1. THE UNIVERSITY
.1.1 Introduction
The Indira Gandhi National Open University was established by an Act of Parliament in 1985. Since its
establishment, IGNOU has contributed significantly. to the development of higher education in the
country through the Open and Distance Learning (ODL) mode. IGNOU is also offering on campus
regular programmes. Today, it serves the educational aspirations of over 3.0 million students in India
;' and 36 other countries through the twenty-one Schools of Studies and a network of 62 regional
centres and around 67 overseas centres. The University offers about 350 certificate, diploma, degree
and, doctoral programmes, with a strength of around 420 faculty member and academic staff at the
Headquarters and regional centres and about 36,000 academic counsellors from conventional institutions
of higher learning, professional organisations, and industry among others. As a world leader in distance
education, it was conferred the Centre of Excellence Award in Distance Education in 1993 and the
Award of Excellence for Distance Education Materials in 1999 by the Commonwealth of Learning
(COL), Canada. In January, 2010 it was listed 12th in the webometric ranking oflndian universities,
based on the caliber of its presence on the internet.
Objectives
• Providing access to high quality education to all those who seek it irrespective of age, region or
formal qualifications;
• As an apex body for the purpose of setting and maintaining standards in distance education in the
country,
• International jurisdiction.
• Cost-effective programmes.
• Modular programmes.
• Resource sharing, collaboration and networking with conventional Universities, Open Universities
and other Institutions/Organizations.
5

6
• School of Tourism and Hospitality Service Management (SOTHSM)
.
" • . School of Translation Studies and Training (SOTST)
Some of the other Centres and Units which in coordination with the academic, administrative and
service wings have developed very useful and educative courses/programmes, are as follows:
• Certification,
• Improvement of skills,
• Acquisition of professional qualifications,
• Self-enrichment,
• Diversification and updation of knowledge, and
• Empowerment.
7
1.7 Credit System
.
The University follows the 'Credit System' for most of its programmes. Each credit is equivalent to JO
hours of student study comprising all learning activities (i.e., reading and comprehending the print
material, listening to audio, watching video, attending counselling sessions, teleconference and writing
assignment responses). Thus, a four credit course involves 120 hours of study. This helps the learner to
know the academic effort one has to put in, to successfully complete a course. Completion of an
academic programme requires successful completion of both the assignments or internal assessment
and the term-end examination of each course in a programme.
"
1.8 Evaluation
.In IGNOU there is.continuous evaluation and term end evaluation. Continuous evaluation carries 30%
weightage and term end evaluation has 70% weightage.
Continuous evaluation is related to the assignment that each student has to submit for being eligib,le to
appear for the terminal examination. The evaluation of the performance of the students in continuous
evaluation and term-end examination will be based on both marks and grading system.
Examinations are held twice a year - in the months of June and December and Study Centres are
normally the Examination Centre.
The degrees and diplomas of this University are recognised and have the same status
as those of any other Central and State University in the country.
2. PROGRAMME DELIVERY
The methodology of instruction in this University is different from that of the conventional Universities.
The open university system is more learner oriented and the learner is an active participant in the
pedagogical (teaching and learning) process. Most of the instructions are imparted through distance
education methodology and face-to-face mode as per the requirement.
a) Self Instructional Written Material: The printed study material (written in self instructional
style) for both theory and practical components of the programmes is supplied to the learners for
every course (on an average 1 block per credit), A block which comes in the form of a booklet
usually comprises 3 to 5 units.
b) Audio- Visual Material Aids: The learning package contai ns audio and vi~eo cassettes which
have been produced by the University for better clarification and enhancement of understanding of
8
the course material given to the learner. A video programme is normally of25-30 minutes duration.
The video cassettes are screened at the study centres during specific sessions which are duly
notified for the benefit of the learners.
The video programmes are telecast on National Network of Doordarshan and Gyan Darshan. All
Gyan Vani stations are broadcatirig curriculum based audio programmes. Some of the selected
stations of All India Radio are also broadcasting the audio programmes. Learners can confirm the
dates for the programmes from their study centres. The information is also provided through the

facility.
e) Practicalsl Work: Some Programmes have practical/project components also. Practicals are
'held at designated institutions for which schedule is provided by the Study Centres 90% atten-
dance at practicals is compulsory.
f) Gyan Darshan Educational Channel: A collaboration between MHRD, Prasar Bharti, IGNOU
and.other organizations has resulted in launching DD Gyan Darshan, the Educational Channel of
India. In a significant gesture, EMPC has been identified as the coordinating and transmitting
agency. Regular transmission of educational programmes from the EMPC studios started on Janu-
ary 10,2000. The Channel is providing educational programme on a variety of subjects for 24
bours a day to enhance the learning process. Steps are being taken to relay the Gyan Darshan
Channel through different Cable Operators in the Country for wider outreach. GD signals can be
conveniently received without any special equipment anywhere. Gyan Darshan has now gone
completely digital and expanded into a bouquet of channels, namely, GD-I, GD-2 and GD-3
'Eklavya' . Educational programmes are contributed by major educational institutions such as
IGNOU, UGC/CEC, NCERT/CIET, Directorate of Adult Education, TITs and other educational!
developmental organizations in the country. Gyan Darshan transmissions uplinked from the earth

comes to the notice authority the concerned student shall be given liberty.
4.1 Programme
By a programme, we mean the curriculum or combination of courses in a particular field of a study. For
example, Certificate in Competency Enhancement for ANMlFHW, Post-Basic B. Se. Nursing
Programme, Post Graduate Diploma in Maternal and Child Health, Health care Waste Management.
Di ploma programme in Management, Diploma programme in critical care nursing, M.A. English etc.
4.2 Course
The programme is divided into courses. In conventional system of education, when we talk of a course,
we usually refer to a subject or level such as fundamentals of postgraduate chemistry, primary level
maths, undergraduate biology and so on. In distance education, the term course includes more than
this. It is used to describe the teaching materials and other components of the study. A typical distance
education course will, for example, consist of a number of texts, audio and video components, contact
sessions, assignments, library work, project work etc.
14
Thus, each course consists of a few printed booklets called blocks, a few audios, a few videos, some
assignments and whatever else may go with it.
Going back to the expression "programme", you should remember that a PROGRAMME
consists of COURSES. For example in this diploma programme in critical care nursing, concepts
and principles in critical care nursing is a course.
"
4.3 Block
A ~ourse is divided into blocks. The block appears in the form of a booklet of around 60/80 or more
printed pages. Generally, each block represents one entitled theme e.g., in this diploma programme.
Introduction to critical care nursing is a block under the course "concepts and principles in critical care
nursing".
., The text material is sent to the learners in the form of blocks as a learner may feel a greater sense 'of
achievement each time s/he completes a block. A single big book can be threatening from the pedagogic
point of view.
Remember that each COURSE consists of a few BLOCKS whi~b appear as booklets.
4.4 Unit
The term unit, of course in the context oflGNOU, is used to denote a division of a block, at one level
in terms of the theme or topic/a lesson and at another level as the material used to teach the topic.
A unit is a self-contained portion of a block covering one or more interwoven learning concepts. Each
unit is broken into sections and sub-sections for the clarity of the presentation of concepts, information,
illustrations etc.
Each uniti ,thus an individual lesson and fits into the block it belongs to. It contains orientation for
learners, introduction to the content, explanation of the topics covered and exercises to help them learn
the material.
P - Programme
C - Course
B - Block (Appears as a booklet)
U - Unit (Each booklet presents a few units)
S - Section
ss SS - Sub-section
15
4.5 Credit
In IGNOU, the student study hours are measured in credit systems. One credit is equivalent to 30
learning hours. Each block of your theory represents one credit i.e. a learner on an average would
require 30 hours to complete reading a block and attempting the associated assignments.
.1 For professional programmes, programme study centres are established which also function under the
.. regional centres oflGNOU.

.•,
Assignments
Assignments is a means of continuing assessment of theory and practical. Assignments will help you to
recapitulate the theory and go back to the text again in case you are unable to answer a particular
question. Thus.assignments also help to reinforce learning in distance learning system of education.
These assignments consists of set of questions and activities that you will answer at your own place by
referring your blocks. The assignments will cover all types of questions (long answer type, short answer
type, objective type, multiple choice questions and case studies). The assignments will carry 30%
26
weightage. You are required to obtain 50% marks as pass percentage in each assignment separately in
the assignment of each course. Each assignment will carry 100 marks. The learners will have to pass
separately in Assignments and term-end examination. For the Diploma in Critical Care Nursing
Programme, there are 4 assignments in all two assignments for BNS 031 and two for BNS 032. So,
you will have to work up 4 assignments to meet the requirement of internal evaluation.
If one fails to secure 50% marks in any assignment, then s/he has to repeat the same. A separate
assignment is prepared for each academic year. In case, a student does not work up the assignments in
,"
time, s/he should work up the fresh assignment as applicable for that year.
All the assignments are compulsory. Learners will have to obtain 50% marks as pass percentage and
pass separately in the assignment of each course.
All the assignments are to be hand written and submitted within a time frame as mentioned in the
assignments. Submission of assignments is a pre-requisite for appearing in theory examination. If some
one appears in the term-end examination without submitting the respective assignments, his/her term-
end theory examination for that paper may be considered as null and void and the student will have to
reappear in the term-end theory examination.
2) Whenever you receive a set of assignments, check them immediately and ask for missing pages, if
any, from Dy. Registrar (MPDD), IGNOU, Maidan Garhi, New Delhi I Regional Director of the
concerned state or the Assistant Coordinator of the Study Centre.

ensure that you have answered all the questions in all assignments. Incomplete answer sheets bring
poor grades.

No.l) in Appendix 4 with each assignment response to ensure the delivery of assignments to the
Study Centrel Student Evaluation Division at the Headquarters, IGNOU before the last dates

prescribed for submission of assignments.
5) In case you have already done some assignments prescribed in a course, you are required to do
the left-over assignments before taking the Term-End Examination. If you have qualified in a course
on the basis oflesser marks in assignments and Term-End Examination, you will not be eligible to
re-do the assignments with a view to improve the overall qualifying score ofthat course.
27
6) In case you fail to submit the assignments or fail to score minimum qualifying marks, you have to
wait for fresh assignments meant for the current batch of students. Request for the new assign-
ments in the prescribed form Appendix 5 is to be addressed to the Dy. Registrar, MPDD,
Indira Gandhi National Open U niversity, Maidan Garhi, New Delhi - 110068/ Regional
