1. Explain "The public office is a public trust."


In Article 9, Section 1. It is stated that,

‘The public office is a public trust. Public officers and


employees must at all times be accountable to the people, serve them with
utmost responsibility, integrity, loyalty, efficiency, act with patriotism and
justice, and lead modest lives.’

For the reason of, The Constitution, Article 2, Sections 27 and 28 provide
that:
Section 27. The State shall maintain honesty and integrity in the
public service and take positive and effective measures against graft and
corruption.

Section 28. Subject to reasonable conditions prescribed by law, the


State adopts and implements a policy of full public disclosure of all its
transactions involving public interest.

2. What is the role of Ombudsman in the country?

The Ombudsman and his deputies as protectors of the people shall act
promptly on complaints filed in any form or manner against officers or
employees of the Government, or of any subdivision, agency or
instrumentality thereof, including government-owned or controlled
corporations, and enforce their administrative, civil and criminal liability in
every case where the evidence warrants in order to promote efficient service
by the Government to the people (Section 13, R.A. No. 6770; Section 12
Article XI of the 1987 Constitution).

Under R.A. No. 6770, Sec. 15. The Ombudsman shall give priority to
complaints filed against high-ranking government officials and/or those
occupying supervisory positions, complaints involving grave offenses as
well as complaints involving large sums of money and/or properties.
3. Give examples of the country's practices to show the Section 4 of Article 15.

Some of our country’s practices is our government is giving financial


assistance to our elders including PWD’s. There’s also existing laws grant
benefits for sickness, disability, accident, etc to individuals covered under
the social security system.
