a) Scope of work
The position is termed as “State Mission Manager–Social Mobilisation
and Institution Development”. The person selected for this position will
conceptualise and deploy the component of Social mobilisation and Institution
Development in the State. The position is a contractual engagement, initially
for two years. Renewal of contract will be done every year based on
performance appraisal. The incumbent will directly report to the State Mission
Director. The position requires a sound understanding of social development
issues and community structures, preferably in the context of Urban Poor.
S/he will work closely with and support Urban Livelihood Mission (ULM) in
implementing the SM&ID component. The person will need to travel extensively
within Tamil Nadu to effectively implement Mission activities.
b) Key Responsibility Areas (KRAs) include:
Ensure that cities/ towns adhere to the guidelines prescribed by Urban
Livelihood Mission (ULM)
Develop work plan for implementation of Social mobilisation component
in the state
Responsible for the SM&ID targets of the state with respect to
community mobilisation, Self-Help Groups (SHG)s, Federations,
Revolving Fund and Community Investment Fund.
Identification and empanelment of Resources Organizations (ROs) under
Urban Livelihood Mission (ULM)
Ensure the Self-Help Groups (SHG)s, Area Level Federation (ALF) and
City Level Federation (CLF) structures are established across all cities in
the state.
Identifying technical and capacity building resource agencies, regular
interface with them and engage them in implementation of the mission.
Responsible for providing need based Technical Assistance to the
implementing districts.
Support capacity building/ sensitization of City Mission Management
Unit (CMMU)/district personnel. S/he will also oversee the development
of capacity building modules, arranging cross learning workshops related
to KRAs as and when required.
Arranging for appropriate linkages with relevant agencies/departments
and integrate Social mobilisation agenda in implementing of the mission.
Ensure reporting of the Social mobilisation and institution Development
component
Work closely with other State Mission Managers at the state level for
successful implementation of Urban Livelihood Mission (ULM)
Perform any other related tasks assigned by the State Mission Director.
c) Qualification:
The minimum educational requirement for the position is Masters or 2
year full time Post graduate diploma in Management / Social work from high
ranking institutes.
d) Experience:
The ideal candidate should have at least 6 years of experience in Social
Development work with considerable size and scale.
e) Competencies:
a. Essential
Experience of working for poverty reduction programmes, especially at
grass root level
Experience of working with government institutions
Proficient with MS office
b. Desirable
The person should have acknowledged capabilities in partnership
management; strong analytical, conceptual and strategic thinking skills;
ability to handle large scale planning; handling MIS etc.
c. Other:
The person should have good command on writing and speaking both
English and Tamil languages.
2. State Mission Manager – Shelters and Social Infrastructure
a) Scope of work
The position is termed as “State Mission Manager–Shelters and Social
Infrastructure”. The person selected for this position will conceptualise and
operationalise shelters for urban homeless and other socially vulnerable
groups. The position is a contractual engagement for two years. Renewal of
contract will be done every year based on performance appraisal. The reporting
of this position will directly be to the State Mission Director. The position
requires a sound understanding of social development and community
structures especially in the context of Urban Poor. S/he will work closely with
and support Urban Livelihood Mission (ULM) districts in implementing the
Shelters and Social Infrastructure component under Urban Livelihood Mission
(ULM). The person will need to travel extensively within the State to support
the mission.
b) Key Responsibility Areas (KRAs) include:
Work closely with ULBs with regard to CLCs, Vendor Markets and
Shelters for Urban homeless.
Ensure that all the city vendor development plan are prepared and
operationalized at city level.
Work closely with other State Mission Managers at the state level for
successful implementation of NULM.
Perform any other related tasks assigned by the State Mission Director,
SULM.
c) Qualification:
Two year full time Post graduate diploma in Management /MBA or
Masters in any other relevant discipline with 6 years of experience.
d) Experience:
Experience in poverty reduction programmes involving social
development and establishment / monitoring / maintenance of community
infrastructures.
e) Competencies:
Essential
Experience of working with large scale poverty reduction programmes
The person should have proven track record in partnership
management; excellent negotiation and liaison skills; ability to handle
large scale planning and handling MIS and leading large teams and
diverse groups of stakeholders without a formal title
Proficient with MS office and strong ability to document, prepare
reports and presentations as required by the Mission
Desirable
High degree of interest and empathy in understanding the unique
issues of the socially vulnerable and in poverty alleviation
Strong analytical, conceptual and strategic thinking skills;
f) Other:
a) Scope of work
The position is termed as “State Mission Manager–Financial Inclusion
and Micro Enterprises”. The person selected for this position will
conceptualise and operationalize the self-employment programme component
at the state level. This is a contractual engagement for two years. Renewal of
contract is done every year based on performance appraisal done on a mutually
agreed goal sheet. The reporting of this position will directly be to the State
Mission Director, Urban Livelihood Mission (ULM).The position requires a
sound understanding of financial inclusion models and micro enterprise
development, preferably in context of Urban Poor. S/he will work closely with
and support Urban Livelihood Mission (ULM) in implementing the Universal
Financial Inclusion (UFI) and SEP component under Urban Livelihood Mission
(ULM). The person will need to travel extensively across Tamil Nadu to support
the mission.
b) Key Responsibility Areas (KRAs) include:
Ensure that districts adhere to the guidelines prescribed by Urban
Livelihood Mission (ULM).
Prepare work plan for Universal Financial Inclusion (UFI) and Self
Employment Programme (SEP) agenda across the cities.
Responsible for UFI & SEP targets of the state.
Ensure the bank linkages for Self-Help Groups (SHG)s and its members
Support the micro enterprises set up by the urban poor.
Responsible for providing need based Technical Assistance to the
districts.
Support the resource agencies in capacity building/ sensitization of
CMMU/districts with in or across the states. S/he will also oversee the
development of capacity building modules, arranging cross learning
workshops related to imparting financial literacy to urban poor and other
KRAs as and when required.
Arranging for appropriate linkages with relevant agencies/departments
and integrate Universal Financial Inclusion and Self-employment
programme agenda in implementing of the mission.
Ensure reporting against KRAs.
Work closely with other State Mission Managers at the state level for
successful implementation of Urban Livelihood Mission (ULM).
Perform any other related tasks assigned by the State Mission Director.
c) Qualification:
The minimum educational requirement for the position is two year full
time Post graduate diploma/ Masters in finance / Management / Social work
from reputed institutes.
d) Experience:
The ideal candidate should have at least 6 years of experience of working
in financial institutions and micro enterprises promotion at grassroots level.
e) Competencies:
a. Essential
Experience of working with poverty reduction programme/ projects.
Ability to understand, hand hold and nurture micro enterprises.
Proficient with MS office , strong written and oral communication skills,
strong ability to document, create reports and make presentations.
b. Desirable
The person should have acknowledged capabilities in partnership
management; excellent negotiation skills; strong analytical skills; ability
to handle large scale planning; developing theme based capacity building
strategy; handling MIS etc.
Entrepreneurial background or previous VC / grass roots investor
background desirable
High degree of interest and empathy in understanding the unique issues
of the urban poor
Background in grass roots social work (NSS, Adult literacy programme
participation, Counselling, etc)
c) Other:
Extremely good written and oral skills in English and Tamil
5. State Mission Manager – MIS & ME
a) Scope of work
The position is termed as “State Mission Manager– MIS & ME”. The
person selected for this position will conceptualise and operationalize the MIS
&monitoring and Evaluation aspects of URBAN LIVELIHOOD MISSION (ULM).
The position is a contractual engagement for two years initially. Renewal of
contract is done every year based on performance appraisal done on a mutually
agreed goal sheet. The incumbent will directly report to the State Mission
Director, Urban Livelihood Mission (ULM). S/he will also work closely with the
other State Managers in order to conceptualise and execute MIS sub projects
under individual components. The position requires good understanding of
designing, managing and handling of management information systems. It also
requires good hands on experience in monitoring of large poverty reduction
programmes. The person will need to travel extensively to Urban Livelihood
Mission (ULM) districts of the state to support the mission.
b) Key Responsibility Areas (KRAs) include:
Ensure that districts adhere to the guidelines prescribed by Urban
Livelihood Mission (ULM)
Prepare work plan for monitoring of the components of the mission
Responsible for the ensuring proper implementation of MIS at the state
level, compilation of information across the cities and submission of the
same to the state level
Undertake field visit to cities /ULB’s for real time monitoring of the
scheme
Ensure timely information is submitted by ULB’s for accessing the
percolation of the program at grass root level at state level.
Responsible for providing need based Technical Assistance to the
districts.
Support capacity building of CMMU/districts with in or across the states
in implementation of MIS and M&E. S/he will also oversee the
development of capacity building modules related to MIS etc.
Ensure entire gamut of information and reporting systems like baseline
study, MPRs, Process documentation etc.,
Work closely with other State Mission Managers at the state level for
successful implementation of Urban Livelihood Mission (ULM)
Perform any other related tasks assigned by the State Mission Director,
State Mission Management Unit.
c) Qualification:
The minimum educational requirement for the position is two year full
time Post Graduate diploma / Masters in Computer Science/ M. Sc (C.S)/ MCA
from recognized institute/ university or a B.E or B. Tech in Computer science
from reputed institutes.
d) Experience:
The ideal candidate should have at least with minimum 6 years of post-
qualification relevant experience in designing and implementation of MIS and
ME for large development projects, preferably livelihood/poverty reduction
project and full understanding of Data Analysis & Technique.
e) Competencies:
Conceptualising and designing database systems with thorough
understanding of Project requirements.
Ability to identify and work with software vendors to execute database
and any other software required for the project (e commerce portal,
information only websites, GIS mapping, etc)
Documentation skills and preparation of reports.
Experience of working with government institutions will be given
preference.
The person should have acknowledged capabilities in strong analytical,
skills; ability to handle large scale data, etc.
Proficient with MS office; Project Management software; Database
Management systems; website development and management.
Desirable
High degree of interest and empathy in understanding the unique issues
of the urban poor.
Background in grass roots social work (NSS, Adult literacy programme
participation, Counselling, etc)
Ability to be a self starter and work well with a peer group of Managers.
Interest in technology and new media.
f) Other:
Excellent oral and written communication skills in English and Tamil.
Strong MS-Office and Presentation skills needed.
6. State Mission Manager – HR & Capacity Building
a) Scope of work
The position is termed as “State Mission Manager– HR & Capacity
Building”. The person selected for this position will conceptualise and
operationalise capacity building and training component (CB&T) of Urban
Livelihood Mission (ULM). It is a contractual engagement for two years.
Renewal of contract is done every years based on performance appraisal based
on a mutually agreed set of goals. The reporting of this position will directly be
to the State Mission Director, Urban Livelihood Mission (ULM). The position
requires a very good experience in human resource management and capacity
building aspects. S/he will work closely with and support Urban Livelihood
Mission (ULM) districts in implementing the CB&T component under Urban
Livelihood Mission (ULM). The person will need to travel extensively across
Tamil Nadu to support the mission.
b) Key Responsibility Areas (KRAs) include:
Ensure that cities adhere to the guidelines prescribed by Urban
Livelihood Mission (ULM).
Prepare work plan for implementation of CB&T component in the state.
Responsible for the CB&T targets of the state.
Ensure federation structure are established across all CMMU /districts
in the state.
Identifying technical and capacity building resource agencies, regular
interface with them and engage them for building the capacities of the
stakeholders of the mission.
Responsible for providing need based Technical Assistance to the
Districts.
Support the resource agencies in capacity building/ sensitization of
districts with in or across the states. S/he will also oversee the
development of capacity building modules, arranging cross learning
workshops related to KRAs as and when required.
Arranging for appropriate linkages with relevant agencies/departments
in order to strengthen the capacities of the staff and other stakeholders
of the mission.
Reporting against KRAs.
Work closely with other State Mission Managers at the state level for
successful implementation of Urban Livelihood Mission (ULM)
Perform any other related tasks assigned by the State Mission Director,
STATE MISSION MANAGEMENT UNIT.
c) Qualification:
The minimum educational requirement for the position is full time two
year Post graduate diploma or Masters in Management with HRM specialisation
or Social Work from reputed institutes.
d) Experience:
The ideal candidate should have at least 6 years of experience in staff
recruitment, training and capacity building work with state level projects
having presence in more than 5-6 districts.
e) Competencies:
a. Essential
Experience of working with development programmes/ projects.
Proficient with MS office.
b. Desirable
The person should have acknowledged capabilities in client management;
excellent negotiation skills; ability to handle large scale recruitment; developing
theme based capacity building strategy and modules etc.

Excellent oral and written communication in English and Tamil
