SUBJECT : Deletion of CREC Reports in the OCAIS in Preparation for the

Transition to HEAPS

This is in relation to Department Memorandum No. 2022-0398 the “Transition of

One COVID-19 Allowance Information System (OCAIS) to Health Emergency Allowance
or
Processing System (HEAPS) for
the Processing of the Grant of Health Emergency Allowance
to Eligible Health Care Workers and Non-Health Care Workers”

Relative thereto, please be informed that the COVID-19 Risk Exposure Classification
(CREC) reports listed in Annex A, which were submitted to the OCAIS by operating units for
the months of January to June 2022 using the CREC Template version 7, shall be deleted in
our database as we transition to the HEAPS. As such, all concerned operating units shall
resubmit the CREC reports through HEAPS using the new CREC template version
(bit.ly/3wPUpS5P). These shall be processed in accordance with the applicable rules for the
grant of HEA as outlined in the Administrative Order No. 2022-0039'. Further, all CREC
reports that were approved on or before the deadline of processing last 21 September 2022
and have system-generated OCA forms shall be processed in accordance with the guidelines
for the grant of OCA as outlined in the DOH-DBM Joint
Circular No. 2022-00017.
