EXECUTIVE SUMMARY
The DEDP is anchored on the four pillars of basic education – Access, Equity,
Quality and Resilience and Well-Being. It also resonates the critical components of
MATATAG and the DepEd battlecry “Bansang Makabata. Batang Makabansa” and
ZamPen’s “Bring Them, Keep Them, Teach Them, and Protect Them.” In order to
achieve the goals of basic education, the DEDP provides the specific directions and
initiatives that will render each pillar operational with carefully designed enabling
mechanisms for governance and operations that are translated into the Division RACE:
• Reaching out to all school-age children, out-of-school youth, and adults for
access to relevant basic learning opportunities.
Reaching out (Access) emphasizes the need for all school-age children, out-of-
school youth, and adults to have access to basic learning opportunities. The indicators for
ACCESS are used to assess the level of participation of school-age children – learners in a
particular level of education.
Under Allocating (Equity), all school-age children, youth, and adult learners in
disadvantaged situations are provided inclusive basic education learning opportunities –
formal and informal, and receive appropriate equity initiatives in terms of learning
resources.
As DepEd moves forward with a strategic roadmap to address the challenges of basic
education, it has prioritized actions and set a new direction for the Department through
the new education strategy dubbed MATATAG.
All these are what SDO Dipolog endeavors to provide learners in the delivery of basic
education services toward the achievement of the DepEd Mission, Vision and Goal.
Dipolog City is located in the province of Zamboanga del Norte, Philippines. This capital
city is situated on the western coast of Mindanao island, and has a population of around
140,000 people. Dipolog City is the second congressional district of the aforementioned
province and has 21 barangays, as shown below.

Dipolog is known for its rich agricultural resources, and is a major producer of coconut,
rubber, and other crops. According to the Philippine Statistics Authority (PSA), in 2017,
the Gross Domestic Product (GDP) of Dipolog City was Php 3.5 billion. The agriculture,
fishery, and forestry sector contributed the largest share to the city's GDP at 29.5%,
followed by the wholesale and retail trade, repair of motor vehicles, motorcycles and
personal and household goods (22.9%), and the manufacturing sector (22.4%). The PSA
also reported that in 2019, the total labor force of Dipolog City was around 72,000. The
agriculture, fishery and forestry sector employed the largest number of workers at 27.8%,
followed by wholesale and retail trade, repair of motor vehicles, motorcycles and personal
and household goods (24.2%), and manufacturing (18.8%). The PSA estimates that
Dipolog City's poverty incidence rate was 25.8% in 2015, which is the most recent year for
which data is available.
In terms of population, Dipolog City is a melting pot of diverse ethnic groups. The city is
primarily populated by the Subanen, who are the indigenous people of the region. They
are known for their rich culture and traditions, including their traditional dances, music,
and crafts. Dipolog also has a significant population of Cebuanos, who are Visayan people
from the island of Cebu, known for their strong religious beliefs and their strong sense of
community. There are also a significant number of people of Tausug, Samal and Maranao
descent in the city. These ethnic groups are known for their rich cultural heritage and
their traditional ways of life. Additionally, there is a considerable population of Chinese
and other Asian immigrants, as well as a small but growing number of expatriates and
foreigners. Despite the diversity of ethnic groups, Dipolognons have managed to maintain
a harmonious and peaceful co-existence among different ethnic groups, and the city is
known for its rich cultural heritage.
The Schools Division Office (SDO) of Dipolog City promotes expanding educational
opportunities in order to level the playing field for all people and to increase the longevity
and general well-being of the Dipolognon community. At present, Dipolog City has 4 school
districts with 10 clusters, 76 school campuses, 48 public schools (47 under DepEd, 1
under DOST), and 18 private schools, with a total personnel of 1,730. Of the 76 schools
across the city, the East and West districts posted the top 2 highest numbers of enrolled
learners for School Year (SY) 2022-2023, with 15,053 and 8,616 enrollees respectively.
The private sector displayed the lowest count of enrollees at 4,831 from the total number
of 43,193. During the enrolment period of the aforementioned school year, SDO Dipolog
garnered the TOP 2 nationwide, among 224 SDOs, with an increment rate of 105%. Figure
1 presents the Basic Education Statistics for SY 2022-2023.

Generally speaking, the results of the RAT in Dipolog City Division showed that that
the students in all key stages did not perform well, with the lowest score being 40.46% in
English-4 and 50.80% for Grade 7. This indicates a strong need for intensive intervention
programs and activities that would enhance the students’ understanding and mastery of
the subjects.

This section presents the basic education strategic roadmap of Dipolog City Division that
charts the path – plans and actions to improve the quality and delivery of basic education, and in
addressing its current and future challenges.

SECTOR OUTCOME
Basic Education Filipino learners have the physical, cognitive, socio-emotional, and moral
preparation for civic participation and engagement in post-secondary opportunities in the local,
national, and global communities.
The BEDP 2030 is rooted in DepEd aspirations and priorities, the development agenda
of the national government, international conventions, and commitment, as well as global
trends in the educational system adapted to the local context (DepEd Order No. 24, s. 2022).
As DepEd moves forward with a strategic roadmap to address the challenges of basic
education, it has prioritized actions and set a new direction for the Department through the
new education strategy dubbed MATATAG.
• MAke the curriculum relevant to produce competent and job-ready, active, and
responsible citizens.
• TAke steps to accelerate the delivery of basic education facilities and services.
• TAke good care of learners by promoting learner well-being, inclusive education, and
a positive learning environment; and
• Give support to teachers to teach better.
Consistent with the BEDEP 2030 and the MATATAG education strategy, the Zamboanga
Peninsula Regional Education Development Plan (REDP) provides the strategic goals and
direction of the regional office to address emerging issues and priority improvement areas
through four (4) major programs:

Each functional unit has assessed and evaluated the PPAs of the previous
DEDP in the realization of the performance targets as the basis of understanding
some factors that affect their implementation. There was thorough interfacing
between and among the functional units in the Division Office to determine the
dynamic of each of the PPA and how this will become a driving force to realize the
target set. Moreover, as part of the whole perspective, the context of the organization
has been taken into consideration because understanding capacity is critical. After
all, a shift within an organization happens.

MEA puts into operation a systematic process for the collection, collation, and
analysis of key education data and information that will allow DepEd’s
decision-makers, implementers at each DepEd governance level, and other
stakeholders to collectively appreciate both achievement and challenges in the
basic education sector. The main objective of the MEA is to facilitate decision-
making for a more relevant and responsive delivery of basic education
services.
This Framework sets the performance measures for the agency to where
all operating units are expected to contribute. This framework shall also guide
DepEd bureaus, services, regional and schools division offices, schools, and
learning centers in developing their respective M&E plan. Lastly, it shall
define the roles and responsibilities of DepEd operating units in the M&E
system and processes (DO 029, S. 2022).
The DMEF has been embedded in the key stages of the PAPs Development
Framework. From strategy formulation to strategy implementation and
monitoring and evaluation. The mechanism and the detail of the processes of
monitoring and evaluation following the four core processes such as the
establishment of the purpose and scope, data collection and management,
data analysis, and utilization and reporting of the results are explicitly
presented in the BEMEF matrix as contextualized by the SMME.
SDO CID has mandated tasks explicitly presented in the following key Result

On November 15, 2013, the DepEd Rationalization Plan (RP) was approved by
the Department of Budget and Management (DBM). The approval included the
rationalized structure and staffing pattern of offices at the central, regional, and
school division levels.
