 INTRODUCTION
Philippines has been experiencing gradual increase of
population with a total of 113 Million Filipinos living
throughout the archipelago of the country, consequently,
a growing population must meet its prodigious demand for
crops and possess extensive supply to support the entire
productivity of the Philippines' society. In addition,
numerous Filipinos are still relying on agriculture since it
contributes a massive role towards the development of
the economy hence agriculture is considered as the
backbone of a society especially for its development.
Production of rice are also being held back by expenses
such as land rent due to the fact that the majority of
farmers in the country do not possess hectares of land to
farm as they are only given at a certain price of charge.
Lack of equipment and facilities also impacts agriculture
as countless crops are lost within post-harvest
portraying lack of concrete investments and providing
infrastructure to be utilized.
Overpopulation is also a complication in which
opportunities are being non-existent throughout rural
areas, forcing individuals to prompt for metropolitans
such as Metro Manila, Cebu City and Davao City.
Considering seizing higher salaries, however, due to
heavy competitions and under qualification in the labor
force work the possibility of employment decreases.
Adjoining toward poverty which is the main factor for
overpopulation within the country, hence the required
citizens within a certain area increasingly exceeds the
capacity due to high mortality rate.
PROPOSITION
The proposal named Bahay Palay Project consist of issuing
decent housing for farmers operating within the agriculture
sector specifically Central Luzon since it remains as the top
producer of rice manufacturing a total of 1,134.9 metric tons
shortly followed by Cagayan Valley possessing 945.2 metric
tons based on Philippines Statistics Authority Region III. The
housing units are solely for the benefit of Filipino farmers and
their relatives which are based on their official relationship
written within a birth certificate or any proof of relationship, in
addition, no charges will be commenced.
Before authorizing citizens from cities to act in service within
the agriculture field, it is a requirement for the Local
Government Unit to commence seminars and face to face
training to enhance skills and complete the required hours of
completion. Partnering with TESDA community based-training
programs which provides opportunities for individuals and
natives to create skills and acquire knowledge for agriculture
related jobs to sustain their daily necessities.
Categorization of Central Luzon’s practice of agriculture as a
mix of subsistence and commercial farming, the process
focuses on cultivating massive parts of land given by the
government for commercial purposes and utilizing modern
irrigation methods with the assistance of technology rather
than labor animals for faster production of crops.
The Philippines can model the agriculture system particularly

errotions, non fertilized lands and low
production areas.
IMPLEMENTATION
Upon the approval and signature of the president which is proposed
by the senate consisting of solutions toward the Philippine’s main
complications which are high population density and low income. The
Department of Agriculture and the Department of Labor and
Employment are responsible for its commencement, in addition, the
funding will be managed by the Department of Budget and
Management including the Department of Finance for approval of
the proposition’s budget.
The National Housing Authority and the Department of Public Works
and Highways are assigned for manufacturing infrastructures that
could assist the development of roads, buildings and houses. The
National Irrigation Administration will also do its part to make sure
these lands get enough water, as the proposition continues the
demand for engineers, architects, and city planners increases
therefore the need for qualified skilled professionals and laborers
will be an open opportunities for the labor workforce.
The Department of Science and Technology will be selecting top
universities in the Philippines for extensive research and
implementation. The selected university will be responsible for
scientific researches possibly utilized by agricultural communities,
hence a research will be established on the area of land to ensure the
soil’s fertility for the crops productivity.
The organization of land that would be awarded to families willing to
farm are within the expertise and investigation of The Department
of Agrarian Reform thus reforming a fair and humanly payment of
wages.
Once Bahay Palay Project is officially approved by the state it
would be promoted by the government through Local Government
Units and utilizing various platforms such as Facebook and Youtube
to reach further audiences, in addition, articles can be posted by
different news institutions and public airing through commercials,
radio broadcasting and news for encouraging individuals in low-
income areas to attempt servicing for the agriculture sectors and
lessen the people within cities and spread the population towards
the provinces.
