9.5 Laws
Executive Order no. 266
● Bago pa magkaroon ng CPD Law, the professionals
are encouraged in attending seminars. But it was not
mandated before. When the CPD came, it became
mandatory.
RA 10912
● Take effect on August 16, 2016
● Duterte signed the CPD law into law. Aquino did not
sign it. The president has the right to veto the law. So,
2016 up to now, there’s CPD law. Before, 45 units
were required for 3 years. Then, it is down to 15 units
per 3 years.
CPD continuation
● Work with one industry who has in-house training but
no CPD units, you can apply it to the PRC to have
CPD units, that is called self-directed activity
● WIth cost and evaluation period of 60 days
● The professional who cannot complete the required
number of units can file an affidavit of undertaking
to allow him to renew his PRC, however the shortfall
in the requirement number of CPD units will be
added to his next renewal

Official Gazette must be published there first. After 30 days

publishing in the national circulation, there should be an IRR
or the Implementing Rules and Regulation. If there is IRR,
then there would be law. RA 10912 gave PRC to make the
IRR to establish the CPD Law.

9.6 The CPD Process

CPD Council is composed of:

3. The president or officer of the national organization
of deans of DC of schools, colleges or universities
offering the course

CPD Council is tasked to oversee the implementation of CPD.

Based on PRC Resolution No. 7 series of 2018

Apply the respective programs to the Council at least 45 days
prior to the conduct of the activity (15 days in the new IRR
during the transition period)
● Ex: PAMET Batangas must claim CPD units 45 days
before.
