The supervising engineer or architect is also liable with contractors if collapse is due to construction defects or inferior materials. 2) The proposed works must be in accordance with filed civil/structural plans and conform to the latest National Structural Code, Building Code, and its IRR. 3) Before construction, a duly accomplished "Notice of Construction" must be submitted to the Building Official's Office.
