MORE GUNS THAN PEOPLE:


The Struggle for Disarmament in the War in Yemen

The Civil War in Yemen has been going on for nearly 8 years, costing countless losses in
lives and materials. Even though the UN-brokered cease-fire agreements between the Houthis
and IRG (Internationally Recognized Government) were extended several times during 2022,
the end of hostility seems to be still far from sight. The UN approach to resolving the
long-running conflict has always been deemed as insufficient, with disarmament and arms
control requiring a gradual approach and detailed plans.1 Going as far as 2014, it is estimated
that there exists more than 60 million firearms in Yemen, outnumbering the country’s
population by 2.3 to 1, and this number doesn’t even count the number of heavy weaponry
and equipment that has been reported to be utilized by the Houthis and other Armed Groups
within the country.2 With the UN presence in the country focusing more on political
settlement and negotiation, questions are still left unanswered on how best to approach the
question of disarmament without the direct aid of international aid via Peacekeeping
Operations. In addition, ceasefires are often a required prerequisite for negotiated peace talks
to begin, and peace talks are usually a prerequisite for disarmament to begin. Is this
something that needs to be reviewed? Or an indefinite cease-fire is necessary to remove the
guns from the battlefield of Yemen?
