposed rail facilities to be developed at In-
plant yard of HIL siding under Phase-1 & Phase-2 is estimated to
Rs.221.28 Lakhs & Rs.996.45 Lakhs and are placed at Annexure 7.1 and
7.2 respectively in next pages.

7.2 This cost is exclusive of Railway’s Departmental charges, which shall be


payable to Railways as per extent guidelines issued by Railway Board
vide FM circular 11 of 2016.

sleepers/km on straight/curve, bridges, level crossings, cuttings and
embankments, yards etc., with 60 kg IRS T-12 quality 880 mpa rails of any
length including fixing of glued insulated rail joints wherever required, 60kg
fish plates with bolts and nuts including spreading, laying and squaring PSC
sleepers and all elastic fastenings to correct track parameters as specified,
complete with all contractor's labour, tools, plants , machinery, consumables
etc., as a complete job. Track is to be laid to the approved alignment, level,
gauge in straight/curves, bridges, level crossings, cuttings, embankments,
yards including providing super elevation and transitions on curves, where
required, with initial packing as per P.Way manual and making the track fit for
traffic as per the requirement of client/railways for a speed of 15kmph. The
rate shall include all leads, lifts, crossing of tracks, handling, rehandling,
transportation of rails and Permanent way materials/permanent way fittings
to the site from nominated place/depot/stores, pairing of rails, fish plating with
bolts & nuts, straightening of rails, cutting of rails to plumb/square if required,
drilling of holes & chamfering holes in rails where required, greasing fish
plates, ERCs, MCI inserts holes and oiling fish bolts & nuts (Kerosene oil, black
oil and grease graphite to be arranged by contractor at his own cost) paint
marking of correct sleeper spacing and realigning the same including intial
packing and providing, fixing steel curve boards of standard size on approaches
of the curves with details of the curves painted with contractors own paint etc.,

Engineer at site (payment shall be made on the basis of running track metres
measured from end to end of check rail along the centre line of track).

33 Fabricating, supplying & fixing of cement concrete Fouling marks, with No. 6 1250 7500
Precast/cement concrete M-10 grade as per IS 456-2000, with 40mm graded
stone aggregate with contractors Cement and all labour materials, mechanical
mixing vibrating with mechanical or electrical vibrator, tools and plants if
required all leads and as directed by the Engineer-in-charge. Size- 1500 mm in
length, 250 mm wide, 125 mm depth, with top edges rounded off and the top
surface white washed. The number of wagons which can be accommodated in
the siding or the loop to be painted with black paint on the top surface. The
fouling mark is to be fixed at a point at which the spacing between the tracks
begins to reduce to less than the minimum as laid down in the Railway's
Schedule of Dimensions. The fouling marks are to be fixed in Railway yards
with all contractor's materials, labour, plant & machinery, complete work.

include all leads, lifts, crossing of tracks, handling, rehandling, transportation of
rails and Permanent way materials/permanent way fittings to the site from
nominated place/depot/stores, pairing of rails, fish plating with bolts & nuts,
straightening of rails, cutting of rails to plumb/square if required, drilling of
holes & chamfering holes in rails where required, greasing fish plates, ERCs, MCI
inserts holes and oiling fish bolts & nuts (Kerosene oil, black oil and grease
graphite to be arranged by contractor at his own cost) paint marking of correct
sleeper spacing and realigning the same including intial packing and providing,
fixing steel curve boards of standard size on approaches of the curves with
details of the curves painted with contractors own paint etc., and as directed by
the Engineer at site.

Note: the above items (a), (b) & (c) will be operated fully or partially depending

15 Fabrication, erecting and fixing concrete dead end as per railway approved No. 1 100000 100000
drawing. This includes cutting of rails, drilling of holes in rails, providing
stopper plates, fixing of wooden beam and all other fixtures as per approved
drawing including all leads, lifts transportation, crossing of lines if required, all
labour and material complete as per direction of Engineer. The rate includes
painting of the dead end beam and other components as per approved drawing
of railway with two coates of approved enamel paint over a coat of redoxide
primer and supply of wooden beam at the own cost of the contractor.

16 Fabricating, supplying & fixing of cement concrete Fouling marks, with No. 2 1250 2500
Precast/cement concrete M-10 grade as per IS 456-2000, with 40mm graded
stone aggregate with contractors Cement and all labour materials, mechanical
mixing vibrating with mechanical or electrical vibrator, tools and plants if
required all leads and as directed by the Engineer-in-charge. Size- 1500 mm in
length, 250 mm wide, 125 mm depth, with top edges rounded off and the top
surface white washed. The number of wagons which can be accommodated in
the siding or the loop to be painted with black paint on the top surface. The
fouling mark is to be fixed at a point at which the spacing between the tracks
begins to reduce to less than the minimum as laid down in the Railway's
Schedule of Dimensions. The fouling marks are to be fixed in Railway yards with
all contractor's materials, labour, plant & machinery, complete work. \Supplying
and laying of Fouling marks.
