1. COMMISSIONING ENVIRONMENTAL CONSIDERATIONS.

1.1 Emission to Land & Air.


Additional solids, liquids emissions and gaseous vents will be introduced because of pre-
commissioning, commissioning, and start-up operations. Commissioning waste plans and instructions
shall recognize even benign wastes and record how they will be dealt with. Environmental plans shall
take cognizance of the CSU (Commissioning & Start up) changes and to minimize the possibility of
accidental spills or fire endangering neighbouring equipment’s.

Hydrocarbons or odorous substances shall not be vented to atmosphere during CSU, except for the
unavoidable situations during essential purging during shutdown, start-up, or emergency situations for
which specific dispensations shall be made. All other gaseous effluent requirements shall follow
Environmental, legal and Client requirements.

1.2 Segregation of Drains, Effluent Recovery and Water Management.


After the introduction of Hydrocarbons into a unit that is being commissioned, drain systems can
provide an unexpected route for flammable hazards to appear in construction areas. The requirement
to segregate and isolate drain systems (accidentally and continuously oil contaminated drains)
between commissioning areas and construction areas is paramount and must be implemented. The
System Completion manager will ensure that the segregation of drains is indicated on a drawing and
the drains are segregated prior to any hydrocarbons being released into drains.

1.3 Commissioning Noise Control.


During the pre-commissioning, commissioning and initial running phases unusually high sound
pressure levels are generated by the activities, these would include such items as air and steam
blowing, safety vent lifting, machinery runs without complete acoustic enclosures etc.

Activities in which safe sound pressure levels can be exceeded will be identified in the relevant
commissioning procedure, the activity will only be permitted where the affected areas have been
identified, boundaries established and signed.

Suitable protection shall be available and provided to the people expected to work in the affected area.
In any case execution of high noise activities should be performed once all personnel have been
evacuated from the area and if possible, outside normal working hours.
