[1] Professional football player Lionel Messi was


born on June 24, 1987, in Rosario, Argentina. He started
football at the age of 8, playing for the Newell's Old Boys - a
team in his native town.
[2] As a kid, Messi was smaller than most of the boys
he played with; he was suffering from a hormone deficiency
that restricted his growth. Medication was costly and Messi's
parents couldn't pay for it. At the age of 13, Messi was
offered an opportunity to play for Barcelona and have his
medical bills paid by the team. So, the whole family moved across the Atlantic to Spain.
[3] Messi was famous for being short and rapid with a fierce style of play. He was soon
compared to another well-known Argentinean footballer: Diego Maradona. Messi moved
quickly through the ranks of the team's junior system, and by the age of 16, he had made his
first appearance for Barcelona. He put himself in the record books on May 1, 2005, as the
youngest player to ever score a goal. That same year he led Argentina to the title in the under-
20 World Cup.
[4] In recent years Messi has become one of the highest paid football players, earning an
estimated $18 million a year. He has justified that he is worth that price by leading Barcelona to
a lot of success; the left-footer's team won the Champions League, La Liga, and Spanish Club
titles in 2009. That same year, he took home the FIFA World Player of the Year award.

[5] Even Maradona, the renowned retired player, has praised Messi. "I see him as very
similar to me," he told the BBC. "He's a leader and is offering lessons in beautiful football. He
has something different from any other player in the world."

[6] Messi became the first player to score five goals in a Champions League match in
early March. By the end of 2012, he had scored 91 goals in club and international matches.
Therefore, he broke one more record. In January 2013, Messi was named the FIFA Ballon d'Or
winner for the fourth time!

A TALENTED HUMOURIST

[1] Born in Casablanca on April 19, 1971, Gad


Elmaleh is an actor and comedian of Moroccan-French
nationality. He speaks fluently both French and Moroccan
Arabic as he was raised in a household that gave him access
to a mix of cultural influences. He was educated in Morocco,
first at the Georges Bizet School and later at Lycée Lyautey
in Casablanca. In 1988, he moved to Montreal, Canada,
where he studied political sciences for a year. He also
worked on radio and started writing humorous stories which
he performed in nightclubs. He soon discovered that he had a talent for entertaining people.
This launched him on a career which continues today.

[2] Gad Elmaleh has had roles in a number of films and has enjoyed success as a stand-
up comedian. His talents also include singing and voice-overs for animated films. His first
cinema role was in 1996 in “Salut Cousin!”, a film by Algerian screenwriter and director
Merzak Allouache. His first one-man show, “Décalages”, based on his own life, was
performed at the Palais des Glaces in 1997.

[3] Following the success of “Décalages”, Gad Elmaleh's second one-man show “La
Vie Normale” proved to be a huge success. In 2005, Elmaleh returned to the stage with a new
style in “L’autre c’est moi”, in which he interacted with the audience and improvised his
dialogue. In 2006, he was awarded the “Chevalier des Arts et des Lettres” by the French
Minister of Culture and was voted “The Funniest Person in France.”

[4] Gad Elmaleh performed in Montreal and Casablanca, before taking his shows to
France, Belgium and Switzerland in 2007. As part of the Just for Laughs festival in Montreal in
July 2007, Elmaleh presented his latest production, “Papa est en Haut” for the first time. In
December 2007, the show made history when all tickets were sold out at L‟Olympia in Paris
for seven consecutive weeks.

[5] In 2009, Elmaleh wrote, produced and acted in the film Coco which was another
great success. It was based on one of his one-man show “La Vie Normale”. In 2011, the actor
had a role in Woody Allen's Midnight in Paris and appeared in the film The Adventures of

Tintin. No doubt, fans are looking forward to future shows by the Moroccan-born actor and
comedian Gad Elmaleh.

[1] Ruth accepted with pride her certificate for nursing care from her teacher at a
vocational school. That certificate meant a lot to her. When asked
why she took up nursing, she explained, "I come from a broken
home. My parents divorced when I was in my early teens and I
had to drop out of school to help care for my brothers and sisters.
Then my father got cancer when I was 16 and I cared for him until
he died at our home. Not long afterwards, my sister also became
ill with cancer and after a few years she passed away. I got
married and began having children, while doing different jobs to
support my family. I kept dreaming of receiving an education and
being able to support myself, but I was never able to go back to school. "

saved up enough to pay part of private school tuition for my eldest son, Tom. He earned the

[1] Dropping out of school is a serious problem in Morocco. Each year, nearly 200,000
children leave school before completing their primary education. A new government initiative in
Morocco offers some measures to reduce the number of students who withdraw from school. This
initiative is part of an awareness campaign targeting parents.
[2] Researchers and government officials largely attribute the phenomenon to the ignorance
of poor parents who do not realise the importance of education. Some parents, for example,
withdraw their children from school due to the competing demands for household income which
often push children to work. Drop-out rates are higher among children of illiterate parents. These
rates can be reduced if we sensitise parents about the importance of sending their children to school.
In 2006, Morocco launched a number of awareness campaigns to address this growing problem.
These campaigns aim at introducing a national programme which encourages school children to
make a list of non-registered children and children who have dropped out. More than 14,000
teachers and headmasters will also be responsible for implementing this plan.
[3] The initiative is considered a logical one because it will get children who have dropped
out back into the school system, and it will act as a preventive measure because it raises students‟
awareness to the negative consequences of dropping out. The initiative was tested last year in a few
regions. Fatima Lharti, a twelve-year-old schoolgirl from Tangiers, says she managed to stop
approximately one dozen children from dropping out and persuaded a number of others who had
already dropped out to come back to school. “The most difficult part of the work is convincing
parents.” However, “when they hear children – the same age as their own – talking about the
consequences of taking their children out of school, most of them come around within a few
minutes,” Fatima proudly told Magharebia website reporter.
[4] Samir El Garoumi missed a year of school to work for his family. He is now back in
school and has struck a healthy balance between work and studies. In the morning, he goes to
school and in the evening, he helps his father in his workshop. This year, he is taking part in the
initiative to make a list of children who are not in school. He also advises parents in his family
circle to allow their children to finish their education.

[1] More and more people are interested in literacy


education programmes in Morocco. According to recent
statistics from the Ministry of National Education Literacy
Department, the number of people benefiting from literacy
programmes rose to 709,155 - an increase of nearly 54,000
over the previous year. 190,941 of the participants are children.
[2] This year‟s programme has had a richer success than
previous years because new ideas have been introduced, such
as the publication of literacy teaching books, and the creation
of multimedia teaching aids. Now, more than 750 non-
governmental organisations are involved in literacy education; some of them are international.
Thanks to the collective efforts of these organisations, many people have learned to read and write.
[3] Imane Jbili is one of the people who benefited from such programmes. "I left school five
years ago because my parents couldn‟t afford to pay for my school expenses, but I was able to
return to the non-formal education programme this year. Now, I‟m learning jewellery making so as
to set up my own business in the future," she said.
[4] Even pupils at primary schools are participating in fighting illiteracy. They sensitise their
parents and other people, particularly in rural areas, to the importance of learning. Ali Maarouf, one
of those pupils, helped a friend to return to school, and he is quite proud of his initiative. "I insisted
that my friend should come back to study. I did all I could to persuade him and help him catch up
with his classmates. I am happy now that he has managed to get along with classes," he said.
[5] Nora Charaf, aged 42, learned to read and write over a period of two years. "Now, I
understand a lot of things. I‟m no longer ashamed of being illiterate. I feel that I‟ve become
someone else," she said confidently.
[6] Rachid Salimi, a teacher, points out that although many people benefit from literacy
classes, there are still millions of illiterates in Morocco. The present illiteracy rate for the Moroccan
population aged 10 and over is 38.45%. "Fighting illiteracy is a big challenge; we must redouble
our efforts to win this battle," he said.

SUSTAINABLE DEVELOPMENT

[1] The first international conference on Education for


Sustainable Development took place from April 21-22, 2008 in
Berlin, Germany. Fourteen experts on education discussed the
objectives of the program. The purpose of the program is to promote
education, dialogue and change. It also aims at reducing poverty
around the world. Children must be taught about education for
sustainable development to really make a difference.

[2] By Sustainable development we mean the development that meets the needs of the present
without compromising the ability of future generations to meet their own needs. It is based on three
pillars: social, economic and environmental issues. For social issues, examples include health care,
social justice and transport infrastructure. Environmental issues involve energy preservation and
recycling waste. Economic issues include investment.
[3] Children are our future; education for sustainable development needs to start with
children. By educating children about sustainable development they learn about human rights and
how to prevent the individual's human and civil rights from being violated. They learn how to take
care of the planet to prevent loss of the earth's natural and environmental resources.
[4] It is easier to teach children the concepts of change, than
trying to teach adults. Adults often resist change. They will learn that
the planet is alive and needs to be taken care of, rather than allowing it
to degrade to become an uninhabitable planet. It is easier to teach
children about the importance of natural resources such as water, trees,
etc. Children accept change easier than adults, and they often help to
educate their parents.
[5] The world faces many problems and challenges at all levels:

[1] Choumicha Chafai, the most popular expert in


Moroccan cuisine, is one of those famous people who are
recognized by their name alone. Yet, she disliked her
name when she was a child. “I was the only girl with this
name in the neighborhood and at school, “she argued. As
she grew up, she learned to accept it and like it. Now it
has become a brand name.
[2] Choumicha is the daughter of a farmer from
sidi Hajjaj. She was born in 1972 in Sidi Kacem but she
grew up in Casablanca, where she studied sciences at
high school. Afterwards, she got a degree in
communication and marketing and worked as a costume designer for advertisements and
films.
[3] In 1992, she appeared on 2M for the first time as an assistant in a quiz show called
“Le most juste”. In 2010, 2M director suggested that she should present a program about the
Moroccan cuisine. “Cooking?” I have this in my blood!” She exclaimed. So, she started up
her first program about cooking, “ Ch’hiwate Choumicha”. Three years later, she launched a
second TV program, entitled “Ch’hiwate Bladi”. She travelled throughout Morocco in search
for recipes from the Moroccan regional heritage. She improved her knowledge through
reading cookery books, watching cookery programs on TV, and of course through practice. “I
attended my grandmother‟s cookery school,” she said jokingly. “She is a mine of recipes,
advice and values,” she added.
[4] Choumicha soon became a TV star not only in Morocco but also abroad, especially
in the Maghreb and Western Europe. She is fond of and knowledgeable about the
Mediterranean cuisine. That is why she is often present, as a guest or as an expert in many TV
channels such as Babel TV, TF 1, Cuisine Plus and Arte. Besides, Choumicha has published
more than thirty cookery books in Arabic and French. In 2005, she launched her own
magazine “Saveurs du Maroc et d’ailleurs” which sold about 20,000 copies.
[5] Choumicha has thousands of fans in Morocco and abroad. This makes her very
happy. “Love and recognition from the public are the source of my happiness.” She says. It‟s
no surprise that in 2009 she was selected among the top 10 celebrities in Morocco by Jeune
Afrique magazine. In 2013, she was elected the best chef in the Arab world by Sayidaty
magazine. It is true that Choumicha was quite lucky to get into the world of cooking, but she
really worked hard to prove herself.

[1] Traditionally, the idea of a working woman was not accepted by many people; they saw
it as a radical change in family life. The reasons were simple: a woman‟s place is at home. Who is
going to clean, cook, feed the kids and look after them?
[2] Batool, a 29-year-old Kuwaiti pharmacist and mother of two children says: “I feel
guilty.” Now that my eldest daughter is going to school, I‟m starting to have second thoughts about
being a career woman.” She says that when she was a kid, her mother would wake her up every
morning for school. “She made us breakfast, me and five other siblings, whereas I find difficulty
taking care of only two daughters,” she added.
[3] Like many other young Kuwaiti women, Batool finds it necessary to be taking a share
in the household finances. “It‟s not as easy as it used to be with my mother‟s generation,” explained
Batool. “A woman now has to have her awn income, if not to support her family, then to satisfy her
needs. Life is too expensive compared to twenty or thirty years ago.” The number of working
women in Kuwait is continuously increasing, with 42 paecent participating in the total of Kuwait‟s
working force, according to a recent study conducted by the Arab Planning Institute.
[4] Reem, a student, says: “I‟m studying hard to get a degree, have a good career and make
a difference. Moreover, at this point in my life, I don‟t want to have any kids. Maybe five years
after my marriage, I will start to consider it. But I want to do my master‟s degree abroad and I can‟t
do that unless I‟m married; otherwise my dad won‟t permit it.”
[5] Aisha, a 51-year-old mother, has been a housewife all her life. She says: “I got married
when I was seventeen and didn‟t‟ have time to finish high school. Most of my friends studied
further. Some of them are successful in their careers.”
[6] Staying at home to take care of children or working to increase the family‟s income is
apparently a personal choice. “I believe that you can do well in what you believe in if you have your
family supporting you,” says Aisha. The debate over working women versus housewives is one that
has been going on for generations. This is the issue that women around the world have to deal with.
They are under the pressure of supporting a household with an additional income and the guilt of
not being available for the kids. Finding the balance between both world sis what is expected of
women, something that is not always feasible.

and social habits," she said. Her husband agrees to raise their child in accordance with
traditional Moroccan values while she respects his French roots. Although Touria's mother
accepted the marriage, she is worried about the success of the relationship because of cultural
differences. According to her, marrying a foreigner would only cause problems, especially if there
was lack of understanding.
[3] According to a recent study conducted by the Ministry of Justice, the number of
Moroccan women who married foreigners increased from 2,507 in 2001 to 5,664 in 2009.
Meanwhile, the number of Moroccan
men who married foreigners rose from 1,366 in 2001 to 4,320 in 2009.
[4] Meriem, another Moroccan woman who is married to a Spanish man, said: "My
marriage took place by chance. I went to a friend's house on a weekend where I met Pedro. My
father insisted on testing him for a month; so we invited him over to our house in Morocco. My
father told him about the traditions of our society, family habits and the teachings of our
religion. My husband accepted all that with an open heart."
[5] Mustafa al-Ashhab, a lawyer, said: "Girls looking for opportunities to emigrate
often choose to marry foreigners. Similarly, young men, looking for moral or financial
support while living in a foreign country, get married to women in that country". Yet, such
mixed marriages often affect children‟s identity and psychological stability.
[6] Jamal Al-Zayadi, a sociologist, believes that although spouses may have a good
relationship with each other, children born to mixed marriages will still face problems. "They are
foreigners when they come to Morocco, and they are Moroccans when they go to a foreign country
despite the legal residence they have in that country," Al-Zayadi explains. Consequently, they
feel that they are marginalised, and this creates more problems for them and their parents.
Fortunately, a new citizenship law has given mothers the right to pass their Moroccan citizenship
on to their children of foreign husbands.

[1] There is no universally accepted definition of active citizenship. But there is a


general agreement that it refers to the involvement of the individual in public life and affairs. This
can take place at local, national and international levels. The term is used especially at local level to
refer to citizens who become actively involved in the life of their communities tackling problems
or bringing about change. At national level, it can move from voting to being involved in

There is a general set of values that can be associated
with active citizens. These include justice, democracy, openness, tolerance, courage and
willingness to listen to and work with others.
[3] Active citizenship is also expressed through citizens‟ initiatives and participation in
civic activities. The following example is from a Moroccan public school. Two years ago a group
of second year Baccalaureate students set up a Club for Citizenship in their school. The aim
was to promote the values necessary for a person to act as a good citizen. The club launched a
project for blood donating. “There is a shortage of blood in hospitals,” Nabil, the coordinator of
the club pointed out. “Blood transfusion is needed due to road traffic accidents, premature babies
and medical emergencies,” he added. When Nabil spread the news, the response to his Facebook
page was fantastic. The Provincial Blood Centre got involved and the partners agreed on the
following slogan: “A Drop of Blood Saves a Life.”
[4] The date to donate was fixed to coincide with the World Blood Donor Day in
June. Believe it or not, ninety two donors responded. Speaking after making her donation,
Rahma commented: “The best things in life are free. Blood donating is an altruistic act..., and my

[1] My Name is Ayman, I am a 21-year-old Egyptian student from a village called


Assadiya, in Egypt. I want to share my story with you as I am currently living the
happiest times in my life! This is simply because I have just learned what
"responsibility" means and I have made friends all over Egypt. I am a volunteer in the
“Step Towards Our Future” programme which is one of the activities of the Youth
Association for Population and Development (YAPD), a non governmental organisation
supported by UNICEF, Egypt.

[2] The year 2007 marks the beginning of this fantastic phase in my life! We
travelled to Cairo with YAPD to attend a youth empowerment workshop. We learned to
make field studies in order to understand the problems of our small community. My field
study took me to houses of rich and poor people. In my village, I was touched and
overwhelmed with what I have found out. I saw how the poor have compassion for each
other. You can definitely learn a lot when you get closer to your community and feel
for your people!
[3] We chose to start with an initiative that we called “Ayssin” which means
moonlight. We viewed our problems as darkness, and we wanted to get light out of this
darkness. We decided to start by marking our place, so we put large notices at the village
entrance and built a fence around the Youth Centre. We also established a social club inside
the Youth Centre and turned a deserted area there into a garden and called it Ayssin Garden
for Children. We also arranged for a big medical convoy including 19 mobile clinics and
a drugstore. The convoy provides medical specialties not available in our community for
skin, eye, heart and chest diseases.
[4] For me, the most important reward after taking part in all these activities is that
one feels that his work has made a difference. I hope our ideas will reach all people in order
to encourage them to volunteer for the benefit of their community. I hope a weekly or a
monthly TV programme will present our lectures, workshops and every step we take in
“Step Towards Our Future” programme. In this manner, parents will know what their sons
and daughters are doing and they will then encourage them to contribute to solving our
community problems. A UNICEF representative visited us to see the outcome of our efforts.
Consequently, people are seeing for themselves how our efforts are respected and held in
high esteem.

1 Ibn Sina, also known as „Avicenna‟, was indeed a true polymath with contributions
in many fields such as medicine, psychology, pharmacology, geology, physics, astronomy,
chemistry and philosophy. He was also a poet and an Islamic scholar and theologian. His most
important contributions to medical science was his famous book known in the West as the
Canon. This book is an immense encyclopedia of medicine. It comprises the entire medical
knowledge available from ancient and Muslims sources.
2 This great scientist was born late in the tenth
century in the village of Afshana, near Bukhara which is also
his mother‟s hometown. His father, Abdullah, was from Balkh
which is now a part of Afghanistan. Ibn Sina received his early
education in his hometown and by the age of ten he learnt the
Quran by heart. He had exceptional intellectual skills which
enabled him at the age of fourteen to do better than his
teachers. During the next few years, he devoted himself to the
study of Islamic laws and principles, philosophy and natural
sciences. Ibn Sina also studied the work of Artistotle on metaphysics but couldn‟t fully

understand it because of his young age. It only after reading a manual by the famous
philosopher Al Farabi that he found a solution to this problem.
3 At the age of sixteen, Ibn Sina dedicated all his efforts to learning medicine and by
the time he was eighteen he became a famous doctor. During this time, he was able to cure
Ibn Mansour, the Kings of Bukhara, of an illness which no other doctor could cure. The King
wished to reward him for this achievement, but the young doctor only asked for permission
to use the prestigious royal library.
4 When his father died in 1002, he left Bukhara and moved to Jurjan, where he
lectured on logic and astronomy. There, he met his famous contemporary Al-Bairuni. Later,
he travelled to Rai and then returned to Hamadan, where he wrote his famous book the Canon
and slo cured King Shams al-Daulah of a severe illness.
5 From Hamadan, he moved to Isfahan, where he finished many of his greatest
writings. Shortly afterwards, his health started to deteriorate, so he travelled less often. He
spent the last twelve years of his life in the service of Abu Jaafar; whom he accomplished as
his doctor and scientific consultant. He died in June 1037 and was buried in Hamadan.
6 Besides his monumental writings in medicine, Ibn Sina also contributed to
mathematics, music and other fields. His findings inspired later scientists in various fields of
knowledge and he is still considered a valuable reference to many researchers.

[1] Facebook is a social utility that helps people communicate more efficiently with
their friends, families and colleagues. Mark Zuckerberg, the founder of Facebook, was born
on May 14, 1984 in New York. He went to high school at the age of 15. There, he excelled in

Latin, so he moved to Phillips Academy to study Latin classics. After Phillips Academy, he
enrolled at Harvard University. As a student, he continually worked on computer
projects from his dormitory room. He got into trouble because he used private and
personal students‟ information to create an online directory. Consequently, the
computer services department wrote a complaint to the administrative board to take
measures against Mark. This didn‟t prevent him from working on his project. He
built a programme to help the workers in his father's office communicate with
each other and he created a version of the game called Risk and a music
player named Synapse.
[2] Mark Zuckerberg launched Facebook from his Harvard dormitory room on February 4,
2004. The idea for Facebook came from his days at Phillips Academy which, like most
colleges and preparatory schools, had a long tradition of publishing an annual student
directory known as "Facebook". It contained photos of all students, professors and staff.
After Facebook had become a success on his own campus, he and his roommate, Dustin
Moskovitz, began spreading it to other colleges. In 2005, more than 30 university students were
able to use Facebook. That year, Mark and Dustin moved to California and set up an office there.
Although they originally intended to go back to Harvard at the end of the summer, their
business flourished and they stayed on the west coast. Today, Facebook has four buildings in
California.
[3] Facebook is now the second most visited site on the Internet. Zuckerberg was offered $1
billion to sell the company, but he said no. His refusal to sell it out made people talk. Critics are
comparing Facebook to Friendster, the first social networking website. In 2002, Friendster was
offered $30 million by Google, and the offer was turned down. On December 2, 2009,
Facebook claimed that it had attained over 350 million users.
[4] A movie based on Zuckerberg and the founding years of Facebook, called The Social
Network, was released on October 1, 2010. The film star Jesse Eisenberg played Zuckerberg
in the movie. After Zuckerberg was told about the film, he responded, "I just wished that nobody
made a movie of me while I was still alive." The film is based on the book The Accidental
Billionaires by Ben Mezrich and won the Golden Globes award for Best Picture on January 16,
2011. Producer Scott Rudin thanked Facebook and Zuckerberg "for his willingness to allow us
to use his life and work as a metaphor through which to tell a story about communication
and the way we relate to each other.”

[1] The Economic Commission for Africa estimates that between 1960 and 1989,
some 127,000 highly qualified African professionals left Africa.
According to the International Organization for Migration, Africa
has been losing 20,000 professionals each year since 1990. This has
raised claims that the continent is dying a slow death from brain
drain which has financial, institutional, and societal costs. African
countries get little return from their investment in higher education,
since too many graduated leave or fail to return home at the end of
their studies. The United Nations has finally admitted that emigration of African professionals
to the West is one of the greatest obstacles to African‟s development.

[2] Kofi Apraku, an African living in the US, is eager to go back home. Nearly
twenty years ago, he came to America as an exchange student to finish high school. Kofi
ended up staying there to get his doctorate. He achieved distinction not only in his
professional career, but also in his social and personal life. Now a professor of economics at
the University of North Carolina at Ashville, Apraku is preparing to go back to Ghana to work
with the ministry of agriculture as director and policy counselor. “The missing link for
Africa‟s social and economic development,” he says, “is the African immigrant who has
become educated and experienced abroad but who has not been able to go back home.

[3] A number of factors have kept expatriates, such as Apraku, from getting back to
their homeland. Somewhat like African refugees, African immigrants are victims of brutal
governments, poverty, civil wars, poor economies, etc. According to a United Nations
estimate, 100,000 trained professionals like Apraku are working in the West. Most of them
can‟t – or won‟t- return. The result: a devastating brain drain that has deprived the African
continent of much of its top talents.

[4] Surprisingly, some Africans are willing to return to where they belong. Despite
the very low salaries, poor professional facilities and limited opportunities, they have decided
to make it back home. “Africa‟s development remains an African responsibility,” says
Apraku. “Some of us have been lucky to get enough experience to share such a
responsibility,” he continues.

[5] Certainly, the trip back home can be hard. For instance, the average salary in
African universities does not exceed 500 dollars a month. Many of the best-paid jobs in
Africa still go to foreigners. Thousands of foreign advisors in the public sector in sub-Saharan
Africa are paid up to 4,000 dollars a month. It is true that these have expertise unfound in

1 Brain drain is a major problem facing developing countries like Morocco. The
opportunities offered be new information technologies in Western countries have attracted waves of
Moroccan computer science graduates. They go there in search of higher salaries or better working

Information Technolgy, says that since 1999, the number of Moroccan immigrants abroad has
noticeably increased. Nearly 60% of the students who graduated from L‟Institut National des Postes
et Télécommunications (INPT) left Morocco in 2000.
4 Ahmed Akrtit, an engineer in a mobile phone company in Rabat said: “The technology
experts left Morocco as salaries here reach a maximum of 800 dollars a month. In Europe, these
engineers will receive salaries ten times higher than what Moroccan private or public firms can
offer them.” The Moroccan government argues that it cannot increase at a time it has to reduce the
high rate of unemployment.
5 Ahmed Najm, an economist, stressed the need for Morocco to care for its experts and
grant more importance to scientific research. Otherwise, the country will be out of the race.
