HB1843 – AN ACT CREATING THE METRO CAGAYAN DE MISAMIS

DEVELOPMENT AUTHORITY, DEFINING ITS POWERS AND FUNCTIONS,

PROVIDING FUNDING THEREFOR AND FOR OTHER PURPOSES
The creation of such authority is for the preservation and development of
CDO and will provide assistance to the MMDA in crafting and implementing an
integrated development plan addressing transport decongestion, climate change,
waste management, and disaster prevention to achieve a decent quality of life.

HB1455 – AN ACT CREATING THE CAGAYAN DE ORO RIVER BASIN

DEVELOPMENT AUTHORITY, DEFINING ITS POWERS AND FUNCTIONS
AND APPROPRIATING FUNDS THEREFOR
The bill is proposed mainly to address flashfloods and for the development
of a more comprehensive flood control and drainage system along Cagayan De
Oro River.

HB2741 – AN ACT CREATING THE CHICO RIVER BASIN DEVELOPMENT

AUTHORITY, DEFINING ITS POWERS, FUNCTIONS AND
RESPONSIBILITIES, APPROPRIATING FUNDS THEREFOR AND FOR OTHER
PURPOSES
The bill proposes for the creation of the Chico River Basin Development
Authority for the consolidation of development initiatives within the river basin.

HB1869 – AN ACT CREATING THE ABRA RIVER BASIN DEVELOPMENT

AUTHORITY, PRESCRIBING ITS POWERS AND FUNCTIONS AND
APPROPRIATING FUNDS THEREFOR
The bill proposes for the creation of Abra River Basin Development
Authority for the preservation and development of the Abra River since it is
considered as the most important water network in the Northern Philippines.

HB1793 – AN ACT CREATING THE SUSTAINABLE BICOL RIVER

DEVELOPMENT AUTHORITY, PRESCRIBING ITS POWERS, FUNCTIONS
AND DUTIES, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES
The bill proposes to create the Sustainable Bicol River Development
Authority (SBRDA) which will implement programs and projects for the
sustainable development of the Bicol River.

HB1417 – AN ACT CREATING THE LAMON BAY DEVELOPMENT

AUTHORTIY, DEFINING ITS POWERS, FUNCTIONS AND DUTIES, AND
APPROPRIATING FUNDS THEREFOR
The bill proposes to create a centralized governmental agency to oversee
and implement the over-all development of Lamon Bay and its surrounding
areas, and which will also implement a comprehensive development plan for the
promotion of social and economic development of Lamon Bay.
HB1537 – AN ACT CREATING THE LAKE MAINIT DEVELOPMENT
AUTHORITY PRESCRIBING ITS PWOERS, FUNCTIONS AND DUTIES, AND
PROVIDING FUNDS THEREOF
The bill proposes to create the Lake Mainit Development Authority which
shall lead the management and development of Lake Mainit and its immediate
environs.
The creation of the Lake Mainit Development Authority is proposed
mainly for the sustainable development of the lake and its mobilization and
protection.

COMMENTS:
All these bills seek for the creation of an Authority, likened to MMDA, which will
address issues pertaining to specific bodies of water, all of which aims for the
sustainable development and preservation of the specific bodies of water.
Personally, I think the creation of such authorities would greatly help the
government in addressing the issues but it would also be costly since each
authority will be appropriated funds and it is prone to corruption. There must
still be a head agency which will oversee the operations of these authorities to
prevent overlapping of functions with existing organizations or departments
already responsible for such, if any. I think each local government unit must have
a comprehensive development plan for the bodies of water located within their
jurisdiction and for bodies of water which runs to several LGUs, there must be
coordination among them.
