PROJECT PROPOSAL
BASIC LIFE SUPPORT: Community Engagement Seminar

I. RATIONALE

“The Rotaract Club of Cavinti specifically is an organization that empowers


students and young professionals to create positive and lasting change in themselves,
their local community and around the world. Rotaract Members share a unique passion
for taking action through not only ideas but planning and execution of projects and
events. Where others see problems, we see solutions to provide humanitarian service
and to advance goodwill and peace around the world. It is a non-political and
non-religious organization open to all” (Titan et.al., 2022).

Basic Life Support (BLS), a medical education course from Philippine Heart
Center (PHC) is basically designed for medical and paramedical hospital and clinical
personnel, rescue and emergency response professionals, health care employees, and
students of medical and allied medical fields using American Heart Association
standards. Participants learn Adult Cardiopulmonary Resuscitation, Rescue Breathing,
and Foreign Body airway Obstruction Management through lecture-demonstration
classes and skills exercises and testing. A must for those who intend to take Advance
Cardiac Life Support training. But as a civilian, if someone will be in a life threatening
emergency situation involving anyone from the community, everyone is aware of the fear
that comes with such incidences. Anyone will do anything to save the life of the person.
What if no one knows how to help the person involved and emergency help was not
arriving fast enough? At this point it is important to realize the need for being skilled in
life saving techniques.

The “Basic Life Support: Community Engagement Seminar” will have a huge
impact on equipping the community and/or members of the ROTARACT, enabling
anyone to become first responders to victims with an obstructed airway, respiratory
distress, and those with cardiac arrest wherein emergency help was delayed. These
skills require the knowledge of CPR (cardiopulmonary resuscitation), AED (automated
defibrillator) skills, and knowledge of relieving airway obstruction. It majorly involves
initial assessment , maintenance of airway, rescue breathing/mouth to mouth
ventilation/expired air ventilation and chest compressions.

Philippine Heart Center (PHC), Education and Training Department - Medical


Education and Training Division is known to provide medical students as well as general
community knowledge regarding BLS. There will be an Action Program Matrix of the
proposed project, for this to be realized, it will require support and participation of the
members of the club, divided on different committees.

II. GOAL

To instill the community knowledge about basic life support and enable
participants to become first responders in emergency situations wherein emergency help
is delayed.
III. OBJECTIVE OF THE PROJECT

To equip the community and/or members of the ROTARACT knowledge


regarding BLS, disseminate information to the community whom to contact in cases of
life-threatening emergencies, and enable the participants to become first responders to
victims with an obstructed airway, respiratory distress, and those with cardiac arrest
wherein emergency help was delayed.

VI. ACTION PROGRAM MATRIX

Goal: To instill the community knowledge about basic life support and enable participants
to become first responders in emergency situations wherein emergency help is delayed.

Objective: To equip the community and/or members of the ROTARACT knowledge


regarding BLS, disseminate information to the community whom to contact in cases of

VII. EVALUATION

After the training proper &/ discussion proper, the participants are expected to
learn and be more knowledgeable about BLS and what to do in case of emergencies,
this will be assessed by having a post-assessment quiz.
