Note : An eligible candidate can apply for any one option only out of the above seven
categories.

4.0 Eligibility for D.El.Ed. Course (All) :
The candidate must fulfill all the eligibility conditions given below :
4.1 The candidate must have passed Higher Secondary / +2 Examination in Arts /
Science / Commerce or its equivalent examination from recognized Boards /
Councils (the candidates shall have to submit equivalent certificate from the
competent authority) with a minimum of 50% of marks in aggregate
(45% of mark in aggregate in case of SC, ST, SEBC and PH candidates)
excluding marks secured in extra optional.
The candidates who have appeared their final year Higher Secondary / +2
Examinations in Arts / Science / Commerce or its equivalent examination
from recognized Boards / Councils are also eligible to apply. Their candidature
for admission is subject to the required aggregate percentage of mark at
Higher Secondary level during the time of their admission, failing which his /
her selection will be cancelled.
4.2 She / he must have passed Odia as MIL up to HSC level or any such
equivalent or higher examination (+2) or have passed Odia in single subject
Examination conducted by BSE, Odisha of HSC standard or should have
passed HSC Examination of BSE, Odisha in Odia medium with MIL other than
Odia. Such candidates who have passed HSC Examination of BSE, Odisha
without Odia as MIL should produce a certificate to the effect from the
Headmaster of the concerned school that he / she has passed HSC
Examination in Odia medium.
Note : The upper age limit is inclusive of age relaxation for relevant groups as admissible under Rules

a permanent residential certificate (issued after 30.06.2019) in the
prescribed format issued in favour of him / her by the Tahasildar /
Additional Tahasildar concerned.
4.6 PH Candidates:

4.6.1 Provision for Scribe

Facilitation of migration in second and subsequent years.
The person who is retired from Defence service (Army, Navy and Airforce)
is to be considered as Ex-serviceman except Central Army Police Force
(CAPF). The son / unmarried daughter / spouse of Ex-serviceman
including self are eligible to apply on submission of Certificate issued by
the Rajya Sainik Board, Nageswar Tangi, Odisha, Bhubaneswar in
favour of his / her parents / spouse at the time of filling up of the Online
Application Form. The certificate must reflect the name of ex-serviceman,
the date of entry to the defence service and retirement, his relationship
with the candidate, seal and signature of the concerned authority. The
Upper age limit relaxation for the Ex-serviceman self candidates
shall be applicable as the State Government Rules.
4.9 Green Card Holder Candidates :
The candidates under this category are eligible to apply (as per
Government Resolution No.29055/HFW dated 09.11.2012) on submission
of the prescribed Green Card of Health and Family Welfare Department,
Government of Odisha issued by CDMO concerned.
The Green Card holder shall be treated under this category provided the
dates of operation of parents are prior to 09.11.2012.
The name and date of birth of the candidate and name of the
parents written on Green Card must be same as reflected in HSC
certificate of the candidate. Any overwriting and manipulation
with the Green Card shall reject the candidature under Green Card
Category.

The above conditions are approved vide Government Resolution No.
2859/SYS dated 21.11.2003.
Certificate issued by any officer / organization other than the above
conditions shall not be entertained.

Additional Eligibility condition for BIET Quota (in addition to common eligibility
conditions mentioned at Para 4.0) :
Candidates belong to SC and ST categories of the concerned districts
(Mayurbhanja for BIET, Gorumahisani; Rayagada for BIET, Gunupur;
Nawarangpur for BIET, Umerkote and Sundargarh for BIET, Kuanrmunda)
shall be as per their permanent resident in the respective districts.
Additional Eligibility condition for Olchiki – Santali Quota (in addition to common
eligibility conditions mentioned at Para 4.0) :
Those candidates who can read (with understanding) and write Santali
(Olchiki) language is only eligible to apply.
The Santali Candidates seeking admission in DIET, Mayurbhanj at Baripada
for Olchiki D.El.Ed. Course shall have to appear the language Subject of
Entrance Test in Olchiki Language compulsory.
The selected candidates on the basis of their Entrance mark shall be
referred immediately to a Board constituted for verification of reading
(with understanding) and writing ability in Santali language at DIET,
Baripada. On the basis of the report of the Board, the admission shall
be given only to the candidates suggested by it. The decision of the
selection board is final.
Additional Eligibility condition for Telugu Quota (in addition to common eligibility
conditions mentioned at Para 4.0) :
Those candidates who have studied MIL in Telugu at HSC level are
eligible to apply

5.6 D.El.Ed. (Christian Community Quota) at Thompson Women’s Training
School : 25 (Only for women Christian Candidate) :

Additional Eligibility condition for Christian Community Quota (in
addition to common eligibility conditions mentioned at Para 4.0) :
All the women candidates interested for admission to D.El.Ed. course in
Thompson Women’s Training School, Cuttack shall have to appear the general
entrance test conducted by TE & SCERT.
50% of the total number of seats i.e. 25 seats will be reserved for the
Christian minority community women candidates and rest 25 seats for other
women candidates.
Out of the total 25 number of minority seats, 13 seats will be filled up by the
Christian minority candidates and 12 seats by the Dalit Christian. In case of
non availability of qualified candidates in any category there will be
interchange of seats.
Christian minority candidates shall produce the required documents and their
caste certificate in support of their caste and other documents etc. as per the
requirement at the time of admission in the Thompson women’s training
school, Cuttack.

If the available seats in any category of Arts / Commerce and Science
happens to be odd number, in such case benefit shall go to the candidates having
the higher career marks either in Arts / Commerce and Science category.
The whole test is of 1 and 1/2 hours (90 minutes) duration carrying 90 marks
with two sections.
Section – I carries 30 marks. There shall be 30 questions, each carrying one mark.
Section – II carries 60 marks. There shall be 60 questions each carrying one mark.
The test will be bi-lingual for all the subjects except the language subject.
Each Question in the language section shall be available to candidates in Odia,
Urdu, Telugu and Olchiki.
Negative Marking : The performance of the candidates shall be evaluated both on the
basis of correct and incorrect responses. For every incorrect response, 0.25 mark shall
be deducted from the marks secured by the candidate for correct responses.
More than one response to a question shall be considered incorrect and negative
mark will be awarded.
Venue of the Test : The Online Computer Based Test shall be conducted in the Centres
identified by the Examination conducting agency approved by Government.
Issue of Admit Card : Admit Cards shall be issued Online. The candidates are required to
take print out of the same and produce at the Examination Centre. Candidates have to
provide their identity proof at the time of Entrance Test.

Time and Date of Online Computer Based Test : Will be communicated to the
applicants through SMS / Mail and will be published in the Website
Section II carries 60 marks. There shall be 60 questions each carrying one mark. All
the questions shall be of multiple choice (MCQ)

The candidates are required to take their seats in the Examination Hall 30 minutes
before the commencement of the examination.
The candidates are required to occupy the seats allotted to them. The candidates are
not allowed to change their seats or examination halls.
No candidate will be allowed to enter the Examination Centre and take examination
after the commencement of the examination.
They are required to bring with them the Admit Card. No other document, textual
materials, calculators or any other electronic gadget, Log tables, Mobile Phone, plain
papers etc. are allowed inside the examination hall.
They are not allowed to bring baggage / luggage to the venue of the examination.
The Centre Superintendent shall not be responsible for the loss of any such
belongings of the candidates.
Smoking, eating and drinking of tea, coffee, cold drinks etc. inside the examination
hall are strictly prohibited.
The candidates are required to strictly adhere to the rules of examination. Any
candidate found to have resorted to unfair means or misconduct in the examination
hall shall be expelled from the examination hall on the spot and his / her

examination shall be cancelled. Criminal Proceedings may be initiated against the
candidates misbehaving with the Invigilators and attempting to disrupt the conduct
of examination.
The provisional scoring key shall be made available in the website for
reference of the candidate. After 3 days of the completion of the entire
Computer Based Test for all the courses. The online quories on the scoring
key shall be invited for 3 days from the candidates. On the basis of the
quories received from the candidates the Expert panel will analyzed the
complains and if found genuine the final scoring key shall be made available
within 1 week. The decision of the Expert Committee in case of any
discrepancy, in the question paper as well as the scoring key shall be treated
as final.
The result of the Entrance Test does not ensure the confirmation and
guarantee of admitting the student to the Course as it is subject to
verification of the authenticity and appropriateness of the documents.
The transfer of the candidate shall be made only through the auto slide-up
process subject to vacancy in the respective social category and subject category.

N.B. : The selected PH candidates shall be immediately referred to Appellate
Medical Board & SCB Medical College, Cuttack, VSS Medical College,
Sambalpur and MKCG Medical College, Berhampur to verify the
genuineness and authenticity of their disability. On the basis of the
report of the Appellate Medical Board, the admission shall be given to
the candidates suggested by it. The authority of the Appellate Medical
Board shall be requested to submit their verification report within 15
days of time in order to ensure the admission of candidate.
In addition to the above points, the following shall be submitted at the time of
admission to the Head of the Teacher Education Institutions (DIETs / ETEIs).

13.0 Interpretation :
Interpretation of any of the rules of admission by the Director, TE and SCERT, Odisha
shall be final and binding. If at any point of time, it will be found that the candidate
have submitted false information / documents for his / her selection and study,
then his / her provisional admission shall be cancelled.
