Background
Malaria remains a major cause of illness and death in the African Region. In Nigeria, it is a leading
cause of morbidity and mortality, accounting for about 30% of childhood deaths and 11% of
maternal deaths. It is estimated by WHO that about 53 million cases occur annually. Nigeria
accounts for 53% of malaria cases in West Africa and about 25% of the global malaria burden. It
is also estimated that 81,640 deaths occur in Nigeria annually (about 9 deaths per hour). This is
about 45% of total malaria deaths in West Africa and 19% of global malaria death. Additionally,
at least one billion USD is lost each year as a direct result of malaria infections making malaria a
leading cause of poverty, low productivity, and reduced school attendance.
In 2021, with the support of the GF, NMEP successfully piloted the use of Information and
Communication Technology for Development (ICT4D) for SMC implementation in Gombe state
and scaled up the digitalization of SMC to four states - Gombe, Kwara, Jigawa, and Kano states in
2022. NMEP plans to fully scale-up SMC digitalization across the ten (10) GF supported states -
Gombe, Kwara, Jigawa, Kano, Adamawa, Kaduna, Katsina, Niger, Taraba, and Yobe states in 2023.
The use of ICT4D for malaria interventions in Nigeria, funded by the Global Fund has proven
successful in improving efficiency and accountability, optimizing vital service delivery processes
that include planning, supply chain, training, tracking distribution activities, real-time data
reporting, analysis, and reconciliation.
Purpose
The NMEP ICT4D unit, led by the ICT4D Specialist and supported by the ICT4D Officer, is
responsible for providing overall leadership and oversight on the use of ICT4D for SMC
implementation in Nigeria, using the NMEP ICT4D strategy. The ICT4D unit coordinates the use
of technology, engages with other partners, plans with the state, and provides technical support
during the SMC implementation period.
NMEP is looking for qualified individuals who will become ICT4D Training and Technology
Administrators, providing Tier 1 level support during SMC implementation in Gombe, Kwara,
Jigawa, Kano, Kaduna, Niger, Katsina, Taraba, Yobe and Adamawa states.
Objective
Train and build the capacity of Health Facility Workers (HFWs) and Community Drug Distributors
(CDDs) on the use of the NMEP ICT4D strategy for implementing SMC through the four cycles in
the 2023 round.
Provide technical support to HFWs and CDDs on the use of ICT4D for SMC implementation using
the NMEP ICT4D strategy.
Monitor and provide supportive supervision to CDDs on the use of technology for SMC during
the four cycles in the 2023 round of implementation in the selected state.
Specific Tasks
Summarized below are specific tasks and deliverables to be carried out by the ICT4D TTAs
Training
• Support the Health Facility and CDD training activities, train and build the capacity of
participants to be confident on the use of technology for SMC implementation.
• Ensure digital attendance tracking is done with biometric verification for participants
during Health Facility Supervisors and CDD trainings.
• Track and document all personnel information during trainings using the SMC personnel
data update tool, manage and issue personnel badges adhering strictly to the personnel
badge management protocol.
• Train state staff and other SMC personnel on how to utilize available ICT4D tools and
communication platforms to improve efficiency and quality of work.
• Conduct refresher and on-the-job training for HFWs and CDDs before and during
implementation.
Technical Support
• Provide tier 1 level real-time physical and virtual support on the use of personal android
devices for training, beneficiary registration, and SPAQ administration activities to HFWs
and CDDs during SMC implementation.
• Monitor and supervise CDDs and leverage on provided coverage, GIS data and other
relevant information to resolve identified ICT4D related issues and implementation
bottlenecks.
• Provide real-time feedback on community level activities as related to ICT4D for Health
Facility, LGA and State level decision-making and process improvement using provided
communication and reporting tools, leveraging on approved collaboration platforms.
• Track and properly document CDD replacements using the SMC personnel data update
tool, also ensure all information provided by the replacement is valid and verified.
• Efficiently Track and resolve data entry errors such as re-doses, referrals, adverse drug
reactions (ADRs) using provided data as commonly recorded by CDD.
• Manage the end-of-cycle data reconciliation process using real-time data to ensure a
thorough and complete data reconciliation activity.

• Demonstrate self-control, safeguarding, data protection ethics and integrity.
• Possess excellent written and oral communication skills.
• Proficient in English Language
• Ability to speak the local language in state of residence would be an added advantage.
Location Engagement
The SMC digitalization states are Gombe, Jigawa, Kano, Kwara, Adamawa, Taraba, Yobe, Kaduna,
Katsina, and Niger states for the 2023 round of implementation.
Eligible candidates MUST be a resident of one of the states to be successful and will be assigned
a cluster of health facilities in one of the Local Government Areas of the state he/she will be
supporting.
Schedule of Deliverables and Reporting
Work commences from the first day of planning to the end day of activity for each cycle of
implementation, following the approved SMC campaign implementation timeline. The schedule
for the 4 cycles making up one implementation round is between May – November 2023.
TTAs will be trained at state level and furnished with the required tools needed to effectively
carry out expected deliverables in assigned LGA during the implementation period. He/she will
work an average of 7 days for each cycle of implementation (excluding training days).
An activity timesheet will be filled using the approved template and submitted with other
required ICT4D templates and reconciliation tools upon completion of deliverables, at the end of
each activity to the responsible ICT4D Cluster Supervisor.
