ADMINISTRATIVE ORDER NO. 1

DIRECTING ALL CLASS PRESIDENTS OF JUNIOR HIGH SCHOOL TO SUBMIT A REPORT TO


THE VICE PRESIDENT FOR EXTERNAL AFFAIRS THEIR CLASS OPERATIONS IN
COMPLIANCE WITH REQUIREMENTS IMPOSED THEREWITH
WHEREAS, transparency and accessibility are promoted in the Supreme Student Council as a
theme for this academic year for the student leaders and must promote the honesty and integrity
of governance to achieve a responsible and accountable student government;

WHEREAS, in order to attain efficiency and stability throughout the student organization, it is
important to impose measures that will sustain a responsible leadership by the class heads in
every section;

WHEREAS, the exigency of necessary reports shall be prioritized in order for the higher
administrative student officers will have information on the status of every section based on a
true, reliable, and accurate document filed by their honorable Class Presidents;

WHEREAS, The President has the power to exercise general supervision and control over all
departments, sub-committees, and officers who were under the jurisdiction of the Student
Council, and shall ensure the faithful execution of their sworn duty;

NOW, THEREFORE, I, JOHN SEBASTIAN FLORES, President of the Supreme Student Council, by
virtue of the powers vested in me by existing laws, do hereby order:

Section 1. Submission of Reports. All Class Presidents of Junior High School in Naga College
Foundation are hereby directed to present their reports in every meeting conducted each month
to the Vice President for External Affairs, which reports that contains information pertaining to
the operations of class officers, behavior of the students inside their classroom, status of the
class in regards of discipline and order, and information that address to certain issues that
affects the regular order of business in the classroom.

The Vice-President for External Affairs shall determine the schedules for presentation of reports
prepared by the Class Presidents and shall have the power to promulgate rules of presentation if
there be necessary.

Section 2. Jurisdiction of the External Vice-President. The External Vice-President shall


exercise supervision over the class presidents and have the authority to receive their verbal
presentation; and such reports shall be brought to the President for consultation and determine
whether to take action depending on the matter of the case, or if necessary, impose preliminary
measures in response to the activity that is going on to that particular section.
Section 3. Implementing Guidelines. As may be necessary, the President or the External Vice
President may issue supplemental guidelines for the effective implementation of this order.

Section 4. Separability. If any provision of this Order is declared invalid or unconstitutional, the
other provisions which are not affected shall remain in full force and effect.

Section 5. Repealing Clause. All issuances, rules and regulations contrary to or inconsistent
with this Order are hereby repealed, modified, or amended accordingly.

Section 6. Effectivity. This Order shall take effect immediately.

Done in the City of Naga, this 28 th day of October, in the year of our Lord, Two Thousand and
Twenty-Two.
