RESOLUTION NO. ____ Series of 2023

RESOLUTION ADOPTING THE REPUBLIC ACT NO. 11148, KALUSUGAN AT NUTRISYON NG MAG-NANAY
ACT” FOR THE BARANGAY OF FOR THE CALENDAR YEAR 2023.

WHEREAS, Section 15 of the 1987 Philippine Constitution emphasizes that “The State shall
protest and promote the right to health of the people and instill health consciousness among them”.
Moreover, pursuant to various international human right instruments and agreements that the State
adheres and guarantees the right to adequate food, care and nutrition to pregnant and lactating
mothers, including adolescent girls, women of reproductive age, and especially children from zero (0) to
two (2) years old;

WHEREAS, President Rodrigo Roa Duterte signed on November 29,2018 Republic Act 11148 “ An
Act Scaling up the National and Local Health and Nutrition Program through a Strengthened Integrated
Stategy for Maternal, Neonatal, Child Health and Nutrition in the First One Thousand (1,000) Days of
Life” or otherwise known as the “Kalusugan at Nutrisyon ng Mag-Nanay Act”, and allocates resources in
a sustainable manner to improve the nutritional status and to address the malnutrition of infants and
young children from zero (0) to two (2) years old, adolescent females, pregnant and lactating women, as
well as ensure growth and development of infants and young children;

WHEREAS, the World Health Organization strongly recommends Proper health care on the first
one thousand (1000) days of a child; to grow, learn and lead a long-term healthy and stable life;

WHEREAS, the first 1000 days-starting from the first day of conception un the second birthday-
is the most critical period for growth and development; and

WHEREAS, any nutritional deficiency in a child’s first 1000 days will have irreversible effects on
their health physical and mental development; preventing him from completing his schooling and
eventually acquiring decent employment. These children are also 4.6 times more prone to dying of
illnesses such as pneumonia, diarrhea, or measles;

WHEREAS, the State commits to the Philippine Development Plan and the national plans on
nutrition to contribute to the improvement of the quality of human resources in the country, and the
reduction of maternal and child mortality and stunting;

WREREAS, the State declares its determination to eliminate hunger and reduce all forms of
malnutrition;
WHEREAS, the State further maintains that ensuring healthy lives, promoting well-being, ending
hunger and food insecurity, and achieving good nutrition for all at all ages essential to attain sustainable
development;

NOW THEREFORE, on the motion of Sanguniang Barangay member ______________, dully


seconded, it was;

RESOLVED, AS IT IS HEREBY RESOLVED, to adopt Repuclic Act 11148, “Kalusugan at Nutrisyon ng


Mag-Nanay Act” for the Barangay of __________________ for Calendar Year 2023;
