Intro: “Bago siguro magsagot kami ng questions, propose ko lang din ang ating discussion na naglead up
ang UP situationer kung saan we came into the same page/ same context kung saan pinaglalaban natin
ang ating karapatan at kalayaan ng sama-sama. Ngayon, nasa part na tayo kung saan paguusapan
natin kung ano ba ang mga concerns ng mag-aaral, ng kabataang Filipino at paano nakakatulong ang
student institutions sa pagsagot neto. So dito pwede kayong mahain ng immediate concerns and
questions na pwede naming masagot ni Jonas. And pwede din kayo magbigay ng suhestiyon, mga
komento para sa pagapapalakad ng mga kampanya ng ating student institutions. Pwede din tayong
mag-open, kayo, ng mga experiences, ng mga istorya, mga kwento Ninyo kung paano nagging
experience under remote learning para maipasa sa ating admin at maiparamdam ang pangangailangan
ng LBE.”

QUESTIONS & ANSWERS (Verbatim)

FIRST PART OF CONSULTATION

1. When is the earliest possible date that ALL UP students would be able to participate in the
F2F?

Answer (Renee): ”Currently, as you know, may f2f classes but limited siya to activities na mangyayari na
non-negotiable and dapat mangyari siya physically. So ang mga nakakakuha neto ngayon ay mostly
Science, Engineering, CMC, etc. na kailangan onground-may f2f component siya. Unfortunately, hindi pa
sinsabi ng admin or di siya nagpahayag kailan ba makakaparticipate sa f2f ang lahat. Pero some
qualifications to the question, una, pwede na pumunta sa eskuwelahan ang mga mag-aaral, specifically
kung ang hinahanap ay access to resources ay open na ang university for them. ‘Eto rin ang kinampanya
natin sa buong system sa visits ng OSR pero nung pumunta na ako dito, narinig ko at nalaman ko rin na
bukas na ang libraries at computer laboratories. Kailangan ireserve siya ng student before siya
makapunta or makapasok for use to control din ang population given na Alert level 1 tayo. Pwede nang
pumunta essentially ang mga students dito para magamit nag resources. Ang kinclinch ngayon din ay
mas marami pang spaces at facilities na pwedeng mgamit ng students. Kunwari, pwedeng makapaglaan
pa ng rooms, makapag-laptop lang ang students, etc. Magalaan tayo dahil ganun kahalaga ang
socialization at naririto tayo sa spaces ng university at nararamdaman ang support ng academic
community. Ngunit, siguro iopen ko din na at this point, ang admin ay pinaplano na ioverhaul yung
learning delivery modes ng courses. This is one of saying/ putting it na ang UP ay hindi na nasa phase or
footing na balik tayo sa traditional learning when the pandemic is over. Parang when the pandemic is
over, let’s act that it didn’t happen. Ang footing niya ngayon ay gamit yung resources na naacquire niya
during the pandemic na digital and yung training na binigay niya sa faculty kung paano magdeliver ng
education na asynchronously or more creatively na hindi lang yung libro tas binigay niya yung
materials—paano yun iincorporate sa courses na existing. This midyear, magpaplano ang mga
departments kung paano ang delivery mode na iooverhaul at paano pa magdeliver ng better, etc. I
implore sana yung mga department at college reps na lapitan na ang mga departments and colleges na
amaging involve ang students for planning kung paano ang delivery modes. Kasi essentially, ang sagot sa
question na ito why this is relevant, yung all UP students, iba na yung participation niya ng f2f classes
habang the pandemic is on-going right now or even when the pandemic is over…Maraming layers yung
answer kasi complicated siya. Baka may sagot din si Jonas”.

Answer (Jonas): “Tama yung sinabi ni SR, na talagang hindi pa natin talaga sure kung kailan talaga yung
lahat ng students makakabalik sa f2f classes. Isang malaking kalaban natin dito ay ang health crises
which is yung pandemic. Pero ngayon, actually isang magandang balita ay nagbago na ang application
guidelines sa colleges natin so makikita natin halos lahat ng USC nandito, sa mga LCC (League of College
Councils) kaisahin niyo ang mga college councils ninyo na ang pag-aapply ng mga classes ngayon or
courses ngayon ay hindi per course or per subject. Kasi ngayon ang mangyayari kung ‘etong lab na ito,
for ex, “yung class at students lang ang ia-apply” pero mag-iiba na siya na, eto ang facility, for example,
this is Palma Hall, kung ano ang mga classrooms na nandito, at ano ang mga classes na pwede dito ay
ia-apply na siya as a whole para mainspect na siya as a whole… mas maraming maiinspect na facilities
at classrooms, mas maraming mga classes, na magkakaroon ng f2f classes if deemed necessary. ‘Yun po
ang update kahapon…sinabi din sa crisis management committee kahapon na magkakaroon talaga ng
changes in application to colleges for limited f2f. Since yung approvl ay napunta na naman sa CHEd from
LGU setting (from CHED setting to LGU setting to CHED setting na naman) so yung CHED ang
mag-aapprove lahat ng mga activities natin through the office of the field activities. At the same time,
under OVCSA. Right now, optional ang safety seal ng LGU so yung UP ang may say din kung papayagan
nito based on the inspection of facilities for f2f classes.”

Answer (Renee, 2): “We’re pointing out din na yung UP in handling kung paano niya i-aannounce na
babalik na tayo sa f2f compared to other universities is medyo mas lowkey. At some point, mas internal
talaga ang announcement. Kung makikita natin ang ating ibang schools, ang kanilang announcements
na babalik na tayo sa eskwela ay we’re opening to f2f classes again as a public announcement. But here,
sa UP, mas i-eemail niya yung mga estudyanteng magpaparticipate in f2f—ano ang schedule nila, ano
ang requirements na meet. Etc., before you can do so. So, that’s another layer na conservatism ng UP
admin na hindi siya as willing to engage in publicity with the students to update them kung na ang status
ng university ang ability of its constituents to use it. Yun naman ang pinaparating natin ngayon sa admin
and through these calls kung saan baka mas maging proactive tayo para mas informed ang ating
constituents na this is now ang kaya nating gawin.”

2. Ready ba ang UP dorms to accept the mass of students na possible bumalik?

Answer (Jonas): “Based sa meeting naming with dormitory accommodations committee and under
OVCSA, with cooperation to office of student housing. So right now, ginagamit ang mga dorms for
transient stay—for our staff, faculty, and our UP communities who needed housing for now. So ginagamit
po ang dorms right now sa mga nasunugan, for example, Sampaguita residence hall para sa mga
nasunugan. Yakal residence hall para sa mga health care workers. Yung Kalayaan residence hall naman
ay para sa mga staff natin na ginagawang transient at syempre for housing, kasama din sa mga safety
and security protocols natin ang paghahouse natin sa mga dormitories. For answering the question,
magbabaggo po yung mismong guidelines or application guidelines ng mga dormitories sa next
academic year. Kasi we are aiming for a blended learning sa next semester. So for next semester, we are
aiming for blended learning in UP Diliman. So what is blended learning? So expound ko na lang din po,
blended learning includes both sync and async classes. So basically, some students have classes online
and some classes are f2f whenever deem necessary. So sa mga courses po natin yun. Ready ba ang mga
UP dorms? We are preparing right now for another set of guidelines which is ibabalik nila yung guidelines
nung f2f so kasama dito yung guidelines in terms of social brackets, at the same time—kung gaano
kailangan ng student yung mismong dormitory slot; at the same time kung magff2f ba siya.Yun yung ang
mga points na need ng students, points na need na makita ng admin sa mga students pero in special
cases, syempre, through the coordination with the councils and OVCSA. Makikipag-coordinate naman
tayo with students who need the space in UP dorms.

Answer (Renee): “…Open ko lang din sa system na yung dorms nila ay transient na rin, parang yung
kino-conseptualize na way para maconduct ang f2f components or even yung classes next sem and in the
succeeding semesters ay naka-schedule sa kunwari, “this college would be staying for this week then next
week ay other college”. So, yung mga dorm slots will be available for students for that week (yung
students ng that college for that week). Although syempre, meron yang nuances na they could offer slot
for whole semester sa mga sobrnag nangangailangan, etc, and again, guidelines aren’t out yet.
Shinashare ko lang yung tendency and kung saan na nagmo-move yung iba nang units when it comes to
providing dorm accommodations.” … “Yung one thing na pinagmo-move ng USC at ibang units ay isang
list of boarding houses na pwedeng options, maentertain ng mga students kung saan sila pwed
emagstay lalo na yung mga di maga-grantan ng dorm slots ta’s yung mga nag-try ta’s di nabigyan. So
yun ay pagtutulungan ng admin at USC. Baka pwede rin mareplicate dito sa UP.”

Answer (Jonas, 2): “Actually yung BSS natin,just to add sa sinabi ni SR, meron po tayong list ng
dormitories din, yung database ng dormitories around the campus. So meron po tayo nun and meron din
po tayong mga contacts. So pinagtutulungan po ng BSS network, at the same time, wala na kasing
requirement for the radius for the f2f classes, wala na kasing ganun sa guidelines. Dati, 3km radius from
the campus pero ngayon wala na. And then transportation is also permitted na pumasok sa campus—na
papunta sa campus yung transportation. You may see sa mga around the campus, merong iilan na
Philcoa to UP campus na jeeps pero sobrang bihira niya pero ina-allow na siya as per transportation.”

3. Magkakaf2f grad po kaya this AY?

Answer (Jonas): “One B dollar question…magkakaroon po ng f2f graduation. Pero di siya pure f2f, f2f po
sa ibang colleges for recognition rights pero merong…yung university graduation po ay blended
graduation. Pero so far, pinag-uusapan sa commencement exercises committee under the OVCAA, na ito
ay blended. So far, since around 3k graduates ay expected to graduate this academic year, ‘di po siya
ma-cacater ng university amphitheater—kasama po yung mga magulang nila at mga companions. Ang
inaasahan po natin this graduation, this AY, ay blended. So may mga students po na di po makakapunta
on ground. Pero, sa college recognition rights, or college graduation, nasa kamay na po ito ng mga
college admin kung sila po ay magkakaroon ng f2f graduation sa kanila. So pakiusap po namin sa college
councils ay kausapin po natin ang inyong mga college administrations para din kung ano ang magiging
plano niyo for college graduation. Pero so far, ang f2f graduation is CAL and DEPPO. Yung iba pa ay
nagpaplano pa and tinitignan yung logistics aspects ng f2f graduation this year.”

Answer (Renee): “Dagdag ko pa na ‘eto rin yung kinampanya namin sa other units, sa lahat ng units,
lahat sila ay “yes” g tayo sa f2f grads. Gets naman na yung sa Diliman, mas malaking limitation dahil
kumpara sa iba, malaki talaga ang population niya. Habang syempre kung dinecentralize ang
decision-making, we ask for the greatest involvement and proactive ng councils sa pagpress sa ating mg
administrators na makapagf2f grad.”

Answer (Jonas, 2): “So far, to clarify din and to fyi, so far, ang pinag-iisipan ng CSSP and Engg since
malaki ang population niya ay online. Pero ang CAL, DEPPO, at law, ay f2f right now. Kaya kailangan
talaga na may pressure sa college admin natin na kaya naman. And upon consultation with the
university administration, pwede naman mag-explore ng mga venues here in the university and outside
the university. So ang mga usual na graduation rights na pinagdadausan just lie here in Cine Adarna, the
university amphitheater, CS amphitheater and then PICC.”

Follow-up (Shawn from College of Science): “If ever mapropose yung f2f graduation, magkakaroon
naman po kaya ng enough notice pagdating sa mga graduates this AY, lalo na for those from the
province. Dapat may time for transpo and ipon for the pamasahe”

Answer (Jonas): “Yeah, actually nagdi-discuss yung mga colleges, actually coordinated ang mga deans sa
OVCSA, and commencement exercise committee. That’s why lagi sila nag-uupdate tapos para mafinalize
na rin yung plano pero as early as now, hinihikayat din naming ang mga local councils na magkaroon ng
pressure sa kanilang admins na magkaroon ng graduation na fully f2f. Pero syempre, in consideration for
those na in their provinces, gawing blended ito para sa mga di talaga makakapunta sa f2f.”

Answer (Renee): “Dagdag ko lang na din na ilang buwan na lang, gets ko yung concern. Currently, hindi
decisive ang USC or stuent body alone sa pagpu-push ng f2f. Again, io-open naming and ieencourage ang
college councils na mag-set ng deadline na by this time, dapat may decision na tayo na magf2f or hindi.
Para may sufficient notice para sa mga graduates na kailangan lumuwas or something para
makapagconduct ng f2f grad. Rest assured na ang ating mga representatives ay ipupush itong mga
college coordinators to decided ASAP.”

4. Open for all bonafide UP students ba ang mga open nang libraries?

Answer (Jonas): “Yes, open siya sa lahat. Kahit di kayo nagf-f2f, yes. Just present your vaccination card at
the same time, yung health declaration form. Mahalaga po na safe tayo lahat papunta sa ating mga
libraries. Ang mga libraries na open ay Engineering Lib 1 and 2, CS Library (so far, ang mga facilities there
ay pinaprioritize ang CS students kasi maraming students na nagff-f2f pero ayun, pwede naman po
kayong pumunta there if wala masyadong tao), at the same time, sa NIGS (katabi ng CS Lib at katapat ng
Engg Lib 2 sa may Velasquez Street). Pero may official announcement din po kung kailan mare-retro fit
ang other libraries and other study nooks para po magamit din ng ating mga students and constant
naman po ito ina-update sa crisis management committee and … for approval.”

Answer (Renee): “…I implore na lang din ang ating mga students na hirap na mag-acads sa bahay,
acads po tayo dito sa school. May mga estudyante tayong makakasama na mararamdaman din natin
yung same focus s aating acads. At makakatulong din sap ag-open up ng iba pang activities sa students
in campus. Syempre, alongside this kinakampanya na magamit na ang mga spaces na ito for other
student activities by organizations, by councils, etc.”

5. Given that about three batches in UP were not able to experience f2f classes, thus, being
unfamiliar with the campus, how can we aid these batches in their transition?

Answer (Renee): “Sa ibang mga univs din, syempre, ito ang inaadvocate natin here ay pwede tayo
magkaroon ng bridging process or any other activities kung saan maoorient ang mga students sa basic
skills na kailangan nila bago sila isalang sa f2f components ng kanilang classes. Sa iba, meron nang
nakasalang na plan or nakaset-up na iilang days or isang week na bridging or orientation for lab safety.
Siguro, papasadahan yung mga prereq courses for a certain year, etc. So ayan ay pinaplano ng mga
college and department administrations natin. So again, iniimplore natin ang ating college and
department representatives na sana lumapit sa ating mga administrators at syempre icollate ang
concerns ng students, iorganize sila, ipresent sila, ilobby sa kanila na kailangan itong mangyari, I-open ko
na rin dito na ang involvement ng students sa planning, iba-iba across units. Sa iba, syempre dito
napaka-unlad ng department representation ng students, pero s aiba, they ask much. So yung mga
execomm ng academic orgs, for example, yung ka-work ng admin. Yung iba naman, directly college
council. Yung iba, nagsa-survey sa students among themselves talaga. The possibilities or the methods
are not limited so bahala kayo on how to do it. Pero sa atin, ang state natin ay democratically elected
nating represenattives ay may posisyon, may seat sa ating mga committees that planned them. Para din
ASAP maopen itong mga pangangailanangan.”

Answer (Jonas): “That’s the admin side, pero meron din tayong sa student’s side. Pwedeng… since the
next academic year ay transition para sa f2f classes, hence, magkakaroon din tayo ng mas marami pang
on-ground or f2f activities like this. Possible na explore din ng student councils na pwede nilang
papuntahin here yung mga interested students na magkaroon din ng familiarization around the campus
facilities. Pwede naman yun, nagkakaroon ng mga klaseng mga initiaives sa mga UFM, sa university
feshie month, sa mga opening week ng colleges natin. So merong mga initiatives ang mga councils
before na we can also explore for the next academic year for the incoming student council members.”

6. It is hard to argue against the fact that some programs don’t seem to “need f2f classes, but
these students are still in unfit learning environments with declining MH. How will this be
addressed?

Answer (Renee): “Bilang galling College of Social Science, bilang galing law. One, bukas ang school sa
mga all students regardless if magff2f ka or hindi. I imploe na magamit ang mga facilities dito para
makasama ang ating mga students at academic community. Pangalawa, dun sa pagpaplano ng learning
delivery modes, hindi tayo nasa footing na, only those non-negotiable courses na need f2f will have f2f.
Sa mga planning na ginagawa ng USC kasama ang OSR, may pagrecognize ng needs of students for
socialization, yung pakikipagkita niya sa batchmates or pagiging involve sa activities, etc. Kaya naman,
sa mga planning iko-consider din ang mga supposedly courses na kaya naman lecture or hindi naman
need ng lab, meron pa rin yang f2f component, ipaglalaban na meron. Pero ang pinaka-stunches
advocate dapat ng f2f, ng mga courses lalo na ang mga hindi naman non-negotiable ang f2f component,
ay yung student rep ng magiging planning committees. That is why once again, dun tayo dudulo. sa
pagpa-plano, maging proactive ang students. ‘Eto na ang mga nilay down na suggestions ng OSR sa mga
USC. Magplano na or maglista na ng courses ang department reps along with academic organizations.
Which of these courses need f2f component or kung hindi need, anong f2f component ang pwedeng
ipropose para may f2f component pa rin ang students. These are some of the things na kailanan iplano
na din and pag-usapan ng student representatives in consultation with the student body nila.”

7. How can we ensure that the current and incoming batch of freshmen will be adequately aided
in their basic needs such as dorms, transport, health concerns, mental health concerns, and
more?

Answer (Jonas): “Actually, isa sa mga sagot dyan ay talagang student representation sa lahat ng mga
committees. That’s why lahat ng mga committees natin in the university or in UP Diliman, meron tayong
seat as USC. So, for mental health concerns, merno tayong committee on mental health and student
concerns. Sa dorms, meron tayong dormitory accommodations committee na pinapangunahan ng basic
student services ng USC. At the same time, sa health concerns naman nandyan ang Sports fitness and
health committee at nakaupo din tayo sa USC. Of course, may student representative tayo sa lahat ng
committees including health concerns such as COVID-19 task force and crisis management committee
when it comes to f2f classes. So, talagang genuine student representation, at the same time, constant
yung collaboration and pag-uupdate sa mga student body, sa mga councils, sa mga local colleges nila. At
the same time, yung UFC sa inyo.”

Answer (Renee): “Dagdag ko na lang din na at least sa bahagi ng UP Diliman, meron yang for health
concerns, may vaccine drive, may cash grant kapag ikaw ay nainfect, sa mental health meron siyang
program na kakareceive ko lang ng email na may ino-offer na therapy session or training this midyear
yung admin. So, kasama ang USC at iba’t-ibang student institutions sa pag-blast ng mga available
resources at services available and again, we hope na lang din na ptuloy and mareach ito ng students na
ma-avail sila.”

8. Do we expect all courses to follow a hybrid setup and not a full face-to-face format?

Answer (Renee): “Siguro yung hybrid idefine din natin saglit konti. Yung blended na gusto nila
iconceptualize, may sycn and async components but it’s quick to emphasize yung admin sa pagpapalano
ng iba’t-ibang learning delivery modes. Yung sync component ay optional. Aside for those na required na
laboratories, etc. but those na non-negotiable ang f2f ay optional yung f2f component. So syempre,
napaka-benificial nung f2f component sa ating learning. It is more engaging so ineencourage ang
students na kunin siya. Yung wala sa area, walang pang-transpo, etc., nandyan yung async manner na
pagfulfill ng mga requirements”.

9. Should we advise our constituents to find dorms and housing arrangements this time?

Answer (Jonas): “Kung kailangan po, yes. Kung meron kayong targeted na f2f classes from your college or
course, specifically, yes. Mahalaga na magkaroon tayo ng alternatives bukod sa ilalabas na guidelines ng
UP dorms, ng OSH, under OVCSA.”

10. Is blended learning for the first semester possible for students who cannot immediately go to
Diliman?

Answer (Renee): “Yes, again, yung mechanics na inopen ay f2f components for those part kung
kakayaning optional unless required siya.”

11. Once lab and methids classes start in F2F setting, what is the plan for students who would be
left behind as they are unable to attend F2F classes?
Answer (Jonas): “Actually there is a commitment from USC and admin that they will have blended
learning. So, no student will be left behind. For those na di makakapuntang f2f dun sa classes nila, there
are alternatives. So, they are encouraging the faculty members to have an alternative resort or
requirements para di nasasacrifice yung learning outcome sng mga courses.”

12. What are the particularities that make F2F in UP Diliman difficult? For context, multiple Senior
High Schools were already able to launch F2F, same could be said for some Highschools.

Answer (Renee): “Siguro hindi lang to sa lobby ng basic education ng UP Diliman but also for higher
education, mas mataas ang requirements. At least sa thinking ng government, mas madaling majustify
na kailangan ng f2f component ng basic education dahil mas kailangan ng socialization for early ages.
Meron ding level yan ng proactiveness sa anmumuno sa CHED versus sa namumuno sa DepEd. Those in
particular make the education component classes planning in … in UP, and therefore in UP Diliman more
challenging in terms of basic education. Baka sa UP Diliman particularity may madadagdag ka?”

Answer (Jonas): “Sa UPD< actually nagkakaroon ng informal meeting with the admin na ang talagang
nagiging problema here is inaangat talaga siya sa CHED because the processing of applications for f2f in
general is very bureaucratic in the first place so napakahirap ng mga dokumentong kailangan na dapat
naman siya actually na mas madali lang, na onti lang but instead of having less documents to be
submitted for f2f application for universities and state colleges. Yun pa ang nagiging mas bier ng mga
state universities including UP to have a full f2f classes compared sa mga private institutions.

Answer (Renee, 2): “Dagdag ko rin yung mga flip-flop ng CHED, for example, yung mandatory insurance,
maganda na natanggal siya pero in the first place sana di nilagay. Ngayon, yung UP na cinollate ng
napakaraming applications, it took significant amount of time nay un muna ang inuna bago
makapagprocess ng f2f planning kasi kailangan yung students, comprise sa CHED requirements, and now
tinanggal naman siya, pinahirap at pinadali ang pagproseso ng f2f natin. So, ang panwagan sa CHED ay
ayusin nila, among other things. Yung need ng panawagan natin is pantanggal ng mandatory insurance
na ginawa naman na”.

13. Can you briefly describe the tangible plan of the University for the transition to face to face?

Answer (Renee): “Nag-issue ng memorandum ang OVPAA in joining departments to plan what learning
delivery mode will be taken under particular courses in the upcoming academic year and beyond.
Kumbaga, binaba nila sa colleges ang pagpa-plano neto. So, walang currently buong plano ang system to
do so. Gusto nila mas collegial ang decision-making na nakababa or yung mismong nagsasabi kung
paano ‘tp mangyayari ay the students on-ground, the faculty, the administrators on-ground themselves.
Pero alongside that, matagal na nating clamor na kailangan natin ng academic roadmap. Actually,
‘etong planning na ‘to, ang conceptualization neto ay academic road map talaga yung paglagay natin ng
different goals per particular points in time na kailangang naachieve na natin. Unfortunately, ang ating
administration ay patuloy na sniskirt around or ino-open na napakafluid ng mga matters and therefore,
hindi naman mapass pa in a systemwide level yung decisions, etc. Hanggang ngayon ay pinupush pa rin
natin and in fact, plano ng OSR kasama na ng USC, pagkatapos ng FGDs niyo and NLDE na magrelease ng
academic roadmap para ichallenge ang UP admin na magstep up and syempre, sumunod at i-open pa
ang facilities, ang university for greater student access. Hindi yung mas conservative or mas reactive. But
nonetheless, right now, magpaplano tayo paano mas magiging engaging or proactive pa ang learning
and we hope na ang student reps ay makasama sa ating kampanya.”
14. Another reason why we want F2F is for fair assessment especially with the rising cases of
cheating across colleges. How can you address this concern if f2f won’t be pushed in the next
academic year.

Answer (Renee): “Una, hindi natin magaguarantee that cheating won’t happen because magf-f2f na
tayo. Hindi immediate answer ang f2f sa pagtanggal ng cheating but rather mas overhaul talaga ng

implementations ng faculty because of those incidence but syempre kailangan din natin na as individual,
ma-instill satin yung honor and excellence bilang mga iskolar ng bayan. Nasa atin talaga nagsisimula yun
na ‘wag tayo mandaya sa kahit ano mang porma”.

15. Are there updates on the IKOT/TOKI jeepney system pala? If they’ll be brought back

Answer (Jonas): “The UP admin is eyeing to bring back IKOT and they have, kung marami na yung
students natin. Yung ang kailangan na unang-una tignan kung marami ang mga students dahil hindi rin
magkakaroon ng livelihood ang mga IKOT jeepneys kapag walang mga students here sa campus. Pero,
yun nga ang mahalaga din na napush natin yung admin na merong public transportation. Pwede na
yung public transportation na paunti-unti sa loob ng campus.”

Answer (Renee): “…Shinare sa iba ng administrators na balancing act talaga yung pagprovide ng
transpo and other modes of transpo sa university. So for example, if open yung jeepneys, hindi rin
maeentertain ride-sharing, ganyan, n admin-initiated, for example kasi mawawalan ng hanap-buhay ang
mga jeepney drivers. So, hindi naman ito one or the other but those sare some of the considerations of
the admin when deciding these policies. Tangkilikin po natin ang ating jeepney drivers.”

16. How can you address the concerns of students who have professors who convince them that
“an online setup” is better for their course yet the students say otherwise?

Answer (Renee): “So, syempre ang pinaka-institutional na way of convincing them, sa pagpa-plano ay
ilayout na ng students yung plan. And tunggalian natin, ichallenge natin yung notion na ‘eto kaya naman
eto online lang lahat etc. Kung exactly paano, ang pinaka-kailangan naman natin ay socialization at
engagement na nagda-dull kung lahat yan ay online lang gagawin. So kailangan natin ng some measure
lang ng f2f component and na ino-optional lalo na for those na hindi kaya right now. Yun naman ang
Nakita kong way to address the concern sa pinaka-kagyat lalo na sa mga professors na refusing to have
f2f components or the college admins isn’t initiating any plans for it at all. Kailangan na ng mas
malakihang kampanya ng students, organized action. Pakita na all these students say otherwise. Kung
marami tayong nagka-clamor against it ay hindi ma-iignore ang ganitong klase ng panawagan. Of
course, katuwang natin ang mga mas malalaking student institutions na pwedeng makapagdagdag ng
pressure or makapagdagdag sa panawagan na ini-initiate ng mga nasa college or department natin”.

17. Are there any plans for f2f classes from UPD USC and/or OSR?

Answer (Renee): “May academic roadmap po tayong ilalabas this month or next month. Sa pagcollate ng
mga FGDs sa system, ino-oopen, chinachallege po natin ang student body na mas makatuwang dito para
mas maopen natin sa admin yung pangangailangan ng pagkaf2f component and pagbibigay ng
batayang serbisyo sa mga estudyante nila.”

18. For the sake of working students or those planning to work next sem, can we opt to take
classes in a modular setting instead if they will be offering f2f setting?

Answer (Jonas): “Nasagot na po ito. Yes, gusto po ng inclusivity din natin. Actually natutunan din ng
admin na may mga courses na convenient for working students na online yung set-up. So, they are
exploring talaga yung blended, f2f courses yung iba. Tapos yung online na kayang i-online na
conveninent for everyone so pwedeng itake nila”.

19. What housing / dormitory options will be available for students taking face-to-face classes
next semester? And how will it be decided who will be prioritized, as well as the application
process?

Answer (Jonas): “Unang-una po dito, maganda yung tanong. Nasabi na rin po kanina na
magrerecalibrate ng guidelines. Irerevise yung application guidelines nung f2f pa. So kung ano yung
application guidelines, ire-revise lang yun ng kaunti. At the same time, ang priority dito ay syempre yung
una, merong courses for f2f classes. Pangalawa, meron yung mga cases, tw for everyone: violence sa
kanilang mga houses. Possible din yung threat for safety and security so kino-consider din yun. At the
same time, yung mga kailangan talaga financially. Like for example, yung mga students na ‘di talaga
kaya makapagprovide on their own. Some other cases are special na po and nilalapit po ito sa OSH and
OVCSA.”

20. Given our political situation, we can expect student activism to be reignited on campus. What
security measures or plans will we have in place to avoid red-tagging/harassment?

Answer (Renee): “Sa level ng… sa collaboration ng admin and ng students, nandyan ang committee,
yung crisis committee kung saan iniinitiate yung general guidelines to address red-tagging cases. Sa mga
estudyante na anakaranas ng red-tagging, pwede tayong lumapit sa OVCSA or USc tapos sila iga-guide
through tayo para makapag-provide ng intervention ng admin whether it be legal intervention. Kung
kailangan ng housing, kaya po iprovide. Kung kailangan ng mental health support, kaya ito iprovide, etc.
Yung kakulangan lang siguro is if organizational or unit-level red-tagging, nandyan yung crisis committee
to respond to situations as they come, pwede sila magprovide ng support similar to how it is done with
individual cases but nag-aadjust ngayon yung red-tagging guidelines on a systemwide level to address
yung mas rampant and systemwide level na gantong klaseng red-tagging. Per syempre sa atin,sa student
side, meron din tayong paralegal training na pinoprovide sa mga student insitutions with the help of the
Defend UP Network and student councils. And syempre, ine-encourage naming lahat na ‘wag magpadala
sa takot na makapagprovide ng solid support statement ang ating organizations, etc. na patuloy sa ating
political expression lalo na sa isang klima na tinatry talaga nila tayong i-silence. Pero syempre, with our
sense, ay mag-capacitate din tayo na hindi sobrang caeless sa ating information online or on-ground.
Lagi tayong may katuwang, etc. na makikita kung sino ang mga kasama natin.”

21. Sobrang tagal pong i-release ng UP system ang gadget and connectivity grant ng mga qualified
UP student-beneficiaries. Midyear term is fast approaching, ano na pong balita dito?

Answer (Jonas): “Actually, laging problema ng OSPA (OSDS na ngayon), ay more on logistic distribution s
astudents natin since iba-iba nag place at may mga concerns talaga. ‘Pag may mga case na natatagalan,
feel free to approach office of the student regent, at the same time UPD USC para ma-expedite natin
yung process for distributing our gadgets and connectivity assistance.”

22. Ano ang plan ng UPD for drivers regarding phase out and plans for maninindas sa UP?

Answer (Renee): “Syempre sa bahagi ng estudyante, nandito tayo sa footing na ang phase out ay well di
mangyari, maging protective ang UP Diliman doon sa ating mga jeepney drivers na henerasyon nang
nasa loob ng UP. Magprovide ng spaces para sa mga bahagi ng community natin, magpoprovide ng
service ng ability for students to get affordable meals and such”

Answer (Jonas): “Sa bahagi naman po ng UP Diliman, ang plano po nila for the transportation system
inside UP. Kino-consider po talaga nila for the transportation for the f2f or blended learning nextAY yung
mga IKOT jeepneys natin so rest assured po iyon. At the same time, sa mga maninindas, once nagkaroon
na ng classes or ng blended learning next AY, magstart na rin ang mga maninindas outside the oval dahil
‘di pa open ang oval natin for the students. Once ma-open na ang oval for transportation, io-open na rin
yun sa mga maninindas upon consultation with them from OVCCA.”

SECOND PART OF CONSULTATION

23. In the instance that a student tests positive for COVID-19, what measures will be done? What
will happen to those who have been exposed?

Answer (Jonas): “ “Pag f2f classes po ito, ang unang measure po neto ay dadalhin talaga sa quarantine
measures po natin sa university. So meron po tayong mga quarantine facilities in UP such as Narnia and
Molave (Molave is not in use anymore…). At the same time, merong assistance from the UP Health
Service. Rest assured na ika-cater kayo ng UPHS when a student tests positive for COVID-19.”

24. Is it already guaranteed that graduating students will already experience f2f classes or at least
hybrid classes this upcoming AY?

Answer (Renee): “Once again, priority (I understand) and graduating students but again, only select
colleges so far have applied for f2f classes or having f2f components in their courses. So sa mga wala, no,
wala pa tayong f2f pa. Pero again, yun nga, ang kina-clamor natin ay sana meron”.

25. If magpupush through ang f2f, pwede bang magdorm outside UP?

Answer (Jonas): “Basic question, yes, pwede.”

26. I’m a grad student and it is really difficult for me to attend class if blended learning is
implemented. Is there a possibility that I can still participate in the class online?
Answer (Renee): “…For those na grad students difficult to attend classes if blended, pwede bang
mag-participate online? Siguro may misconception ata, so far, meron bang nagha-hybrid ngayon—yung
kalahati nasa physical, kalahati nasa Zoom? Wala. Well right now, ganun. And I think discouraged siya sa
pagpursue ng learning delivery mode, sa pagchange sa kanila, hindi encourage ang hybrid dahil meron
din akong nakitang nagraise ng concern dito, nagtrabaho nga siya for faculty. Even doon sa mga
research, ine-encourage na kung magkaka-hybrid which is essentially parang kalahati ng class nasa
physical classroom, kalahati nasa zoom, hindi kaya ng 1 faculty yan dapat may teaching assistant siya na
nakatutok online ensuring na they pay attention while the faculty teaches on the ground. Even if online
siya nagtuturo, sino yung mag-eensure na on the ground, the students are paying attention. Although sa
learning delivery modes, it will be offered as one of the options that departments/ faculty could
considered, I don’t think it’ll be encouraged given ng ana mas malaking expanded resources niya versus
anything else. I think ang mas ine-encourage talagang mode ay pwedeng online tas may ilang weeks or
days kang f2f—as in sabay kayong f2f or in batches kayong f2f. Yun na yung kino-conceptualize ng
departments kung paano gawin pero ang hybrid won’t be as explored.”

27. Ano ang naghihintay sa UP ngayong nakaupo na ulit ang Marcoses? Ang daming trolls na
nagsasabing ipasara ang UP. Is this possible? Ngayong f2f na, anong steps ang gagawin para sa
mga ganito?

Answer (Renee): “Syempre, ang naghihintay sa UP bilang center of activism, ang UP ay nakatindig laban
sa rule ng Marcos and Duterte separately ay mas titindig separately sa joint rule ng Marcos-Duterte.
Lahat ng pagkadiktador, lahat ng mga cronies na ipu-put niya sa position ay aasahan natin na may iilan
diyan na ipapasok sa CHED, sa UP, sa DOR. So, inaasahan natin yung lahat ng mas titindig pa, in
particular yung clamor na mapasara yung UP which is one of the many sentiments na nagkakaclaim ng
legitimacy sa radio or SMNI, technically, if government decides, kaya niya yang gawin. Pero arduous yung
process, may law, UP charter, which creates the university—kailangan siyang i-repeal. Kailangan din
tanggalin yung iba’t-ibang clauses which refers to UP or allow the creation of UP. For example, UP
Mindanao is created by a separate law and not under the UP charter, yung mga yan tatanggalin yan and
that’s a lot of work in different departments na kailangang gawin. Ang pinaka-reason naman for UP
existing is ‘eto ang implementation ng state policy for providing quality accessible education. So patuloy
na gagawin yun ng UP and ‘di ibig sabihin na kailangan niyang magpower sa government narrative na
gusto nila mapa-bury ang katotohanan sa pagpromote ng kanilang kapangyarihan. So patuloy lang po
tayo magsstand. May iba’t-ibang mga plans ang iba’t-ibang institution: sa students, sa alliances, and
even sa administration para ipagpatuloy ang role ng UP na bash of activism. Kailangan lang natin na
mas maging tighter na community na titindig para rito.”

28. Ano po yung plans for programs na hindi kabilang sa list or hindi po priority as of now? Like
journalism courses na kailangan talaga ng fieldwork especially for graduating students. Thank
you!

Answer (Jonas): “Course specified ito. Mga college administrations ang magdedecide dito sap ag-aaply
for f2f classes. So inuuulit ko nga, ang application nito ay per building na or facility… so dapat, talagang
iurge natin ang mga college administrations at college councils para mag-apply for f2f class kasi hindi
yung university-wide admin ang magdidikta ng “these courses, meron kaming field work so i-apply
sila-sila”. Sa college or department mismo manggagaling so the pressure must be applied to those
department or college na need ng mga classes nila for f2f for better pedagogy of teaching or better way
to maximize or accomplish the learning outcomes needed for the particular course.”

Follow-up question (from students): “Yung policies ba na sinusunod right now under onlin learning
especially under attendance na hindi siya required?... for next academic year, will it still be the same
from the sinusunod right now?”

Answer (Renee): “Syempre tayo, ang ipupush natin ay yes, standing lahat ng academic ease policies. Ang
practice, however, ng OVPAA ay every AY ay mag-iissue siya ng bagong memo na ito ang applicable
memo for this AY. So far, it’s been 2 years na ang academic ease policies na na-clinch natin ay
na-maintain with no changes. Although, may treat sa pinaka-recent one na we’re going to review the no
fail policy. Syempre, moving forward, ko-continue natin ang clamor na lahat ng academic ease policies ay
i-maintain. Pero right now ay hindi pa, wala pang guarantee, wala pang sinasabi ang admin na in the
hand kung ano ang update doon. Nung natanong tayo, well hindi siya related doon sa attendance, pero
nung nagtanong tyao dun sa no fail, wala pa update daw so far. So hindi pa umuusad ang review process
during that time so patuloy lang din natin ang clamor that these policies maintain.

Follow-up question: “Regarding dun sa maximum capacity ng bawat classrooms since blended
learning, is there an update ilang students ang papayagan per classroom—if 50% ba or what?”

Answer (Jonas): “Depende kasi yan sa alert level ng situation ng next AY. Actually, we don’t know kung
ano ang target. Pero hopefully, we are still on alert level 1 para mamaximize din natin ang capacity. In
terms of maximizing the capacity of the facilities, hindi talaga mamaximize yung 100% ng capacity, for
example, here in UP Cine Adarna, hindi siya yung 100% capacity na ineexpect natin. So binababaan
talaga siya ng UP, syempre we’re practicing minimum din and the health and safety protocols natin. Kung
ano ang capacity ng isang classroom, yun ang susundin natin, at the same time, yun ang magiging
number of students for this particular course.”

29. Hypothetically, if there would be an F2F class wherein majority of its students tested positive
for COVID, what will the measures be? Will the college of the class OR the whole univ stop F2F
classes?

Answer (Jonas): “Contingency plans to ng UP Diliman at first. Sa whole UPD, hindi siya stop f2f actually.
Depende siya sa severity of the case. Ang mga students natin ay pinu-put sa mga dorms or housing
facilities natin wherein mas mapapadali ang pag… for everyone. Yung mechanism ng crisis management
committee as of now para mas madaling matrack yung mga students when there are cases like this.
Kung majority of the students tested positive for COVID, syempre first measure dun is sa college-level
then the crisis management committee evaluates it. This is a hypothetical question pero just in case na
ganto mangyari which is we don’t want in the first case, so di naman ititigil lahat ng f2f class sa UP
Diliman pero buong UP ang at stake, napakarami ng mga students or faculty in terms of contact tracing
na tested positive, then there’s a possibility to close or shutdown f2f classes.”

30. What is the main administrative hindrance to the resumption of face-to-face classes?

Answer (Renee): “…It is the many levels of bureaucracy involved as in planning sa department na
gagawin, iaangat siya sa college-level, sa unit, then sa system. Then yung system separate pa yung ng
unit, iaakyat niya sa CHED, i-uunite niya sa LGU. SO, all these para makuha niya yung permissions para
mag go through f2f classes and other activities pa.”
Answer (Jonas): “Dagdag ko lang din. Actually nasabi na ‘to kanina pa pero yung readiness ng college
natin to have f2f classes—yun talaga yan. It’s one of the main hindrances for application of f2f classes.
Not only in CHED-level na ang daming documents na need ipasa in LGU, ang daming bureaucratic
processes but also yung readiness ng mga colleges kung kaya ba nila makapaghold ng f2f or kaya ba ng
faculty. Kasi every stakeholder must be consulted regarding policies and guidelines kasi per college/
institution, they have the freedom to have the specific policies sa institutions so readiness din ang
kailanagang tignan.”

31. Will there be a system-wide welfare check for students before the new semester starts?

Answer (Renee): “Siguro, sa level ng admin meron usually survey na i-papatong yung system on this
before the AY starts or after the AY ends. That is practice, yun ang nagmum mukhang welfare check so
that mag-adjust ang iba-ibang units sa policies nila to implement it. Sa level din ng mga USCs, may mga
sensing forms at pinapasa ang data sa admin, sa OSR, para iconsider dun sa policies, sa proposals na
dinedevelop niya. Yun po ang ating Sistema—ang systemwide welfare check. Although maybe the person
who ask this maybe expand what it means.”

Answer (Jonas): “Actually, more on checking the university not only sa USC. Syempre, merong
pagchecheck din ng plans ang OVCSA regarding mental health check sa network ng mental health
concerns. On-going plan din siya ng OVCSA”.

Answer (Renee, 2): “Pinopromote ko ulit yung mukhang mindfulness-based cognitive therapy ng OVCSA”.

…”Some of them are pretty hard to answer dahil ‘di naming hawak ang information na ‘yun. For
example, “anong colleges ang highly possible na magf2f,” we can’t say dahil ngayon ay nababa ang plans
and guidelines to colleges. It’s now up to the colleges to implement or use them. Perhaps, our colleges
now more or we’ll have the capacity to know more through alliance-building with these administrators”.

32. When will the students be allowed to use their respective org tambayans in the current
set-up?

Answer (Jonas): “Actually, right now, there are colleges or college admins that let their students go inside
the college and kunin yung mga bagay or important things sa mga tambayan. Just have a permission din
sa kanilang college admin to get the stuff they need. Pero in terms of as in magamit siya as tambayan, of
course, it is our right to organize in the first place. Ineexpand pa siya, right now, ineexpand ang mga
facilties: mga study nooks, and facilities na ino-open pero di pa sa level ng org tambayans pero patuloy
siyang kino-coordinate sa task force for opening possibly, that will be soon, pero no specific dates yet. So
hopefully, next AY.”

33. F2F na po ba ang susunod na GASC? And meron na po ba itong venue if ever?

Answer (Renee): “Syempre, we enedeavor the 52nd GASC na f2f. Unfortunately, nagkaroon ng malalang
surge na as in di natin inasahan talaga, lahat ay nainfect. So, sitting pa rin ang preference na
magkakaroon ng f2f na GASC. So ang venue po, abangan niyo po. Mag-announce na po ang OSH soon.”

34. For our student-athletes, it was brought to my attention na kulang ang budget allocation for
our varsities. Paano po ito matutugunan as we are also pushing for Ligtas na Balik Training?
Answer (Jonas): “Yes, we are pushing for the ligtas na balik training, that’s why, meron po tayong mga
varsities na naka-bubble right now or this semester para makapag-compete din sila at para din
ma-ensure ang safety and health nila while having their trainings and competitions. So ginagamit ang
dormitories as part ng ligtas na balik training. So mga training facilities, that in terms of expanding or
more budget allocation, kino-coordinate ito at actually constant yung pakikipag-usap sa OVCSA at the
same time sa VAAS office for this, yung consultation regarding this, Yung spofi committee ng USC. At the
same time, upon consultation, there are budget allocations from private donations, so ginagamit ito ng
UP admin to supply and mas maparami pa ang allocations sa mga needs ng athletes. So far, ine-expand
at binubuksan din ang mga facilities once inspected by the crisis management committee.

35. (1) “May update po ba if susunod ba ang UP sa pagsuspend ng IATF sa guideline nila na need
na ng health insurance for face-to-face classes?”… (2) “Ano rin ang magiging procedure or
requirement if magff2f?”

Answer (Renee): “Regarding dun sa insurance, inopen natin na may discretion ang university na di sundin
ang bagong CHED guidelines na di na siya required. Ngayon, ang huling update sa kanila ay itinatanong
nila ang isa’t-isa kung yun po ay masusunod. So right now, hindi ko po mabigay kung nagdesisyon na sila.
Pero syempre, ang ating clamor, iintroduce ko dapat siya later…—ang campaign clamor ng OSR. Ang call
ng OSR is provide insurance for all. Hindi siya sa no to mandatory insurance because we recognize the
need na ma-ensure ang students para sa pagkakaroon ng COVID_19 assurance na masasagot na pero ‘di
dapat tina-take ng students ang burden ng pagsagot nito. So pinag-aaralan din natin ang adjustements
sa pero syempre, sa atin, di dapat ginagawang barrier sa pagkuha ng f2f classes component yung
estudyante yung kawalan niya ng insurance”.

Answer (Jonas): “Masasagot ko yan in UPD level, na hindi magigng required ang insurance but it is highly
recommended for the students who will be undergoing f2f classes next AY. Yan po ang nire-revise din sa
guidelines and policies sa limited f2f classes in UPD level.”

36. About contact tracing info: is there a way to make it more digitalized? It feels archaic to use
pen and paper. It also opens up the possibility of people lying when filling up the form.

Answer (Jonas): “Merong health declaration form ang UP na centralized siya. Yun ang ginagamit right
now ng lahat ng facilities for checking the health facilities. Pero the reason why we have a written health
declaration form is for inclusivity in terms of students or UP community members na walang gadget,
data, or internet connection to connect to. Magiging inclusive din tayo to declare their health status. Pro
we implore din syempre sa community natin na talagang sagutan ng tama yung health declaration form
natin.”

Answer (Renee): “Sa ibang units din po ay meron ding centralized helath declaration forms nay un na
nag ginagamit or standard sa lahat.”

Answer (Jonas): “Dagdag ko na lang din na they have an efficient contact tracing in UP Health Service in
terms of pag may student na nagkaroon ng case, sobrang efficient ng kanilang contact tracing protocols
and policies”.

Follow up question: “Follow-up on opening of UPD libraries, are they open for students of other CEs?”

Answer (Jonas): “I’m not entirely sure.”…”Hindi ko natanong pero itatanong natin”.
Answer (Renee): “Open ‘to. Sa ibang units, hindi right now.”…”Tanong po natin bukas sa courtesy call”.

37. Will the admin still implement the “9-units as regular load” memo for blended learning next
AY?

Answer (Renee): “Actually 12, hindi siya 9. Depende pa rin siya. 12 is actually the recommended load,
hindi like regular. Regular for the purpose of your curriculum is what really your curriculum comprises.”

Answer (Jonas): “Binabaan lang siya for the sake of difficulties of the pandemic itself at the same time of
the online learning set-up to cater us, students. Kasi syempre ‘pag underload, may possible repercussions
siya on having honors.”

Answer (Renee, 2): “If it’s not justified pero kung makapagsent ng letter, ay justified siya”.

Follow-up question: “Regarding dun sa ilo-lower yung prescribed load for the semester. Is the admin
like magkaroon ng reduction din sa required units for shifting po or any updates on that?”

Answer (Renee): “Eto ang ating kinampanya last year. Nagsend tayo ng letter. Nagpresent ang OSR to
PAC regarding this proposal. Despite nagpropose siya in several levels, tayo ay nirefuse-an. Ang kanilang
rationale ay 12 units ay prescribed load pero for the purposes of your curricular or shifting, may regular
load pa ring hinihingi. So ang adjustment is for health reason at hindi reason for…ang gusto nilang
masabi, is if you want to shift edi mas mag-effort ka. Academic competency ang io-open ni Jonas.”

Answer (Jonas): “Actually issue din siya ng academic competencies so kapag sinasabi ng admin na kaya di
na bababaan sa 24 (30 dati, 24 right now), justified naman na babaan din yung mga shiftee and
transferee units from 30 to 24 since 12 x2 diba, 24. Ang issue nila dun is academic competency kung
namaximize na ba ang mga courses needed to transfer or to shift to other courses. Basically to have

department sa company na iyon and at the same time, approved by the crisis management committee at
LGU kung saan ang pag-iinteternship-an niyo. For example, meron isang case na sa Department of
DMME, under the College of Engineering, they have these internships na required sa kanilang courses.
These departments ay magre-request sila sa crisis management committee kung saang target company
ng mga students kung saan sila magi-intenrship. At the same time, ‘etong company na ito ay magleletter
sa LGU kung saan itong company na ayun para ma-approve for internship f2f. So basically, in UP, crisis
management committee evaluation to let them go sa internship and at the same time the requirement of
the company to request to the LGU kung nasaan siya. So two requirement to have this internship na

40. Re: Transportation: Meron bang option na shuttle services or similar services na kunwari
malapit na areas sa UP, for example, Philcoa or SM North kung mahirapan ang students
magkaroon ng transportation?”

Answer (Jonas): “Right now, yung available is Philcoa to UP Campus. There are few jeepneys an
pumapasok sa atin, mga 4 jeepneys pero mainly for the staff kung ano mainly ang office hours nila. Yun
din ang napag-usapan sa COVID-19 task force kung kailan nag pagpasok at pag-uwi nila. Alternative kasi
ibang route siya, kumakaliwa sa Jacinto, Magsaysay, outside UP, tas Katipunan… so entirely, ibang route.
Pero in terms of assistance sa pagpasok sa f2f classes, they’re eyeing na e-trikes ng university will be used
also as mode of transportation. At the same time, OVCSA is planning na magkaroon ng bike shares so
niu-utilize natin ang bicycles natin since meron namang mga bicycle routes sa different parts ng colleges
natin.”

41. Possible ba ng transpo from Sinte to CDC for FLC na students? Dahil sila ay nagff2f at walang
IKOT jeep at ‘di sila makapagtranspo…

42. Kahit for students na walang COVID, available ba nag UHS for students?

Answer (Jonas): “Yes, open siya for UP students. Just present your ID and proceed to UPHS and they’re
more than willing to accommodate you.”
