1. INTRODUCTION

This document corresponds to the first revision of edition 1 of document DPE-C11-401. The most relevant
changes in this revision are:

⎯Alignment with the tasks defined in the Continuous Work;

⎯ Alteration of the criteria for defining tests on MV lines. In this review, the cable section was considered as
a criterion;

⎯ Alteration of the galvanizing quality verification process (separation between E-REDES, Electricity
Distribution, SA and Service Provider);

⎯ Elimination of the Table referring to the Insulation Coordination Guide regarding the number and type of
insulators, now referring to the Insulation Coordination Guide;

⎯ Alteration of the topographic verification map according to the new established criteria;
⎯ Elimination of the AT/MT Airline Verification Form annex, sending these verifications to those established
in the maintenance handover document.

2. OBJECT

This document is intended to define the tests, verifications and respective procedures, which must be carried out
whenever these are available in the management process of the service providers.

3. FIELD OF APPLICATION

This procedure applies to all new air circuits/sections, AT or MV, made up of cables whose characteristics are
defined in documents DMA-C34-110/N, DMA-C34-120/N, DMA-C34-125/ N, DMA-C34-127/N and DMA-C34-122/N.
This procedure must be carried out during the execution of the overhead line and when the said circuit/section
comes into service, immediately after its installation and before its connection to the network.

The stipulated voltage of the MT and AT materials that make up the test target circuits is given by the combination of the U

values0, U and Um, in the form U0/U(Um), where:

⎯ U0is the effective voltage value at power frequency between the conductor and earth;

⎯ U is the effective voltage value at industrial frequency between two conductors;

⎯ Umis the maximum value of the “highest mains voltage”.

In the case of MV and HV overhead lines used in the networks of E-REDES, Distribuição de Eletricidade, SA, the
stipulated voltage is shown in Table 1.

7.1. Tests and verifications in the construction phase

During the construction process of an overhead line, monitoring and quality control will have to be carried out by
someone who supervises the activities in the various stages, with a view to preparing for the reception of the work.

The tests applicable to each type of circuit, based on its characteristics, are defined in Table 2.

In order to ensure conformity and quality control in the construction of HV/MV overhead lines, guaranteeing the
conformity of the execution of the work with the respective project, it is necessary to carry out a set of tests and
verifications during its execution that prove the compliance with all good construction practices and the quality
of the materials installed, namely:

7.1.1. Foundations
⎯ topographic verification;

⎯ size of caboucos;
⎯ concrete identity tests.

7.1.2. Supports
⎯ verification of the placement of the bases;

⎯ support verticality;
⎯ Integrity of reinforced concrete supports;

⎯ galvanization of metallic parts of metallic frames and poles.

7.1.3. Guard conductors and cables

The conclusions of the tests and verifications carried out in the construction phases must be recorded in the respective
reports, which will form an integral part of the technical compilation prepared at the end of the work and the
commissioning of the HV or MV line asset.

It will be based on the conclusions of the tests and verifications carried out that the commissioning act will be carried out without

constraints, or with any reservations or points to be corrected within a period to be fixed.

7.2. Tests and verifications in the commissioning phase


After completing the construction of the overhead line and before connecting it to the network, tests and visual
checks must be carried out to prove the technical conformity of the assembly and compliance with the project,
namely:

⎯ support numbering verification and danger of death warning;

⎯ protection strip check;

⎯ verification of compliance with aeronautical buoyancy according to Aeronautical Circular 10/03, of May 6, of the
National Institute of Civil Aviation;

⎯ verification of compliance with existing recommendations for the protection of avifauna;

⎯ verification of regulatory distances for supports and cables;

⎯ verification of compliance with the Insulation Coordination Guide DRE-C10-001;

⎯ verification of the cleanliness of the work site;

⎯ verification of phase agreement;

⎯ verification of the register of owners and the authorization of the owners (applicable only in case of
works delivered by third parties);

⎯ verification of the Loss Reports (RP) (applicable only in the case of works delivered by third parties);

⎯ verification of bidirectional attenuation test reports (only for lines that include cables
fiber optic);

⎯verification of optical power measurement test reports (only for lines that include cables
fiber optic).

8. TESTING AND VERIFICATION PROCEDURE

8.1. generalities
The works associated with the construction of an overhead line, as well as all the tasks to be carried out for an
efficient compliance and quality control, will have to be carried out in compliance with all the processes,
procedures and operating methods defined by the specifications, by the installation manuals by equipment
manufacturers, by tool use manuals, by safety and health data sheets, by national and international standards
and by established good practices.

In the absence of the supervisory body, it is up to the PSE to carry out the measurements and records indicated throughout this

document.

Note: The documentation produced within the scope of this document must be placed in the Work Order in JUMP
and, before the commissioning phase, it must be verified that all the information has been correctly entered.

8.2. construction phase

8.2.1. Foundations
It will be essential to ensure that the foundations are executed in accordance with what is defined in your project
(dimensions according to the type of terrain), and also that the materials applied in their execution are adequate.

Therefore, it is essential to carry out a series of tests and verifications, in all phases of the execution of the
support foundation, in order to carry out its conformity and quality control.

8.2.1.1. topographical verification


Before starting work on excavating the gullies for installing the foundations of the supports, their correct
location must be confirmed through duly referenced coordinates, together with the verification of the correct
positioning in relation to the adjacent supports and in view of the orientation foreseen in the project for each
one. from them.

This topographic verification (simplified or complete) must be recorded, according to the criteria established in
Table 2, on a topographic verification map, according to the models found in Annex A.

8.2.1.2. Size of the cables


Before carrying out the excavation, the dimensions of the cables must be confirmed, taking into account the type of
post foreseen in the project, normally for the type of soil with a compressibility of 70 N/cm² or another indicated on a
case-by-case basis.

Check the dimensions of the gullies, the verticality of the walls and that the bottom of the gullies is in the state of
natural terrain, perfectly regularized and horizontal.

The following elements must be registered:

⎯ Terrain type;

⎯ Size of the caboucos planned and actually implemented.

When there are alterations to the foundations, previously validated by E-REDES, Distribuição de Eletricidade, SA,
they must be registered in the map of foundations, according to the model in Annex B.

8.2.1.3. Concrete identity tests


The characteristic strength of the concrete must be equal to or greater than the minimum characteristic
compressive strength required for the specified compressive strength class. Taking as an example the concrete
C25-30, recommended for the foundations of overhead lines, the characteristic resistance obtained in a test on a
standard cylindrical specimen with a diameter of 150 mm and a height of 300 mm, should be 25 MPa, while the
resistance characteristic obtained in a test on a standard cubic specimen with an edge of 150 mm, shall be 30
MPa.

These characteristic values relate to laboratory tests on standard test specimens, sampled, cured and tested in
accordance with EN 12350-1, EN 12390-2 and EN12390-3.

The evaluation of the quality of the concrete, from its application on the construction site, can be carried out by
measuring the compressive strength“in situ”characteristic, which is defined as the value below which 5% of all possible
determinations of the resistance of the considered volume of concrete are expected to fall.

The compressive strength ratio“in situ”characteristic with compressive strength class is given by the following
Table 3 (NP EN 13791):

Depending on the number of samples per batch of concrete, the identity criteria in Table 4 may be considered.

Proof of the quality of the concrete applied on site must be obtained through:
⎯ Proof of the supplied concrete manufacturer;
⎯ Compression tests on samples in specimens (identity tests).

Samples in test pieces are accepted in the following formats:


⎯ Regular cube with 150 mm edge (most common), or 200 mm edge;
⎯ Cylinder with a diameter of 150 mm and a height of 300 mm.

The specimen must be filled with concrete used in concreting the foundations of the supports, recommending a
quantity of 4 specimens per support.

Once filled, the test piece must be stored immersed in water at a temperature between 18 and 22 ºC, during the
first 7 days of age, and stored in the air, with relative humidity between 50 and 70% and temperature between 15
and 22 °C for 21 days.

The compression test must be carried out at 7 and 28 days of age of the specimen

The results of the concrete identity tests at 7 and 28 days must be recorded on the foundation map, according to
the model in Annex B, which will form part of the technical compilation that, at the end of the work, must be
organized.

Regardless of whether specimens are collected from all supports, additionally, and by sampling, testing of the
concrete masses may be required, by core drilling, to verify the quality of the concrete applied on site, in the
supports to be indicated by the supervisory entity.

Lower results than those required in the tests carried out on specimens collected during concreting will not be
admissible.

8.2.2. Supports

8.2.2.1. placement check


When installing the supports, some tolerances may be accepted, outside which the supports must be rejected.

The accepted tolerances will be:

⎯ alignment -The offset from alignment (dalin), that is, the distance between the axis of the support and the actual
alignment (for either side), must be smaller, in centimeters, than: dalin ≤ D/500[cm], with a tolerance of 5 cm,
being D the distance, in meters, from the axis of the support to the nearest angle;

⎯ support orientation (metallic) -the distances from the vertices of the bases to the alignment axis (for an
alignment support) or to the angle bisector (for an angle support) must not differ from each other by more than 5
mm per meter;

⎯ horizontally (metallic) -the vertices of the bases must be located in the same horizontal plane, with a
maximum tolerance of 5 mm.

8.2.2.2. Support verticality


Verification of the verticality of the supports must be carried out before and after concreting, using a simple plumb line,
or using the topographical method whenever the situation of the pole so requires.

The distance from the verticality of the supports, after their assembly, must not exceed 50 mm, whatever their
height.

8.2.2.3. Integrity of reinforced concrete supports


Before and after a reinforced concrete pole is installed, a visual inspection must be carried out to confirm its
integrity, for which the following checks must be made:

⎯ absence of cracks, dents or fractures;

⎯ lack of armor covering (side faces, top, inside holes, etc.);

⎯ absence of manufacturing defects (curving of edges, shape irregularities, nests of aggregates,


obstructed holes, exposed reinforcement, etc.).

8.2.2.4. Galvanizing metal parts of metal frames and poles


The elements of posts and frames – structural elements (uprights, crossbeams and diagonals), connection
elements (plates, screws, nuts and washers), nameplates and signage plates – must be protected against
corrosion by a zinc coating and zinc-iron alloys obtained by immersing those conveniently prepared elements in
a molten zinc bath (hot-dip galvanizing).

The quality of the galvanization must be evaluated before the installation of a metallic post/frame, through two
processes, depending on the supply:

⎯visual verification of the appearance, adhesion, continuity and uniformity of the galvanized surface.

Service Provider Provision:

⎯ visual verification of the appearance, adhesion, continuity and uniformity of the galvanized surface.

⎯ delivery of the certificate of conformity.

8.2.3. Guard conductors and cables


The unwinding and adjustment of the cables is one of the key steps in the process of building an overhead line to
ensure good performance throughout the life of the asset.

Indeed, for the line to perform well throughout its life, the integrity of the cable must be guaranteed during the
entire process – unwinding, stretching, adjustment and placement in the clamps.

No less important will be to ensure correct regulation of the cables as defined in the project, guaranteeing the
correct mechanical performance of both the cables and the supports, as well as the safety distances from all
obstacles.

8.2.3.1. Winding on unwinding (twisting)


When unwinding conductors on HV lines, whenever mechanical traction unwinding equipment is used, particular
attention must be paid to the twisting movement performed, which could cause appreciable damage, namely to
the layers of filaments that make up its cable.

This torsion may have an even more appreciable effect on cables incorporating optical fibers, one of the most harmful
effects being the compression of the fibers inside their guide tubes.

As a preventive measure, it is recommended that the number of turns that a cable makes on itself during the
unwinding process does not exceed 10 turns per 100 meters of length, recommending that its average value be
around 5 turns per every 100 meters in length.

During unrolling, the executing entity must carry out a verification test consisting of the following process:

⎯ temporary suspension of the unwinding process;

⎯ placement of a plumb line, with adequate length, in the cable, at the exit of the pulley of an extreme support of
a span;

⎯ continuation of unwinding until the plumb line is seen next to the pulley of the other extreme support of
the span;

⎯ temporary suspension of the unwinding process;

⎯ count of the number of turns that the plumb line “won” along the span by winding the cable.

If the number of turns is greater than the recommended value, immediately act as follows:

⎯ in the swivels placed in the connection between the guide and the cable to be uncoiled, replacing them
or increasing their number by coupling elements in series;

⎯ on the pulleys, checking and adjusting their positioning at the vertices of the layout in order to ensure that the cable

to be unrolled passes through the axis of the “bed” of its collar.

In the case of cables incorporating optical fibers, torsions can be even more harmful so, in addition to the
previous process, an additional control of the winding ratio (pitch/diameter) of the cable during unwinding must
be carried out, as follows:

⎯ the operator must, before starting the unwinding work, check the values provided by the cable
manufacturer in relation to the cable pitch and the outer diameter of the cable, measuring them before
entering the brake;

⎯ the same measurement should also be taken at the exit of the brake, at the entrance and exit of the first support and,

eventually, at other points of the route to be indicated by the supervisory body, namely at the entrance and exit of

the pulleys in the supports with more pronounced angles.

The relationship between the diameter and pitch must be maintained, during unwinding, with a tolerance of 10% in relation to

the initial value verified at the exit of the brake.

Tendentially, the external diameter should decrease and the cable pitch increase, although these variations are
marginal and stable throughout the unwinding. It is required to record these checks in a table, according to the
model found in Annex C.

If there is a significant or abnormal change in the values found, the work must be stopped and the causes
analyzed.

8.2.3.2. mounting arrows


Once the cable adjustment is completed, before and after placing them in the clamps, by sampling, the measurement and

registration of the assembly arrows must be carried out, for validation according to the project.

The accuracy of adjusting the arrows will be ± 3% in relation to the theoretical design value and the regulatory
distances must always be checked.

The measurement of the arrows, on site, should be carried out as follows:

⎯ selection of cantons where the verification measurement is to be carried out;

⎯ selection of spans in each canton;

⎯ definition of the measurement method.

The measurement method may be on the posts, applying rulers at a distance of the length of the assembly
arrow in relation to the fixing points on the supports.

For greater convenience, the assembly arrow can be checked from the ground, using topography equipment.

A topographical method consists of fixing a measuring device under the point of attachment of the cable to one of the
extreme posts of the test span, according to the example in Figure 1.

8.2.3.3. safety distances


The safety distances must be guaranteed in the design phase and verified in the construction phase, after
establishing and adjusting the cables.

In Annex D, the main distances to be covered and the most important indications mentioned in the RSLEAT are
presented.

8.2.4. Insulators and Accessories

8.2.4.1. Verification of the type of fastening (tie, suspension or rigid)


The type of fixing to be installed on each support must be in accordance with what is defined in the project. In the case
of suspension chains, their stability must be guaranteed after placing them in the clamp of the regulated conductors,
by checking the weight to which they are subjected, as well as their verticality.

8.2.4.2. Verification of type and number of insulators and string orientation (up or down)

A check must be made to ensure that the insulator chains, with regard to the number and type of insulators, are
in accordance with the definition in the Insulation Coordination Guide.

When the chains applied are different from those defined in the project, a record must be made in a separate file,
according to Annex H.

8.2.4.3. Verification of the integrity of your elements


After completing the installation of the insulator chains, a visual check of the integrity of its accessories and
insulators must be carried out.

8.2.4.4. Compliance of compressions


One of the most important tasks in the execution of overhead lines is carrying out the compressions, both in the
mid-span joints and in the mooring clamps, since their good execution guarantees the good functioning of the
line throughout its entire length. exploration.

To this end, during the execution of the compressions, a set of measurements of the thickness of the compression
should be carried out, both for steel and aluminum, and these values recorded in the registration forms of
conformity of compressions of unions and clamps for conductors and guard cable, which are in Annex E.

In addition to the three measures of the thickness of the hexagon, the reference of the accessories and applied matrices must

also be recorded on the registration sheets.

The measurement of the thickness of the hexagon must be done before and after the clamp is placed in mechanical traction.

8.2.5. earth circuits


In the commissioning phase, the land measurement map that was prepared during the construction of the line must
be analyzed in order to guarantee the conformity of the values obtained.

8.2.5.1. Earth resistance measurement


The measurement and recording of earth resistance must be carried out at all supports of an overhead line and
at two different times, namely:

⎯ before concreting and filling the foundations;

⎯ after concreting, filling the foundations and connecting the elements, including guard cables, to the earth
circuit.

The values obtained in the measurements carried out must be registered in a list, according to the model presented in Annex

F, which will be part of the technical compilation.

At supports up to 1 km away from the line output substation, earth resistance must not exceed 30 ohm.

Cumulatively, in public and frequented areas and in supports equipped with cutting devices and/or aerial/
underground transitions, the earth resistance must be less than 20 ohm. Specific tests for Fiber Optic cables.

8.2.5.2. Bidirectional attenuation tests


Tests on optical fiber cables must be performed with an OTDR (Optical Time Domain Reflectometer), light source
and power meter, duly calibrated, requesting the presence of a representative of the responsible department of

The execution of these tests consists of carrying out measurements in both directions in order to characterize:

⎯ Unidirectional and average attenuation values per joint, splitter fusion and total bond, at wavelengths
1310 nm, 1550 nm and 1625 nm;

⎯Distances from the melting points (joints, splitters) to the ends of the connection.

The registration, according to the FO Connection commissioning form found in Annex G, of all measurements carried
out with the OTDR must be made available to the person in charge of E-REDES, Distribuição de Eletricidade, SA
immediately after the completion of the tests (IT support of the " traces” of OTDR).

When carrying out reception tests, PSEs must be equipped with two pairs of equipment for testing the total
attenuation of the connection (optical sources and receivers) or, alternatively, a pair of equipment in which each
of them has integrated source functionalities and receiver, and prepared for operation at wavelengths of 1310,
1550 and 1625nm, so that the bidirectional total attenuation test can be carried out without the need to change
positions of the two team members.

After performing the fusion splicing of the fibers, attenuation tests should be carried out, using the equipment
described above.

The following maximum attenuation values must be considered:

⎯ 0.2 dB, unidirectional;


⎯ 0.1 dB, average value.

8.2.5.3. Optical power measurement tests

In these tests, for the calculation of total attenuation, the following procedures must be respected:

In addition to the presentation in a table, the reports of these tests must be provided in digital format, and must
include the necessary software to read the respective traces.

Note: The degree of cleanliness of the optical connectors is a factor with great influence on the measurement results,
so the following procedures must be ensured:
⎯ Placement of a protective cover whenever they are not connected (whether those of the optical splitter, those
of the measuring equipment, or those of the cords);
⎯ Cleaning the connectors before each test, for this purpose, use a lens cleaning paper or pen, clean the
fiber termination and the outer part of the connector.

8.2.6. Identification/authorization of the owners


Prior to the construction phase of the line, and based on the cadastral survey carried out at the time of the
topographic survey, the owners will be personally contacted after the respective stakeout, informing them of the
intention to, based on the project, implement support and/or cut trees to establish the regulatory protection
zone, in accordance with RSLEAT.

8.2.6.1. Verification of owner registration and owner authorization (when applicable)


Through personal contact with all landowners, it is ensured that the cadastral survey carried out during the
topographic survey is correct or in conditions to carry out its correction, and in these cases the Owners
Registration Form, indicated in the model in the ECTs from the Tender Specifications for Empreita Contínua de
Redes, so that at the end the correct registration can be sent with the amendment to the project.

It is also mandatory to register the contact made and the respective authorization to carry out the work with the owner,
filling in the model indicated in the ECTs of the Tender Specifications for the Continuous Network Employment.

The contact forms must be part of the technical compilation of the work, so that they can be consulted whenever
a complaint appears.

8.2.6.2. Elaboration/verification of Loss Reports (RP)


During construction, the Loss Reports must be prepared, according to the existing model in the Specifications of
the Continuous Contract, which must be endorsed by the owners, so that the damage and/or compensation can
be assessed.

The Damage Reports must be part of the technical compilation of the work, so that they can be consulted
whenever a complaint appears.

8.3. commissioning phase


To certify the tests and verifications carried out, a compilation of the collected documentation must be prepared,
which will be added to the technical compilation of the work. A tour of the installation built should also be carried
out to verify all the conditions contained in the maintenance delivery report.

Note: Once the installation is in conditions to be commissioned, due follow-up must be given to the
commissioning of the corresponding JUMP work, as well as the placement of the corresponding DM work in the
“Pending Connection” status, so that the installation can be placed in exploration.

Before putting the installation into operation, the phase concordance test must be carried out, for which we can
use two types of equipment:

⎯ kilo Voltmeter - measures, through a physical connection, the voltage between the phases to be checked;
⎯ Radiofrequency (RF) checker - consisting of 2 modules (transmitter and receiver) that communicate via
radiofrequency, emitting a sound/light signal whenever the equipment is in concordant phases.

When putting the installation into operation, whenever possible, it should only be maintained at electrical
voltage, at the nominal voltage foreseen for its operation, maintaining this state for an experimental period,
which is recommended to be 24 hours. After the experimental period, the line can be placed on load, that is, in
normal operation.

On MV lines with branches, this type of test is often impracticable and can be dispensed with whenever the
quality of service of the installation is in question.
