Good Day, President Marcos,

My name is Jimi M. Barruga and I am a student at Bicol University, College of Engineering. I send
forth this letter with the full intent of inciting a civilized discourse regarding a few of the many topics
covered by your first State of the Nation Address. I will be providing my own insight on the topics but
rest assured your input will be greatly considered and I will gladly respect your opinion.

For me, digitalization is a delicate process especially when you are handling important and
classified documents that are possessed by the government. It may result in errors and even heightened
security risks considering the nature of the documents.

Secondly, it has come to my interest that your administration wishes to reestablish nuclear
power plants as a reliable source of energy. I fully support this notion however, I am concerned by the
realization that we may lack the intellectual capital needed to correctly and reliably implement nuclear
power plants. To my knowledge, there are only about 4 nuclear engineers in the Philippines and
absolutely none of the universities offer a degree in nuclear engineering. In addition to establishing
sources of energy, I am slightly aware of the expensive cost of implementing facilities needed for the
generation of energy through renewable sources. Ecologically, this is sound but economically, it prompts
discussion.

I must admit that I possess very little knowledge in the areas I mentioned but I am open to
enlightenment. I am incredibly interested in your input in this discussion and your approach to each of
these concerns.
