National Action Plan For Local History and Heritage Development 2022-2027 (CEBU FRAMEWORK 2022-2027)
Adopted during the 9th General Assembly of the Local Historical Committees Network on
4 August 2022, at the Bayfront Hotel, Cebu City
Rationale
With the end of the effectivity of the Local Historical Committees Network’s National Action Plan
2019-2022 (Baler Agenda) on 30 June 2022, the LHCN, together with the National Historical
Commission of the Philippines, recognizes the need to build upon the successes already achieved
and to adapt to contemporary challenges in the field of historical research and heritage
management. The long history of the LHCN, from its predecessor, the Provincial Historical
Committees, up to the institutionalized network established by Republic Act No. 10086, has seen
the development of local history as a field of many opportunities and deep community linkages.
The works of local historians has helped shape national narratives on our historical and cultural
identities that continue to permeate our conversations even in the present.
With the formal establishment of the LHCN under the Strengthening People's Nationalism through
Philippine History Act of 2010, the State has seen fit to adopt as official policy to conserve,
promote, popularize history and cultural heritage, with particular focus on research, promotion,
and popularization. Concurrent to this, the State has also declared as policy the documentation
and protection of our nation's cultural heritage and national symbols through Republic Act No.
10066 or the National Cultural Heritage Act and Republic Act No. 8491 or the Flag and Heraldic
Code of the Philippines. Through these, the LHCN adopted Research, Conservation and
Preservation, Publication and Production, Promotions and Popularization, and Documentation as
the primary thrusts for local history development during the effectiveness of the Baler Agenda.
Since then, and after consultations with local history practitioners from across the country, the
thrusts of the LHCN will change to reflect the reprioritization and rationalization of available
resources and efforts. This is also in line with the Department of Interior and Local Government's
Memorandum Circular No. 2022-026 that recognizes the value of local history in national and
local development -- local histories that reflect their relevance in the communities that they inhabit
and are based on the traditions and rigor of historical research as a discipline. Thus, the need to
encourage the LGUs to appreciate their historical wealth, the value and potential of local history
in their development, and eventually take initiative in writing their local history.
The LHCN hereby adopts the following as the primary thrusts that will serve as guide for Local
History and Heritage Development from 2022 to 2027.
Through these thrusts, the LHCN Vision and Mission are hereby adapted as follows:
Vision
A Philippine History that recognizes the various histories that comprise the story of the Filipino
People and a Society that actively participates in the development, conservation, protection, and
discourses on history and heritage.
Mission

The Local Historical Committees Network serves as the Citizen Arm of the National Historical
Commission of the Philippines. Capacitated with local and technical knowledge, the LHCN
monitors, coordinates, initiates, and supports various projects and programs towards the
development of an inclusive and facts-based history for the benefit of the Filipino people.
Pursuant to the abovementioned rationale, thrusts, vision, and mission, the LHCN and the NHCP
hereby commit to the following:
I. For the professionalization of Local History and Heritage Practice in the Philippines
a. Institutionalize and expand Capacity-Building Training Workshops on the
specialized knowledge and skills of the NHCP through local partnerships and the
LHCN with the goal of developing local histories across all the towns, cities, and
communities of the Philippines;
b. Establish Regional and National Conferences on Local History and Heritage with
the aim of elevating the Local History and Heritage Sector in terms of academic
and public engagement;
c. Commit to the provision of publications dedicated to papers and research projects
by LHCN member-affiliates and local history and heritage practitioners;
d. Strengthen networks with national government agencies, higher education
institutions, and other allied organizations towards the goal of developing
meaningful partnerships for the benefit of local history and heritage development;
e. Introduce and develop model initiatives for local history and heritage development;
f. Introduce permanent and regular platforms for the promotion, popularization, and
engagement of local and public history, with particular emphasis on LHCN
Member-Affiliates, in the digital age; and
g. Putting significance on the built legacies and placenames as mute contributors and
primary sources to history and heritage.
II. For the expansion of the role of the LHCN in Public History and Heritage Protection
a. Integrate the LHCN Member-Affiliates and their materials and collections with the
National Memory Project;
b. Engage with the Department of Education, Commission on Higher Education, and
higher education institutions on commitments for the promotion and development
of educational programs and projects toward the goal of promoting history as a
public and academic field;
c. Identify, organize and implement LHCN activities in solidarity with the 125 th
Anniversary of Philippine Independence and Nationhood;
d. Institutionalize the LHCN's role in the preparation, commemoration and celebration
of the Annual History Month observance and in the monitoring of Key NHCP
mandates, including Heritage Protection and enforcement of the Flag and Heraldic
Code; and
e. Engage the LHCN Member-Affiliates in the local application of national
commemorations and remembrances.
