SUBJECT : PREPARATION OF LOCAL PUBLIC TRANSPORT ROUTE


PLAN (LPTRP) UNDER THE PUBLIC UTILITY VEHICLE
(PUV) MODERNIZATION PROGRAM

1. Background

1.1. On June 19, 2017, the DOTr entered into a Joint Memorandum of
Agreement with the DILG regarding the preparation of Local Public
Transport Route Plans (LPTRPs) by the Local Government Units. This
mandates the provinces, cities and municipalities outside of the Metro
Urban and Capacity Enhancement Program (MUCEP) Study Area to
prepare their respective plans in accordance with the DOTr Manual of
Standards. The JMC provides that the route plan shall detail the route
network, mode and required number of units per mode in the delivery of
public land transport services. Likewise, it stipulates that the plan is a
minimum requirement for the Land Transportation Franchising Regulatory
Board (LTFRB) issuance of franchises to public utility vehicles.

1.2. DILG Memorandum Circular No. 2018-60 dated May 3, 2018, reiterates
the guidelines for LGU’s preparation of the route plan, emphasizing the
role of the DILG Regional Offices in the monitoring of LGUs compliance to
the JMC.

1.3. DILG Memorandum Circular No. 2018-39 dated March 22, 2018, apprised
LGUs on their training schedules and venues for DOTr capacity-building
activities on LPTRP preparation

1.4. DILG Memorandum dated March 13, 2019 was issued relative to the
Regional Compliance Report on the Local Public Transport Route Plan
(LPTRP) Preparation and Submission by the Local Government Pursuant

1.5. DILG issued Memorandum dated June 24, 2021 advising the Local Chief
Executives to intensify efforts in facilitating the preparation and submission
of their LPTRP to the DOTr-LTFRB, and to ensure full support to the Public
Utility Vehicle (PUV) Modernization Program

1.6. On September 30, 2021, the Anti-Red Tape Authority (ARTA) called for a
meeting with DOTr, Government Finance Institutions (i.e., PNB and DBP)
and this Department, to discuss the issue on the need to fastrack LGUs’
compliance of LPTRP, following the report of the Transportation
Cooperative Sector to the Joint Congressional Oversight Committee on
Cooperatives (JCOCC), regarding the difficulty of securing loans from the
GFIs under the PUV Modernization Program, for LGUs without the
approved LPTRP.

2. Purpose

This Memorandum Circular is issued to require all provinces, cities and


municipalities outside the MUCEP Study Area, to provide this Department with
updates on LGU’s preparation of LPTRP, and to encourage LGUs without the
approved route plans, to fastrack their preparation and submission of the said
plan to the DOTr-LTFRB for approval.

3. Scope and Coverage

Provincial Governors, City Mayors, Municipal Mayors, DILG Regional,


Provincial and City Directors, and City and Municipal Local Government
Operations Officers and all others concerned.

4. Legal basis

5. Policy Content and Guidelines

5.1. Pursuant to the above-mentioned issuances, all provinces, cities and


municipalities outside the MUCEP Study Area that do not have their LPTRP
approved by the LTFRB for approval, are directed to:

5.1.1. Prepare their LPTRP, through the LPTRP Team, to be headed by the
Provincial/City/Municipal Development Office or any similar office
responsible for traffic and transportation regulation.

5.1.1.1. The formulation of the plan for the trips passing through
component cities and municipalities within the jurisdiction of the
Province shall be the responsibility of the Provincial Government.

5.1.1.2. LPTRP covering routes passing through independent cities and


provinces in the Region, and inter-city/inter-municipal routes within
the MUCEP Study Area shall be the responsibility of the DOTr.

** The MUCEP Study area is composed of the 16 LGUs in


NCR, i.e., cities of Caloocan, Muntinlupa, Navotas, Pasay,
Pasig, Paranaque, Quezon, San Juan, Taguig and
Valenzuela, and the municipality of Pateros, including the
cities and municipalities in the adjoining provinces of Bulacan,
Rizal, Laguna and Cavite which constitute the geographical
coverage of the MUCEP research.

5.1.2. Facilitate the approval of the route plan following the process below :

5.1.3. The Provincial Government shall monitor the status of route plan
preparation of all cities and municipalities within their area of coverage,
including their provincial route plan, and to submit a report to this
Department through the concerned DILG Regional Office, using the
attached monitoring template

6. Regional Policy Compliance Monitoring and Feedback

All DILG Regional Offices and the BARMM Minister of the Interior and
Local Government shall submit a Consolidated Summary Report of LGUs’
Compliance within their areas of jurisdiction, to the Office of the Secretary
through the Bureau of Local Government Supervision at email
blgspcmd@gmail.com, not later than November 29, 2021 using the
attached template.

7. Effectivity

This Memorandum Circular shall take effect immediately.

DILG Regional Directors and the BARMM Minister of the Interior and Local
Government shall cause the widest dissemination of this Memorandum Circular
within their area of responsibility.
