9 I understand that recently the South Australian Parliament legislated as to the Voice, even so
10 by Ss51(xxvi) of the Commonwealth of Australia Constitution Act 1900 (UK) the
11 Commonwealth has the sole legislative powers regarding “races”! Also The Commonwealth of
12 Australia pursues a Voice in the Commonwealth of Australia Constitution Act 1900 (UK).

29 position indeed if any particular state is forbidden to pass any distinctive legislation in
30 certain well-known instances. For instance, if Victoria should choose to enact that Afghans
31 shall only get hawkers' licences under certain conditions which are not [start page 228]
32 applicable to Europeans she may be debarred by this sub-section from doing so. I do not
33 know how it will affect our factory law in regard to the Chinese which does not operate
34 beyond the confines of Victoria at all.
35 Sir EDWARD BRADDON.-Why single out the Afghans?
36 Mr. ISAACS.-If any other race possess the same characteristic as the Afghans I will put
37 them in the same class. At all events, the expression general community" means the whole
38 community of the Commonwealth. I do not think that this has any application. If it is to
39 have any application at all, it seems to me to be intended to debar the state from passing
40 legislation-necessary legislation, but purely confined to that state. I do not think that that
41 sub-section ought to be there at all if that is the meaning of it.
42 Mr. BARTON (New South Wales).-I think the original intention of this sub-section
43 was to deal with the affairs of such persons of other races-what are generally called

2 in the Commonwealth at the time it is brought into existence, or who may under the
3 laws of the Commonwealth regulating aliens come into it. We have made the dealing
4 with aliens, which includes a certain degree of coloured immigration, a power of the
5 Commonwealth, and we have made the dealing with immigration a power of the
6 Commonwealth, so that all those of the races who come into the community after the
7 establishment of the Commonwealth will not only enter subject to laws made in
8 respect to their immigration, but will remain subject to any laws which the

10 Commonwealth should not have power to devise such laws.

7 Sy recently published a paper, Australian COVID-19 pandemic: A Bradford Hill analysis
8 of iatrogenic excess mortality which uses the Bradford Hill causality criteria to prove that
9 the COVID vaccines are causing massive excess deaths in Australia. AFAIK, there are no
10 papers showing any alternative explanations. Therefore, the health authorities in Australia,
11 should follow the precautionary principle of medicine and assume the paper is correct until
12 such time as another paper can apply the Bradford Hill criteria using a different hypothesis
13 and show a stronger association.
14 Sy’s paper is summarized by Julian Gillespie, a former attorney, here. He wrote that the
15 paper “needs to be placed before every politician and health bureaucrat who continues to
16 perform their head-scratching silent theatre when asked about Australian Excess Deaths.”

4 expected to set out the legal, scientific and medical basis upon which the purported modeling is
5 based. And without even having the entire “modeling” available to me common sense, at least to

23 hon. and learned member; Dr. Cockburn, has spoken of, and also with animal diseases. It
24 was suggested in Adelaide that these powers might be used in such a way as to have a
25 protective influence in favour of certain states.

27 Mr. Symon: That would be in conflict with the constitution!

29 The Hon. R.E. O'CONNOR: I was going to point that out. There are a number of
30 decisions in America, as has been pointed out by my hon. and learned friend, in
31 which on that very ground or similar grounds it has been held that the law, not being
32 a bona fide exercise of the police powers, is not within the powers of the state. Of
33 course, there is another question behind all that, which I think is a very important one, that
34 is, considering the immense traffic, say, in cattle, that there is right across this continent,
35 the infrequency of habitation, and the difficulties of enforcing the quarantine laws from
36 state to state, whether such a disease, for instance, as the tick disease should be dealt with
37 by the authority of the commonwealth instead of by the states themselves. It is a very
38 important question, and there are many difficulties in the way of its being dealt with by the
39 federal authority. One of the chief of them is, I think, the impossibility of the federal
40 authority administering an act of that kind without having an enormous array of officials
41 and immense expenditure. As we all know, there are in each colony laws-affecting
42 contagious diseases of cattle or sheep, and they are all administered by local bodies, The
43 machinery and administration are simple, and the laws are cheaply worked in the various
44 districts themselves. But if you place them under the federal movement, to be operated
45 by federal officers, you render an [start page 1063] immense machinery necessary to
46 carry out the very simple objects which are carried out by the local bodies at the
47 present time. It appears to me that the balance of reason is in favour of leaving things as
48 they are, leaving power in the states to deal with all those matters that come under the head
49 of police powers in the United States, the infection of animals, the infection of vegetables,
50 the introduction of, animal and vegetable diseases. There is ample power to deal with
51 them, and I think that the matter might be left in that way.

2 The CHAIRMAN: I would point out that there is no question of quarantine or
3 quarantine regulations before the Committee.

5 The Hon. Dr. COCKBURN (South Australia)[12.47]: I think we should renew this debate
6 at some future period. In reply to the hon. and learned member, Mr. O'Connor, I may say
7 that I am not at all sure that our proposed constitution does not go further in reference-to
8 free-trade between the states than the American Constitution does, and therefore, it might
9 require some further provision in view of the very strong words which it contains, although
10 such a provision might not be necessary in America. Words simply prohibiting the
11 introduction of actual disease would not be sufficient. I admit that the decision which has
12 been quoted relates also to anything that has been in contact with any disease in anyway.
13 But it would be necessary in many cases actually to prohibit the introduction of all cattle
14 and all vegetables of a certain character. If Queensland were to relax her local
15 quarantine regulations, it might be necessary for the adjoining colony to prohibit a single
16 hoof of cattle from crossing the border, and this might be held to be an absolute derogation
17 from freedom of trade, unless there were special provision in the constitution dealing with
18 it. It might be necessary for South Australia to prevent the importation of any portion of a
19 vine, and this might be said to seriously derogate from freedom of trade between the
20 colonies. I ask the Drafting Committee to be exceedingly careful in the matter. I think the
21 power does not exist, and I am sure that it should exist for otherwise we should find that
22 the opposition to this constitution bill, if it is assumed that there is no such power given,
23 would be of a very fierce and vehement character.

25 Mr. HIGGINS (Victoria)[12.49]: I think that I can reassure the hon. and learned member
26 to some extent. He has raised an important point, and I do not think that we should reserve
27 these important points until we meet in Melbourne, but should settle them now if we can
28 do so.

30 The Hon. E. BARTON: In how many weeks? We have not finished one provision in
31 two and a half hours!
32
33 Mr. HIGGINS: But this is one of the most important parts of the bill. I think it is our
34 duty, not to have tentative solutions, but to make the best solution we can, and I feel, now
35 that this question has been raised, it is our duty to devote ourselves to it. The hon. member
36 is quite right in saying that the proposed bill goes further in the direction of providing for
37 free intercourse and freedom of trade between the states than does the American
38 Constitution. It goes much further.

40 An HON. MEMBER: By reason of the general words in clause 89. It is proposed to
41 eliminate those words!

43 Mr. HIGGINS: Yes; I made a note of that. It is perfectly clear that under the American
44 Constitution a state can make a law preventing the sale within its own borders of animals
45 having any disease, and to prevent the introduction of such animals, into its territory.

47 The Hon. Dr. COCKBURN: There is no doubt about that!

49 Mr. HIGGINS: The hon. and learned member is quite right in saying that if clause

1 have no such power. A good example of the application of this law in America is given at
2 page 104 of Baker's "Annotated Constitution of the United States":
3 The statute of Minnesota approved April 16th, 1889, entitled " An act for the protection
4 of the public health, by providing for inspection, before slaughtering of cattle, sheep,
5 and swine designed for slaughter for human food" is unconstitutional and void in so far
6 as it requires, as a condition of sales in Minnesota of fresh beef, veal, mutton, lamb, or
7 pork for human food, that the animals from which such meats are taken shall have been
8 inspected in that state before being slaughtered. The inspection thus provided for is of such
9 a character, or is burdened with such conditions, as will prevent the introduction into the
10 state of sound meats, the product of animals slaughtered in other states.
11 To make an inspection law was prima facie within the powers of the state of Minnesota;
12 but the state legislature went beyond its powers in enacting an act which provided for an
13 inspection of such a character as to interfere with the sale in Minnesota of meat brought
14 from other states, Under the bill, as it stands, measures to prevent the introduction of tick
15 will be beyond the powers of the states to enact. Under the American Constitution, full
16 power is given to provide against the introduction of tick into a state; but if in preventing
17 the introduction of tick or other disease, an undue interference with the course of trade is
18 created, which protects one state against the other states, the courts will interfere, and say
19 that the law is unconstitutional and void. I think that the course of leaving this matter to the
20 Drafting Committee to consider is the correct one.

22 The Hon. E. BARTON (New South Wales)[12.53]: I intimated a little earlier -I do not
23 know that the hon. and learned member, Dr. Cockburn, heard me-that I intended to make
24 clause 89 read in this way:
25 So soon as uniform duties of customs have been imposed, trade and intercourse
26 throughout the commonwealth is not to be restricted or interfered with by any taxes,
27 charges, or imposts.
28 If this amendment is made, the matter maybe considered in connection with clause 99,
29 which provides that:
30 All powers which at the establishment of the commonwealth are vested in the
31 parliaments of the several colonies, and which are not by this constitution exclusively
32 vested in the parliament of the commonwealth, or withdrawn from the parliaments of
33 the several states, are reserved to, and shall remain vested in, the parliaments of the
34 states respectively.
35 At the present time this power exists in all the states; but if the amendments I have
36 suggested be carried the prohibition of the importation of diseased animals or plants will
37 not be a matter of taxes, charges, or imposts. Therefore, the power to prevent the
38 introduction of diseases would still remain with the states, except in so far as any state
39 law was found to be an intentional derogation from the freedom of trade. I think that if
40 we amend clause 89 in the way I suggest the object of the hon. and learned member, Dr.
41 Cockburn, will be met; but if it is not met I will undertake to deal with the matter in any
42 way that he suggests.

46 The Hon. I.A. ISAACS (Victoria)[12.56]: Will the hon. and learned member also take
47 note in this connection of the concluding words of clause 95? That clause must be brought
48 into accord with clause 89 as amended. I would also point out with regard to the word
49 "country" that some little difference of opinion may arise as to the meaning of that word.

33 for one have spoken out about the gross injustice inflicted by the (Australian) Federal Government in its
34 LOCKDOWNS and by this refusing to provide the same services and support to the 457 visa holders as any
35 other taxpayer. This is not being a "racist" rather to the contrary making clear we should accept that the 457
36 visa holders are entitled to their human and other constitutional/legal rights as others. I for one have spend
37 months researching details and constantly refer to the video's that are available on the Internet, including their
38 links. As such, the issue I pursue is the truth, and that I view requires a ROYAL COMMISSION. We have
39 politicians claiming that it is all about protecting the "vulnerable" but reality is that their conduct is anything
40 but to do that. And then we have the Queensland Premier faking an immunization. Ordinary my wife (87)
41 would attend to out patient to see a specialist and then is given prescriptions for her medications. Now the
42 consultation was to be by telephone and more than 3 weeks later she still have not received the prescriptions,
43 despite many email asking for them. Is this how you claim to look after the "vulnerable" when you deny the
44 scripts for the medications? We are bombarded about how many people purportedly died because of COVID-
45 19 but there are still reports that the testing is unreliable. That a coroner made clear she is instructed to add
46 the code for COVID-19 regardless if the patients actually had it. As such, let us be clear about it, that the
47 death toll is manipulated to pretend a high COVID-19 death toll when many if not most may have died due to
48 other causes. To misuse the dead toll merely so hospitals can be paid more monies I view is absurd. And
49 when you got groups of doctors and nurses at hospitals doing dancing because there are no patients then ask
50 where are all the patients who died? No matter what you may call the spread of an illness it never should
51 permit governments to blatantly ignore the rule of law. Once you accept them to do so then they will by
52 increments do more and more. As for "University of Queensland virologist Ian Mackay" let him check out

35 From Big Tobacco to the nuclear industry and pharmaceuticals, industry has historically
36 dictated WHO’s global agenda and continues to do so in the present day, putting profits
37 and power ahead of public health. 1
38 Bill Gates Is WHO’s No. 1 Funder
39 In April 2020, Donald Trump suspended U.S. funding to WHO while the administration
40 conducted a review into its “role in severely mismanaging and covering up the spread of
41 the coronavirus.”2 This clearly propelled the Bill & Melinda Gates Foundation into the
42 WHO’s No.1 funder slot. Upon election, President Joe Biden reversed the Trump
43 administration decision, restoring U.S. funding to WHO. 3
44 However, Bill Gates is still the No. 1 funder, contributing more to WHO’s $4.84 billion
45 biennial budget4 than any member-state government. As revealed in a preview copy I
46 received of “Vax-Unvax,”5 Robert F. Kennedy Jr.’s new book, which will be released in
47 November 2021, “Gates has used his money strategically to infect the international aid
48 agencies with his distorted self-serving priorities. The U.S. historically has been the largest
49 direct donor to WHO.”

1 However, Bill Gates contributes to WHO via multiple avenues, including the Bill &
2 Melinda Gates Foundation as well as GAVI, which was founded by the Gates Foundation
3 in partnership with WHO, the World Bank and various vaccine manufacturers.
4 As of 2018, the cumulative contributions from the Gates Foundation and GAVI made
5 Gates the unofficial top sponsor of the WHO, even before the Trump administration’s 2020
6 move to cut all his support to the organization. And in fact, Gates gives so much that
7 Politico wrote a highly-critical article6 about his undue financial influence over the WHO’s
8 operations in 2017, which Politico said was causing the agency to spend:
9 “… a disproportionate amount of its resources on projects with the measurable
10 outcomes Gates prefers … His sway has NGOs and academics worried. Some
11 health advocates fear that because the Gates Foundation’s money comes from
12 investments in big business, it could serve as a Trojan horse for corporate
13 interests to undermine WHO’s role in setting standards and shaping health
14 policies.”
15 Plus, Gates “also routes funding to WHO through SAGE [Strategic Advisory Group of
16 Experts] and UNICEF and Rotary International bringing his total contributions to over $1
17 billion,” Kennedy explains in the book, adding that these tax-deductible donations give
18 Gates both leverage and control over international health policy, “which he largely directs
19 to serve the profit interest of his pharma partners.”
20 As noted in the featured film, when it was founded, WHO could decide how to distribute
21 its contributions. Now, 70% of its budget is tied to specific projects, countries or regions,
22 which are dictated by the funders. 7 As such, Gates’ priorities are the backbone of WHO,
23 and it wasn’t a coincidence when he said of WHO, “Our priorities, are your priorities.”8
24 “Gates’ vaccine obsession has diverted WHO’s giving from poverty alleviation, nutrition,
25 and clean water to make vaccine uptake its preeminent public health metric. And Gates is
26 not afraid to throw his weight around,” according to Kennedy’s book. “… The sheer
27 magnitude of his foundation’s financial contributions has made Bill Gates an
28 unofficial — albeit unelected — leader of the WHO.”
29 Pharma & WHO Cashing Checks in Previous Pandemics
30 During the 2009 H1N1 (swine flu) pandemic, secret agreements were made between
31 Germany, Great Britain, Italy and France with the pharmaceutical industry before
32 the H1N1 pandemic began, which stated that they would purchase H1N1 flu
33 vaccinations — but only if a pandemic level 6 was declared by WHO.
34 The “TrustWHO” documentary shows how, six weeks before the pandemic was declared,
35 no one at WHO was worried about the virus, but the media was nonetheless exaggerating
36 the dangers. Then, in the month leading up to the 2009 H1N1 pandemic, WHO
37 changed the official definition of pandemic, removing the severity and high mortality
38 criteria and leaving the definition of a pandemic as "a worldwide epidemic of a
39 disease."9
40 This switch in definition allowed WHO to declare swine flu a pandemic after only 144
41 people had died from the infection worldwide. In 2010, Dr. Wolfgang Wodarg, then
42 head of health at the Council of Europe, accused pharmaceutical companies of
43 influencing WHO’s pandemic declaration, calling swine flu a “false pandemic” that
44 was driven by Big Pharma, which cashed in on the health scare. 10
45 According to Wodarg, the swine flu pandemic was “one of the greatest medicine
46 scandals of the century.”11 In the investigation into WHO and Big Pharma’s falsification
47 of a pandemic, an inquiry stated:12
48 “… in order to promote their patented drugs and vaccines against flu,
49 pharmaceutical companies influenced scientists and official agencies
50 responsible for public health standards to alarm governments worldwide and

1 make them squander tight health resources for inefficient vaccines strategies,
2 and needlessly expose millions of healthy people to the risk of an unknown
3 amount of side effects of insufficiently tested vaccines.”
4 While governments ended up with stockpiles of vaccines they would never use, many of
5 those who received the H1N1 swine flu vaccine suffered from adverse effects including
6 Guillian-Barre syndrome, narcolepsy, cataplexy and other forms of brain damage.13
7 The Origins Cover-Up
8 WHO’s investigation into COVID-19’s origin was also a “fake” investigation from the
9 start. China was allowed to hand pick the members of the WHO’s investigative team,
10 which included Peter Daszak, Ph.D., who has close professional ties to the Wuhan Institute
11 of Virology (WIV).
12 The inclusion of Dazsak on this team virtually guaranteed the dismissal of the lab-origin
13 theory, and in February 2021, WHO cleared WIV and two other biosafety level 4
14 laboratories in Wuhan, China, of wrongdoing, saying these labs had nothing to do with the
15 COVID-19 outbreak.14
16 Only after backlash, including an open letter signed by 26 scientists demanding a full and
17 unrestricted forensic investigation into the pandemic’s origins, 15 did WHO enter damage
18 control mode, with Director General Tedros Adhanom Ghebreyesus and 13 other world
19 leaders joining the U.S. government in expressing “frustration with the level of access
20 China granted an international mission to Wuhan.”16
21 A couple of noteworthy points — Gates handpicked Ghebreyesus as WHO’s director
22 general, not because of his qualifications — Tedros has no medical degree and a
23 background that includes accusations of human rights violations — but due to this
24 loyalty to Gates, again according to Kennedy’s book.
25 Further, WHO’s allegiance to China was secured years earlier, when China secured WHO
26 votes to ensure its candidates would become director-general. A Sunday Times
27 investigation also revealed that WHO’s independence was severely compromised and its
28 close ties to China allowed COVID-19 to spread in the early days of the pandemic while
29 obfuscating the investigation into its origins. According to the Sunday Times: 17
30 “The WHO leadership prioritized China’s economic interests over halting the
31 spread of the virus when Covid-19 first emerged. China exerted ultimate
32 control over the WHO investigation into the origins of Covid-19, appointing its
33 chosen experts and negotiating a backroom deal to water down the mandate.”
34 WHO’s China Ties Played ‘Decisive Role’ in Pandemic
35 On January 28, 2020, four weeks after Taiwan had alerted WHO that a mysterious
36 respiratory illness was spreading in China, WHO had not yet taken action and
37 continued to praise China.
38 Tedros even praised China for their transparency and said the Chinese president had
39 “shown ‘rare leadership’ and deserved ‘gratitude and respect’ for acting to contain the
40 outbreak at the epicenter,” the Sunday Times reported. “These ‘extraordinary steps’ had
41 prevented further spread of the virus, and this was why, he said, there were only ‘a few
42 cases of human-to-human transmission outside China, which we are monitoring very
43 closely.’”18
44 Speaking with the Sunday Times, professor Richard Ebright of Rutgers University’s
45 Waksman Institute of Microbiology in New Jersey, said it was this close connection that
46 ultimately steered the course of the pandemic:19
47 “Not only did it have a role; it has had a decisive role. It was the only motivation. There
48 was no scientific or medical or policy justification for the stance that the WHO took in
49 January and February 2020. That was entirely premised on maintaining satisfactory ties
50 to the Chinese government.

1 So at every step of the way, the WHO promoted the position that was sought by the Chinese
2 government … the WHO actively resisted and obstructed efforts by other nations to
3 implement effective border controls that could have limited the spread or even contained
4 the spread of the outbreak.
5 It is impossible for me to believe that the officials in Geneva, who were making those
6 statements, believed those statements accorded with the facts that were available to them
7 at the time the statements were made. It’s hard not to see that the direct origin of that is the
8 support of the Chinese government for Tedros’s election as director-general …
9 This was a remarkably high return on [China’s] investment with the relatively small sums
10 that were invested in supporting his election. It paid off on a grand scale for the Chinese
11 government.”
12 WHO Corruption Runs Deep
13 Even prior to the pandemic, WHO had released a statement that it had been in discussions
14 with Facebook to “ensure people can access authoritative information on vaccines and
15 reduce the spread of inaccuracies.”20 At WHO’s first Global Vaccination Summit, held in
16 Brussels in September 2019, Jason Hirsch, Facebook’s public policy manager, alluded to
17 the censorship and media manipulation that was to come:21
18 “The first thing that we are doing is reducing the distribution of misinformation
19 about vaccinations and the second thing that we are doing is increasing
20 exposure to credible, authoritative content on vaccinations.”
21 Rather than putting public health first, such as pushing for safety studies into vaccination,
22 WHO’s history clearly illustrates its allegiance to Big Pharma and other industries. WHO,
23 for instance, has downplayed the health effects caused by the 1986 Chernobyl nuclear
24 disaster, stating that only 50 deaths were directly caused by the incident and “a total of up
25 to 4,000 people could eventually die of radiation exposure” from the disaster. 22
26 WHO signed an agreement with the International Atomic Energy Agency (IAEA), which
27 is “promoting peaceful use of atomic energy,” in 1959, making it subordinate to the agency
28 in relation to ionizing radiation.
29 WHO’s response to the Fukushima radiation disaster in 2011 was also criticized, with
30 evidence of a high-level coverup.23 WHO once again downplayed the risks, stating “the
31 predicted risks are low and no observable increases in cancer rates above baseline rates are
32 anticipated.”24
33 WHO also received more than $1.6 million from opioid giant Purdue from 1999 to 2010
34 and used industry-supported opioid data to incorporate into its official pro-opioid
35 guidelines. According to the Alliance of Human Research Protection, WHO’s
36 collaboration with Purdue led to expanded opioid use and global addiction. 25
37 Due to its acceptance of private money, a review in the Journal of Integrative
38 Medicine & Therapy went so far as to say the corruption of WHO is the “biggest
39 threat to the world’s public health of our time,” particularly as it relates to WHO’s
40 drug recommendations — including its “list of essential medicines” — which it
41 believes is biased and not reliable. 26
42 Given the strong and ongoing evidence that WHO is heavily conflicted and controlled
43 by industry, its usefulness as a guardian of public health needs to be seriously
44 reevaluated.

17 Dr Skerritt: We have a number of reports of deaths of people of all ages, including
18 children, temporally related to adverse events from vaccination or not related to adverse
19 events from vaccination, just related in time. So these two reports were received in our
20 database of adverse event notifications. Unfortunately, we were unable to get sufficient
21 information on these particular cases to assess them in detail, but the information we did
22 have is that they were associated with heart attack, which is not a known adverse event of
23 any of the COVID vaccines.
24 Senator ANTIC: I'm sorry. Did you just say that cardiac arrest is not an associated—
25 Dr Skerritt: Adverse event.
26 Senator ANTIC: Myocarditis, which leads to heart attacks, is.
27 Dr Skerritt: No. The two are different. Myocarditis is an inflammation of the heart muscle.

34 different clinical entity. Some people with myocarditis do have an increased propensity for
35 heart attack, but they are different from a myocardial infarction.

40 Senator ANTIC: Sure. At the end of the day, the question was when did the TGA become
41 aware of the deaths of a seven-year-old and a nine-year-old from cardiac arrest in a short
42 time frame from having a COVID vaccine?
43 Dr Skerritt: I would have to take on notice the dates they reported those individual cases to
44 the database of adverse event notifications. As I've said before, we have almost 1,000
45 reports of deaths temporally around the same time as COVID vaccination, of which 14
46 have been determined to be related to COVID vaccination.
47 Senator ANTIC: These are—
48 Dr Skerritt: So there are probably many more people under 20 or 30, whatever age you
49 care to call, who have been reported to us. But these reports do not indicate causality.
50 Quite often they come with very limited information. Sometimes they come with very
51 detailed information. We try to get more information where we can, but we can't always.

1 Senator ANTIC: You do have in front of you two notes filed which relate to both of the
2 incidents, which were obtained via freedom of information.
3 Dr Skerritt: Yes.
4 Senator ANTIC: Both of which, I think, draw a conclusion that they were as a result of the
5 COVID vaccination.
6 Dr Skerritt: No, that is incorrect. If they are as a result of vaccination, we would have put
7 out an announcement. They were not concluded to be associated with it.
8 Senator ANTIC: So these are a seven-year-old and a nine-year-old who just died. How
9 often do seven- and nine-year-olds die of cardiac arrest?
10 Dr Skerritt: Unfortunately, it's not as uncommon as you think.
11 Senator ANTIC: Really?
12 Dr Skerritt: Yes. In fact, if you look especially at sporting events, you find that somewhere
13 between 100 and 200 Australians under 30 die of what we call sudden cardiac death.
14 Admittedly, they are often people in their teenage years and 20s, but sometimes they do go
15 younger. They are rare, but they are not unknown. You have over 100 people. Often they
16 are football players on a football field.
17 Senator ANTIC: Were the deaths of these two children relayed to ATAGI at any time
18 thereafter? I believe these happened very early on in the vaccine rollout.
19 Dr Skerritt: It's the TGA's responsibility, again using an external vaccine safety
20 investigation group, to determine causality. The external group is when there is questions
21 around the case. As we've indicated in this place before, each of these were looked at by
22 three separate doctors, including a senior doctor, as you'll see from a redaction—the letters
23 'MO' mean medical officer. This is someone who is trained and registered in Australia.
24 They reviewed each of these. They were not seen as being associated with vaccination.
25 That is incorrect.
26 Senator ROBERTS: I want to follow up on Senator Antic.
27 CHAIR: He has 37 seconds left. It is up to Senator Antic.
28 Senator ANTIC: You can, yes, Senator Roberts.
29 Senator ROBERTS: In freedom of information request 3727 from Queensland, Dr McCann
30 requested causality assessments for all of the reported death in the DAEN database, which
31 on negotiation was reduced to 11 documents, of which 10 related to DAEN death reports.
32 These documents showed the TGA had assessed as causally linked to COVID vaccine
33 deaths that are not included in the 14 deaths from COVID injections, including the nine-
34 year-old and the seven-year-old.
35 Dr Skerritt: Senator, the statement you've just made is false, absolutely false.
36 Senator ROBERTS: It's under freedom of information.
37 Dr Skerritt: Yes. And it's absolutely false. Go and read the freedom of information and see
38 what it actually says. We have reported every death that has been associated with these
39 vaccines. Why on earth would we hide a seven- and a nine-year-old?

2 year-olds. Dr Skerritt: Senator, you're misunderstanding basic English. Causality is—
3 CHAIR: Senators, the committee will suspend for a moment and then Senator Rennick has

5 Senator RENNICK: It does say causality here at the bottom of these two statements. My
6 question is: at some point, the AEFI assessment team has said causality. The other
7 assessment—
8 Dr Skerritt: No.
9 Senator RENNICK: Can I just finish my statement?
10 CHAIR: Dr Skerritt, Senator Rennick is entitled to ask his question in silence and then you
11 will give your answer in silence.
12 Senator RENNICK: Of the 10 that we've seen, some say awaiting causality and some say
13 it's not causality. There are four. One has a question mark. The other three say causality.
14 My question is: why did these particular ones with causality have causality? Who has
15 overruled that and why?
16 Dr Skerritt: Senator, causality is a heading. That is what I was trying to explain. It's the
17 way it's used on the form. You have a decision. Let's use the example that you've quoted at
18 me. I have the form in my hand. It says causality. In the next dot point under causality, it
19 says WHO, unable to be determined, unclassifiable because of a lack of information.
20 Causality is the heading. It's not the conclusion.
21 Senator RENNICK: It actually says 'decision, causality'.
22 Dr Skerritt: It says decisions, dot point 1. I can table this for the chair. I have the document
23 in front of me. It says, 'Decisions, dot point 1, causality, then WHO, unclassifiable, unable
24 to be determined.' That is what it says in black and white.
25 Senator RENNICK: You previously described cardiac arrest as a heart attack. They are two
26 separate things. Do you know the difference between a cardiac arrest and a heart attack?
27 Dr Skerritt: There's a range of different—
28 Senator RENNICK: You just submitted it.
29 CHAIR: Senator Rennick! Dr Skerritt.
30 Dr Skerritt: Yes, thank you. This was a cardiac arrest but it was not determined, with the
31 information given, to be related to the vaccination—as I've said again. What I feel is
32 absolutely wrong that you are saying is that somehow this form said that it was causally
33 related. The form did not say that. I swear on my mother's grave.
34 Senator RENNICK: Okay. You've got your point across.
35 Dr Skerritt: Thank you.
36 Senator RENNICK: You just said myocarditis doesn't lead to heart attacks. Does
37 myocarditis lead to cardiac arrest?
38 Dr Skerritt: There are cases where people who have had myocarditis have an increased
39 prevalence of a range of other cardiac conditions. But to say that it leads to cardiac arrest is
40 misleading, especially given that most myocarditis associated with vaccination—indeed,
41 there's a recent publication in a top medical journal by Nordic scientists—is much milder
42 than myocarditis after COVID infection or other forms of viral myocarditis.
43 Senator RENNICK: I will dispute that, but that's not what I'll dispute right now. There's a
44 21-year-old female who died from the Moderna vaccine. She had an antiphospholipid
45 syndrome, which is an autoimmune disease. The vaccine was never tested on people with
46 autoimmune diseases. Why haven't you put a label on the actual vaccine to warn people if
47 they have an antiphospholipid syndrome, which is one in 2,000 people, higher than the rate
48 of multi-inflammatory disease that you have said is one in 3,000. Why haven't you put a
49 label on the vaccine to warn people about that?
50 Dr Skerritt: Again, I've got to pick you up on your science. First of all,
51 antiphospholipid syndrome is actually even a bit more common than that. It might be

1 one per cent of people. So it's a considerably common condition. Because it was a
2 common condition, early in the rollout of the vaccines it was indeed studied whether
3 people with antiphospholipid syndrome had an increased risk after vaccination. There were
4 international studies carried out published in the world's top medical journals. There was a
5 study using Italian patients. There was a study using Turkish patients. I believe the third
6 study was done in British patients. Let me just quote from one of them:

11 The COVID vaccine does not increase the risk of thrombolitic events among patients
12 with antiphospholipid syndrome, according to study results published in
13 Rheumatology. Rheumatology is a top journal which would cover people with
14 antiphospholipid syndrome. I will then go to the patient group. There's actually a patient
15 support group in the UK for people who have antiphospholipid syndrome. I will read from
16 their web advice to patients: There is no evidence to suggest that patients with
17 antiphospholipid syndrome were at increased risk of complications from the available
18 COVID vaccines. Senator RENNICK: You said in a press conference that Moderna would
19 provide 100 per cent protection from death. Well, in this case, it didn't. You said it would
20 provide—
21 Dr Skerritt: Senator, I didn't say that.
22 Senator RENNICK: I haven't finished my question. Don't interrupt.
23 Dr Skerritt: Well, I did not—
24 Senator RENNICK: You said it would provide—
25 CHAIR: Excuse me.

28 Senator RENNICK: It said it would provide protection from infection for 93 per cent of the
29 people for up to six months. You were wrong. Will you retract that statement?
30 Dr Skerritt: No, Senator. I will not retract that statement. Once again, you've quoted me out
31 of context, and I would suggest deliberately, Senator. If you go back to the record of that
32 press conference, it was quoting the clinical trial results as published in the New England
33 Journal of Medicine as I stood up with your former colleague Minister Hunt. When I stated
34 that, I stated: Here are the results from the New England Journal of Medicine from a
35 clinical trial that showed 100 per cent protection against death in that clinical trial. So I
36 stand by that statement because that paper stands in the New England Journal of Medicine,
37 which is one of the world's top three medical journals. So I stand by that statement. But
38 you have somehow reworded it, Senator.
39 Senator RENNICK: I'm quoting your own words.
40 CHAIR: Excuse me, Dr Skerritt. Senator Antic on a point of order.
41 Senator ANTIC: I want to raise a point of order. The witness has clearly impugned Senator
42 Rennick's motives in saying he deliberately misquoted something or misled.

19 Senator McGRATH: I was just going to say that I'm sure you're going to miss us! I have
20 some questions in relation to the issue of vaping, which I raised previously with you. At
21 the last estimates, the TGA took on notice the membership of the minister's round table on
22 the review into the regulatory regime around nicotine vaping products. I have looked at the
23 list. Most of the organisations on that round table were formerly proponents of the current
24 regime. It is a regime which has delivered a black market that makes up at least 90 per cent
25 of the vaping products sold in Australia. Why have these same organisations been drafted
26 in to fix a mess of their own making?
27 Dr Skerritt: I won't describe it as a mess of their own making. The particular invitees to the
28 round table were determined by the minister and the minister's office, not by the TGA.
29 Senator McGRATH: Why was there not a single representative of the retail or pharmacy
30 sector on the round table?
31 Dr Skerritt: Again, we were not involved. This was a meeting coordinated by the minister's
32 office. The TGA was not involved in sending out invitations or whatever. I understand the
33 ministers had meetings with a range of stakeholders, including the retail sector and so
34 forth, but those questions would be best directed to his office. We didn't organise that
35 meeting at the TGA.
36 Senator McGRATH: Minister, I might put the question to you because you're representing
37 the minister. In relation to the round table, why wasn't there a single representative of the
38 retail or pharmacy sector? Senator Gallagher: Thank you, Senator McGrath. I'll probably
39 have to take that on notice. I wasn't involved in the invites for the round table. I'm sure it's
40 just the first of many consultations that the minister for health will be having in this regard.
41 If there are people who want to engage with the minister, I'm very happy to facilitate that
42 request. I will see if I can come back to you, Senator McGrath, with any further
43 information.
44 Senator McGRATH: Dr Skerritt, what were the recommendations of the round table?
45 Dr Skerritt: The round table didn't produce a list of recommendations as such. There was
46 not a record of meeting. I was present at the round table. It was mainly researchers and
47 others, such as the Australian Medical Association and the RACGP, who either talked
48 about their own research experience, particularly with a focus on youth vaping, or doctors
49 talking about their experience with people with smoking cessation. But there was not a
50 communique from that round table, to my knowledge.

1 Senator McGRATH: I think, Minister, that's probably a good reason to have

2 representatives of the retail and pharmacy sector there to assist.
3 Senator Gallagher: Clearly, I have had a number of discussions with the minister about
4 tobacco and vaping control issues. It is interesting, particularly what is happening with
5 vaping. I think anyone who has high school students at the moment knows how prevalent
6 vaping is becoming in schools and the risk that young people are taking with their health
7 by engaging in vaping. I would see it as the first of many engagements, Senator McGrath. I
8 think this is obviously an area where there's growing interest and where more research is
9 coming out so we're more aware of the harms that are caused by vaping. There is a
10 growing concern in the community. I imagine there will be many more engagements on
11 this issue. I'm very happy to make sure that the groups that may have gone to you wanting
12 that engagement are put in contact with the minister's office.

16 as now appears Labor Party chair then is unduly interfering to get the TGA and others of the

20 Many Australians of Aboriginal descent have earned their lifestyle due to dedication and hard
21 work as anyone else can achieve in such manner. Those who became lawyers may very well not
22 want to get involved in the numerous problems other Australians of Aboriginal descent ended up
23 in because if it self-inflicted that neither the Voice or any amount of monies will change their
24 self inflicted harm. It is for them to so to say pull up their socks and get to work on building their
25 self respect, etc. Let us be clear that the 1967 con-job S51(xxvi) referendum did not resolve any
26 problems and neither will any Voice. People’s attitude that the world owns them is what really
27 often is the issue. Because Aboriginal ending up in detention should not soften the courts
28 response but rather, it should be an incentive to get those people to understand they are their own
29 cause of problems they have and should like others observe the rules of society. Failure to do so
30 only ensures the problems will never be resolved no matter how much money is thrown onto
31 them. In my view any alleged Section 129 referendum for Voice should be aborted and instead
32 the Federal government stop being involved in warmongering with Ukraine this as where it
33 supports the Ukraine NAZI Government to continue genocide against ethnic Russians then do
34 not expect them to care less about the killing of “Kumanjayi Walker” or others like her! As for
35 any “constitutional lawyer” that is an oxymoron as like a “Firefighter Firebug”! For those voting
36 for Voice I view are the real racist in our midst, making clear that a person’s right is not equal
37 when born in the same country but rest upon claimed race! Yet, where is the legal provision what
38 actually constitutes ma person to be of a certain race! This underlines the gross incompetence of
39 politicians not even able to deal with the very basics of what is a particular race!
