Which provide military training to
tertiary level students to prepare them
for military preparedness, was amended
by:
 Republic Act No. 9163- or NATIONAL
SERVICE TRAINING Act called
NATIONAL TRAINING SERVICE
PROGRAM ( NSTP- Act of 2001)
 What is this policy?
-it is the prime duty of the government
to protect its citizens and it shall be the
responsibility of all citizens to defend
the security of the state and in
fulfillment thereof, the government must
require each citizens to render personal,
military or civil service.
 What is the role of the state?
-it shall promote civic consciousness
among the youth
-it shall develop physical, moral
intellectual and
- Social well being among the youth
-inculcate patriotism, nationalism and
advance involvement in Public and civic
affairs.
What should the government do? How?
The youth are motivated, trained, organized and
mobilized:
 Literacy training
 Civic welfare military training
 Military training
DEFINITION OF TERMS
NSTP – NATIONAL SRVICE TRAINING PROGRAM
-It has three components namely:
A. MILITARY TRAINING – CALLED THE
RESERVE OFFICERS TRAINING CORPS
(ROTC FOUND IN RA 7077 SECTIONS 38 & 39).
-that provides military training tertiary levels for
NATIONAL DEFENSE PREPAREDNESS
B. LAW ENFORCEMENT SERVICE (LES)
- Contributes to the maintenance of peace and
order enhances public safety and encourages
observance and compliance of the law
C. CIVIC WELFARE TRAINING SERVICE (CWTS)
- Contributes to the general welfare and
betterment of life for the community members or
enhance the facilities especially for the improvement of
health education, safety, recreation, livelihood and
morale of the citizenry and the protection of the
environment.
D. TRAINEE is the individual student undergoing
instructor or practice in any of the NATIONAL
SERVICE PROGRAMS
E. OPTIONAL ROTC- the student may choose any of
the components
F. PROGRAM COMPONENTS – refers to the service
component of the NSTP
G. CLUSTERING – group of students taking the same
component
H. CROSS ENROLMENT- a student maybe allowed to
enroll in the NSTP component in another school.
1. All incoming freshmen students, male or female
starting 2002-2003 enrolled in any
baccalaureate and in at least 2 years course or
associate courses is required to complete one
(1) component as a requirement for graduation.
DURATION AND EQUALENT COURSE UNIT
1. It shall be for two semesters with three
units per semester for 54 hours to ninety
training per semester curricular program
CWTS=Minimum of 54 HOURS maximum of
90 HOURS..

= Our vision for the Philippine is a Filipino

maintain the productivity of natural resources
while improving the quality of the environment,
and where business community contributes to
sustainable development through job and wealth
creation in a environmentally sound manner.
Governor Garcia’s project is creation of wealth
and alleviation of poverty in Cebu.
= Our environment provides the basic
necessities for survival-the air we breathe, the
water we drink, the food we eat and the
materials we need to grow and experience good
quality of life. Hence, we must develop, produce
and consume resources to meet our needs
without harming our environment and without
undermining the capability and rights of others –
within our generation and beyond –to meet heir
own needs. This is SUSTAINABLE
DEVELOPMENT.
= SUSTAINABLE DEVELOPMENT has been
the core of the global diplomacy and negotiation
Since the UNITED NATIONS CONFERENCE
AND DEVELOPMENT or the FIRST EARTH
SUMMIT HELD AT Rio de Janeiro, Brazil in
1992. In that conference more 100 countries
agreed to adopt the Agenda 21, the
Comprehensive global programmed of action for
sustainable development.
Immediately after the Earth Summit we, in the
Philippines developed and started implementing
the Philippines Agenda 21(PA21)
= BUT how many Filipinos shared this vision?
And more importantly, how many appreciate it
and are now contributing to its realization? How
many make it possible to achieve such a
physical environment?

- Clean water
- Rich farm land
- Nature in equilibrium, free to regenerate

- Government uses taxes to maintain a
clean environment
- Business companies contribute to
sustainable development through job
and wealth, creation in an
environmentally sound manner
- The rights of the indigenous people to
their ancestral lands and domains are
recognized and they are given the
chance to be stewards of those assets
- Rich and poor strive for the same goals,
although through different means
- Man cares and cultivates for the
environment

learn from good example about the many ways
to care for our environment, behave socially
responsible, and act with integrity for the good
of all.

DEVELOPMENT:

help create a sustainable world
2. The principle of participation-
active involvement in the
development to the best of our
talents and capabilities
3. The principles of contribution-
reaping only what we pay for in
whatever possible means
4. The principle of helping others to
ensure the continuity of the
development process
If mother earth has to sustain mankind, then
mankind should protect her from
degradation. A destructive mankind inherits
a non-productive earth. Environmental
protection and equitable distribution of
productive land are the wings for soaring
toward sustainable development.
WHAT DOES THE BIBLE SAY?
The Book of Genesis tells us the story of
creation-how God made the earth and
everything in it-the sea, the sky, the
mountains, the plants, the animals and in the
end. He looked at what He made and found
them good.
In chapter 2, verses 8-9 and 15, it says “THE
LORD PLANTED THE GARDEN. OUT
OF THE GROUND THE LORD GOD
MADE VARIOUS TREES GROWS THAT
WERE BEAUTIFUL TO BEHOLD AND
GOOD FOR FOOD. THEN HE PLACED
MAN IN THE GARDEN TO CULTIVATE
IT AND CARE FOR IT.
=It is not our dream that one day will come
when the rights of the indigenous people in
Cordilleras to their ancestral lands and
domains shall truly be recognized. And that
dynamic multi-ethnic communities
promoting a culture based sustainable
development in Mindanao be possible
PSALM 24 verse 1 of the BIBLE says’ the
world and all in it belong to the Lord. The
earth and all who live on it are His.
= as good citizens of the earth and as stewards of
God’s riches, our responsibility. Is to help protect
environment. We must do so not only for
ourselves but for the future generations that will
come after us.
In September 2002, the second earth summit, the
UN WORLD SUMMIT for sustainable
development or WSSD reviewed the actions taken
sp far on AGENDA 21, THE accomplishments
and the areas for further efforts. It produced a plan
of Implementation that is expected to move and
guide the world further in the path to sustainable
development. The plan covers a wide range of
issues, particularly on the key topics of:
WATER, ENERGY, HEALTH AGRICULTURE
OR WEHAB (water, energy, health, agriculture
biodiversity) and the cross cutting concerns of
globalization, corporate accountability and
governance
-despite these two summits, other related
events and efforts to promote and adopt
sustainable development, public understanding of
the term is still limited. But it is increasing.
- we are still to have a transformative change
to attain it.
