Cornwallis realized that the way revenue had been collected was impoverishing the
country and ruining agriculture. As a result, a large amount of surplus revenue was not being
deposited in the company's fund as expected by the company. The company's business was
declining. Therefore, it is thought that to improve the situation, tax collection should be made
permanent.

In fact, since 1770 AD i.e., before Cornwallis came to India, European observers and
company officials like Alexander Dove, Henry Paul, Philip Francis and Thomas Law were talking
about fixing the land rent. It was with these ideas that the Permanent Settlement of 1793 AD
was made.

This led to the introduction of the "permanent revenue assessment" system in Bengal,
which was expected to reduce corruption in revenue assessment, as company officials had
previously adjusted rents at will. Zamindars would invest money in land in the interest of both
dividends and increased income from increased production. They would be due. Because the
revenue due to the company was fixed. As the land revenue was being fixed fixed, the amount
of revenue was said to be maximum.

বস্তুে ১৭৭০ লিস্ট়াব্দ যেতকই অেন়াৎ কর্নওয়ালিস ভ়ােতে আস়াে আতে যেতকই আতিকজ়ান্ড়াে ড়াভ, যহর্লে প়াি,
লফলিপ ফ্র়ালিস এবং টম়াস ি'ে মে ইতয়াতে়াপ়ীয পেনতবক্ষক ও যক়াম্প়ালর্ে আলিক়ালেতকে়া জলমে খ়াজর়্া ি়ায়ী কে়াে
কে়া বতি আসলিতির্। এইসব ি়ােণ়া লর্তযই ১৭৯৩ লিস্ট়াতব্দে লিেি়ায়ী বতদ়াবস্ত কে়া হয।

এে ফতি ব়াংি়ায “লিেক়াি়ীর্ ে়াজস্ব লর্রূপণ" পন্থ়া ি়ািু আশ়া কে়া হতযলিি যে, এই পন্থ়ায ে়াজস্ব লর্রূপতণে
বয়াপ়াতে িু র্ন়ীলে কমতব। ক়ােণ যক়াম্প়ালর্ে আলিক়ালেতকে়া পূ তবন ইি়ামে খ়াজর়্াে পলেম়াতণ েিবিি ঘট়াে। জলমি়াতেে়া
জলমতে অেন লবলর্তয়াে কেতব এই স্ব়াতেন যে, বলিনে উৎপ়াির্ যেতক িভয়াংশ এবং বলিনে আয িু লটই ে়াতিে প্র়াপয হতব।
ক়ােণ যক়াম্প়ালর্ে প্র়াপয ে়াজস্ব লর্লিনষ্ট কে়া হতয লেতযলিি। ভূ লমে়াজস্ব যেতহেু লর্লিনষ্ট কতে ি়ায়ী কে়া হলিি, যসতহেু
ে়াজতস্বে পলেম়াণলট সতবন়াচ্চ ে়াখ়াে কে়া বি়া হয।
