PERSONAL SERVICES – TERMINAL LEAVE OF HON. LUCITA M. AVILES TO
PERSONAL SERVICES SALARIES AND WAGES AND OTHER EMPLOYEE
BENEFITS, PARTICULARLY FOR PAYMENT OF STEP INCREMENT ENTITLED TO
RETURNING SB MEMBERS PURSUANT TO CSC AND DBM JOINT CIRCULAR

WHEREAS, the Committee on Finance and Appropriations of Sangguniang

Bayan of Plaridel respectfully requested the passage for the Augmentation of Funds in
the Sangguniang Bayan Office from Personal Services – Terminal Leave (Budget
allocation for Hon. Lucita M. Aviles) in order to be made available in the same office
under Personal Services to the various Accounts amounting One Hundred Fifty Five
Thousand Six Hundred Seventy One Pesos (P155,661.00) for the Step Increment of the
entitled Sangguniang Bayan Members for the period January – December 2023;

WHEREAS, as per record, the following SB Members, being elective officials, are
entitled to step increment based on their length of service on the same position, as
follows:

1) SB MEMBER JOSE H. ENGUITO JR. - 2 CONSECUTIVE TERMS LENGTH OF

SERVICE (2010-2016)
2) SB MEMBER HENRY M. BULAWIN - 2 TERMS LENGTH OF SERVICE (2010-2016)
3) SB MEMBER MYRA L. PLUMA - 2 TERMS LENGTH OF SERVICE (2010-2016)
SB MEMBER MARILOU V. YAP - 3 TERMS LENGTH OF SERVICE (2010-2019)

WHEREAS, heads of Legislative Office, the Committee on Finance and

Appropriations of Sangguniang Bayan and Local Government Unit of Plaridel had
already approved the allocation of budget;

WHEREAS, the augmentation of the above mentioned appropriation is

necessary to accommodate the amount needed for payment of Step Increment of the
entitled SB Members and be legally implemented pursuant to CSC and DBM Joint
Circular No. 01 s. 2016 dated January 27, 2016; they shall issue the (NOSI) Notice of
Step Increment to elective officials entitled thereto;

NOW THEREFORE, on motion presented by Hon. Gerald G. Tatad, Chairperson,

Committee on Finance and Appropriations for the first, second and final reading, duly
seconded by Hon. Myra L. Pluma, the Sangguniang Bayan Members unanimously –
 RESOLVED, as it hereby RESOLVES, authorizing the augmentation of funds
amounting One Hundred Fifty Five Thousand Six Hundred Seventy One Pesos
(P155,671.00) from the Sangguniang Bayan Office Personal Services – Terminal Leave
for Hon. Lucita M. Aviles to Personal Services Salaries and Wages and Other Employee
Benefits, particularly for payment of Step Increment entitled to returning SB Members
pursuant to CSC and DBM Joint Circular No. 01 s. 2016 dated January 27, 2016;

RESOLVED FINALLY that a copy of this resolution be furnished to the

Municipality of Plaridel Municipal Mayor, Hon. Gadwin E. Handumon, the Municipal Vice
Mayor, Neite O. Gornez, the Local Finance Committee, the HRMDO, Mr. Marcelo P.
Canares and all concerned offices for their information and guidance.
