I. Introduction

The government owns all industrial and commercial ventures that are managed either by the
government directly or by any other organization it has designated for this purpose. These
undertakings are collectively referred to as public enterprises. Public enterprises are all
businesses that were founded and are being operated by the federal government, state
governments, or municipal committees or corporations.

The nation's economic growth has been greatly aided by the public sector. In reality, the
public sector now plays such a significant role in our economy that achieving the economic and
social objectives of the nation heavily rests on its ability to operate effectively. The public sector
is regarded as both a significant tool for self-reliance and a potent force for economic growth.

Our country has a system of public companies, which is a recognizable and unique part of
the government bureaucracy due to its distinctive managerial attributes, such as
entrepreneurship, which implies specific dynamics, creative capacity, and risk-taking
characteristics. Aware of this significance, RA 7160, also known as the Local Government Code
of 1991, which went into effect on October 10, 1991, gave local government units more power
and autonomy so they could develop to their full potential as autonomous communities and
valuable collaborators in achieving local and national goals and services.

The code promotes local autonomy and independence in all facets of local governance and
management. It demands that the devolution and decentralization of some duties and
responsibilities now carried out by the national government to local government units (LGUs).
The reasoning behind this is that local government units (LGUs) are best equipped to handle
these duties as well as the other local obligations.

An important feature of municipal government is delivering public services, providing


utilities, and operating commercial organizations are expected to successfully achieve
autonomy and self-reliance. The local government units (LGUs) are given the power and
authority to use the appropriate strategies and tactics to carry out this mandate. Like this, the
1987 Constitution specifies that while private businesses should take precedence in the
development of the economy, government must also invest in things like infrastructure,
utilities, and services for development.

With the aforementioned requirements to produce LGUs have the complete power and
authority to function as real business establishments and produce revenues at a profit for the
operation of Public Enterprises or Local Economic Enterprises in Municipality of Capas for both
public service to the people and for viability of its operation. They are permitted to collect
charges and fees to cover operating and administrative expenses.

Public markets, slaughterhouses, hospitals, public cemeteries, parking lots, sports,
recreation, and cultural facilities, as well as public utilities like water and power supply and
distribution, telecommunications, garbage collection and disposal, public transportation, and
terminal services, are examples of local economic enterprises (LEEs).

Despite the fact that LEEs are intended to be self-sufficient, if not revenue-generating
entities, many of them actually experience ongoing losses. Many LGUs' current practices do not
provide a clear understanding of the true cost of the local economic enterprise. Contrary to the
rules of the Local Government Code (LGC) of 1991, COA has documented numerous instances
where the operation of LGU economic entities was not regarded as special accounts in the
General Fund. LGU officials' judgments may be adversely impacted by the less than honest
reporting of the true financial situation and profitability of these businesses. On the one hand,
economic companies are frequently used as a means of taxing sporadic workers who are
employed elsewhere in the LGU system in order to get around the 45 percent–55 percent caps
on personal services (PS) spending of LGUs. On the other hand, a portion of the expenses
associated with LEE operation and management are occasionally billed under other LGU offices.
In general, the less than professional approach to managing local enterprises has led to
significant arrears and poor collection performance.

All municipalities in our country have their own Public Enterprises. Here in Tarlac Province,
we have municipalities that have Public Enterprises or Local economic enterprises. The
municipality we chose is Capas, the most initiative of this research is to determine what are the
various enterprises owned by the Municipality of Capas. We will define what active enterprises
are and how they operate. These enterprises are funded by the municipality of Capas. One of
the initiatives we are looking at here is their performances in terms of Income and financial
viability.

In order to create recommendations to maintain and improve the operation of municipal


public companies, this research was carried out to assess their current state of operation in the
areas of human resource management, physical resource management, and financial resource
management. enhance the way it operates.

II. Objectives

The reporter assigns in the Municipality of Capas to conduct the information wherein its
Public Enterprise. The information that we collect is to find the situation and the challenges of
the Public Enterprise, which is the Public Market, Cemetery, Slaughterhouse and Ospital ning

Capas (ONC). The Public Enterprise that has in the Municipality of Capas, the fees and funding is
funded by the LGU, however the income and financial viability of the public enterprise facing a
problems and challenges that will affect the financial and viability of the Public Enterprise have
in the Municipality of Capas. Ospital ning Capas they are suffering from medicine shortage and
lack of supply. Their facilities are incomplete, patients also don’t pay mostly due to poverty, and
they also don’t have insurance. Public Market they have limited budget and the government
does not give them annual budget. They have disordered management they don’t have much
permission, so it resulted to unmaintained up-growth of utilities the market’s wastes aren’t
disposed properly it also lack space and needed to be relocated the stalls are too narrow
there’s also many ambulant vendors that causes improper wastes. Cemetery it is not regularly
cleaned garbage’s and wild grasses everywhere which is a proof that it is not being maintained
well. Damage graves are also all over the places. This research was conducted to determine the
status of operation of public enterprises of the municipality along the areas of human resource
management, physical resource management and financial resource management with the end
of view of formulating recommendations to sustain and improve its operations.

III. Discussion

The outcomes presented to our topic aligned with the objectives has provided insights with
Public Enterprises (PEs) covered by the municipality of Capas performing governmental
functions and continuous development within certain barangays. As such , the existing public
enterprises in the municipality including slaughterhouse, public market, cemetery, and hospital
delivers a reliable and solid strategy to efficiently deliver public services and create more
tourism and opportunities by a dynamic and solid solutions through the help of officials that
are driving force behind public good and in identifying righteous ways to leverage public
funding in order to provide services effectively through the role of public enterprises.

The reporter is tasked with gathering information from the Municipality of Capas, which is a
Public Enterprise. The purpose of the data we collect is to ascertain the situation and difficulties
facing the Public Enterprise (ONC), which includes the Public Market, Cemetery,
Slaughterhouse, and Hospital. The fees and funding for the Public Enterprise in the Municipality
of Capas are provided by the Local Government Unit however, the Public Enterprise's income
and financial viability are facing difficulties that will have an impact on the Public Enterprise's
financial and viability. They are experiencing a shortage of medicines and a lack of supply at the
hospital in Capas. They do not have insurance, their patients also experiencing poverty and
financial incapabilities, and their facilities are incomplete. They do not receive an annual budget
from the government, and their budget is limited. The market's wastes are improperly disposed
of, and they lack space, necessitating the relocation of stalls that are too narrow. Additionally,
there are a lot of ambulant vendors, which causes improper wastes. They have disordered
management and lack of permission. The fact that garbage and wild grasses are not regularly

removed from the cemetery demonstrates poor maintenance. Additionally, damage graves can
be found everywhere, open niches that could cause anyone harm. Tall grasses and garbage’s
that could give anyone ill such as dengue and it is unhygienic.

The idea of a public market as a low-cost location to sell goods has been welcomed by small
business owners, including farmers, artisans, proprietors, shopkeepers, and specialized food
providers. A public market is another venue that community leaders may promote to increase
local sales and give small companies a place to expand, according to them. The average public
market is typically marked by subpar waste management and cleanliness standards, the
presence of dishonest sellers, a lack of a feedback mechanism for customer complaints, and a
lack of established operational mechanisms.

And in line with public slaughterhouse, Capas ensure that there is an abundant supply of
potable water as well as adequate facilities for treatment of land acquired for slaughterhouse
and be sufficient to permit future expansion as overcrowding of facilities in sanitation
problems. And the regulation of the slaughterhouse aims to improve hygiene and reduce the
contamination of meat and spread of disease, as well as protecting workers from occupational
health hazards that must be followed under municipal guidelines.

In connection to the municipality, operations related to funding, fees, income, and portion of
management structure has tracked condition to monitor other areas and sector of Capas in the
process of sustaining improvement and creation of plans. Along with issues and problems inside
their public enterprises its captives’ possible solution to be applied such as proper planning in
public sector projects, from sanitations and staffing management to various facilities of
hospital particularly in Ospital Ning Capas. Capas public cemetery are open to everyone, but the
downside is the case of being overcrowded, which is difficult to find a spot near the rest of the
remains of family’s ones who have gone before and expanding the Capas public cemetery to
accommodate more is considered a bridge to solution. Another is improving market operations
through a clean and well-kept goods and services.

In addition, the municipality of Capas requires balanced development in all 20 barangays


where it is relevant to generate opportunities and safeguard the interests of their residents.
And in aspect of social welfare of Capas, public enterprises provide primary essential goods and
services at reasonable price. They supply essential commodities that are accessible within the
market and other enterprises, mainly due to profit generated by public enterprises are used to
fund development programs. And along with the objective of municipality’s public enterprise is
help in generating a better quality of employment, infrastructure, and services, to develop the
basic foundation of their municipality, to help in providing resources to the public and the
government itself, to reduce inequalities and accelerate the municipal growth and
development.

Public enterprises in Capas respond to public demand critics which they viewed as a
teachable moment and a time for public participation . The municipality recognize with humility
in taking actions towards organizational shortcomings and explain those essential inefficiencies
within public processes that represent the conflicting yet important actions they adhere. Most
importantly they protect the public enterprises by enriching their role to the people and aiding
their needs. Inclusion to our report from Capas is the relevance of transparency and disclosure
to be accountable for their performance, which is important phase of the public enterprises. In
addition is to be a reliable financial information for establishing the accountability mechanisms,
allowing well-informed decision making on the part of the municipality. And lastly to deliver the
functions of every public enterprise with competitiveness and growth along the years. Which
entails that every public enterprise has its own set of intrinsic objectives such as to purchase,
distribute , and to provide a reliable assistance. It is an objective of each enterprise in Capas
that these tasks should be performed in an organized action, without waste of material,
revenue, or human resources, and with due regard to the enterprise's environment.

IV. Conclusion

In conclusion, public enterprise can be seen as an important part of the government


sector. It can provide services that are beneficial to the public while also being efficient and
cost-effective. It can be a useful tool for improving service delivery and strengthening the
country's economy as a whole.

An example of that is how Capas of Tarlac City capitalizes on its resources and has
experienced economic growth through the management and regulation of its public
enterprises, such as slaughterhouses, public markets, hospitals, and cemeteries. It generates
profits from the operation of these enterprises to finance the city's development projects and,
at the same time, provide service to the community. It is being managed by an efficient
management team, and its financial performance has been improving over the past few years.

However, there is still room for improvement as its returns are still relatively low
compared to those of other local government units in the region. To add to that, some existing
issues and problems have not been adequately addressed, which could negatively affect the
growth and performance of the municipality in the coming years. These include inadequate
strategic planning, ineffective governance, and improper handling of waste and water issues, as
well as the cleanliness and orderliness in the cemetery and certain sections of the market areas.

These areas should be given more attention to ensure that these problems are
effectively addressed to prevent potential health and environmental hazards that could arise
shortly. The budgets and operations of these enterprises should be properly managed to ensure

that they are operating effectively and delivering the best service to the residents of the
municipality. They have their respective governing bodies that ensure there are proper policies
and guidelines for their operations and management to guarantee a high standard of quality
service to the public they serve.

Overall, the management of public enterprises in Capas de Tarlac City is commendable


and should be emulated by other local governments as a positive example for other cities and
communities in the country.

:It will support the Enterprises, GOCCs and History of the Municipality of Capas.

I. The letter we gave in the mayor staff was established by us and approved it by Ma’am
Izelle Francisco by signing it with a signature;
The purpose of the letter is to ask a permission to conduct an interview to the office
staffs and to be aggressively interviewer, to ask some answers too. Our group went to
the offices and make an interview. At the end of the day, our journey was successful.

II. The book was given by the staff of the Capas Tourism Building.
Our group went to the said building and ask some questions that where the places of
their Public Enterprises are. The head staff was giving a book and said that he thinks all
the questions we have is in the book so, the opportunity is to us, and we took it. The staff
said also there are 22 Barangays in Capas and the history of every barangay was on the
book and also, every development, projects, programs, culture of the said Municipality
was on the Book.

III. Ospital ning Capas (ONC), Slaughterhouse, Public market and Public Cemproble
Our group was prepared a question to staffs of the said GOCCs and example “what are
the challenges and issues or problems that may have been comes up to”. The most
challenges of this are the shortage of goods or products, the head staff of Ospital ning
Capas (ONC) said that the lack of supply or medical supplies especially when the hospital
has many patients is their severe problem. Public market, Slaughterhouse, Public
Cemetery staffs said that the small and crowded place are their problem.

IV. Accounting head staff Ms. Rhyzeth P. Maliwat discuss the money circulation in
Municipal of Capas.
The OIC head Ms. Rhyzeth shared his knowledge about where will the money came
from? And where does the money go.
The income money was come to the GOCCs taxpayers like in the said above, she also
showed a trial balance sheet to discuss clearly. The money that collected goes to
projects and programs and surplus are rotated to the city councils and just to incase they
need a money, they have resources.
