I. Purpose

The purpose of this method statement is to provide the necessary procedure for the effective
Sewerage Crossing 132KV as per the standards and procedures specified for this project.

II. Scope of work

The scope of this work includes the excavation, Shutdown task involves the installation of GRE
portable water line includes the following works:
 Re-Fueling
 Excavation
 Plant Precaution
 De-Watering Procedures

III. Prior Activities


All materials shall be tested for the specified properties to assess their suitability for intended
purpose. The general and particular specifications shall be taken as references to check the
compliance of all materials. Only approved materials shall be used in site. Inspection and test
plan shall be prepared as per the specification and followed as per the frequency mentioned

The work shall be executed as per the specification requirement and approved shop drawings.

IV. Supervision / Responsibilities:

1. Project Manager:
The Project Manager of M/s Emirates Roads Contracting will be the in charge of all activities
executed at site by M/s ERC. All the activities will be carried out under his supervision and
professional guidance. He will monitor the site activities along with the Site Engineer, QC
Engineer, Safety Officer and also will supervise the approved Sub Contractor’s Project in Charge
in all related work. In addition all the above personnel has to abide by ERC QA/QC plan and
make sure safety policies are being implemented at site and hence to provide a safe & quality
working atmosphere.
2. Site Engineer:
The Site Engineer is in charge of the day to day site activities. He shall study the approved
drawings, arrange and prepare the logistic required at project. He will guide the general foreman
regarding the works according to the approved drawings. He will be responsible for the daily
productivity of the construction team at site and shall ensure that the work is being carried out
accordingly to the approved drawings and approved Programme of Works. He along with the
Safety Engineer & QC Engineer will be responsible for ensuring safe working environment and
quality of work.

3. DEWA Supervisor:
The DEWA Supervisor will make sure that the 132 KV is being protected & works will be
conducted according to DEWA standards.
4. General Foreman:
The General Foreman shall be responsible for implementing the work activities under the
professional guidance of the Site Engineer. He shall go though the method statement and risk
assessment for the activity and follow the same and ensure that that foreman and labours are
working in a safe manner. He will conduct the tool box talks to all the site staff and labours along
with the safety office.
5. QC Engineer
The QC Engineer will be responsible for advising, monitoring and ensuring that the work
executed is complying with the approved safety procedures and Quality plan.
6. Survey Team
The survey supervision at site will be carried out by the survey team head, the Chief Surveyor.
He shall study the approved drawings for work and will guide the surveyors accordingly.
The Surveyors will set out site office location and levels for all other activities to be carried out.
The chainmen’s / helpers will be assisting the surveyors
7. Safety Officer
The Safety Officer shall monitor the work activities daily and make sure that proper PPE is being
used at site. He will assist the Forman to do the tool box talks. He may conduct the safety
inductions to the site staff and make them aware of the safe working procedures. He shall
ensure that all the equipments and machineries. He will be available at site all the time. In
addition a professionally qualified certified first aider shall be available at site during work hours
to counter any emergency situation which might arise. The copy of certificate for first aider shall
be submitted to Client.

8. Labours
The labor shall follow the safety measures as per the safety induction and tool box talks given to
them. They have to ensure using proper PPE while working at site. They shall obey strictly site
working rules and shall obey the instructions of the concerned Foreman and Safety Personnel.
They shall be responsible for carrying out all manual works like digging, excavation and other
labor required work.
V. Arrangement for Access

Safe access to site shall be made possible by applying and acquiring entry passes to the staff,
equipment and transport. Safe road access provided on site shall be used as a safety precaution
to prevent unnecessary damage to existing services or facilities on site.

Approved material and all other required material shall be arranged after required
testing as per specification requirement.
The calibration certificates of all total station shall be available at site at all times. For all
Vehicles / equipments to be used on site safety equipment such as fire extinguisher, first
aid kit, vehicle emergency equipment and communication devices will be provide.
The operators shall be in possession of necessary licenses and third party certificates
of competency of the equipments to be used.

VII.Training Requirements.

Safety induction shall be carried out to all the staff and operators prior to any start up and shall
be on the first day of work. Weekly toolbox talk and/or daily pre-task briefing shall be part of
training and shall be documented /recorded.
Major trainings required are:
 Basic first aid training
 Basic safety awareness training
 Specific Equipment training
All the above trainings are required and provided.
VIII. Work Procedure /Sequence
Construction NOC will be obtained from DEWA
Construction NOC will be obtained from the Dubai Municipality before the
commencement of the work.

Internal permit will be prepared and approved by client consultants.

Shop Drawings will be prepared and submitted to consultant and Dubai


Municipality for approval after site condition investigation.

The proposed profiles and the locations of the manholes and the horizontal
alignment of the pipeline will be plotted in the drawing and these locations will be
checked for any obstructions.

A preliminary setting out will be marked along with the manhole locations and
this will be jointly inspected with the consultant surveyor. This will be inspected
by the Engineer's representative and checked for any other service interference
or for obstructions.

Before commencing the excavation, the contractor shall ensure that the profile of
the drainage is in accordance with the approved profile and shall not change due
to site condition. If at all there is a change due to site condition, then he shall
immediately make his proposal and submit to the Engineer and obtain the

approval before commencing the work.

After approval of the setting out is completed, the excavation will be commenced
and the width of the trench shall be as per the specification and extra
excavations shall be filled with proper filling material as mentioned in the clause.

Our proposed safety officer will be responsible for conducting toolbox meeting
with all site personnel and workers. He will be as well as responsible for ensuring
safe excavation, working condition, and provision of ladders, fencing and barriers
where required.

IX. Health and safety Arrangements.

 Proper PPE (Safety shoes, Safety jackets, gloves. Safety goggles, helmet, coverall) shall
be used at site while working.
 All works shall be undertaken with due regard to health and safety rules and regulations.
 The survey team shall undergo a safety induction to be imparted by the company if
required.
 Close coordination with the relevant environmental Authorities shall be done while
carrying out project works in order to preserve the safe environment and avoid
any environmental related issues.
 No smoking policy will be implemented in the whole project site.
 The atmosphere will be inspected and checked by gas monitor contagiously for any
occurrences of any sort of gas in the atmosphere (H2S).
 No. of passenger transporting shall not exceed the allowed limit.
 The Maximum Speed Limit at vehicles used at site shall not exceed the limit allowed in a
particular area.
 It is the Site Engineer/Safety Officer responsibility to ensure the implementation of the
program HSE Plan
 To ensure that the resources are used as per the effective HSE program
 First Aid Kit to be present on site during the survey works are being carried out.
 Red Flag will be provided for the vehicles to ensure their visibility during survey.
 All staff will undergo induction training.
X. Emergency Arrangement

In case of any injury related incident, first aid will be given at site however if there is
any serious injury the patient shall be taken to the nearest hospital. Safety Engineer and
approved safety staff will be the designated first aiders on site.
In cases of emergency the Site Engineer or Safety Engineer shall be informed through
mobile communication. If the Site Engineer and Safety Engineer is not available at site, the
emergency control room shall be informed and arrange for a rescue group if required.
A stand by pick-up shall be provided at site all times with first aid box in order to attend any
minor emergency cases and in case of serious accidents Ambulance or helicopter shall be
called for according to the intensity/ depth of the accident.
In case of emergency the personnel shall evacuate through emergency exits and assemble
at the assembly point provided outside.
Prepare all the accident reports (Major and Minor) and also the investigation methods filed
properly for future internal and external HSE audits.

XI. Welfare Arrangements


Cool drinking water and dehydration solution will be provided on site for the site staff.
A temporary shed will be arranged for taking lunch and rest and shelter in case of sand
storm.
Temporary toilets shall be provided at site.

XII. Waste Management

Trolley bins shall be provided to collect the waste at site and the same shall be disposed
off to a debris yard or a location as per Dubai Municipality Waste management policy, by
means of truck on daily basis.
