SUBJECT : LADY LOCAL LEGISLATORS’ LEAGUE OF THE
PHILIPPINES, INC. (FOUR-L) REGIONAL AND
PROVINCIAL ELECTION

In consonance with Article XV Section 5 and 6 of the Constitution and By-Laws of the
Lady Local Legislators’ League of the Philippines, Inc. (Four-L), the League will
conduct their Regional and Provincial Election from April to June, 2023 pursuant to
Resolution No. 001-2028 of Four-L National Executive Board.
In view of the above and upon the request of Vice Governor Christine N. Garin, Interim
National President of Lady Local Legislators’ League of the Philippines, Inc. (Four-L),
all Provincial Governors, City and Municipal Mayors are hereby encouraged to allow
the attendance of their Lady Local Legislators to the said election, on official
business.
Relatedly, all DILG Regional and Provincial Directors are directed to assist in the
conduct of the election and specifically perform the following duties and functions:
a. Assist the duly designated Four-L Officers at the Regional and Provincial levels
in identifying all qualified Four-L Members within their territorial jurisdiction; and
b. Administers, facilitate and supervise the conduct of the simultaneous election
at the Regional and Provincial level.
The payment of travelling expenses and applicable registration fees to defray the cost
of hotel accommodation, meals, and conference materials, including membership fee
and term dues, if any, per participants, may be authorized, chargeable against local
government funds, in accordance with and subject to applicable limitations prescribed
in COA Circular No. 2012-003 dated October 29, 2012, to the usual accounting and
auditing requirements and to all pertinent laws, rules and regulations.

Trunkine No. 8876-3454Likewise, the participating local government officials are reminded of the provisions of
DILG Memorandum Circular No. 2018-25 dated February 28, 2018, prohibiting local
government officials and employees from entering and/or playing at gambling casinos.
‘The Four-L National President shall submit a Post-Activity Report to the Secretary of
the Interior and Local Government, through the Director of the Bureau of Local
Government Supervision (BLGS), within fifteen (15) days after the conduct of the said
activity, with the following prescribed format:
|. Executive Brief;
Il, List of Participants;
Ill, Outputs of Technical Sessions;
IV. Issues and Agreement or Recommendations, if any;
V. Total Fees and Disbursements; and
VI. Appendices, if any.
