Introduction
1.1 Background
Road inventory data is essential to the creation of a practical and effective transportation system.
It is an accurate record of every road in a certain area, containing details on its location, surface
type, condition, and carrying capacity. The Road Inventory is the state's highway transportation
system's GIS-based asset management system. Therefore, its strengths lie in documenting the
layout and state of public roads and rights of way. Both geocoding and route-finding are not
intended to be supported by it, although in theory intersection-based geocoding could be set up
on it. It is utilized in the annual Highway Performance Monitoring System report to the Federal
Highway Administration and is a component of the official documentation for the state road
system. It is a list of centerline and lane miles, which provide the foundation for state payments
to cities for the costs of maintaining roads. Data bases for highway and street traffic signs may be
created and maintained with the use of road inventory. Data collection involves geolocation of
signs and roadway markers, feature positions are mapped, and particular attribute information is
recorded as part of data gathering.

Malanday is a vibrant, bustling barangay with a namesake that is purported to denote 'a bowl
plate' in Filipino. It is home to residents who celebrate the fiesta of Sto. Kristo every last Sunday
of April. Known landmarks in the Barangay Malanday include the Andres Fernando Elementary
School, Malanday Market, Malanday Bus Terminal and the VSCA Cock Fighting Arena. The
streets that encompassed Malanday are link along the Marcelo H. Del Pilar street that is
considered as a tertiary road as it is one of the road that is maintained by the DPWH which are
local in importance and does not acquire route numbers. The MH Del Pilar is connected to A.
Mabini Street located in Caloocan City, just like MH Del Pilar it is appraise to be a national
tertiary road as well as the Mc Arthur Highway that is a national primary highway and tertiary
highway in Luzon, Philippines, connecting Caloocan in Metro Manila to Aparri in Cagayan. It is
the second longest road in the Philippines, after Maharlika Highway. It is primarily known as
MacArthur Highway in segments from Caloocan to Urdaneta, Pangasinan, although it is also
applied up to Ilocos Sur, and likewise called as Manila North Road for the entire length.

For a number of reasons, having accurate and current road inventory data is crucial. It primarily
enables improved planning and decision-making when it comes to the construction of
infrastructure. Planners may more efficiently allocate resources and give the highest priority to
improvements that will have the most influence on the transportation system by being aware of
the location and condition of existing roadways. The significance of an advanced and effective
transportation infrastructure cannot be understated, such like in the Philippines where a sizable
section of the population relies on the road system. Transportation planners and engineers may
make sure that the road network can serve the population's demands as well as the nation's
economic growth by using data from road inventories.
1.2 Objectives
To provide a data containing the current road areas condition of Malanday, Valenzuela City.
To identify areas of the road network that are in poor condition and in need of repair or
maintenance.
1.3 Study Area
Malanday is a teeming barangay in the city of Valenzuela. In consonance with the 2020 census, a
rough estimate puts the population of Barangay Maysan at 19,060. This presents the 2.67% of
Valenzuela's whole population. Around -- streets make up this barangay, all of which are
connected to MH--. A total number of 10 adjacent streets that link to the major – are selected for
this academic research in order to assess and identify the common, observable issues with the
physical conditions or standard within every street's pavement.

2. Road Data
2.1 Road Users
The Philippine metropolis of Valenzuela City, which is now undergoing fast industrialization, is
part of the country's National Capital Region and has recently seen tremendous economic
expansion. Many of the city's industrial and processing businesses depend on effective
transportation to transfer workers, raw materials, and finished products. The importance of
transportation in fostering the growth and prosperity of the city's businesses has increased as the
industrial sector in Valenzuela keeps growing. Every day, a variety of major users, including
large corporations, small enterprises, and even villagers, utilize the road itself and the streets that
link to it. It offers a rapid and efficient method for transporting people, goods, services, and even
freight.

The researchers rate and evaluate the present condition of each roadway included in this Road
Inventory using a rating methodology for pavements based on a modified version of the
WisDOT PASER Manual for Asphalt Roads. Every street was assigned a set point on a scale of
1 to 10, and they were then classified as being in Poor, Fair, Good, or New Condition. Below are
the specific criteria for the ranking system.
