Using This Guide
This user manual describes the installation and operation of the ERL 61850
IED Configuration Tool user interface software. It is intended to support the
first time user and clarify the details of the equipment.

The manual uses a number of conventions to denote special information:

PC System Requirements and Software
Installation

Hardware The minimum hardware requirements are:


• 1 GHz processor
• 2 GB RAM
• 20 GB available hard disk space

figure your anti-virus/anti-software to classify it as “safe” for its proper oper-
ation. Please consult the appropriate anti-virus/anti-spyware software
documentation to determine the relevant procedure.

1 Overview
1.1 Introduction
ERL 61850 IED Configurator (also referred to simply as “Configurator” in this
document) is used for the configuration of IEC 61850 enabled ERL IEDs.
The software features an easy-to-use user interface which provides the ability
to configure GOOSE Control Blocks, Report Control Blocks, DataSets and
Sampled Value Control Blocks.
Configurator allows the user to map GOOSE and SMV data to subscription
data points in ERL IEDs. Users may also import IEDs from other vendors for
mapping data to ERL IEDs.
IEC 61850-6 defines the Substation Configuration Language (SCL), which is
based on the eXtensible Markup Language (XML). IEC 61850-6 also defines
the Engineering Process in which System Configuration Tools and IED Con-
figuration Tools work together with IEDs from multiple vendors. Configurator
serves as an IED Configuration Tool, as defined in IEC 61850-6.
As part of this Engineering Process, many types of SCL files are defined which
have different purposes (see “Glossary” on page 1-2). Configurator supports
importing and exporting the following types of SCL files:
• ICD
• CID
• IID
• SCD (import only, only fully supported for Edition 2.0 ERL IEDs)
Configurator is designed to work as a part of the Engineering Process and is
interoperable with other IEC 61850 enabled devices from other vendors.

IED – Intelligent Electronic Device, a substation automation device perform-
ing functions by means of logical nodes (LNs)
Server – a communication entity within an IED
LD – Logical Device, contained in a server of an IED
LN – Logical Node, contained in a logical device of an IED
DO – Data Object. The data contained in the LNs.

1 Overview

1.3 Layout
The ERL 61850 IED Configurator user interface has a split window based lay-
out. The tool also users to create, edit and save projects. The project can be
opened and edited in the Configurator and is saved as a binary file with a
unique extension. Files with this extension can be opened and edited in Con-
figurator.

The ERL 61850 IED Configurator user interface layout contains four parts as
shown in the table below.

2 Project Editor
The Project Editor lists all the local and remote IEDs added for a project cre-
ated in the Configurator. A new project in Configurator opens an empty project
editor.

IEDs can be added to the project by dragging and dropping an IED from the
IED Palette.
After a new IED is added, the configuration tool displays an icon representing
the new IED in the Project Editor.

2.1 Create a Project


Create a new project using the File>New Project menu item, keyboard short-
cut Ctrl+N or from the tool bar.

2.2 Adding IEDs to the Project Editor


Add IEDs to the project by dragging IED product from the IED palette and
dropping it into the project editor. After dropping into project editor the user is
asked to select the version of the IED, as shown below.

The user can select the desired IED version and enter the instance name. Click
OK to finish the process.
Now the newly added IED is shown in the project editor. If the manufacturer
of the IED is ERL, it is added under the node Local IEDs, otherwise it is added
under the node Remote Publisher. The user can distinguish between Local
IEDs and Remote Publisher by the different icons.

Adding IEDs When an SCD file is added to the project from the IED palette, the user is able
from SCD File to select and add any or all of the IEDs stored within the SCD file.

2.3 Right-Click Menu Options


In the Project Editor, right-click on an IED to access the right-click menu op-
tions, which are described below.

Removes the IED from the project. Note that if any elements
Delete IED are used for GOOSE or Sampled Value subscription
mapping, the delete request will be rejected.

Rename IED Rename the Instance Name of the IED. Only available for
Local IEDs.

Send CID Loads the current CID file to the IED. Must have correctly
configured network settings (IP Address, Subnet Mask and
Gateway on the Properties tab) in order to send the CID file.
User will be prompted to restart the IED after a successful
CID file upload. System frequency on the StartUp tab must
match the IED’s frequency in order for Send CID to com-
plete successfully. Only available for Local IEDs.

Export CID Exports the current CID file to a user configurable storage
location. Only available for Local IEDs.

Download CID from Device Retrieves the CID file currently loaded to the IED. Must have
correctly configured network settings (IP Address, Subnet
Mask and Gateway on the Properties tab) in order to
retrieve the CID file. Only available for Local IEDs.

Download ICD from Device Retrieves the ICD file currently loaded to the IED. Must have
correctly configured network settings (IP Address, Subnet
Mask and Gateway on the Properties tab) in order to
retrieve the ICD file. Only available for Local IEDs.

View Log Views the log file of the IEC 61850 server application on the
ERL device. Must have correctly configured network set-
tings (IP Address, Subnet Mask and Gateway on the Prop-
erties tab) in order to view the log file. Only available for
Local IEDs.

Login Setup Used for configuration of the cyber-security login creden-


tials. Only applicable for TESLA 4000 firmware v2.00 and
newer. See “Login Setup” on page 2-5 for more details.

Export ICD Exports the current ICD file to a user configurable storage
location. Only available for Local IEDs. Only available for
Ed. 2 files.

Export IID Exports the current IID file to a user configurable storage
location. Only available for Local IEDs. Only available for
Ed. 2 files.

Login Setup The Login Setup window (used for TESLA firmware with Cyber Security sup-
port) provides means to configure the cyber-security login credentials and the
FTP port number. Ensure that the credentials used exist on the IED and have
adequate roles and rights assigned. For more information on TESLA cyber-se-
curity features, refer to the TESLA 4000 User Manual.

3 Configurations Editor
The Configuration Editor contains four tabs: Properties, Subscription Map-
ping, StartUp and IED Configuration. These four tabs are described in detail in
the following sections.

3.1 Properties
Each IED added to a project has a set of properties. These include Name, Type,
Manufacturer, Description, ICD File Version, Edition and Network settings.

The IP Address, Gateway and Subnet Mask correspond to the network settings
of the ERL IED. All ftp related operations of an IED use these settings.

Frequency For certain ERL IEDs, the Properties screen also contains a Frequency setting
Setting as shown below. This setting must match the system frequency of the IED be-
fore loading the CID to the unit.

3.2 Subscription Mapping


The Subscription Mapping screen is divided into two tabs: GOOSE Mapping
and Sampled Value Mapping.

GOOSE The GOOSE Mapping tab allows the user to map the desired data from the
Mapping GOOSE publishers to 61850 subscription inputs of the selected IED.

In the GOOSE Publication section the display is in the following format:

In the GOOSE Subscription-Mapping section, the publisher IED's GOOSE sta-


tus data can be dragged and dropped from the GOOSE publisher’s FCDA level
into the subscriber's GOOSE Input list to establish the mapping association be-
tween publisher and subscriber.
Some ERL IEDs contain multiple LDs and LNs which support GOOSE Sub-
scription inputs. There is drop-down box labeled “Mapped to” in the GOOSE
Subscription section which allows for selection of the mapping destination.
Ensure that the desired subscription LN is selected from the drop-down before
performing mapping.
The user can browse through the GOOSE publication to identify the desired
data item then drag it and drop on the desired 61850 input on the GOOSE Sub-
scription Mapping section.

Remove the mapping of a data item by right-clicking the mapped data item and
using the function Remove Mapping. Multiple points may be selected by using
the Shift key to quickly remove many mapped data points.

Highlight mapping present in the SCD file


In the GOOSE Publication window on the GOOSE mapping tab, there is a
check-box labeled “Highlight mapping present in the SCD file”. This feature
is used to help the user complete the mapping defined by the System Configu-
ration Tool as part of the Engineering Process. When the check-box is enabled,
all of the data in the GOOSE publication window is greyed off except for the
data which has been mapped by a System Configuration Tool. This helps the
user to easily identify which data needs to be mapped to internal GOOSE sub-
scription inputs.

Note: Edition 1.0 ERL IEDs which have been imported to a project
via SCD file import will be greyed off and unusable. Edition 2.0 ERL
IEDs are compatible with SCD import.

ExtRef
In order for mapping to be performed by a third-party System Configuration
Tool (see Figure 1.2: SCL File Types and Relations (based on IEC 61850-6
Edition 2) on page 1-2), the subscriber’s CID file must contain “ExtRef” in-
puts. There is one ExtRef available per GOOSE Virtual Input. When the Ex-
tRef is enabled for a GOOSE Virtual Input, a new ExtRef item is added to the
CID file under the DVI Logical Device, in the Inputs section. Third party Sys-
tem Configuration tools will store mapped data into these ExtRef inputs.

The ExtRef may be enabled on a per input basis, or it may be enabled for all
inputs using the “Enable All ExtRef” check box.
If a System Configuration Tool is to be used performing GOOSE mapping, the
user should first add the ERL IED to the ERL 61850 Configurator Tool project,
then enable the desired ExtRef, and then export this IED (as ICD, CID or IID)
for use in the System Configuration Tool.

The ExtRef feature is currently only applicable for TESLA 4000-SV Firm-
ware v1.1 and newer. It is currently not used for all other IEDs.

Sampled Value This configuration screen allows the user to map data from a Sampled value
Mapping publication to Sampled Value subscription inputs of the selected IED.

In the Sampled Value Publication section the display is in the following for-

The user can browse through the SMV publication to identify the desired data
item then drag it and drop on the desired 61850 input on the SMV Subscription
Mapping section. The user can remove the mapping of a data item by right
clicking the mapped data item and using the function Remove Mapping. Mul-
tiple points may be selected by using the Shift key to quickly remove many
mapped data points.

Subnetwork In order for mapping to be completed, the publisher’s Subnetwork name must
Requirement match the subscriber’s Subnetwork name. Using a System Configuration Tool
or text editor software, ensure that the publisher’s Subnetwork name is the
same as the ERL IED’s Subnetwork name (example: ERL1, ERL2, ERL3 or
ERL4 are the Subnetwork names for TESLA 4000-SV). This requirement ap-
plies to both GOOSE and SMV mapping.

This requirement is currently only enforced for TESLA 4000-SV Firmware


v1.1 and newer. It is currently not enforced for all other IEDs.

3.3 IED Configuration


GOOSE Control This displays the GOOSE Control Block’s details. The top part of the screen
Blocks shows the GOOSE Control Blocks which are published by the selected IED
(displays the published GOOSE).
Configuration
The bottom section of the screen displays the GOOSE Control Blocks which
are mapped to the selected IED (displays the Subscribed GOOSE).

Using the check box in the list disables or enables the GOOSE control block.
If disabled, it will not be added to the CID file and will not be loaded to the
IED. Disabled GOOSE control blocks are greyed out in the list.

Adding a GOOSE Control Block


Click on the Add button in the GOOSE Control Blocks Configuration screen
which displays the screen shown below from which the user has to select the
logical device to which GOOSE control block has to be added.

The user can enter the GOOSE details in this screen and click OK button. (Note
that duplicate GOOSE name is not allowed in the same logical device and the
dataset drop down list contains datasets in the selected logical device).

Select the GOOSE Control Block from GOOSE Control Block Configuration
screen. Now either double clicking on the selected GOOSE or clicking Edit
button will display the Edit GOOSE screen where the user can edit the GOOSE
details.

Deleting a GOOSE Control Block


Select the GOOSE Control Block from GOOSE Control Block Configuration
screen and click on Delete button
Note: If the selected GOOSE Control Block is used for mapping purpose in
other IEDs the delete request will be rejected as shown below.

Editing Subscriber GOOSE


The subscriber section of the GOOSE Control Block Configuration screen
contains all the GOOSE mapped to the selected IED. The user can edit the
MAC Address of the selected GOOSE by either double-clicking on the sub-
scribed GOOSE or using the Edit button. If there are duplicate GOOSE pub-
lished on the network, the subscriber will filter them based on the Source IED
MAC Address. By default, the Source IED MAC Address is set to FF-FF-FF-
FF-FF. When the default value is used, the subscription is not filtered based on
Source IED MAC Address. Editing the Source IED MAC Address is only
available for devices which use Edition 1 of the 61850 Standard. It has been
de-featured for Edition 2 devices.

Sampled Value This displays the Sampled Value control blocks' details. The publisher part
Control Blocks shows the Sampled Value control blocks details in the selected IED in project
editor.
The Subscriber part shows the incoming Sampled Value (Mapped Sampled
Value) details for the selected IED.

The check box in the list disables or enables the Sampled Value control block.

Select the Sampled Value Control Block from Sampled Value Control Block
Configuration screen. Now either double clicking on the selected Sampled
Value or clicking Edit button will display the Edit Sampled Value screen
where the user can edit the Sampled Value details.

Editing Source IED MAC Address for Subscribed SMV


The subscriber section of the Sampled Value Control Block Configuration
screen contains all the Sampled Value mapped to the selected IED. The user
can edit the MAC Address of the selected Subscribed Sampled Value by either
double-clicking on the subscribed SMV or using the Edit button. If there are
duplicate SMVs published on the network, the subscriber will filter them based
on the Source IED MAC Address. By default, the Source IED MAC Address
is set to FF-FF-FF-FF-FF. When the default value is used, the subscription is
not filtered based on Source IED MAC Address. Editing the Source IED MAC
Address only available for devices which use Edition 1 of the 61850 Standard.
It has been de-featured for Edition 2 devices.

3 Configurations Editor

Report Control This screen shows the buffered and unbuffered Report Control Blocks for the
Blocks selected IED. This also allows the user to add, edit and delete Report Control
Blocks.
Configuration
Buffered Report Control Blocks are buffered by the server (reports are stored
in a first-in-first-out buffer) so that if a client connection is interrupted for a pe-
riod of time, reports are not lost. Once the buffer has been filled, the oldest re-
ports are discarded.
Unbuffered Report Control Blocks are not buffered by the server and in the
case of a lost client connection, new reports will be lost during the interruption.

To add a Report Control Block click on Add button. It will display the dialog
shown below.

3 Configurations Editor

The user can enter the Report Control Block details in this screen. The user can
select to which logical device report control block has to be added. Datasets
from the LLN0 of selected the logical device will be listed in the dataset drop
down. After entering the details the user has to click OK button. Please note
that the Report Control Block is created in LLN0 of logical device.

The configurable Buffer Time setting (shown in Table 3.5) is not re-
lated to the Buffered Report Control Block buffer behaviour. The Buff-
er Time setting is used for discarding duplicate reports which are
created within this configured time.

Editing a Report Control Block


Select the Report Control Block from Report Control Block Configuration
screen. Now either double-clicking on the selected Report Control Block or
clicking Edit button displays the Edit RCB screen where the user can edit the
Report control block details.

Deleting a Report Control Block


Select the Report Control Block from Report Control Block Configuration
screen and click on Delete button. The user will be asked to confirm the action.

Printing Report Control Blocks information


The user can print report control blocks information using the Print button.

Bitstring Format for Displaying RCB Options Fields and Trigger Options
In IED Configurator the RCB Options fields are displayed in bitstring format
as shown below

3 Configurations Editor

Datasets This configuration screen displays all the datasets in a list, IED Data Items of
Configuration the selected IED and the dataset items of the selected dataset.
Datasets must be configured prior to creating Control Blocks which reference
the Dataset.

The capacity meter for GOOSE and RCB display the capacity of the dataset for
GOOSE and RCB.

Adding a Dataset
The user can add a new dataset by clicking on Add button. It will display a
screen as shown below.

The user can enter the dataset details and click the OK button, then the data set
is added to the selected logical node (logical node is fixed as LLN0) in selected
logical device.

3 Configurations Editor

Editing/Configuring a Dataset
The user can select the dataset to be edited from the list.
Dataset Items (FCDA/FCD) section shows the data items present in the select-
ed dataset. IED Data Items shows the Logical devices and logical nodes in the
logical device. The user can select the desired data object or data attribute from
the logical node and drag it and drop in the Dataset Items (FCDA/FCD) sec-
tion.

Deleting a Dataset
The user can select the desired dataset from the list and click on Delete button.
The user will be asked to confirm the action.
If the dataset it referenced by a GOOSE control block or Report Control Block
it can not be deleted. dataset.

Cloning a Dataset
This functionality is for creating a dataset from an existing dataset. The user
can select the desired dataset from the drop down list to be cloned and click on
Clone button. The user can see the screen shown below in which the user can
enter the dataset name and description.

4 IED Palette
IED Palette stores and displays ERL Phase IED templates as well as other re-
mote IEDs. ICD files are allowed to import as templates. ERL IED files are cat-
egorized by their product name.

IED product contains different versions of IED files.


e.g. B-PRO 4000 product contains IED files of version 1.0 and 2.0.
The user can import ICD, IID, CID or SCD files to IED Palette using the func-
tionality Import IED. The menu shown below appears when right-clicking on
the IED Palette.

6.1 Overview
Select File from the Menu Bar to obtain a drop-down listing similar to the fol-
lowing.

New Creates a New Project.

Open Opens a project.

Save Saves the project.

Save As Save as the project.

Import IED into Palette: Imports compatible SCL files to IED Palette.

Verify ICD This option is for validating the original file of IED in the
project editor against the SCL schema.

Verify CID This option is for validating an IED file with all configura-
tions done using IED Configurator against the SCL
schema. If the validation is successful user gets a mes-
sage Scheme Validation Successful. Otherwise user will
get a window where all errors are listed.

Export CID This option is for exporting the selected IED in project
editor to CID file with GOOSE Subscription (mapping)
information and IED configuration information.

View Online Mapping See below.

View Recent Projects This shows the recently opened IED Configurator project
files.

6.2 View Online Mapping


This functionality allows the user to connect to an IED selected in the project
editor. By default this will connect to the IP Address present in the IED prop-
erties and will retrieve online mapping (GOOSE and Sampled Value).

Once the CID file is retrieved from the IED, the mapping present in the CID

For products which support subscription supervision via the LGOS and LSVS
LNs (such as the TESLA 4000-SV), the subscription supervision can be re-
trieved via the Online Mapping utility. To check the GOOSE supervision
LGOS LN to Control Block mapping, select “Service Type” GOOSE and
“Mapped to” SYS. To check the Sampled Value supervision LSVS LN to Con-
trol Block mapping, select “Service type” SV and “Mapped to” SYS.

7 Edit Menu
7.1 Overview
The Edit Menu provides two functions: Undo and Redo. User may also use
short-cut Ctrl+z or Ctrl+y for Undo and Redo respectively.
