SCHOOL DISASTER CONTINGENCY FOR TYPHOON

A. Introduction
Disaster knows no race, ethnicity or political boundaries. They may strike at
any time or place. During times of disaster, the risk to the most vulnerable groups in
the school are learners is high. Every region is confronted with challenges of
mitigating the effect, especially in disaster-prone areas.

Disasters disrupt the schooling pattern of children and the youth, and affect
the quality of education service in school communities. Classes can be suspended for
an uncertain period of time and special classes may be necessary to make up for the
lost time, extending the school year of children. These special classes are usually held
in emergency learning spaces or makeshift classrooms within the school grounds.
Whether natural or man-made disasters, would really affect the education
sector in our respective region since it causes damage to school buildings, loss
furniture, learning materials and equipment, resulting in disruption of the education
program.
San Sebastian Elementary School is located at Brgy.San Sebastian, Matag-ob,
Leyte.It is one of the multigrade schools in the District of Matag-ob. It is founded in
the year 1975 and located 2.5 kilometers away northeast of the Poblacion.The school
has a total land area of 10,000sq. m. with flat topography. It is a complete school in a
small category. Kindergarten to Grade VI is offered . The total enrollment is 57
pupils, 24 male and 33 female with 3 teaching staff and 1 school head.

The school has 3 buildings, each building has 2 classrooms including ICT room
and Principals office. All buildings are in good condition. The school has a playground
for children, communal comfort room and functional lavatories with water supply . The
entire school perimeter area is secured.

Barangay San Sebastian is located in an upland area and is classified as hilly.

Rationale:
Matag-ob, Leyte is exposed to seven natural hazards: such as typhoon, landslide, flooding,
fire, drought and earthquake. San Sebastian is exposed to four identified hazards such as
earthquake, typhoon, landslide and fire. Typhoon and earthquake are the most common and most
destructive hazards that affect the school.
As we all know that based on the data identification among hazards, typhoon is the no.1 in
the hazards mentioned. Based on the ever-recorded hazards, typhoons had been destructive to the
locality that bring landslides and destroyed properties both schools and community houses and crops.
Back to the actual scenario during typhoon Yolanda, mostly of classrooms were damaged which
greatly affect the school operation. The school is located on top of the hill which is prone to strong

winds. Because of this reason, there is a need for a contingency plan to ensure the protection of
lives and properties in the event of typhoon which will guarantee the preparedness of the school in
the implementation of the disaster risk reduction management.
