Currently it's active on 450 / 5690 cells. Current OSC traffic share in the NW is ~3.5%

It's already active in complete NW but AMR-WB codec share is only around 3%. Same was
DONE raised earlier with Core and pending on their end since MTC codec is always decided by Core
and field testing shows that core is not allocating AMR-WB during MTC
