- All these bills seek to establish a framework in addressing hunger, lack of


healthy food available to all, food security and nutrition and the creation of
a Commission on the Right to Adequate Food.

RECOMMENDATIONS/SUGGESTIONS/COMMENTS:
Having access to food is not only consistent with right to food but also with
right to health and life. Under the Universal Declaration on Human Rights is the
right to adequate food which recognizes that everyone has the right to a standard
of living adequate for the health and well-being of himself and of his family,
including food among others. It is not enough that everyone has access to food
but it must be adequate and healthy enough. It is not only for survival but also for
the development of one’s capabilities.
It is recommended to consolidate these bills since the contents of the bills
are almost the same and thereafter, the consolidated bill would include
everything proposed for an easier study of the bill and to avoid duplication.
Maybe it would also be better not only to have a Commission on Right to
Adequate Food but also regional offices for accessibility for the people therein to
explain their grievances, if any and in case of violations. It would also help in the
proper implementation of the law.
