DATE OF IMPLEMENTATION: AUGUST 2022 TO JUNE 2023

RATIONALE: Literacy and numeracy are one of the main

skills that need to be attained in order to
perform better in school and in life.
However, the results of Functional Literacy
Assessment from grades 4 to 6 of Felipe P.
Panton Elementary School reflect that only
62 out of 157 or 39% of the total population
can read and comprehend stories; for the
Numeracy Assessment, the results show
that only 64 out of 157 or 40% of the total
population can add and subtract within 20.

With this, the Felipe P. Panton Elementary

School will be taking steps in improving the
literacy and numeracy performance of its
learners by implementing its banner project
in the implementation of the Brigada
Pagbasa Program entitled “Project BLiNCE”
or Building Literates and Numerates

project which aims to build literate and
numerate learners by empowering the
community.
OBJECTIVES: a. Train community members in
teaching reading and numbers to
their children.
b. Train teachers in the creation of
storybooks using the Bloom
Software.
c. Hone the skills and talents of
volunteers in illustrating books.
d. Produce localized storybooks to aid
the gaps in literacy and numeracy.
e. Conduct reading and numeracy
sessions with learners and
volunteers.
f. Strengthen partnership among
members of the community to attain
higher numeracy and literacy
performance
EXPECTED OUTCOMES: Project BLiNCE aims to:
a. empower community members as
main agents of education;
b. showcase the skills and talents in
writing and illustrating of teachers
and volunteers;
c. produce localized storybooks;
d. increase literacy and numeracy
performance of learners.
