How To Get New License/Renewal of
License
As per provisions under DMC Act, 1957, Public Health Department of South Delhi Municipal Corporation (SDMC) grants health trade licenses (HTL) under section 417, 420, 421
& 422 of DMC Act, 1957 to the trades affecting directly or indirectly to the health of public at large. The HTLs are granted as per Technical Instructions and Bye-Laws for Trade
Licenses duly approved by the Delhi Municipal Corporation in exercise of the powers conferred by Section 481 (I) J (4) of the Delhi Municipal Corporation, 1957 (66 of 1957) are
hereby published for general information the same having been approved by the Central Government as required by Sub-Section (I) of Section 483 of said Act and amendments
being done by Delhi Municipal Corporation from time to time.
The HTL is granted in commercial area, local commercial area, residential/notified commercial/mixed land use/pedestrian streets, industrial & Lal Dora area. Currently SDMC is
granting Health Trade Licenses to about 88 types of Health Trades which have been categorized as A, B & C categories on the basis of preparation, processing, manufacturing
and services.
Earlier the traders use to submit their application on file with about 18-20 documents in Central Service Bureau (CSB) along with Rs.250/- as processing fees. The applications
were processed by PHI and put up before DHO-Addl MHO-MHO for grant/rejection of HTL and it used to be disposed of within 60 days. The public used get harassed due to
lengthy licensing process. Hence, the process of health trade licenses has been made simplified with the approval of competent authority.
Now the traders dealing with health trades under SDMC jurisdiction can obtain health trade license by applying through SDMC portal via online i.e. sdmconline.gov.in by
uploading only 5-6 essential documents. The applicant can make payment of required processing fee, registration & license fee by credit/debit card or online banking via online
only and take out print from their home or establishment. The list of essential documents is as under:
1. Poof of Legal Occupancy like Sale Deed/Lease Deed/Rent Agreement/Allotment Letter from Government agency/GPA/Copy of latest paid bill of DJB/electricity/landline
telephone phone
2. Site Plan showing inside detail of premises in occupation
3. Proof of identity of the licensee like photo I-card with photo pasted on it
4. Copy of VAT, PIN/TIN number
5. The statements by the applicant in form of undertaking/declaration with special attention on Fire NOC in case of Restaurant having more than 50 seats, Guest House,
Lodging House, Cinema, Circus, Auditorium, Hotel & Motel
The list of Commercial/MLU status of property/premises and Technical Requirement of the Trade may be seen on the webpage as per notification of roads under Master Plan
Road (MPD-2021). The payment of fee will be made via online on successful submission of application. The category-wise list of trades is as under:
Boarding/Lodging House:
1. Dharmshala/Sarai
2. Guest House/Lodging House with dining
3. Hotel with Restaurant
4. Lodging/ Boarding House with less than 20 beds
5. Lodging/ Boarding House with more than 20 beds
6. Any other Trade(s)

Storage & Sale:
1. Any other article of food & drink not classified Asafetida, atta, dal, spices, bakery & confectionary products, cold storage, flavoring agents, artificial sweetener, anti
oxidants, emulsifying and stabilizing agents and preservative permitted for use in food and beverages
2. Asafetida
3. Bakery and Confectionary
4. Cold Storage
5. Flavoring agents, artificial sweeteners, anti Oxidants, Emulsifying agents and stabilizing agents and preservatives permitted for use in food, food container
6. Ghee, Edible Oils incl. Edible vegetable fats including margarine

GROUP ‘C’
The trades listed in category A & B will be verified by department randomly while trades listed in category C cannot be obtained HTL instantly. The HTL to the trades listed in
category C will be issued only after approval of Municipal Health Officer. The grant of HTL to Catering Van/ Chef Cart has been abolished but renewal may be taken. The HTL to
the trades running in basement have been made restricted with mandatory field option of uploading the Fire NOC & sanctioned building plan of the basement floor where trade
has been shown in the plan.
The auto generated message by E-mail about Property Tax & Conversion Charges/Parking Charge will be sent to Property Tax & Building Departments for verification of
tax/charges. SDMC will be free to take action in case of violation of technical guidelines, wrong documents & false undertakings at any time.
