1 General
1.1 Definitions
For the purpose of this specification, the definitions to be applied shall be as per
“General Condition of CONTRACT”.
1.2 Scope
This specification covers the general description and the design criteria for
performing the civil works for the EPC of oil & water flowlines, oil& water
trunklines and oil transfer lines, associated with the Zubair Oil Field Development
Project.
Contractor shall be responsible for the complete design, planning, material
supply and construction of all the works described within this specification.
2 Reference Documents
The civil works shall be planned and performed in compliance with the following
applicable Codes, Specifications and Standards, issue in force at Contract award
date.
2.1 Codes
The works shall comply in all respects with Local Regulations, Planning Law and
other Statutory Regulations.
The Contractor shall be responsible for applying to and obtaining from any such
authority or body any approvals or permissions that may be required prior to
construction or on completion of the works. The Contractor shall supply copies of
any drawings, specifications, schedules or calculations that make up such
applications.
- Eurocode Standards
3 Design
3.1 General
Design of steel and concrete structures shall be in accordance with codes and
standards listed in section 4.1 and 5.1 of this specification.
For relevant code and standard the last valid edition shall be applied.
In particular the reference codes for structural strength verification are listed
below:

4.2 Materials
Concrete strength classes shall be 25 N/mm2 (3500 psi) at 28 days (on cylindrical
specimens) for above ground works, 28 N/mm2 (4000 psi) at 28 days (on
cylindrical specimens) for underground works and/or as noted on the design
drawings.
Anchor bolts shall conform to the requirements of ASTM A36. Allowable tension
and shear forces in anchor bolts shall be as indicated on the design drawings.
The basic allowable stress shall not be increased for wind or seismic loads for
vessel, stack and tank anchor bolts. The basic allowable stress shall be
increased 20 percent for test or short time or bundle pull loads. Anchor bolt
details shall be in accordance with the engineering drawings.
The minimum anchor bolt diameter shall be 20mm, except where equipment data
sheets require small diameter bolts.
Selection of the type of foundation, i.e., soil supported spread footings or pile
foundations, shall be based on the Geotechnical Report and on the type of
equipment or structure to be supported.
For soil bearing foundations, the maximum ultimate settlement under operating
loads shall be limited to 25mm unless otherwise specified. The permissible
settlement under other loading conditions will be considered on an individual
basis, as required.
Heave or swelling potential of the soil shall be considered in setting the bottom of
foundation or its subgrade requirements.
The elevations of the bottom of foundations and the heaveline should be derived
from the Geotechnical Report.
The stability ratio of resisting forces and moments to active forces and moments
shall be at least 1.5.
The weight of the earth placed over the foundation shall be used in calculating
the resisting moment.
If piling is required, the use of a minimum of three piles for an isolated column
foundation should be considered for improved stability. The maximum settlement
allowed for pile supported foundations shall be 6mm.
The vertical impact forces on structural members from a moving load shall be
limited to the storey immediately below the level at which the effect originates.
This effect shall not be carried into the foundations.
The minimum factor of safety against sliding under all conditions of loading shall
not be less than 1.5. Passive resistance shall not be utilised under seismic
loading to resist sliding.
Plinths for horizontal drums shall be designed for direct loads, plus horizontal
forces due to wind, pipe thrusts and thermal forces induced by friction at vessel
base plate. Plinths for exchangers shall be designed for these forces with any
additional forces due to bundle pull. Unless otherwise noted, allowable stresses
of concrete and reinforcement in exchanger plinths may be increased by 25%,
provided such overstress is due to bundle pull.
Foundations which are subject to thermal stresses from boilers, chimney stacks
etc, shall be provided with a layer of fabric reinforcement across their top surface.
Where extreme high or low temperatures are possible the concrete shall be
protected with an insulation layer or heat shield.
For relevant code and standard the last valid edition shall be applied.
In particular the reference codes for structural strength verification are listed
below:

• D1.1, Structural Welding Code - Steel.
5.2 Materials
a) Structural steel shapes, plates, tie rods and bars shall conform to the
requirements of ASTM A36 M or BS EN 10025 with minimum yield
strength Fy=235 N/mm2.
b) Structural galvanized bolts shall conform to the requirements of ASTM
A307.
c) High strength bolts shall conform to the requirements of ASTM A325,
type 1 galvanized.
d) Steel pipe for structural applications shall conform to the requirements of
ASTM A53, Type E or S, Grade B.
e) Stair treads shall be 30mm deep rectangular type welded galvanized
steel grating with 5mm thick serrated bearing bars and chequered plate
non-slip nosing.
f) Platform flooring shall be 6mm thick steel galvanized chequered plate or
galvanized serrated grating as designated by the project.
g) Flooring which is to be removable shall be specified on the design
drawings and is to be furnished in sections not larger than 1.75m2 each.
h) Typical details of platforms, stairways, ladders, and handrails are shown
on drawings no.00250600BADQ12004 “Typical drawing for steel
platforms for flowlines/pipelines”.
The thickness of all plates and gussets shall not be less than 8mm.
The thickness of all cap plates shall not be less than 10mm.
In any structural steelwork connection a minimum of 2 (two) bolts shall be
provided.
6.1 General
Contractor shall be responsible for all Site Preparation and Earthwork associated
with clearing, grubbing, excavation, backfilling, compacting, stabilizing and
grading to project elevations given elsewhere.
Contractor shall be responsible for the material selection and construction for Site
Preparation and Earthwork performed in accordance with specification
No.00250600BASG10006 “General Specification for Site Preparation/
Earthworks”.
Contractor shall be responsible for the respect of final grade elevations shown on
construction drawings.
However, national and/or local regulations may exist in which some of the
requirements are more stringent.
The Contractor shall determine by careful scrutiny which of the requirements are
more stringent and which combination or requirements shall be acceptable as
regards safety, economic and legal aspects.
In all cases the Contractor shall inform Company of any deviation from the
requirements of these specifications which is considered to be necessary, in
order to comply with national and/or local regulations. Company may then
negotiate with the Authorities concerned with the object of obtaining agreement
to follow these specifications as closely as possible.
Mine clearance activities shall come before any civil works as per indication
provided by Company Specification.
For new wells site grading/levelling activities shall be done using available site
compacted material.
The nature and location of all existing aboveground and underground services
and facilities shall be ascertained on site and adjacent areas, where necessary
by hand excavation, before commencing site preparation works and earthworks.
In the event that services such as drains or natural drainage of a certain area
require to be cut during the execution of the works these shall be made good to
the satisfaction of the Company, and where applicable a temporary or permanent
re-routing shall be provided.
In the event that services or facilities are accidentally cut or damaged, these shall
be made good as directed by Company.
During construction design site levels (e.g. high point of paving), shall be
checked on site taking into account the following considerations:
- Surface water run-off should be able to take place under gravity via the
trap area drainage system.
- Site layout/plot plan and related safety aspects should be adhered to.
Prior to the commencement of work the original site surface levels shall be
surveyed and recorded by Contractor on an appropriate drawing.
For bidding purpose, in absence of soil report, the following two options shall be
considered for areas inside DGSs (wells, flowlines/trunklines/transfer lines
excluded):
inside DGSs.
CONTRACTOR shall confirm soil investigation report given by COMPANY by
additional soil investigation (to be agreed with COMPANY) or endorse and
validate the COMPANY soil investigation report.
Company may direct to leave in place certain items such as fences, shrubs,
trees, or other features required for incorporation in landscaping.
The Contractor shall, under such conditions, be responsible for the care and
protection of such items during the course of the works.
Demolition and site clearance works shall be planned and executed in a manner
such that the safety of personnel, the work and adjacent property is guaranteed
and such that a minimum of inconvenience is caused.
All necessary temporary works such as safety barriers, fences, safety nets,
coverings and screens shall be provided to protect personnel and adjacent
property from injury or damage caused by demolition operations.
All necessary dead or raking shores to support existing work shall be provided
during demolition and associated operations.
Materials arising from demolition and site clearance work except materials
specified for re-use or as otherwise specified shall be removed from site as the
work progress, and shall be disposed of. Such materials should not be permitted
to accumulate and the site shall be maintained in a safe and workmanlike
condition at all times.
Materials required for re-use shall be stored in a safe location and protected from
damage or deterioration as agreed with Company.
Top soil intended for re-use as agreed with Company shall be stock-piled and/or
spread at approved locations.
Adequate drainage systems shall be provided to deal with ground water and
surface water run-off.
Contractor shall be responsible for installing, during site preparation phase and
later maintaining or modifying the general construction site drainage system, as
required to keep the entire site well drained throughout the entire construction
phase until such time when the permanent drainage system within the site are
constructed by the Contractor.
Contractor shall be liable for keeping the construction work safe during the entire
construction periods and repairing any damage to the work that may be
attributable to rainfall and/or surface run-off at the Contractor own expense.
Erosion control measures if required are to be established by the Contractor
upon mobilization.
The temporary access routes should preferably coincide with the planned
permanent routes.
The effects of heavy traffic along temporary roads (e.g. propagation of dust
clouds, damage to existing structures by vibrations, disturbance of surface
drainage) shall be taken into consideration and where necessary suitable
precautions shall be taken.
Temporary lay down areas required for construction activities should be suitably
levelled and provided with suitable access, temporary paving and surface
drainage where required.
The area shall be drained such that stored materials remain dry and the area
remains accessible.
6.6 Earthworks
Embankments and fill of the area shall be carried out by Contractor, reference is
made to drawing No.00250600BTDG62110 “Typical new oil wells”.
The planning of excavation and filling activities shall take into account the climatic
conditions prevalent during the construction period. Drawings shall be prepared
prior to commencing the work showing locations of excavation, tipping and filling.
6.6.2 Excavation
Plant selection for excavation and earth movement shall take into account type of
materials to be excavated, method of excavation, prevailing weather conditions
and type of transport to be used.
Suitable materials intended for re-use should be used as soon after excavation
Areas used for temporary stockpiling shall be kept clean and tidy and shall be
restored to their original condition on completion of works.
Unsuitable materials and suitable material not intended for re-use shall be
removed from the work site and disposed of at an approved location. Materials
shall be disposed of in accordance with local and national laws and regulations.
6.6.5 Filling
Fill shall be built up evenly over the full width of the area with a slope sufficient to
allow efficient surface drainage of rain water and prevent ponding.
The placing of fill shall not commence until the area to be filled has been
inspected by Company.
The suitability of fill material shall be regularly checked by Contractor, through out
filling operations by (field) laboratory tests. (e.g. plasticity index, silt content, grain
size distribution).
6.6.6 Compaction
The compaction requirements, based on the laboratory tests and field trials, shall
be in accordance with specification No. 00250600BASG10006 “General
Specification for Site Preparation/Earthworks”.
The minimum in-situ dry density tests shall be carried out in accordance with
specification No. 00250600BASG10006 “General Specification for Site
Preparation/Earthworks”.
Compaction trials should be carried out on each soil type to be placed in areas of
fill, in order to confirm layer thicknesses of material placed, and the type of
machine and number of passes required to obtain optimum compaction for given
soil moisture contents.
Company may carry out comparative field density tests during the course of the
work. Should the results of the tests carried out by the Contractor or the
comparative tests carried out by Company indicate that the required compaction
requirements have not been met, the Contractor shall make good the deficiencies
to the satisfaction of the Company.
7 Surface Finishing
Surface finishing of the area shall be carried out by Contractor.
The surface finish generally consists of several types, namely, light and heavy
duty concrete paving, gravel paving, interlooking blocks and natural soil.
Contractor shall ensure all surface finishes are constructed in accordance with
specifications No. 00250600BASG10006 “General Specification for Site
Preparation/Earthworks”, 00250600BASG10007 “General specification for
Concrete Works” and 00250600BASG10008 “General Specification for Road
Works” and generally accepted theories, codes, methods and good working
practices.
Local climate, topography, soil conditions and other local requirements shall be
taken into account for design and construction as well as specific plant
requirements.
Surface finishing shall be exposed natural soil with the exception of:

Paved areas (if any) shall be constructed in accordance to specification No.
00250600BASG10007 “General specification for Concrete Works” and to typical
drawing No. 00250600BADQ12001 “Typical drawing for Roads and Paving &
Miscellaneous Details”.
Paving shall generally be limited to those parts of a site where spillage of
chemicals or hydrocarbons from (mis)operations and maintenance cannot be
excluded or where loads other than pedestrian traffic need to be accommodated.
General concrete paving shall be constructed in such a manner so that rain water
and liquid spills can be drained away from process equipment.
Drainage sumps shall be located at low points of the paving and discharge shall
be by buried piping systems.
Paving shall consist of a reinforced concrete layer i.e. the pavement slab which
rests on the sub-grade prepared during the site preparation. A sub-base to
support the paving may be required depending on the sub-grade.
The paved areas shall be divided into slabs separated by expansion joints.
Prevention of chemical or hydrocarbon seepage into the subsoil through the
joints shall be necessary.
Light duty paving is provided for areas subjected to light traffic and to transit of
light maintenance vehicles.
Concrete slab shall be 100 mm thickness with thicken edges.
Reinforcement consists of single welded wire mesh type A193 to BS 4483.
8.4.2 Paving
8.4.3 Curbs
Curbs, where required to retain spilled material, shall generally be 150 x 100 mm
reinforced, cast integrally with the paving.
Expansion joints (20 mm width) will be placed at distances not greater than 10 m
providing complete interruption of concrete and reinforcement.
Partial contraction joints (depth 20 mm x 12 mm width approx.) will be placed at a
distance of about 5 m.
8.4.5 Blocks
9 Roads
Bituminous-type flexible paving roads (if any) shall be constructed in accordance
with specification No.00250600BASG10008 “General specification for road
works” and to typical drawing No. 00250600BADQ12001 “Typical drawing for
Roads and Paving & Miscellaneous Details”.
This section contains minimum requirements for permanent roads within the
property boundaries and for the new external road.
Sub-grade requirements, including stability, embankments, etc., are not included
but highlighted only. For these aspects, reference is made to Section 3, Site
Preparation and Earthwork.
Roads shall be of the two-lane type and shall be provided with road shoulders on
both sides (except for roads as indicated on drawing No. 00250600BADQ12001
“Typical drawing for Roads and Paving & Miscellaneous Details”).
Shoulders (if any) shall be able to support without damage slow-moving and
parked vehicles for which the road is designed.
The boundary between the road and road shoulder shall be clearly marked with
lines.
At road crossings the edge of the paving shall have a radius of curvature of 9 m
for 6 m wide roads and 8 m for 4 m wide roads.
For crossings of roads of unequal width, the narrower road shall determine the
radius of the curvature.
The road surface shall have a minimum lateral slope of 1:50 to provide proper
drainage under all weather conditions.
Pipes and collectors (if any) along the roads shall form an integral part of the
surface drainage system of the site and shall be in accordance with specification
No.00250600BASG10013 “General Specification for Sewers and Drains”.
Contractor shall be responsible for planning and installing traffic signs throughout
the area and on the external road.
Bridges, culverts and pipe crossings underneath roads (if any) shall be
constructed in accordance with specifications No.00250600BASG10007 “General
specification for Concrete Works” and spec. no.00250600BASG10010 “General
Specification for Embedments”.
Over certain area within the battery limits of the plant i.e. process units, under
pipe tracks etc. an inert material layer e.g. gravel of at least 100 mm thick shall
be used. Measures shall be taken to minimize growth of vegetation.
12 Foundations
Contractor shall be responsible for the design, supply and construction of all
foundations, as required, in accordance with specification
No.00250600BASG10007 “General specification for concrete works”, spec. no.
00250600BASG10010 “General Specification for Embedments” and spec.
no.00250600BASG10011 “General Specification for Grouting and Levelling”.
All foundation sub-grade shall be compacted at 95% max. dry density as per
ASTM D 1557.
