Job Description:
This position will be working closely with the Community-Based Protection
Monitoring (CBPM) Teams in designated locations of the North and North East
Regions within the Internally Displaced People (IDP) and Refugee Returnee
communities with an aim to:

 Improve the persons of concerns’ (PoCs) mental health wellbeing and psychosocial
conditions;
 Support the referred cases by providing qualitative psychosocial care and mental
health activities;
 Assist the CBPM teams in the identification of beneficiaries in need of specific
psychosocial counseling and ensure individual or group support for identified
beneficiaries.

RESPONSIBILITIES AND TASKS:

Psychosocial counselors aim to reduce the distress and improve the psychosocial
wellbeing of his/her beneficiaries. He/she use psychosocial methods and research to
make positive changes to his/her beneficiaries' lives and offer various forms of
treatment.

The MHPSS triangle should be in mind, our programme is mainly dealing with the
bottom 2-3. However, if we have specialized staff i.e., doctors, psychiatrists and
psychologists, we can handle with the Specialized Services at the top of the triangle.

He/she will closely work with beneficiaries of all ages who have a variety of different
mental or physical health issues, such as:

 depression and anxiety;


 mental illness;
 adjustment to physical illness;
 neurological disorders;
 addictive behaviors;
 challenging behaviors;
 eating disorders;
 personal and family relationship problems; and
 learning disabilities.

Tasks may include:

 Organize the initial assessment with survivors to assess the situation (and complete the
relevant data-collection form). Keep detailed paperwork about PoCs in order to
monitor the progress of the clients' treatments.
 Assess the beneficiaries’ psychological condition by using psychological tools to detect
the vulnerable cases and ensure psychological follow up.
 Support survivors, with assistance from the WAW protection coordinator and team in
serious cases.
 Refer survivors to the appropriate medical services and accompany them if necessary
or upon their request.
 Refer survivors to established referral mechanisms as appropriate eg., legal services, the
mental health centre or other facilities depending on the services available and
everyone's needs and requests.
 Assist in the development of referral networks between partners implementing SGBV
and implement referral pathways if not yet available.
 Help the community outreach workers to raise awareness in the community.
 Facilitate and/or run meetings on psychosocial issues with community leaders and
other influential members of the community, with the consent of the community
outreach workers.
 Fill in the relevant data-collection form for each session and any other resource made
available by WAW or UNHCR.
 Ensure the safety of team members from any harm, abuse, neglect, harassment and
exploitation to achieve the programme's goals on safeguarding implementation.
 Act as a key source of support, guidance and expertise on safeguarding for establishing
a safe working environment.
 Work as part of a multidisciplinary team alongside Protection Monitors and Community
Mobilization Officers.
 Offer psychosocial therapy and treatments for difficulties relating to mental health
issues such as anxiety, depression, addiction, social and interpersonal problems and
challenging behavior;

Job Description:
(Over all Purpose of the job):

The PSN focal point is responsible to implement all the PSN related activities across
the target provinces. He will be conducting PSN assessment to identify the most
vulnerable beneficiaries. He is responsible to coordinate at the provincial and district
level and ensure that the assessment is conducted in a coordinated manner. He/ she
is responsible to collect the data through KOBO collect, analyse and report on time.
He is also responsible to do the cash distribution on need bases to the PSN approved
cases.

(MAIN RESPONSIBILITIES AND TASKS):

 Identification of PSN cases and conducting PSN assessments


 Specifying beneficiaries as per established standards.
 Responsible for every individual PSN cases from the accountability of cash payment
and clearance to donor and other responsible parties.
 Conducting PSN network meetings on the provincial level.
 Recognizing and analyzing the need of each beneficiary
 Conducting meetings with participation of respective entities and PSN networks.
 Rehabilitation and strengthening the PSN network activities in the coverage areas/
provinces.
 Attending different sessions pertaining to PSN at the provincial and district level.
 Regularly contacting governmental and non-governmental departments and local
authorities with regards to the PSN project and beneficiary identification.
 Providing output on recent carried activities of the project at weekly sectoral meetings.
 Preparing and delivering documents to the project manager when and as expected.
 Putting in beneficiaries’ information on online data bases and collecting the data
through KOBO Collect.
 Participating in meetings held at the zone levels to discuss the PSN related affairs.
 Keeping the organization’s secrets and confidentiality.
 Keeping the beneficiary information confidentiality and not sharing with anyone other
than the approved sectors.
 Prepare different reports and submit to the project manager on the status of the work

Job Description:
Duties and Responsibilities:

Program:

1. Support assessments that are geared towards identifying existing hygiene and
sanitation practices, WASH-related health risks, barriers to safe hygiene practices and
priorities in target communities, schools and health facilities.
2. Working closely with the Hygiene Promotion Officer, support analysis of
data/assessment findings to inform on design of Hygiene Promotion approaches.  
3. Under the guidance of the Hygiene Promotion Officer, plan day-to-day activities
geared towards reducing risky hygiene practices at targeted communities and local
institutions.
4. Under the guidance of the Hygiene Promotion Officer conduct identification and
recruitment of Community Hygiene Promotion Volunteers (CHPVs) based on the laid
down IRC approaches and procedures.
5. Directly oversee implementation of hygiene promotion activities that include
supervision of CHPVs, and CHPs activities in the IRC program intervention areas.
6. Under the guidance of the Hygiene Promotion Officers, directly supervise distribution
of WASH related NFI kits activities.  
7. Support activities for engagement of women and girls at the communities, schools,
health facilities and other institutions to ensure that crucial feedback barriers to access
of WASH services and inclusion are addressed during implementation of the WASH
activities.

Capacity Building:

1. Support hygiene promotion trainings to communities and community volunteers using


approved MoPH modules and approaches.
2. Support formation and training of Community groups established for managing
operation, repair and maintenance of WASH infrastructure in coordination with the EH
sub-sectors (water supply and sanitation).
3. Support formation and training of groups established in schools for managing
operation, repair and maintenance of WASH infrastructure in coordination with the EH
sub-sectors (water supply and sanitation).
4. Carry out continued mentoring of Community Hygiene Promotion Volunteers and/or
Community Health Promoters on hygiene promotion approaches.

Monitoring and Reporting:

1. Maintain an update list of all CHPVs and/or CHPs and your supervision and the
different locations they are based in.
2. Supervise and monitor implementation of all CHPV and/or CHP hygiene promotion
activities against set work plans on a day-to-day basis including performance of CHPVs
and/or CHPs in their routine activities.
3. Daily activity progress reporting of all hygiene promotion activities through the daily
data collection sheets/tools to the Hygiene Promotion Officer.
4. Participate in regular program monitoring activities that include household surveys,
FGDs and PDMs upon completion of kit distributions.
5. Directly supervise water quality monitoring activities at household level to assess the
effectiveness of point of use water treatment approaches.
6. Directly carry out monitoring utilisation and appropriate use of the various WASH
facilities, provide feedback to the Hygiene Promotion Officer and communities on
actions that ensure safe and hygienic use of such facilities.

Coordination:

1. Liaise directly with communities (CDCs), elders, Mullahs, and Shura acting as a link
between IRC and the beneficiaries through mobilisation and encouraging the targeted
beneficiaries and all other stakeholders to participate in the IRC activities.
2. Support strengthening of integration of the EH and Health sectors on all aspects
related to community health and hygiene promotion.

Qualification and Requirements:

 Degree in Public Health or   Environmental Health or related field (Community Health,
Community development, Social sciences, Nutrition) with a bias in Public Health and
Sanitation or Diploma on the above with at least one year proven field experience.
 Minimum field experience of 2 years in Public Health Promotion through social
mobilization and community engagements.
 Knowledge of Community hygiene promotion, and other BCC approaches that include

Position Summary:

The Social and Behavior Change (SBC) Officer will provide overall technical assistance
for supporting the design, implementing, monitoring social behavior change
activities to promote community engagement and participation, and measurable

compliance with the UNICEF standard and integrated SBC strategy;

The Livelihood Assistant will be responsible to support the program section in the
smooth running of project activities and he/she will particularly carry out the

 Will be responsible to support IRW education department in general while the project
implementation “assisting out of school Girls Access to primary Education in Afghanistan

 Monitor how the referral pathway is working through making direct follow ups with
other organizations that are providing service “specialization” to the children  
 Able to develop training packages and capacity building sessions to the different
groups on the psychosocial counseling, youth and adolescence psychology.
 Conduct a regular follow up registered cases of six grave violation
 Close coordination with mental health organization and departments
 Organize training session on stress management and other related issues for center
and field staff.
 Prepare daily, weekly, monthly activity plans and reports and send to the supervisor
 Perform any other tasks in line with the job description and assigned by direct
supervisor

 
Job Requirements:
Skills and Qualifications Required:

 University degree in psychology or social services


 Minimum 2 years' professional experience in psychological and counseling field,
handling the psychological issues of children
 Working experience on promoting health psychosocial environment.
 Good computer skill including word, excel, email/internet and power point
 Excellent knowledge about children’s mental health and child psychological  
 Excellent oral and writing skills in Pashto, Dari, Uzbake and English language
 Able to work late hours and on irregular schedule if required
 Able to provide project progress reports on/before its due time and upon any further
request by the immediate supervisor
 Respect of confidentiality and sense of security
 Able to travel to the district
