2 HEALTH, SAFETY AND ENVIRONMENTAL CONSIDERATIONS

2.1 Permit and Job Safety Analysis (JSA)


Approved permits. and a Job Safety Analysis (JSA) are required when working in
operations areas. All engineering and management safeguards must be applied
before any work activities begin.
See the "Work Management System" for guidance on the permits required when
implementing this procedure.

2.2 Personal Protective Equipment (PPE)

2.2.1 Operators are required to wear the appropriate Personal Protective Equipment
(PPE) at all times. PPE includes:
a) Safety helmet with chin strap.
b) Safety glasses or (where appropriate) safety goggles.
c) Safety shoes with steel toes and non slip soles.
d) Coverall (wear pack)
e) Ear plug
f) Hand gloves
g) Personal Gas Detector (including detecting H2S)

2.2.2 Additional PPE must be worn where required for the job or the location:

a) Breathing Apparatus

2.2.4 Environmental Precautions


Commissioning is conducted in accordance with governmental requirements for
protection of the environment. All Hydrocarbon liquid such as lube oil and grease
shall be drained to the available and proper location.
All rubbish from commissioning activities shall be collected and throw to garbage bin.

2.2.5 Special Safety Considerations


The following activities are essential to conducting work safely:
 The Health, Safety and Environment (HSE) Technician or Operator will
conduct a safety briefing prior to the start of any work that is not normal
operations. Complete a JSA prior to starting the work.

 Obtain all required work permits for procedure execution. Ensure all fire
protection systems are working properly. Ensure all safety systems are
available and working properly. Follow good housekeeping practices.
 Immediate guards must be in place when working in rotating equipment.
 A safety harness must be worn when working on high.
 High temperatures may be present on the area, Be cautious of radiation
heat. Hot signs must be put in the appropriate area.
 Self-Contained Breathing Apparatus (SCBA) and/or Breathing Apparatus
Station is available around LP Flare System Area.
 Be aware of slip hazards on the concrete base area.
 Each technician should have a radio communications, tested and tuned to the
correct frequency. Maintain communications with the DCS Central Control
Room (CCR) as appropriate.

2.3 Requirement

2.3.1 Commissioning Personnel Requirement


Only qualified commissioning personnel are assigned to do commissioning activities.
To qualify for the commissioning task, the personnel must successfully complete the
following:
a) Apprenticeship program
b) Commissioning orientation
c) Safety training series
d) Firefighting training
e) H2S awareness training
f) SIKA training
g) K3 Migas Training
h) Commissioning tools training

2.3.2 Contractor Qualification


Third party Contractors are utilized for specific assignments; the skills required of
contractors are job-specific.

6 GENERAL WORK PREPARATION
