EXPRESSION OF INTEREST - GLOBAL
With this mandate, An Expression of Interest (EoI) is initiated at CSIR-CECRI with the
prospective manufacturers, their authorized channel partners or agents/suppliers and
system integrators to discuss with the Technical Committees on the aspects of utility,
technology, feature, literature, design, technical parameters, clientele and other related
issues of the equipment and material for the following items to be procured for CSIR-
CECRI.

3. Schedule for submission: The prospective bidders should adhere to due dates
specified in Tender Details corresponding to this Tender. The Schedule for Submission
of proposals and Opening of proposals is as follows: -
4. Date and Time for receipt of hard copy of proposals: The proposals in hard copy
should reach the tender box in the Office of Stores and Purchase Officer, CSIR-
Central Electro-Chemical Research Institute, Karaikudi – 630 003 Tamilnadu, India Tel # :
04565-241226, 241217 Email : spo@cecri.res.in and purchase@cecri.res.in. on or before
the date and time mentioned in S. no.4 for submission of proposals. Email / fax responses
will not be entertained. Late / delayed proposals will not be considered. Postal / courier
delays will not be accepted as an excuse. In case the last date and time is declared a
holiday at a later date, then the due date and time for receipt and opening will be shifted to
the next working date and time automatically. No corrigendum will be issued in this regard.
6. Pre indent conference: A pre indent conference with the bidders is arranged on
22.08.2019, from 9.30 a.m. onwards. Venue is CSIR-CECRI – Chennai unit
conference hall at Taramani, Chennai 600113. Interested bidders are requested
to email their willingness for making their presentation to spo@cecri.res.in on or
before 20.8.2019 4.00 p.m. IST. Bidders will be allotted time slots to make
presentations on their company profile, products profile, detailed specifications and
technical capabilities.
7. The bidders’ representatives who attend the pre indent conference should possess
all the technical details of the machinery, its capacity, complete information on the
company, previous experience, various technologies involved, service centres
available in India / abroad and financial capabilities to execute project. The
representatives should be capable enough to answer all queries of the Technical
Committee.
9. The tender document and contract will be finalized on Turnkey basis only. The
contract will involve, Design, supply including third party items, install, integrate all
the machinery / sub assemblies etc., commissioning of all the machinery, testing of
all the machinery, trial production to prove the rated output, train the manpower in
operations and maintenance of the same and other allied technical services. The

Contract as whole consisting of the machinery / instruments / allied items shall be
awarded to the lowest evaluated bidder after a separate bidding process based on
two bid system. Splitting of contract is not envisaged and will be avoided. But
Director, CSIR-CECRI reserves the right to split the contract under exceptional
circumstances, This decision will be final and binding on all bidders.
10. For evaluating the responses, CSIR-CECRI may call for further presentations of their
case in person or Presentation can be considered via Skype/Video Conferencing
also.
11. The Director, CSIR- Central Electrochemical Research Institute, Karaikudi, India
reserves the right to accept or reject any or all EOI Notification/tenders/offers or
withdraw the Notice at any stage of processing without assigning any reason
whatsoever, such an event would not cause obligation of any kind to CSIR-CECRI,

1. INTRODUCTION
CSIR CECRI is creating a new facility for Lithium Ion battery making at its Chennai
unit.
2. OBJECTIVE
3. SCOPE OF WORK
Lithium Ion Battery making facility that Is fully automated for cylindrical, prismatic cells has
been proposed to be created at Chennai unit. It consists of various types of machines that are
listed in the annexure. The names of the machines, description and capacity are tentative as
different manufacturers use different technologies for achieving the targeted battery capacity.
Chemistry: NMC, 111, 532 and may also use for 622 and 81 and similar chemistry.
Typically 100 KWh, around 1250 cells per day for prismatic cell of 20 Ah. Typical dimension of
20 Ah cell is 16 x 90 x 175 mm and 250 KWh for 26650 cells about 14,000 cells.
Note: Slurry mixer, coating, calendaring and slitting processes can be common for both
prismatic and cylindrical line. Then onwards assembly line equipment’s are separate for
prismatic and cylindrical line.
The rough machine assembly sketch is attached. This may vary from manufacturer to
manufacturer as each of them may have different technique for the processes and some may
combine more than one process in a single equipment.
The proposed dry room sizes may again differ from manufacturer to manufacturer.
It will involve Design, Manufacture various equipments / machineries, and procure the allied
machineries from other manufacturers, install the same, commission all the machinery, testing
of the same, trial production / demonstration of the capacity of the machines to match the per
day targets and also train the users in the operation and maintenance of the same.
Hence CECRI is looking for a Turnkey solutions provider who will act as system integrator and
give a complete solution.

a) Detailed specifications of various machinery / instruments involved supported by
technical brochures / data sheets in English. The Bidder shall provide the complete
technical information (without any IP related material) with specific OEM name,
Model Number etc.
b) Write up / detailed brochure / datasheets on the technologies / techniques involved.
c) Production capacity / rated output of each of the machines.
d) Net weight of each of the machinery.
e) Electrical requirements – voltage, frequency, single phase / three phases, total power
consumption in kwh.
f) Requirement of special foundation / flooring for each machine. If required, then clear
details.
g) Plant lay out drawing in English. Dimensions must be in Metric (mm / cm / Metres).
h) Other utilities drawing like piping for air / other gas, exhaust etc.
i) Air conditioning requirements.
j) Stabilized power supply requirements (like servo stabilizer etc.).
k) Backup power supply like diesel generator requirements
l) Total space for plant requirements
2. Bidder Information
a) Company information – Status of bidder, registration certificate, and detailed write up
about bidder history.
b) Details of Personnel – Details of all key technical, commercial and service personnel.
c) Details of Production capacity, location of factory involved in production of machinery
etc.
d) Details of financial information about company in the last 3 years, like turnover, copies
of audited balance sheet etc.
e) Copy of solvency certificate from banker.
f) Details of service setup in India.
g) Self certified letter about holiday listing / black listing in bidder letter head.

h) Integrity pact duly signed.
i) If dealer / authorized channel partner / distributor etc. Manufacturer authorization
letter.
j) Copies of Purchase orders / contracts of similar work done in the last 3 years and the
performance certificate from the respective clients.
k) The Bidder shall indicate the timelines necessary for supply / installation /
commissioning of the items under Scope of Work.
3. Commercial: The Bidder may submit a Budgetary Estimate for all the items under
the Scope of Work. The Budgetary Estimates shall be held confidential and will
not be disclosed to other Bidders after the EOI responses are opened.
6. Other Terms
CSIR-CECRI at its discretion may extend the due date of submission of EOI and the
decision of CSIR-CECRI in this respect would be final and binding on the
respondents. In the event of changes in the time schedule, CSIR-CECRI shall
notify the same only through its CSIR-CECRI website www.cecri.res.in. Interested
Bidders are advised to check the above website regularly for corrigendum /
addendum, if any, which will be published only in the web site.
No oral modification or interpretation of any provisions of this EOI shall be valid. Written
communication shall be issued by CSIR-CECRI when changes, clarifications or
amendments to the EOI document are deemed necessary by CSIR-CECRI at its
sole discretion.
EOI submission should be in English language. EOI response should be free from
correction, over writing, erasures etc. Duly authorized representative of the
Applicant shall sign on each page of the EOI documents. EOI documents should
be prepared in such a way so as to provide a straight forward, concise
description of Applicant and capabilities to satisfy the requirements of this EOI.
If at any time during the examination, evaluation and comparison of EOI, CSIR- CECRI at
its discretion can ask the Bidder for the clarification of its EOI. The request for
clarification and the response shall be in writing. However, no post submission of
EOI, clarification at the initiative of the Bidder shall be entertained.
The cost or charges incurred in preparation and submission of EOI response shall not be
entitled by any respondent.
It is advised to deal directly with CSIR-CECRI representative who is the signatory to this
document.
EOI that are incomplete in any respect or those that nor consistent with the
requirements as specified in this document may be considered non-responsive
and may be liable for rejection and no further correspondence will be
entertained with such Bidders.
All cost and expenses associated with submission of EOI shall be borne by the Bidder

while submitting the EOI. CSIR-CECRI shall have no liability, in any manner in this
regard, or if it decides to terminate the process of short listing for any reason
whatsoever.
