The Department of Social Welfare and Development (DSWD) aims to design, oversee, and carry out
extensive social welfare programs to better the lives of underprivileged children, youth, women,
elders, people with disabilities, at-risk families, and communities in need.

Pantawid Pamilyang Pilipino Program (4P’s) contributes the most in helping alleviate the poverty
condition of its clients. In order to enhance their health, nutrition, and education, particularly for
children 0–14 years old, severely poor households are given grants as part of the 4P’s plan to reduce
poverty. It provides cash assistance to the poor to alleviate their needs. It also aims to break the
intergenerational cycle of poverty through investments in human capital (nutrition, health and
education).
