We, the BMC MARD committee, know that the BMC always has prioritised
Joint Secretar y the welfare of their resident doctors. With the country facing severe inflation, the
Union Government has implemented 7th pay commision for everyone. In

Dr Vinay Kumar consensus with this, the Government of Maharashtra has issued GR no. शासन
ननर्णय क्रमाांकः मभवा- 1319/प्र. क्र.38/ सेव ा-9 Dated 18/11/22, to increase the
Academic Secretar y stipend of resident doctors across the state of Maharashtra. This increment
was to be effective from November 2022 for all the resident doctors working in

government medical colleges across the state and has already been implemented
across government medical colleges in the state. However, in order for this to be
Advis or y Committee implemented for the resident doctors working in BMC-governed hospitals (KEM,
Dr Akshay Yadav Sion, Nair and Cooper), the conversion of this GR to CR would be necessary. This

them to be financially stable. Hence, it is a humble request from our side to
kindly hasten the process of converting this GR to CR and implement it in
BMC colleges. Also, according to this GR, the respective residents must get
arrears of dearness allowance since 1 st July 2018.

2. This is to bring to your kind notice and simultaneously condemn the very idea
President of discrepancy of monthly payment scale across all the BMC medical institute in

Mumbai. For the last 8 months, Nair residents are getting Rs. 10,000 less;
while there is a discrepancy in the stipend of residents of KEM hospital and
Vice President Cooper hospital since last few months, as well. We have already given
Dr Prashanth GN application regarding this to you and the director as well (dated 19/07/2022
Dr Ashirwad Nagpurkar and 26/08/2022), but the issue has not been resolved yet.

We are deeply saddened and frustrated with the reluctance of our higher
authority regarding this problem. It is clear injustice that is being done to the
Gener al Secretar y resident doctors of BMC hospitals. With the residents working day and night for
Dr Chetankumar Adrat the well-being of patients and there should be no discrimination on any grounds
Dr Vijayadhaarani S for that matter. The BMC administration has been silent for the last 8
months, especially in case of Nair residents, despite repetitive follow-ups.

3. With respect to the hostel accommodations, the residents are forced to vacate

the hostels which are allotted by BMC. Every next week, there is a new notice for

vacating the hostels and this puts the residents in distress and uncertainty. The
hostels in Curry Road do not even have 24 hours water supply, making the

accommodation difficult for the residents staying there. Already, there is a

adequate arrangements have been done to improve the status of long-term

accommodation for the residents. This will become a bigger and an inevitable
crisis by May 2023, when there would be 4 batches of Post Graduate residents in

all colleges, unless and until resolved and managed at the earliest. We humbly

4. As for the issue regarding libraries in BMC Medical colleges, we do not have
24 hours library facilities. The library in KEM hospital remains closed on
Saturdays and Sundays and is also severely under-staffed. Cooper hospital does
not have a library to begin with and the students have been requesting
administration, which has fallen on deaf ears.

Given the approaching postgraduate exams, it is a sincere request to keep the

libraries open and running 24*7, so that post graduate residents can study at
whatever time they manage to find amongst regular duties.

Dr Sagar Gavali the resident doctors; who will act as a force of frontline healthcare workers in
the upcoming months where there is fear of impending COVID wave and
Gener al Secretar y outbreak of measles. If we fail to resolve these issues at the earliest, the resident
doctors of BMC hospitals will be forced to take drastic steps ahead in the nearest
