TENDER NOTICE

Sub:- RATE CONTRACT FOR PREMIUM SUV & SEDAN CARS ON DAILY
BASIS (SHORT TERM)

CSL invites sealed bids from experienced and financially sound contractors for supply
of Premium SUV( Innova , Innova crysta), Sedan cars ( Etios, Dzire or equivalent )on daily
basis( Short term) with tourist permit on hire basis for an upcoming event of commissioning
of Indigenous Aircraft carrier scheduled to be held in CSL with the presence of VVIP’s .
Vehicles are required tentatively in the month of August End or first week of September 2022
as per the description of work given below. Bids shall be submitted to the office of the
undersigned on or before the date and time noted below:

1. The bid shall be submitted in two part:–

Part A: - comprise the pre-qualification –cum-Techno Commercial Bid

Part B: - comprise Price Bid

The bids of those bidders who are qualified as per CSL tender terms and pre-
qualification criteria only will be considered for price bid opening (Part B).

2 PRE-QUALIFICATION CRITERIA(MANDATORY)

a) Business experience of minimum Two years (preceding 2 years) in the business

of providing cars on hire basis. Experience certificate /work order
copies/registration details of the firm /performance certificates from Clients
with contact number and e-mail ID to be furnished compulsory along with
Technical Bid
b) The vehicle should be with valid Kerala registration and Kerala Tourist Taxi
Permit

c) Self-attested copy of PAN of the firm should be submitted along with tender
document.
 d) Self-attested copy of GST Registration Certificate should be submitted.

e) Minimum 10 No attached vehicle in each group to be provided in the attached

format –Annexure III

If the bidder is fail to meet above pre-qualification criteria, indicated in Sl. no 2 (a) to
(e), their offer will not be considered for further processing.

4 EVALUATION OF BID

Bids will be evaluated based on individual lowest in each group. The rate quoted for
full day for each Group will be multiplied by the number of vehicle in the price bid
format and the total of each Group considered for deciding the lowest bid for that
group

The work may be awarded parallel rate contract to one or more contractors for the
smooth operation of service, at the discretion of CSL. In such cases, bidders L2, L3…
bidders who are willing to accept L1 rate shall be considered in the order L2, L3…
etc.

5 Note:
1. Bidders shall Quote their lowest competitive rate as per the price bid format at Annexure II
2. Additional km shall be paid as per quoted rate, if applicable beyond the limits of 80 km.
3. Rate for additional hour shall be paid on pro-rata basis as per the table below

 4. Additional rate beyond 8 hrs. (Up to 11 hrs.) will be paid as lump sum (to be quoted by

5. Additional rate beyond 11 hrs. will be paid on prorate basis as per formula above.
6. Night halt allowance shall be paid Rs. 300/- per day for all types of vehicles.
7. Night Halt allowance will be applicable only for engagement on duty for a minimum
period of 1 Hr. beyond 24.00 hrs. midnight.
8. The event will be probably the month of August last week/ first week of September
2022. Exact date will be intimated 7 days in advance.
9. Payment will be made within 10 days through NEFT against presentation of
GST invoice in triplicate along with duly certified trip sheets

Sealed quotations addressed to The Assistant General Manager (U&M) shall be dropped in
tender box at U&M Department, Cochin Shipyard Ltd, P.O.Bag No 1653, Perumanoor P.O.
Kochi 682015, Kerala, India or to be sent by registered post so as to reach this office by due
date and time. CSL will not be responsible for postal delay or non-delivery/non-receipt of
tender documents.

 ANNEXURE –I

TERMS AND CONDITIONS

1. Payment will be made after satisfactory completion of the work preferably

through NEFT against presentation of contractor’s GST invoice in triplicate along with the duly
certified trip sheets issued by Cochin Shipyard Limited.

2. The invoices should be as per the provisions of GST law. The invoices should mandatorily contain
the HSN code/SAC and GSTIN number along with other particulars. The GST charged (CGST &
SGST or IGST) should be separately indicated in the invoice.

3. Tax inclusive invoices will not be accepted.

4. The starting time and kilometer reading of the vehicle will be considered at the time of reporting of
the vehicle at Transport Section of Cochin Shipyard Ltd and the finishing time and kilometer
reading will be taken when the vehicle leaves Cochin Shipyard premises after completing the duty
of the day.

5. CSL has the right to reject the vehicle without payment if found the vehicle is not in good condition
or older than the defined life. Decision of the Officer in charge of Transport Section is final in this
regard.

6. Payment of permit fee, Toll fee, parking fee etc. which may become necessary during the trips has to
be initially paid by the contractor and the same will be reimbursed by CSL against supporting
documents, along with running bills while releasing payment.

7. Speed limit inside CSL premises is Max. 30KM/Hr.

8. Terms and conditions of the contract, duly signed and sealed by the contractor should be furnished
along with the offers submitted.

9. Bidders are also required to comply with the general terms and conditions of U&M Department. The
same can be obtained from the officer in charge of Transport Section.

10. Vehicles should have valid and proper documents like RC Book, Insurance Policy, Tax paid token,
Pollution certificates, First aid medicines etc during the contract period. All statutory conditions to
be full filled by contractor at their cost.

11. Any legal proceedings relating to this contract shall be limited to courts of law under the
jurisdiction of the Kerala High Court at Ernakulam.
