1.0 General

1.1 Summary

A. Scope of Specification

This specification defines the requirements for engineering, design, documentation, testing,
commissioning and delivery of an automatic fire detection and alarm system for the Batu Hijau Project.

Note: Reference to “fire protection“ in this specification indicates sprinkler, fixed water spray and foam
systems.

The following Local Control Panels shall have the capability for the future add on of interface modules
to communicate information to a Central Fire Detection panel (FUTURE):

 Mine/Crusher: PNL # 11-CP-001, Located in 12-BG-002


 Concentrator: PNL # 31-CP-007, Located in 34-BG-001D Control Room
 Port Facilities: PNL # 40-CP-001, Location to be determined.
 Power Plant - Diesel: PNL # 50-CP-FW100, Located in 50-BG-001 Control Room
 Power Plant - Turbine: PNL # 50-CP-FW300, Located in 50-BG-002 Control Room
 Township: PNL # 82-CP-001, Location to be determined

B. Work Provided by Seller

Engineering, design, drawings and furnishing materials for a complete fire alarm and detection system including,
but not necessarily limited to, the following:

1. Engineering and Design

a. Locations of all detectors

b. Locations of all local control panels

c. Defining the number of zones

d. Programming of Area Fire Detection Panels

e. Locations of all manual pull stations

f. Locations of all annunciating devices

g. Providing diagrams, panel layout, riser diagrams, catalog information, installation details,
wiring diagrams, Bill of Materials, spare parts lists, and instruction manuals to the Purchaser.

h. Determining the number of input modules, output modules, and interface modules needed to
interface properly with the Fire Protection System to be supplied by others.

i. Sizing of batteries and chargers to be installed in all panels

j. Technical supervision for inspection and testing at site.

1.2 References

The publications listed below form part of this specification. All equipment shall be constructed, wired
and tested in accordance with the applicable sections of the latest listed editions of the following
standards and codes, in effect at the time of purchase order award. The system including all components,
shall be listed by UL or FM for a fire protective signaling system.

A. FM (Factory Mutual)

B. ANSI (American National Standards Institute)

C. UL (Underwriters Laboratories)

D. NFPA 70 (National Electric Code)

E. NFPA 72 (National Fire Alarm Code)

F. NFPA 850 (Fire Protection For Electric Generating Plants)

G. It shall be the supplier's or Manufacturer's responsibility to be, or to become, knowledgeable of


the requirements of these Standards and Codes. Any changes or alterations to the equipment to
make it meet Standards and Codes requirements shall be at the expense of the supplier.

H. Whenever equipment, proposed by the supplier, cannot fully meet the requirements of this
specification, such exceptions must be clearly stated by the supplier. No exceptions shall be
allowed unless approved by Buyer in writing.

I. When two standards differ, the stricter shall take precedence

1. Any manufacturer’s name and model number included in this specification are used to
establish a criteria of quality or function only. Comparable manufacturers are not
excluded.

2. All equipment provided by the seller shall be UL listed or FM approved and so labeled
or certified for fire detection and alarm service.

3. The spacing and location of detectors, pull station annunciating devices and the ratings
of the detectors, shall be in accordance with the requirements of NFPA 72, and
according to the type of hazard protected.

4. All equipment supplied by the seller shall be designed for the continuous service life
of 20 years under environmental conditions stated in Specification S-AMNT-0-117,
Site Climatic Data.

5. Local fire detection/protection panels shall be installed close to the entrances to office
areas, laboratory areas, electrical rooms, and control rooms in process areas.

6. The support structure and components of all Seller supplied equipment shall be capable
of withstanding seismic loads in accordance with the Uniform Building Code, Zone 3,
Type 3 Soil, and Occupancy Rating of III. The equipment does not have to remain
operational through a seismic event; however, the equipment shall be unimpaired to
operate satisfactorily following the event.

7. All Local Control Panels and Central Fire Detection Panels shall operate on 230 VAC,
1 phase, 50 Hz, with battery backup sized per NFPA and kept at full charge during
normal operation.

8. Interrogation voltage for all input and output devices powered from the Local Area
Control Panels and Central Fire Detection Panels shall be 24 VDC.

9. All alarm signaling devices shall be in accordance with Chapter 6 of NFPA 72. Interior
devices shall be combination horn/strobe units (Grinnell Fire Protection Systems
Series MT) with weatherproof visual device for process areas.

10. All local devices shall be installed in enclosures suitable for the location (i.e.,
weatherproof for outdoors, explosion proof for hazardous locations, etc.; reference S-
SP-4399-50-002, Fire Protection Criteria for clarification).

11. Fire Detection shall be provided for all instrumentation control and electrical
equipment rooms.

12. Manual pull stations shall be installed at exit doors and as required by NFPA and shall
be Grinnell Fire Protection Systems Type RMS.

13. Fire detectors shall use ionization type detectors and shall be Grinnell Fire Protection
Systems Type INS or ISC.

14. Thermal detectors, when required by SP-AMNT-5-002, Fire Protection Criteria, shall
be rate compensated/fixed temperature type and shall be Grinnell Fire Protection
Systems detectors suitable for the areas of detection (i.e., IHC, IHN, 302-ET or Fenwal
Detect A Fire Models 27121 or 28021, etc.)

15. Photoelectric type detectors, where required by SP-AMNT-5-002, Fire Protection


Criteria, shall be Grinnell Fire Protection Systems Type ISN or ISC.

16. All control panels and devices shall be tagged in accordance with Attachment #2.

17. All circuiting shall be run in conduit. Wiring shall meet the requirements of NFPA-
70.

1.4 Submittals

A. Engineering Data Requirements

All engineering data provided for this equipment shall show equipment as specified and ordered. Engineering
data, as listed, shall be supplied in the quantities shown on Form E-212 “Supplier's Drawing And Data
Commitment”. All symbols used on drawings shall be in accordance with applicable ANSI standards.

As a minimum, the Seller shall provide the following with proposals:

1. Listing of all local area panels, including locations and tag numbers in accordance with Project Procedure
Manual, Section 6.4, Exhibits 6.8.2A and 6.8.2B.

2. Bill of Material for all local Area panels.

3. Catalog cut sheet information for all internal devices located in the panels.

4. NEMA ratings of all panels.

5. Catalog cut sheet information for every type of external device proposed, including tag numbers for
panels in accordance with Project Procedure Manual, Section 6.4, Exhibits 6.8.2A and 6.8.2B. Devices
internal to local panels and Central Fire Detection Panels are not required. The manufacturer’s standard
is sufficient for these components.

All documentation shall use the English language and all dimensions shall be in S.I. units with the
exception of cable and conduit sizes, which shall be expressed in American Wire Gauge (AWG) and
English units respectively.

B. Drawing Requirements

Drawing requirements shall be as described on Form: E-212.

C. Spare Part Lists

1. Complete spare parts list, including parts location diagrams or drawings.

2. List of prices for spare parts which the supplier recommends shall be furnished and shall be on
hand during plant startup and the first year's operations.

D. Installation, Operating, and Maintenance Instructions

Installation, operating, and maintenance instructions shall cover all the equipment furnished.

1.5 Quality Assurance

A. General

1. Manufacturer shall maintain a quality assurance program during the fabrication and
assembly of the Fire Detection System. All quality inspection records signed by the
Quality Control Inspector shall be available for Buyer's review.

2. Manufacturer shall maintain reliable services and make available required parts during
installation and field testing and thereafter during one year of operation.

B. Supplier's Qualifications

1. Manufacturer meeting the following requirements is acceptable:

a. Qualified fire protection contractor and regularly engaged in the manufacture


of fire detection systems.

b. Have fire detection systems in satisfactory use for at least 5 years.

1.6 Product Delivery And Handling

A. Upon successful completion of shop testing and inspection, delivery shall be made according to
the following:

1. The site receiver shall be advised of space required for storage, equipment
recommended for unloading, and measures needed for preventing damage during
unloading and during storage before installation. Equipment shall be packaged and
labeled using area designations as indicated in Work Breakdown Structure, Project
Procedure Manual, Section 6.4, Exhibits 6.8.2A and 6.8.2B.

2. Protect the equipment from damage, dirt, and weather during transportation.

3. Provide touch-up paint for field use.

4. One set of installation, operating and maintenance instructions shall be shipped with
the fire detection equipment.

2.0 PRODUCTS

2.1 Local Area Control Panels

A. General

A Local Area Control Panel as defined by the seller subject to approval by the
purchaser shall monitor each zoned area/building fire detection system. Local Area
Control Panels shall be composed of solid state modules with appropriate NEMA rated
enclosure and shall be Grinnell Fire Protection Systems - Model TFX. Control Panels
and internal components shall be UL listed and shall be designed for class B service (2
wire supervision). Panels shall be shipped with internal components installed and pre-
wired.

Each Local Control Panel shall provide for complete area control, power, alarm, and
supervision of the zoned detection systems including status of the area wet sprinkler
system, deluge system, preaction system, etc. where applicable. The Local Area
Control Panel shall provide for the following functions:

1. Provide local alarm actuation with contacts for remote alarm actuation.

2. Supervise all external wiring to include detector wiring, line power wiring,
alarm wiring, and manual pull station wiring.

3. Supervise all internal wiring.

B. Accessories and Indications

Each Local Area Control Panel shall contain the following indicating lights and

12. System Reset Switch. This switch shall reset the system’s control and alarm
functions after actuation of alarms or trouble. This switch shall not be able to
reset the system if detectors are still actuated or cause of trouble is not
corrected.

13. Auxiliary contacts for equipment shutdown. Contact shall be rated for 10
amps at 230VAC, 1 phase, 50 Hz.

14. Contractor shall provide auxiliary contacts in the Local Area Control Panel
for remote indication at Central Fire Detection Panel, as follows:

 Indicate alarm signal from any zone (common fire alarm signal if
more than one zone is provided).

 Indicate system trouble or system deactivated.

C. Monitoring Points - Fixed Water Spray Systems (i.e., Deluge Systems)

Local Area Control Panels shall contain all system supervisory relays and shall provide
for the following alarm indicating lights and pushbuttons on the front of the panel:

Local Area Control Panels, where applicable, shall accept inputs from closed contacts
from duct ionization detectors.These points shall also be monitored from the Central
Fire Detection Panels where applicable.

G. Monitoring Points - Coal Conveyors

Local Area Control Panels shall trip the conveyors on a fire detected signal from the
protectowire and signal the associated preaction valve to open.

Where applicable, this signal shall be transmitted to the Central Fire Detection Panels
as well.

2.2 Ground Busses and Ground lugs

Ground lugs shall be provided for all Local Area Control Panels and Central Fire Detection Panel for
connection of purchaser’s cables to the ground grid. Seller shall base the size of this lug based on NEC
requirements for grounding electrode conductors.

A copper ground bus shall be provided in all Local Area Control Panels for termination of cable
shields and termination of purchaser’s equipment grounding conductors. If provisions already
are provided within the panels for such terminations, ground busses are not required.

Laminated phenolic engraved nameplates with black characters on a white background shall be provided
for each Local Area Control Panel and Central Fire Detection Panel. The nameplates shall include the
following information as a minimum:

 Tag Number of associated control panel


 Description of panel and associated zone/area

2.4 Power and Control Wiring: Local Area Panels

A. Internal control wiring shall be flexible stranded copper, 90 degrees C, single conductor having
moisture resistant and flame retardant insulation.

B. All control wiring, including all spare contacts on all devices, shall be wired to terminal blocks
for ease of purchaser connections. The terminals associated with the input and output modules
will not be accepted for this purpose.

C. Wire size shall correspond with the intended electrical duty with regard to mechanical
requirements. Power wiring shall be #12 AWG minimum. Control wiring shall be #14 AWG
minimum. Current transformer wiring shall be #10 AWG minimum. Wiring to printed circuit
boards may be Seller’s standard. Hinge wiring shall be extra flexible stranding.

D. Wiring connections must be made from the front of the equipment enclosure.

E. All conductors shall be copper.

F. A permanent identification label shall be attached to each wire at each of its points of
connection. These identifications shall correspond to contractor’s elementary diagrams and
wiring diagrams.

2.5 Inspection And Tests

A. Shop Tests

1. Testing of the systems shall be in accordance with the applicable NFPA standards.

2. All labor, testing equipment and accessories necessary to perform the required tests
shall be provided by the Seller. All test equipment shall be calibrated before test use.

3. Purchaser reserves the right to witness all shop tests. Contractor shall notify Purchaser
of the tests at least 21 days in advance of the dates of the tests.

B. Field Tests

1. Buyer will perform field tests on each fire detection system. The object of these tests
will be to demonstrate conformance to the requirements of this specification.

2. Seller shall provide a qualified representative to advise on testing procedures, witness


the field tests, and prepare field test records. Any deficiencies or faulty conditions
determined during these tests shall be promptly corrected by the seller at no cost to the
Buyer, after which additional tests will be run to confirm satisfactory performance and
operation.

C. Commissioning

Supply a rate schedule of costs for the field representatives required to test and
commission the detection and alarm systems.

The device tags consist of five fields of data that combine to create a project unique identification for each fire
detection device. The format is the following:

AA = Project area number ** (same as first two digits of building/equipment number being protected).
BB = Device Type (see list below)

100 series = Turbine Building
200 series = Boiler Building
300 series = Diesel Area
400 series = Waste Treatment
500 series = Water Treatment
600 = FGCA
650 = FCCB
700 = CEMS
800 = Crusher
900 = Intake
Tripper Room = 50 Area = 200 Series
Space Device Tags by 5 ie (100, 105, 110, etc)

Keep per unit tagging the same on all units:

For Example:
51 - FD FW200A - Fire Detector Unit 1
52 - FD FW200A - Equivalent Unit 2
53 - FD FW200A - Equivalent Unit 3
54 - FD FW200A - Equivalent Unit 4

Use chart for protection interface component tagging.

Examples of Area 50 tags, waste treatment, 2 detectors, 2 hand switches, 1 junction box

50-FD-FW400A and 50-FD-FW400B (2 detectors)


50-HS-FW400A and 50-HS-FW-400B (2 hand switches)
50-JB-FW400 (Junction Box)
